Starting point is 00:00:02 Right now, live coverage from your local news leader, preparing you for tomorrow starting tonight and your first alert forecast. Here's what's happening where you live. This is ABC 11 eyewitness news. Right now at 11, another late night development in the snap funding saga as the historic government shutdown enters day 39. So we begin tonight with breaking news for families in North Carolina. Tonight, the Trump administration has won a temporary legal fight that would have required. fully funding the SNAP program this weekend. Thanks so much for joining us here for eyewitness news at 11. I'm Lauren Johnson.
Starting point is 00:00:39 Partial SNAP payments have already started for families and a handful of states issued full payments. But tonight's ruling means states that have not issued full payments must put the pause on those deliveries. The late night decision coming from Supreme Court Justice Katanji Brown Jackson, the justice assigned to emergency applications out of the First Circuit. Her decision comes after a federal judge ordered the Trump administration to fully fund SNAP. The administration appealed to the Supreme Court and Justice Brown Jackson granted the temporary stay. Tonight's decision is the next chapter in a seesaw battle over how to fund food stamps for families nationwide during this government shutdown. Just this afternoon, eyewitness news reported the U.S. Department of Agriculture notified states they're working towards paying November SNAP benefits in full,
Starting point is 00:01:24 complying with that federal judge's order. Earlier in the day, we reported the state health department thought the full amount would be added as soon as this weekend. But with tonight's ruling, that move is now in jeopardy. We can tell you at least five states have started the process of issuing full SNAP benefits. North Carolina is in the processing phase, so it's unclear at this time whether that money will still go through this weekend. Earlier today, North Carolina Attorney General Jeff Jackson said recipients were receiving at least half of their funds, though some people reported receiving 65%. Today, we spoke with the SNAP recipient who shared how she's using the money.
Starting point is 00:01:59 We've been having a really stretch to when our grocery shop trying to find foods that will last longer trying to make sure that we can stretch it out. The NCDHHS recommended SNAP beneficiaries continue to check their balances on their EBT cards. We have more to come tonight
Starting point is 00:02:17 on the government shutdown including talks to end the shutdown and what we're seeing at airports as the flight reductions have started today. Right now at 11 it's a clear night as we enter the weekend and eyewitness news has your first alert to overnight rain.
Starting point is 00:02:30 The first alert predictor shows rain moving into our area just before dawn. So for early risers, prepare for a bit of wet weather. Chief neurologist, Don Schwinnaker, is in the first alert forecast center with a first check of the weekend weather. Big weather, what's up? And we're seeing a few showers down to the southernmost county in our viewing area right now. Live look at our first alert Doppler net working out of Clinton at Taylor's Bridge and it is working out of here. But if we zoom it out, the rest of the region is dry tonight. That will change through the overnight hours.
Starting point is 00:02:59 Let's walk you through it. Here's your first alert predictive forecast. Model by 23, 3 o'clock in the morning. Showers are working through the north and western counties. As we head toward 5 in the morning, those showers are dropping through. By the time you're up at 8 o'clock, an isolated shower could be around.
Starting point is 00:03:13 Most of the rain, though, has shut off. Then as we go through the day tomorrow, we're dry until tomorrow evening. By 9 o'clock, we're starting to see a second round of showers and thunderstorms push through. We may see some of these with some gusty winds as we head through the overnight into Sunday morning, and then it clears out through the day on Sunday. And once this last batch of showers works through, it gets 40 degrees colder around here.
Starting point is 00:03:37 We're going to talk about a huge temperature swing in your seven-day forecast coming up for you in just a bit. Lauren. All right, Don, thank you. 2020 fans. Tonight eyewitness news going one step further into the murder of an army nurse in Fayetteville. 24-year-old Holly Lynn James disappeared suddenly back in 2008. Her burned body found weeks later, dozens of miles of. away from where she was last seen.
Starting point is 00:03:57 Authorities later found her killer to be her husband, Marine Corporal John Womenick. Bianca Holman is live in Raleigh piecing together the months leading up to Lynn's murder. Bianca, there were some signs that something bad was going on in that marriage. Yeah, you're absolutely right, Lauren. So James did the right thing. She actually put in a protective order two months before she was killed. But advocates, they tell me that when there is abuse and a weapon in the home, the chances of a homicide are that. much greater. Second Lieutenant Holly Lynn James was killed by her husband in the summer of 2008.
Starting point is 00:04:32 She was stationed at Fort Bragg and when she failed to show up for her nursing ship at the military hospital, it was a red flag. I think it's important that if our friend has confided in us that they may be experiencing domestic violence in their relationship, that we create some type of safety plan in place. Authorities discovered her apartment was destroyed by fire and her body was found miles away. It was revealed that two months before her death, James found a protective order against her husband, John Wymanke, who was a Marine. Domestic violence advocates say women in the military experience intimate partner violence at a rate of around 36%. We also know that folks who are in the military oftentimes have PTSD diagnosis. And with that PTSD diagnosis also leads to increased
Starting point is 00:05:20 chance that that person may also either be abused or may also themselves perpetrate abuse. Wine Monk and a fellow Marine were charged with James's murder. Advocates say access to a weapon in a domestic violence situation can be deadly. We do know that when there is domestic violence in a home and a firearm in a home, a person is much more likely to die of a homicide. than someone who has not experienced domestic violence and does not have a firearm in the home. William says military folks have options. They can go the civilian route and speak with a local domestic violence office,
Starting point is 00:06:00 or they can go to the family advocacy program on base to seek support. What is important is that if you know you're in an abusive relationship and you're thinking about leaving, that you engage in safety planning with your local DV agency and also engage with the court system if you feel that that is a safe place for you to go. So again, that emergency planning and escape plan is so necessary, and that's why Williams wants people who may be experiencing abuse in the home to connect with somebody either on base or in the community

Starting point is 00:07:05 cut multiple times after a verbal dispute with a man. This is on Barbie Chapel Road. The victim is in the hospital with injuries that are not life threatening. The suspect is 45-year-old Travis Rigsby from Durham. He's being held without bond at the Durham County Detention Center on assault charges and an outstanding warrant. We are learning more about the death of Stephanie Dickens. She's the wife of Wellington Dickens III, the Johnston County man charged with killing four of his children. The medical examiner reveals Stephanie Dickens died on April 21st,
Starting point is 00:07:33 2024 at the couple's home from a miscarriage stemming from a rare disease. According to the report, the 37-year-old was three months pregnant when she started experiencing heavy bleeding around 3 o'clock that morning. Six hours later, Wellington Dickens reported hearing his wife collapse on the bedroom floor. immediately started performing life-saving measures but could not revive her. The report goes on to say instead of calling 911, Dickens put his deceased wife back in bed and laid with her to mourn her death.
Starting point is 00:08:01 He later went out to get food for his children. After feeding the children, he told them their mother was dead. Dickens then called 911. The medical examiner's report also reveals Stephanie Dickens had previously delivered three of her five children naturally at home without medical care. Dickens is facing four counts of first-degree murder for the deaths of his four children, whose remains were found in the trunk of a car in Dickens' garage. Their cause of death has not yet been determined.
Starting point is 00:08:28 In Washington, Democrats today proposed a new bill to end the shutdown that would extend expiring health care subsidies, but Senate Republicans didn't budge, and tonight, travelers are bracing for headaches at the airport as flight reductions started because of the government shutdown. The latest numbers from Flight Aware shows a thousand flights were canceled across the nation today. There have been 6,000 delays for tomorrow. 736 flights have been canceled already and 212 have been delayed. Two flights have been canceled at RDU for tomorrow, which is not part of the 40 airports seeing the flight reduction. The Charlotte Douglas International Airport is one of those 40 flights and 40 flights are canceled there tomorrow. John Dowding is there with what travelers are seeing.
Starting point is 00:09:10 Concerns and uncertainty just growing amongst travelers as they head to the airport, especially here in Charlotte. Charlotte is one of 40 airports nationwide where they are seeing those flight reductions. Taking a quick look at the departures board here in Charlotte. You can see just scattered with cancellations, not many cancellations here today, but those cancellations are expected to grow over the next few days here in Charlotte and nationwide. We're only seeing around 4% of those reductions from the FAA, a mandated flight reductions, but those reductions are expected to grow to 10% of flights nationwide. I spoke with American Airlines earlier today.
Starting point is 00:09:46 They said they only cut around 18 of their flights leaving Charlotte today. That's around 3% of their departures that they have here in Charlotte. But again, Raleigh is exempt from this right now. Our airport, we are in the clear for right now. But again, as these cancellations continues to grow in Charlotte and nationwide, we will be keeping you up to date with the most latest information that you need to know before you head out to the airport. Three days after voters went to the polls, the race for mayor of a small town in Johnston County hangs in the balance, and we're talking one single vote. It's the race for Mayor of Kenley.
Starting point is 00:12:06 Right now, Councilmember Keith Davis, leads incumbent mayor H.L. hails by a single vote. On Tuesday, early results showed Davis leading by eight votes. Well, yesterday a computer error was discovered, and after recount, Mayor Hales was on top by a single vote, 89 to 88. However, there were two provisional ballots left to be counted, and this afternoon, Johnson County Board of Elections opened those ballots. Both were votes for Davis, giving him an edge 90 to 89. On Monday, the Board of Elections will do a recount. They will also look into a challenge that alleges Davis doesn't officially live in Kenley.
Starting point is 00:12:40 Three years after a young girl was killed during the Raleigh Christmas parade, the family of Haley Brooks is working with communities all around North Carolina to ensure parades are safe for everyone. One of those communities is the town of STEM. They've adopted new safety measures ahead of their holiday extravaganza parade tomorrow. One of the changes includes no-cost safety inspections of all vehicles, ensuring all drivers are over 25 years old, and implementing emergency stop procedures. These changes are part of a bill the family is hoping lawmakers will adopt. We need that as a law to try to curb that. If you don't have it as a law, then anything can happen. Stems parade will kick off at 2 p.m. tomorrow.
Starting point is 00:13:21 It'll feature themes around Veterans Day, Thanksgiving, and of course, Christmas. A proposal from the Trump administration's getting some pushback at UNC Chapel Hill. Today, more than 50 people gathered at the quad to protest what's called the Compact for Academic Excellence in Higher Education. The Compact is a list of commitments the Trump administration. reportedly sent to several major universities in exchange for federal grants. A petition with hundreds of signatures were delivered to the South Building, demanding UNC's administration reject Trump's compact by Monday, November 10th. University leaders say the university has not been offered participation in that compact.
Starting point is 00:14:00 Now at 11, the Harnock County Sheriff's Office charging a woman after she allegedly tossed a dog out of a car directly in front of the Dunn Animal Control Facility. That incident happened Wednesday afternoon on J.W. Edwards Lane. Amber Sparks has been charged with animal abandonment and driving while license revoked. Sparks told law enforcement the dog was astray and she was hoping to get it out of her neighborhood. That dog is shaken up but in good health and now in need of a forever home. Durham leaders are considering three improvement plans for the historic Durham Athletic Park built in 1926. The park was once home to the Durham Bulls baseball team and hosted NC Central's baseball games.
Starting point is 00:14:38 The city now looking into the multi-million dollar plan to preserve, restore, or transform that park. The goal is to keep the historic charm of the ballpark, but also think about the future and what it can mean for Durham and downtown Durham. The concepts are not final and may evolve or may evolve during the design phase. The park was a film location for the movie Durham Bull Durham. I forgot to do it.
Starting point is 00:15:51 My mom watches, she goes, she forgot to do the flapjack. So here it is. We only do it on Friday nights at 11. Temperatures in the 50s by 9 o'clock 63 and by lunchtime. We're actually in the 70s. Very warm weekend shaping up. Now, tonight it's dry across most of the viewing area until we get down into Samson County. Southern Wayne County.
Starting point is 00:16:10 Look at from Goldsboro to Brogden to Mount Olive. You do have some showers working through, not severe. Those will push out of here, but more rain works through overnight. Let's head live to North Hills. And a great night to be sitting out by a fire pit. 61 right now under partly cloudy skies, having a great conversation out there in the South, southwest wind at eight miles per hour.
Starting point is 00:16:29 Manny Oda Murphy tonight, the warm air surging up from the south 60s across the state. 62 in Maniose 63 down at DCU 60 and Chase City. Triads dropped into the 50s. 62 down in Lumberton, Charlottes at 60 and Boone. They were in the 30s last night, 54 degrees tonight. This warm air is surging ahead of this boundary. That boundary is going to work through as we head through the overnight. And then this one clear out here in Montana and the Dakotas snow flying out here.
Starting point is 00:16:55 This is very cold air. It's going to race across the country. It arrives in here on Monday and we see some chilly temperatures. Now here's the rain overnight by 7, 8 o'clock. It's out of here as we go into Saturday afternoon. Things are dry, temperatures in the 70s. But by tomorrow evening, we're starting to see some showers. Could have a rumble or two of thunder embedded in that.
Starting point is 00:17:15 Sunday morning, we start to dry out again. And then that cold air races in for Monday, the coldest air of the season. Forecast looks like this for tomorrow. Nice warm day. 75 degrees. We should be in the mid-upor 60s this time of year. A damp start for some, but it becomes partly cloudy and warmer as we head through the day. Starting point is 00:17:35 Powered by Accu, the Sunday 76. Monday feels like temperatures upper 30s. I went ahead and made Tuesday a first alert day. Just note we'll probably have a freeze warning. Tuesday morning, it's going to be a very cold Veterans Day. Temperatures 15 degrees below average in spots. Very cold, but hockey weather for the canes. Wednesday, Thursday, Friday, we're back into the 60s.
Starting point is 00:17:56 So some of the warmest air of the season tomorrow, and then it really drops the bottom drops out as we head into Monday, Lauren. Josh Brolin, Elizabeth Olson, and the world champion Los Angeles Dodgers in studio and intoxicated after the late news on Jimmy Kim alive. It has a long history of furniture making in this week's North Carolina Made segment. We're highlighting a company keeping that tradition alive here in the triangle. Inside of the 70,000 square foot facility, Raleigh reclaimed is giving new life to wood that would otherwise go to waste. As an engineer for the state, Billy Keck saw old structures be burned to make way for new development.
Starting point is 00:18:57 But he knew it could be used to make something beautiful. Along with his wife, Melody, Billy takes trees that would have otherwise rot in a landfill and turns them into custom heirloom furniture pieces. So for us, there's this story behind the tree. We're giving this tree a second life. So there's a continuation of that story. And we're going to have something that folks passed down to their children and grandchildren. Billy says he's self-taught. The couple also uses machines from old furniture shops that have gone out of business.

A North Carolina native is among six college basketball players whose eligibility was revoked by the NCAA for what they believe to be players rigging games. Chad and B.J. Freeman, who played for Arizona State, is originally from Selma, Freeman attended Clayton High School before transferring to a prep school. He and five other players from the University of New Orleans and Mississippi Valley State are no longer enrolled at their respective schools after this investigation. The NCAA says they helped with game manipulation and shared information with known betters and had been unwilling to cooperate with that investigation.
