And let's start with John Doubting. He's live forced outside the Raleigh-Obbins News Center with the latest. Hey John. Hey, Barbara, Amber, I couldn't drink out of the cup. I did try to get close to it. I didn't feel like cutting everybody in line there because those people were waiting for a while. That excitement was just
Starting point is 00:02:18 contagious earlier today. People coming out during their lunch break here and the Stanley Cup was right outside their office family stopping what they were doing to come out there and take a picture all to be able to see the Stanley Cup in person ahead of the parade, which is going to end right behind me here on Fayetteville Street Saturday. Okay. Talk about the best surprise during a lunch break. I worked right across the
Starting point is 00:02:40 street, so I was like, dude, I'm on lunch. I can head over right now. Members of the Carolina Hurricanes, along with the Stanley Cup, making a stop for lunch at Vavachi and North Hills, the unannounced visit, sparking a frenzy as people lined up to see the players and take a picture with the cup. It's something you'd
Starting point is 00:02:55 never expect to see, especially growing up around here. We were five years old last they won the Cup so 20 years later to now be able to see it where we're actually old enough to understand what's going on it's unreal just so much excitement and that's only growing ahead of the championship parade here on saturday but also the canes here the world the stanley cup champions are helping to also help out some local businesses here as that parade gets even closer here coming up at five we'll tell you more about how the canes and how the parade is going to be helping
Starting point is 00:03:28 downtown businesses during a time when they've seen a little decline in some and some activity over the last few months live here outside the Riley I would disdue center I'm John Douding ABC 11 I would all right sounds great John a little fun for everyone even the baby getting to take that photo in the cops so cute for that family all right John thanks all right let's go to Jemise price she's with fans at raising at Cains that's right Jemise what have you been running into hey Barbara and Amber we are inside the raising Cains here on Hillsboro Street where the event is a expected to start momentarily. Andres Vecnikov is in the building right now, trying to get
Starting point is 00:04:09 some things squared away, and then we'll start. But we are expecting some signatures, autographs here. We also have a line of people stretching down Hillsborough Street for folks to get inside and take part. Now, this is not absolutely a meet and greet situation. A few fans will be welcomed inside, and then here sitting right here will have this oppressed event that will take place momentary. here where Andres Fektyakov will answer a few questions, do a couple of interviews, and then I'm told he may go to the back of the house and start buttering biscuits and doing the whole nine. So I was told that he wants to come here and celebrate being a champion, saying that Raising Cain's chicken figures for a champion. So it's such a fun event, expected to start
Starting point is 00:04:56 just a few minutes here. And of course, we'll keep you updated throughout the afternoon, telling you all the things that he has to say and how it's. it feels to be a Stanley Cup champion. Barbara? That's going to be so much fun. Butter and biscuits, talking to the press. We look forward to hearing all that you get from there. Thank you so much, Jemise. So much excitement around Raleighwood today. And the championship frenzy continues. Our news gathering partners over at the News and Observer tell us today's paper here, perfect storm. This paper is sold out. The front page shows Cain's captain and Stanley Cup final MVP Jordan Stahl celebrating with the Stanley Cup after the big world.
Starting point is 00:05:33 in. So it's sold out today, but the News and Observer says that you might be able to get a copy of their special edition. They're printing another edition. That's a big one. It's coming out Friday. We are unable to print extra copies of today's, and that's just because there are a few printing presses these days. They're not as many as they used to be, and they get booked up pretty quickly. With their schedule, we're not allowed to go back and print more of today. But that's why I think we will reprint this front page that everyone wants. that in the special section. So if you didn't get one today, be sure and get one Friday. Oh, people were searching today, especially our photographer Bob Goggren. Well, Friday's special commemorative edition also will include a 12-page section, 12 pages about the canes.
Starting point is 00:06:20 Now that is hot off the presses right there. This Saturday, ABC 11 presents celebrating the cup. We will have live coverage of the parade here on eyewitness days, and that begins at 11 a.m. on Saturday. And we will continue to follow the cup through the evening here on eyewitness news. For now you can find more on the Stanley Cup champions and the parade plans on ABC11.com. All right, let's turn now to first alert weather. People at Dix Park today enjoying a break from the heat, but we're tracking a big warm up this week. Neither all just Cruz Medina is in our first alert forecast center. It's nice today to begin to change, Cruz.
Starting point is 00:06:50 That is correct. So as we look ahead to Thursday, which is a first alert day, we're expecting a heat advisory to be issued in time. That's because the feels like tipters are going to exceed 100 degrees across the region. they could possibly go up to 106. Obviously, it's going to get much hotter, so I hope you've enjoyed the break that we've gotten from those oppressive conditions throughout today. So a live lookout in North Hills, after getting a few hours of some breaks in those clouds. We're back to cloudy skies here in the city of Oaks, 84 degrees there in North Hills, 81 and
Starting point is 00:07:21 Roxborough and 82 in Fayetteville. It's obviously been a nice refreshing change of pace, and we're going to continue with that through this evening. So walking the dog temperature should be in the low 80s by 7 p.m. dropping into the 70s as we go closer to 9 or 10. And by tomorrow morning, you will wake up with temperatures in the 60s. So it'll be a great start to the day. We will have some clouds around as we start the day.
Starting point is 00:07:44 The clouds break as we go into the afternoon tomorrow. So if you want to get in around a golf, would be best to do it in the morning before the sunshine appears because by the afternoon, it's going to turn hot. Loads mid-90s expected across the region tomorrow. And then we are expecting to cool down into Friday. That's as a system that's going to get good. going there over South Texas could actually bring us some rain.
Starting point is 00:08:05 We'll be talking more about that timeline coming up in your extended forecast in just minutes. Back to you. All right, Cruz, thank you. And you can track the changing conditions on the free ABC 11 mobile app. You can check the first alert, Doppler Net and the 7-day forecast, and we'll send you all the weather headlines directly to your device. Now to Rocky Mount. A two-year-old is dead after getting attacked by two family dogs.
Starting point is 00:08:25 It happened Monday afternoon at a home on Star Street. Rocky Mount Police tell eyewitness news the two dogs are described as pit bull mixes. Akela Davis joins us live from Rocky Mount at the police station there. Akela, just a horrible story. What can you tell us? Terrible story. Rocky Mount Police say this remains an active investigation. They say a two-year-old little girl was mauled to death by pit bull mixed breeds.
Starting point is 00:08:50 Rocky Mount Police say the deadly dog attack happened in the Happy Hill community here in the 1100 block of Star Street. Family friends and neighbors identified the victim as two-year-old Raylan. A neighbor told eyewitness news they saw the toddler's body being carried out of the home. That same neighbor said the child suffered severe injuries during the attack. Police say Raylan was attacked by two dogs that belonged to her family. Investigators say the child's grandparents lived at the home where the attack happened. Eyewitness news is learning investigators are interviewing family members and neighbors as they work to learn what exactly happened and whether any criminal charges could be filed. And police say the family surrendered the dogs to animal control.
Starting point is 00:09:37 I reached out to the North Carolina Department of Social Services. I understand they are a part of this investigation. I haven't heard back. Reporting live in Rocky Mount, Akela Davis, ABC 11, eyewitness news. That is a heartbreaking story out of Rocky Mount. Akela, thank you. When school lunch rooms close for the summertime, many children lose easy access to a healthy breakfast and lunch.
Starting point is 00:09:58 Parents have to come up with 10 or more additional meals per week, and that constrained family budgets. The Food Bank of Central and Eastern North Carolina is working to ensure nutritious food reaches affected families throughout the region, but they need your help. And that's why ABC 11 is partnered with the food bank in its annual initiative, Stop Summer Hunger.
Starting point is 00:10:16 Your donation helps families facing food insecurity, and you can donate from now until July the 31st, and we put more information on ABC11.com. Ahead here at 4 o'clock pushback over a new controversial voting bill, several people rallying at the state, legislature today. And we are hearing from Vice President J.D. Vance after he sits down with the ladies of the view today for the first time. Witness News. We are Local News weeknights four to six 30 and 11.
Starting point is 00:10:47 In your voice, your vote and update to the proposed election changes that sparked debate at the state legislative building earlier today. House Committee canceling debate on the hotly contested issue with no reason or warning given. Dwan Hoggard was in the committee meeting this afternoon. and tell us what happened to Juan. Well, Barbara, good afternoon to you. This committee session, it gaveled right in session right at 2.30. And then just within minutes, the committee chair announced that House Bill 958 will be pulled from today's calendar with no reason or warning given whatsoever.
Starting point is 00:11:22 In a surprising move, the Committee on Rules, Calendar, and Operations of the House pulled House Bill 958 from today's agenda. No reason was given as to why. It is one of the latest efforts to address what. Republicans say, is election reform. Immediately following its removal from the committee's calendar, those not in favor of the bill say this move keeps them committed to the fight to protect the vote. I think it's good if it's slowing down. I think it's good if they're working with the Democrats to try to make it a little better, but it's a terrible, terrible bill.
Starting point is 00:11:50 HB 958 would include banning election officials from encouraging voters to the polls, making room for more political appointees on the state election board, and gives the state auditor more authority and discretion in election fraud cases, among other changes, which supporters of the bill say is necessary. It's a bad look, but we've seen over the past, and I've been doing this since 2011, and looking at how the elections are run. When that next auditor comes in, they can change it. They can put Democrats in those positions.
Starting point is 00:12:17 They still have to do the election in the interest of all of North Carolina. And at this hour, we are actively working to find out what will happen next with this bill and track the latest developments and bring that to you. the state legislative building. Live from the state legislative building, Duane Hogarth, every 11th, eyewitness news. All right, Duane, thank you.
Starting point is 00:12:39 Now to an investigation into the deadly B-52 crash in California, the massive bomber went down just after takeoff at Edwards Air Force Base. Officials say the B-52 Strato Fortress was supporting a test for a radar modernization program when it took off around 1120 Monday morning. This video circulating online shows the flames and a massive plume of black smoke
Starting point is 00:13:02 at the base, all eight people on board were killed. Officials say those on board were a mixed crew of military and civilians supporting the test mission. Edwards Air Force Base experienced a horrible tragedy and we lost eight great Americans. At this point, we don't have any indication as to what the cause was of this. This crash is deemed to be unsurvivable.
Starting point is 00:13:24 And right now, our thoughts and prayers are with the families of those that lost their loved ones. Boeing also confirming that two of those on board were Boeing employees, adding, quote, we are in contact with their families and are offering support. Today, Vice President J.D. Vance makes history with his first ever visit interview today on ABC's number one daytime talk show The View. Vance appearing live on the show to discuss his new book called Communion, Finding My Way Back to Faith. Vance also facing some tough questions from the hosts while discussing the economy and his criticism of President Trump during the president's first term. The thing that I'm most excited about is you do see a large amount of
Starting point is 00:14:06 capital investment coming into our country. Factories being built, construction jobs are way up, manufacturing jobs are starting to catch up. So there's a lot more work to do. I think that we're making progress, but ultimately we're going to make our pitch to the voters in November, and they're the ones who get to decide whether we've done a good job or not, and that's how they're going to vote. In your new book, Communion, you write about your personal evolution with faith, from evangelical to atheist to Catholic, convert. And you also explain your evolution similarly on Trump, from calling him America's Hitler to America's best hope.
Starting point is 00:14:37 It's been well covered that I was a critic of Donald Trump back in 2015 and 2016. Now, obviously, I'm sitting here as the Vice President United States in the Trump administration. Well, Joy, a little humility, actually. I think that when you make predictions, and those predictions turn out to be false, you got to ask yourself, well, what made me wrong about that?
Starting point is 00:14:56 What did I not understand or not appreciate? For example, I said that Donald Trump's economic policies would not lead to wage growth. They did in the first term. That was actually a major, major thing. I said that we couldn't bring back any of those factory jobs because I kind of had given into this idea that those jobs were disappearing. But actually, Donald Trump, you saw a manufacturing boom during that administration. So there's a certain point, let me just let me just this question.
Starting point is 00:15:22 So there's a certain point where you say, you know, I made predictions about this. I ended up being wrong. And in politics and anything, I think it's important to say, you know what, I got some things wrong and I was wrong about him. And Vance is just a third sitting vice president to appear on the view following Joe Biden and Kamala Harris. And you can watch the view of weekday mornings here at 11 o'clock on ABC 11, followed by eyewitness news at noon. All right, as we brace for more dangerous heat later this week, Cumberland County is opening cooling centers today through Thursday. The location's listed right there on your screen. and will be open for those in need during normal business hours.
Starting point is 00:16:00 But I got to tell you, please, today walking outside, I'm like, oh, my gosh, it's nice again today. I know. It feels so good outside, almost like a different season after dealing with extreme heat recently, but we know it's coming back. And so Thursday's now a first still alert day. 99 degrees is the forecast that feels like temperature is going to be hotter. So that could exceed the triple digits. But here is that forecast over the next six days. Tomorrow, the start of the warm up, low to mid-90s there.
Starting point is 00:16:25 By Thursday, obviously near 100 degrees. That'll be hottest in areas like the triangle and down in the sand hills, nearing record heat there. Going into this weekend, though, it does cool down. Friday, that'll be cooler because of the rain that we could see from a potential tropical storm that's impacting the Gulf. I'll tell you more about that in just a moment. Then this weekend drying out with tipters in the low to mid-90s. Now, with the return of this heat, I mentioned the humidity is going to ramp up as well. We see that Thursday, but it lingers into Friday.
Starting point is 00:16:54 Obviously, it's going to be pretty tropical with that tropical moisture coming in from the Gulf, and then we'll see that come down as we go into the weekend, so not as humid for the Keynes Parade on Saturday. For tonight, Tipters will be nice if you're heading out to the Warbirds game at the Wilson Complex. Tipters will be in the 80s before the game, 70s after, and it stays cloudy through this evening. First alert predictor walks us through tonight. Notice the clouds hang around into the overnight hours as well. Starting out tomorrow morning, some areas like Roxborough and Oxford, you could wake up to some sunshine. The rest of us still dealing with clouds in the morning.
Starting point is 00:17:26 By the afternoon, those clouds start to break apart. We will see at least a partly cloudy sky. Tipters should rise into the low to mid-90s across the region, and then it gets hotter as we go into Thursday. But for tomorrow, still not all that humid, so you still have time to get outside and enjoy it. You have something laborous to do, or even if you're getting in a game of golf or something.
Starting point is 00:17:46 I'd do that for the first half of the day, because the afternoon is going to be pretty hot. All right, down in the tropics, South Texas, This area of low pressure there, that's what the National Hurricane Center has designated as potential tropical cyclone one. There are already tropical storm watches in effect for areas like Galveston Bay that extends into central Louisiana right along the coast. And so let's check out where this is headed. This is the official forecast from the National Hurricane Center. And by tomorrow, it could become a tropical storm as it nears the city of Houston.
Starting point is 00:18:18 So could bring some flooding rains along the coastline there and into Louisiana, likely dissipate. becomes a remnant tropical low over central Louisiana, but the models do bring this in our direction. So it's obviously not going to be tropical by the time it gets here, but it could enhance our rain totals. I want to show you here one potential solution of what the rain could look like here. This is Thursday morning, dry then,
Starting point is 00:18:40 but a front's moving in from the north. We start to get some showers Thursday night. This energy from that potential tropical cyclone back to our west. This will move in sometime throughout the day on Friday. likely in the morning, exiting out sometime late in the afternoon or evening, and then it's out of here for Saturday. So like I said, it'll be dry by the time we get to Saturday in the Canes parade, but it is definitely something we're going to keep you updated on going forward in time. So because of that, Friday in time could be an alert day. Right now we're just going with alert possible.
Starting point is 00:19:10 Thursday is a first alert day for the dangerous heat going into Saturday clearing out with some sunshine returning highs around 90, mid-90s for Father's Day. That's also the first day of summer, and then early next week, turning unsettled again with rain and storm chances as we go into Monday and Tuesday. Back to you. Hopefully we'll get some rain out of that. Oh, gosh, we need it. Chris, thanks. Earlier this year, a new law went into effect prohibiting jet ski operators from riding with guests in an effort to reduce contact. Well, now to a growing concern over New World Screw Worm. At this time, the New World ScrewWorm is not considered a food safety concern. Well, there is a voluntary recall for beekeepers' naturals saline nasal spray due to yeast and possible mold contamination.
Starting point is 00:21:17 The product is sold on Amazon. The recall applies to the lot number 5950. With an expiration date of February of 2028, the FDA says those with weakened immune systems or lung diseases could be at risk of serious illness if they use an impacted product. Starting point is 00:22:48 All right, well, the Stanley Cup has made its way back to North Carolina, not even here for 24 hours and this is what it is causing as it is making its way around the area. And I would as do as keeping up with these cup sightings. So here's the latest one, a live look here at North Hills fans lining up to get their photo with the Stanley Cup. That is in front of Vivace, the restaurant there in North Hills. And we're keeping an eye on. Someone needs to put a tracker on it.
Starting point is 00:23:18 I know. And people are having a great time. I even saw a photo with a baby sitting right there at the top of the Stanley Cup. We'll continue to follow it. New at 4, we're taking a closer look at the life and the legacy of Judy Musgrave. The Cumberland County School Board Chair, who died while recovering from open heart surgery. Penelvie Lopez spoke with her former students and daughter, who say Musgraves' passion for education touched countless lives.
Starting point is 00:23:41 I'll never know the weight of the impact that she's had because it was so dense. Ketra Robinson was Musgrave's only child, but she says her mother helped raise. and inspire generations of students and teachers. The day before she passed away, she wanted to do these workshops for mathematics teachers. In April, Musgrave underwent open heart surgery after doctors discovered an abnormality. She died Saturday at 77 years old. Everybody wanted to go to Ms. Musgrave's class for math. For 40 years, Musgrave dedicated her life to education.
Starting point is 00:24:17 Comments will be limited. She started as a math teacher and later joined the school board in 2014. Her class, she made the environment easy to absorb. You know, so, you know, you have the different formulas and different ways that you can do things. Hold it steady right here while I hit it. And her impact stretched far beyond the classroom. She was a great coach, very clear. She would set her expectations for us at the beginning of each class,
Starting point is 00:24:48 and we'd better not come in there acting foolish. Even in her final days, Musgrave was still fighting for students and the schools in the district set to close. Her daughter says that determination is the legacy her mother leaves behind. It was hard for her to understand how the big picture could not be seen. It seems so clear to her. And it just was confounding that others couldn't see it as clearly. And so she fought from her core. Reporting in Fayetteville, I'm Penelope Lopez, ABC 11.
Starting point is 00:25:21 than eyewitness news. Now to some other headlines in your speed feed. First, the push to increase emergency response times in the Sandhills. Cumberland County Emergency Services is launching a new voice dispatch technology designed to improve emergency response times, increase efficiency inside the emergency communication center, and better inform those responding to emergencies. Cumberland County Commissioners say that the new technology is about saving time when every second matters. North Carolina voters could have a chance to legalize marijuana later this year if a new bill is passed.
Starting point is 00:26:04 Today state lawmakers are expected to give an update on Senate Bill 1072. If passed by the General Assembly, the measure would be placed on the November 26 ballot. it. The city of Fayetteville is gearing up for its fifth annual Juneteenth Jubilee. It's free and open to everyone. And ABC 11 is a proud sponsor of the event. And that is your speed feed. Barbara, for you. All right, Amber, thank you. Well, New It for. Budget season is wrapping up in Orange County.
Starting point is 00:26:45 And tonight, county leaders are set to vote on a spending plan that includes higher property taxes and more money for schools. Cindy Bay is live in Chappar Hill. With those details, Cindy, good afternoon. Good afternoon, Barbara. Well, tonight Orange County leaders are expected to finalize the vote on the $327 million budget
Starting point is 00:27:04 for the next fiscal year. The plan includes a property tax increase and additional funding for local schools. Orange County homeowners will see higher property taxes under the proposed budget. The county tax rate would rise from $63.80. to $68 and $5 per $100 of assessed value.
Starting point is 00:27:26 For a $500,000 home, that translates to a county tax bill of about $3,400, an increase of $211. It's getting out of control now. Once that go up, then something else, it's gonna continue. County leaders say the increase will help fund schools and cover growing costs. Commissioners have described this as a challenging budget year, citing reduced state and federal funding.
Starting point is 00:27:50 All in favor? Hi. Any opposed? I'm going to do something I've never done before and both know on this one. All right. N10, so it passes 6.1.
Starting point is 00:28:02 Most board members support the tax hike, saying it's needed to maintain services. Only one commissioner voted against the plan, raising concerns about the impact on working families and residents on fixed incomes. For Orange County property owner Alvis Rigsby, the higher bill is something he says he'll have to accept. They went up on the taxes in Granville County too, so I have to pay them too.
Starting point is 00:28:27 And up next, we'll take a closer look at the financial pressures driving the increase and what the final vote means to residents ahead on eyewitness news. In Chapel Hill, Cindy Bay, ABC 11 eyewitness news. All right, Cindy, thank you. In Johnson County, the Board of Commissioners there approves a budget that actually cuts taxes. The $435 million spending plan shaves a penny off the property tax rate from 52 to 51 cents per $100 of assessed value.
Starting point is 00:28:53 It also fully funds the county's public school system. County employees also are in line for a 3% raise and plus up to 2% more based on their performance. Water and sewer rates, however, are headed up. The average customer will pay about 10% more. Officials in D.C. raising security concerns ahead of America's 250 celebrations. It comes after the FBI says that there was a plan to attack the UFC fight at the White House on Sunday night.
Starting point is 00:29:20 And as we had to break on this Tuesday, this is a live look here. Some clouds hanging over downtown Raleigh from our Pindo Sky Cam. Cruz is keeping an eye on the weather.
