Breaking right now at four, the grandson of legendary Duke basketball coach Mike Shoshowski charged in connection with a deadly crash.

And we begin with breaking news.
The grandson of former Duke basketball coach Mike Shoshowski charged with driving while impaired in connection to a crash that killed 15-year-old boy.

And I'm Amber, repent of that crash happened just before 9 o'clock Saturday night on Coal Mill Road in Durham.
Police say the 15-year-old Jack O'Shea was on an e-bike when he reportedly entered in the path of a Ford Explorer.
Akela Davis is on this breaking story.
She is joining us live now at the crash site with more details.

Amber Durham police say this is the intersection where a 15-year-old boy was struck and killed Saturday night by an impaired driver.
I want to show you what we're looking at here.
This is the intersection of Coal Mill Road in West Windham Lane.
This is outside of the Whitehall community.
Police say this man was the driver. That's 26-year-old Joseph Severino, and he's facing driving while impaired charges.
We're learning Severino is the grandson of former Duke University basketball coach Mike Shichesky.
Police say just before nine Saturday night, a 15-year-old boy was riding his bike northwest on Coal Mill Road when he reportedly entered the path of a Ford Explorer traveling in the same direction.
Investigators say Severino struck and killed the 15-year-old boy who loved ones have identified as Jack O'Shea.
Eyewitness News has learned that O'Shea was a freshman student at Cardinal Gibbons High School in Raleigh,
and he was a beloved member of the basketball and baseball team.
So we're also learning there's a public mass being held at Cardinal Gibbons right now for O'Shea.
Eyewitness News is learning that Severino was being held on a $100,000 bond.
We learned that he bonded out this afternoon.

Well, now at four, fishermen taking advantage of the lower lake levels at Raleigh's Falls Lake.
As stage one, water restrictions begin today.
And as of today, Falls Lake is now 3.13 feet below full pool.
The water level has been declining as we wait for significant rainfall.

The city of Raleigh, hoping that these new restrictions will, of course, help to conserve water.
Under the restrictions, outdoor watering will be limited to once a week on an odd even address basis for sprinklers and then restaurants will only serve tap water upon request.
And we have live team coverage of the water restrictions.
Elena Athens is in Raleigh's Brentwood neighborhood talking to some longtime neighbors and our Dwan Hogarth is hearing from businesses impacted by the restrictions.
But we begin with meteorologist Cruz Medina and tracking our next chance for rain as well as a frosty start to your Tuesday morning.
Cruz tomorrow will be a first solar day for at least through early morning.
That is correct. So this first alert day remains in effect through 8 a.m. tomorrow and it's for frost advisories and even some freeze warnings that have now extended into person county and Grenville County as well as Mecklenburg County and Virginia. So all across those northern counties, that's where we're expecting some of the coldest temperatures throughout tonight. And those temperatures will be in the 30s and those locations. So Roxborough 32, 34 and Henderson, 35 and Roanoke Rapids. And then you could see down in the triangle 39 and Raleigh.
in the sand hills, you're likely not going to see frost there as tipters remain in the low 40s tonight.
But I did want to give you some context here. So even at an air temperature of 40 degrees, which is why areas like the triangle are included in this frost advisory, keep in mind, those observations are measured about five or six feet off the ground.
And so it's going to be a little colder right near the grass. And so tipters could be as cold as 32 degrees with an actual air temperature of 40. And any of the molecules in the air of water could
actually touch onto frozen surfaces or at least cold surfaces in this case as most of us will
not get down to freezing. So frost will be possible tonight even if your tipters are in the
mid-30s. Otherwise this evening fairly nice tipters will be in the 60s. We're starting to see
the clouds break apart that we've had this afternoon. So a nice sunset likely across the region.
And then for tomorrow cold in the morning coming home tipters will be in the mid-60s with some
sunshine. So if you're ready for the 80s to return, we've got some of those in the forecast.

And we turn now to the water restrictions going into effect in Raleigh today for the first time in 16 years.
The city taking the proactive steps now as we continue to see the water levels drop at Falls Lake.
It is important to note that these restrictions are also for the six cities and towns who get their water from Raleigh as well.
Wake Forest, Rollsville, Garner, Nightdale, Windell, and Zebulon are included.
Elena Athens spent her day in Raleigh's Brentwood neighborhood right off Capitol Boulevard.
His families there begin to adjust to the water restrictions.
So hi Elena, what are families telling you the biggest concerns are there?
Well, some residents here in the Brentwood neighborhood are concerned that their grass might die during this drought,
while others who live in this community have already warned their kids that one of their favorite activities is temporarily off the table.
Even when it's not so hot, my kids love just running around in the sprinkler.
and doing the water slide.
Sarah Pandarvis is already thinking about how to keep her kids entertained in the days ahead.
Warm weather is set to return as Raleigh remains in a drought,
and the city is imposing water restrictions.
That is kind of like, well, what pools are open yet?
And, yeah, how can we cool off?
New rules kicked in today.
Automatic and manual sprinklers may only be used between midnight and 10 o'clock in the morning.
Homeowners with odd number addresses are supposed to water on Tuesdays,
and those with even numbered addresses on Wednesdays.
Hand out hoses and drip irrigation systems
may be used at any time.
We would have to wait and see when the city told us
we could do it again.
And yeah, we would have to find other ways to cool off.
Popsicles, ice cream truck goes around.

the steps that another man is taking right now
within the city limits to be self-reliant.

And we go now to DeWonghard, who has been speaking to businesses today, also as they adjust to these new restrictions.
Yeah, Duan, what are the businesses telling you?
Yeah, well, for one, it's not just residences or even outdoor water usage.
The stage one water restriction also applies to indoor water usage.
Now, specifically, we're talking hotels, motels, and even bed and breakfast, such as the Heights House Hotel here in Rale.
I stopped by a little bit earlier today to find.
out how they are responding to the restriction.
Inside the rooms of the Heights House Hotel and Raleigh, your state will look a little
different this time around.
The city is currently in a stage one water restriction.
Hotels, motels, and bed and breakfast must ask guests who are staying more than one night
to reuse their towels and their bed sheets.
We definitely are able to have like face-to-face conversations and explain to them in
detail if they have questions about like why do we need to like not change our sheets or
why do we need to keep our towels.
And for good reason.
Because one of our core values is environmental sustainability.
So we proactively place these like laminated cards in the room saying this is what Raleigh
Water has said because of the drought. Normally hotel staff would turn over the sheets and supply
fresh towels every day. Being able to give personalized service is to have that like face
face conversation and say like this is like we're all in this together and we are still
providing the absolute best. However the hotel and other similar places are subject to the indoor
guidance of the water restriction rules. The city says by following these rules,
Can ensure everyone has access to drinking water, health care, and for emergency needs.
If it means giving up, you know, fresh towels every single day, then absolutely.
And the hotels, the hotel tells me that their guests have been very receptive to those cars.
They place there on the bed sheets for folks who stay here at this hotel.

We're going to hear from one local golf course on how the drought is affecting how they water the property there at that local golf course.

Meantime, the city of Durham has decided to not enact water restrictions at this time.
Here is a look at Lake Mickey, the city's main water source.
You can see levels look okay here from the sky.
Durham city leaders are encouraging customers to use water wisely
and to follow the year-round watering schedule,
and officials warn that restrictions could be implemented if dry conditions continue.
In Orange County, the Cain Creek Reservoir, University and the Cory Reservoir, are all now 88% full.
That's down from 89% just yesterday.
According to the Orange Water and Sewer Authority, there is enough water to last for 473 days if there is no further rainfall.
Year-round water conservation restrictions are in effect.
We're also monitoring water levels for Fayetteville's water source as well, the Cape Fear River.
At this point, PWC tells us right now there are no plans to enact water restrictions.
where that could change if the Cape Fear continues to decrease.

An update on a murder suspect who has been extradited back to North Carolina.
Carlos Robles is now being held in the Durham County Detention Center with no bond.
Federal agents found an arrested Robles 1700 miles away in North Dakota, not far from the Canadian border.
He is charged in the murder of 28-year-old Luis Flores.
Flores was found shot to death last November on Guest Road in Durham.
A prayer vigil will be held tonight at 6 o'clock for a Person County teenager killed in a crash over the weekend.
Tyler White was involved in a head-on collision.
Patrick and Henry Community College in Martinsville, Virginia, where Tyler played baseball,
posted this picture of Tyler on social media, writing that he was a great role model in the community.
The visual will be held at the Bushy Fork Fall Field in Broxboro.
Happening now, the State Highway Patrol is investigating this crash that killed two people.
This happened on NC Highway 87 in Cumberland County's Grace Creek community today.
A preliminary investigation revealed a Ford Fusion was traveling south on Highway 87 when the driver went off the road, struck a guardrail,
cross the median and hit a Subaru outback. The Ford flipped several times, ejecting both people
inside of the car. Unfortunately, they died at the scene. The driver of the Subaru suffered minor injuries.

All right, Amber, thank you. Well, new at four, the Republican-led General Assembly launches an
investigation into former Governor Roy Cooper's administration regarding the early release of inmates.
Republican legislative leaders announced the operation of a new oversight subcommittee today.
the committee will investigate a COVID-era prisoner release of 4,200 inmates that they say was part of a settlement between the Cooper administration and advocacy groups.
Speaker Destin Hall calling the release a miscarriage of justice.
The investigation is happening as Cooper is running for the U.S. Senate seat soon to be vacated by retiring Senator Tom Tillis.
Cooper campaign spokesperson released this statement in response to the investigation, saying in part, quote,
These blatant lies from Republicans have been fact-checked for months and found to be false after Roy fought against these releases in court.
North Carolina law enforcement officials and parole officers looked to similar criteria.
President Trump used a year prior when his administration released thousands of federal prisoners due to COVID-19 and North Carolina Republican leaders were regularly briefed on the process over five years ago, now only raising the issue in the middle of a political campaign, end of quote.
Well, days after a terrifying incident involving teenagers and gunfire at Raleigh Mall,
local leaders gathering to address teen safety and justice, the action happening to bring down
youth crime.
And time is ticking before the ceasefire ends between the U.S. and Iran.

New at 4. The Raleigh Fire Department honoring fallen firefighter Paul Mims today.
Today marks 62 years since he died of a heart attack while in the line of duty.
A memorial for MIMS was held this morning at the Keeter Training Center.
And the Raleigh Fire Department is also remembering firefighter Joshua Lull.
The firefighter died over the weekend.
The Raleigh Professional Firefighter Association posting this picture of Lull on social media.
His cause of death has not been released.
And now for Wake County officials gathering for a public safety committee meeting where they learned more about efforts to address juvenile safety and justice.
just days after an altercation involving teenagers that resulted in a shooting at Triangle Town Center Mall.
Michael Perch who joins us now in downtown Raleigh. Michael, good afternoon to you. What were some of the key
takeaways today? Amber Barbara off the top, important to note this meeting was scheduled prior
to that incident on Friday, but the topic of juvenile crime, justice, and reform certainly drawing
renewed attention. The chaotic scenes inside Triangle Town Center Friday,
leaving three people injured with shoppers and workers scrambling for safety.
Raleigh police say three 17-year-olds confronted a 20-year-old mall employee who was assaulted during
that confrontation before pulling a handgun and firing multiple shots.
The troubling incident, a bump in what has been a period of progress in combating youth crime.
The county reported there were 3,556 delinquent complaints received involving 6 to 17-year-olds last year,
down just over 4% from 2024.
So we're happy to see fewer complaints coming in.
These 3,500 complaints represent just over 700 youth, 729 discrete youth.
What this obviously means is that we have a number of youth who are coming up on multiple charges.
Don Blagrove, Executive Director with Emancipate and C, is encouraged by the drop,
but believes more can be done to meet youth where they are.
And instead of dealing with the symptom of their behavior, get at the root cause of their behavior.
We need to take some time where we are creating space where these children can get the therapy that they need, gets access to the resources that they need before they are in a place where they are acting out publicly or creating problems.
Coming up at five, the startling changes in social media and online usage among teens during the past decade, plus where Blago believes funding could be better spent moving forward.

Hi, Michael, thank you. Turning down to the war with Iran, time is running out for a deal between the U.S. and Iran before the ceasefire expires on Wednesday.
Security is heightened in Islamabad, Pakistan, where a possible second round of negotiations are expected to take place.
Though right now it is not clear who from the U.S. will attend those meetings just today.
Iran's foreign ministry spokesperson said it had no plans to attend the potential negotiations, adding no final decision has been made.
President Trump has threatened to escalate attacks on Iran's energy and transportation infrastructure
if a deal is not made to end the war, prompting concerns from experts and some Democrats that
doing so would violate international law. In the meantime, starting today, some businesses may
apply for refunds on tariffs. In February, the U.S. Supreme Court struck down President Trump's
economic tariff plan, and now the U.S. is poised to repay billions to businesses, but it is
not clear how that will be passed down to consumers. Customs and Border Protection,
launching a refund portal for those businesses, business owners, and the first to opt in for
refunds and submit their application, which could take up to 90 days to process or longer if
they encounter any issues. And new at four, get ready to do some stargazing. The Lyrid Meteor
shower is underway and the peak night is tomorrow night. So if you want to see the showers
zipping through the air, make sure that you head out somewhere that doesn't have any light pollution.
and that is what we call a tee up to meteorologist Cruz Medina who's going to tell us if we're having any cloud cover or how that's going to look.
Yeah, and we just had these warm tumps and now here we are, people ready to plant and all of a sudden now it's going to get cold again.
Sweater weather's back.
Yeah, it is going to be cold.
Tonight will be colder than tomorrow night.
So anyone heading out to see or try to see the Lyrids, I think they'll have good viewing conditions, but honestly,
temperature won't be as bad as tonight.
So a win is a win, right?
All right, going forward, we will eventually see the tipter's warming back up.
For tonight, though, we have that first alert day in effect.
It's from 2 to 8 a.m. tomorrow, and that's where we have the frost advisories in effect during that time frame.
So the temperature's in the 30s for many of us tonight.
By the time we get into midweek, we're going to see our tipters warming up again.
So we should be back in the 80s for highs.
Frost will no longer be a problem.
But also throughout this weekend, even though it'll be warm for the first half, there could be some rain chances in the forecast.
And that's actually good news.
No one likes to hear about rain on their weekend.
you know, raining on your plans, but we could really, really use some rain. Now these tipjures,
as I mentioned, it's going to be a little milder going forward. So tonight, all the way down in the
30s, we'll see 40s for lows tomorrow night, and then the rest of the week is spent in the 50s and
60s for those morning tipgers. Back to this evening, it's going to be a bit mild, at least
early in the evening. Tipters will be in the 60s before the Keynes games. If you're heading out
to the Lenovo Center as they take on the senators tonight, the Canes game is a
good before and after, but you might want to bring a light jacket with you as tipters will cool down into the 50s.
First alert predictor shows a front moving through right now. And so that's the cloud cover that we have around this evening.
It's possible there's a little sprinkle out there. Nothing really to be concerned about.
After those clouds clear, that's when we see the tipgers start to drop into the 30s.
Winds will also be out of the north tonight. That's going to help to drive down the tipgers rather quickly.
So waking up tomorrow, that's jacket weather with 30s stepping out the door.
And of course, with the frost possible, if you have outdoor plants, you'll want to bring those inside throughout tonight.
By tomorrow afternoon, middle to upper 60s across the region, mostly sunny.
And so tomorrow is still going to be a below average day.
Our average high this time of the month for RDU is about 74 degrees tomorrow's.
It will spend most of the day in the middle to upper 60s.
It's going to be a little bit below average, but kind of a refreshing day with sunshine.
And then from there, of course, we're going to heat up again through the middle of the week.
So by Wednesday, as high pressure is right over us, temperature should be in the 80s.
And then it slides off to our south, our winds turn out of the south.
And since we're south of this cold front here, the warm air is just going to keep pumping in.
So we'll see middle to upper 80s all the way through Saturday this upcoming weekend.
Back to what we could expect throughout this week.
So it's going to be dry until the weekend.
We're expecting the pollen count to stay high.
Once again, the primary allergens are going to be trees.
So oak, pine, mulberry, poplar, maple, just to name a few.
Those are kind of your primary allergens for this week, so make sure you're taking your mitts.
All right, going forward, lots of events this weekend.
We've got the Dogwood Festival in Fayetteville.
Saturday, we've got the ALS Walk.
Make sure you sign up for that.

And then as we go into Saturday and Sunday, we're watching for, you know, the shower chances.
So if you're heading out to the Dogwood Festival or any of those local events, you'll have to watch out for some late day showers on Saturday.
And we could have a few that linger into Sunday as well.

Work to improve drainage on the Wake County side of the popular area is now underway.
Work is expected to last through June 12th.
There may be a partial or complete closure of certain sections during this project.

Starting Sunday, Wake County will temporarily close the Holly Springs Community Library, beginning to allow for the first major renovation of that building since it opened in 2006.
The renovations will include new flooring, updated paint, and finishes, modern furniture, and redesigned layout to enhance accessibility and overall user experience since opening.
The library has hosted more than 3 million visitors.

Investigators say Sabarino struck and killed the 15-year-old whose loved ones have identified him as Jack O'Shea.

And Chatham County leaders are weighing the future of a police technology amid privacy concerns.
Flock safety cameras were installed in Pittsburgh in 2024, and they're used across the triangle.
Cindy Bay explains why the system remains controversial in Chatham County.
Privacy is top of mind in Chatham County as leaders review the use of flock safety cameras,
an automatic license plate reader system that has sparked debate since its launch in Pittsburgh two years ago.
The technology helps police solve crimes from finding stolen cars to locating missing people
by capturing images of vehicle details, including license plates.
Pittsburgh police say nine cameras have helped investigate,
dozens of cases leading to nearly 40 solved incidents.
The cameras that we're using, they're tools.
That's all they are.
They're not to monitor people.
They're not to follow people.
We're just using them as tools to assist us.
So when those crimes do occur,
we can't rely on home security video
or home security cameras and businesses.
The town met last week to address privacy concerns
and discuss the limits,
including banning use of camera data for cases,
involving reproductive care or immigration status. Unless tied to a criminal investigation,
data is deleted after 30 days. The data is owned by the town, but can be shared with other
North Carolina law enforcement agencies. One of the concerns is we don't know who's going to have
that information and we don't know how they're going to be using it. I Witness News has reached out to
flock for comment. But in a statement about the issues raised in the county debate, the company says
it has taken steps to address some of those concerns, including removing federal agencies from
its national and state lookup networks to limit automatic data sharing at the federal level,
and the company also says it does not sell data to third parties or commercial entities.
Leaders are continuing to review the technology's use.

The shooting happened this morning at Leinbach Park at Sally Kirk Road.
Police say two groups of people gather to the park to fight.
And when the situation escalated to a shooting, at least two people are dead and seven others injured,
police used drones in the area to try to find the suspects.
A North Carolina man charged with a more than 30-year-old murder in New Jersey facing a judge today.
Robert McCaffrey Jr. was arrested earlier this month in Dare County on the North Carolina coast where he had been living.
He is charged with first-degree murder, first-degree kidnapping, and secondary burglary.
in connection with the 1990 murder of Lisa McBride in New Jersey.
McCaffrey has also been a person of interest in the disappearance of his wife, Marjorie,
who was last seen March 2012 at her home in Charleston County, South Carolina,
and her body has never been found.
In Western North Carolina, residents and businesses at Lake Lure are celebrating a Helene
recovery milestone with a soft opening today.
Helene devastated the town and left more than one million cubic yards of debris in the lake.
The public now has limited access to the water.
while officials keep checking on the lake and wrap up work there.
Under this first phase, the entire lake will be a no-wake zone.
Another sign of Helene Recovery in Western North Carolina,
Norfolk Southern's rail line reopens in McDowell County this weekend,
and the Old Fort community came out to welcome the first freight train,
some 16 miles of track severely damaged during that storm 18 months ago.
Wrestling icon Andre the Giant is getting his very own North Carolina Highway historical marker.
The marker will commemorate the wrestler whose real name was Andre Roussefmoth.
He was born in France in 1946.
Roussefmoph's connection to North Carolina started during his travels through the state for wrestling matches.
In 1978, he purchased nine acres of land near Ellerby in Richmond County.
He died in 1993 while in France for his father's funeral, but his ashes were returned to his North Carolina ranch.
The historical marker will be unveiled Thursday in Ellerby.

Right now at four, police in Shreveport, Louisiana are combing over a sprawling crime scene after they say a gunman shot and killed eight children,
including seven of his own on Sunday and left two people fighting for their lives.
Police say the victims are three boys and five girls, all between the ages of three and 11 years old.
The mother and another woman who were also shot are now fighting for their lives.
The suspect shot the mother of the child for the children first.
They responded to this location and shot eight children, seven of which being his own.
Investigators say another child was injured jumping off the roof of the house trying to get away.
Officers fatally shot the father identified his 31-year-old Shamar Elkins after he led them on a police chase.
The community is now rallying around that family.
Well, now to another tragedy playing out.
This one in Pennsylvania, the state fire marshal there says they're investigating a house fire that killed a family of seven.
The victims have been identified as a mother, her four sons, and two daughters.
The children range in age from three to 11 years old.
The family had just recently moved into that house in the town of Mill Hall, about 167 miles southwest of Pittsburgh.
State police are looking into whether a propane leak caused an explosion at that home.
Right now at four, we have news.
surveillance video that captures the moments after a small plane crashes in a neighborhood in
Landau Lakes, Florida on Sunday morning. In this video here, you can see the fireball and a backyard
on fire. One person was killed in the crash. The National Transportation Safety Board says the
craft was a Cessna 401B airplane that crashed there. The cause is now under investigation.
In May 2020, there was a similar plane crash that killed one person in the same neighborhood.
And this morning or this afternoon, excuse me, we are learning more about a case.
scene in Wisconsin here. Several people arrested accused of trying to break into a facility
where thousands of dogs are held for research. Some protesters say they were trying to free
some of the 2,500 dogs inside the facility, but police say the protest was not peaceful.
Video shows officers in tactical gear seen kicking a man, no dogs were taken.
And Oklahoma High School is considering all the potential candidates for prom king.
They did not choose the football hero or the straight-A student.
They chose their school principal, Kirk Moore, whose students credit for saving their lives.
Earlier this month, Moore confronted a former student who police say enter the school with a loaded gun.
They say that he targeted a student pulling the trigger, but the weapon malfunctioned.
They say just as he pointed the gun at another student, Principal Moore came out running out of his office, charging at that student.
During the struggle, Moore was shot in the leg.
And now he is their prom king.

portable chargers on its flights. The company says the chargers pose a risk for fires during
flights, including more than a dozen incidents already this year. So now passengers are allowed
only one lithium-powered portable charger in their carry-on bags. The charger must be stored
under the seat or on the passenger. They cannot be in the overhead bin or recharged using in-seat
outlets. Today probably a pretty good day for flying. You're headed out of here and somewhere a little
warmer if you want it. Yeah it's not terrible. It might have been a bit bumpy getting in the air
