Hi everyone coming up here on eyewitness news at 4 on the way next. We're investigating allegations of the misuse of those flock license plate reading cameras. A Franklin County detective has been fired after officials say she improperly accessed the cameras used to track license plates why some people argue law enforcement should do away with those cameras entirely. And the city of Raleigh is taking step towards making affordable housing more accessible the new way you can find affordable homes and apartments around the city. And working 9 to 5 will show you how people here in the triangle. are honoring the late Dolly Parton today a month after her death. Eyewitness News at 4 o'clock begins right now.

Right now at 4, feeling a lot like fall. People all across the triangle are taking advantage of the comfortable weather today. Yeah, and it's going to be a great weekend around here, Well, we need to get outside and enjoy that beautiful fall weather.

The blue sky is expected to stick around through the weekend with some nice temperatures as well. We're glad you joining us here for the news at 4. I'm C. Daniels. And I'm Diane Wilson, Barbara and Amber have the day off. Fall has arrived and so has the cooler weather. Yeah, and I hope you were making some outdoor plans for the weekend because it is going to be great.

The sun expected to stick around all weekend. And that means the temperatures are warming up as well. Back to the 80s by Sunday. Chief meteorologist Don Schweniger in the first alert forecast center. And Don, Don, you're tracking. the warm up plus more dry conditions, which is bad news for the drought. Yeah, let's talk about that dry stretch first. And you can see the next big weather maker is a high pressure system building in. And that means not a drop of rain through Wednesday. Rain chances zero. And that's going to help unfortunately add to the drought. As far as temperatures, a warm up is on the way. You'll notice the weekend. You just saw those numbers there. But by next week, we're getting up to 87 degrees. And the rain chances staying away, feeling more. like late summer rather than the fall-like temperatures we will see this weekend, but it's a beautiful day out there right now.

Live look. First alert, Doppler net is dry. Let's check temperatures across the region. We're looking live in North Hills. And our camera there showing 72 under a mostly sunny sky, barely a cloud out there, lots of blue out of northwest wind at 10. First alert to the evening forecast. If you're headed out for Friday night lights, what a night for football. Temperatures falling through the 60s. Toward the end of the game, you might even see some upper 50s. more about the clear skies tonight. Right now before we continue following a story, a lot of you are checking out online at ABC11.com. The Franklin County Sheriff's Office says it is indefinitely suspending the use of those controversial

flock cameras that read your license plate on your car and can track your movement. Sheriff Kevin White making that announcement on Facebook today saying a detective allegedly accessed the cameras inappropriately for personal use. The detective was a dentist. by the sheriff as Janet Leonard in that social media post. Leonard has since been dismissed. New it for Michael Procheck joins us live outside the sheriff's office in Lewisburg. And Michael, you're working to learn more about the incident from the sheriff. Diane, Steve, we've made multiple attempts to reach the sheriff, calling, emailing, even going inside or told by a staffer he is not in the office today.

To this point have been unable to connect with him. The setup along West River Road less than a mile from the sheriff's office, Flok King was positioned, capture vehicles driving by. But for the time being, Sheriff Kevin White says his agency will no longer use the equipment. In a message posted a Facebook Friday morning, White wrote that an audit of its flock system revealed a stream of highly unusual activity leading to an investigation. He says that resulted in them discovering a detective was routinely utilizing the flock system to track the every movement of a single private citizen. White describing this as unacceptable, unconstitutional, and a complete violation of privacy, something attorney marked.

Williams agrees with. If the police put a camera in public or on a private person's property to observe people, I think that that's an infringement of our rights. Williams is the founder DeFlock ILM, an advocacy group which opposes the use of flock, providing resources for individuals to voice their concerns to officials where they live. I don't believe there's any correct use of the technology. It is the antithesis of what America was created for. Historically, we treat individuals as having rites, and flock treats them all as suspects. Separally, we did reach out to detective now at the center of this investigation. She hung up after identified myself as a reporter with ABC 11. Coming up at five, we speak with a former FBI.

special agent, his insight and concerns about the use of flock. I'm Michael Perchick, ABC 11, eyewitness news. Sheriff Kevin White is an elected official, and I hope he will get back in touch with you, so you can ask the questions that are on your mind. Michael, thank you. We are here in the breaking news center tracking a traffic alert in Wake County. Chapter 11 flying over our two-car crash in Holly Springs. This is the intersection of Championship Way off of NC-55 northbound.

It appears that a four truck and car collided. the car with an extensive amount of damage to the front end. The truck is on the side of the road with some damage to the driver's side. It's unclear at this time if anyone was hurt. We've reached out to the Holly Springs Police asking what led to the crash and we will update you as we learn more. Right now, for the City of Raleigh is taking steps to make affordable housing options more accessible for people who are looking for a new home. A new virtual dashboard is hoping to connect people with affordable and subsidized housing options all across the city of Raleigh. City staff members say Raleigh needs at least 60,000 rental units to meet the demand they're seeing right now.

John Dowding is live for us in Raleigh outside an affordable housing development that's under construction right now. John, tell us how this dashboard is hoping to help residents move into places like that. Yeah, so Steve, really, this new tool here looks to be able to connect families to affordable homes and apartments across the city and make it easier for them to identify. Now, for example, take this development going on right here behind us. Obviously, it's under construction. It's called the Cottages of Idle While. It's looking to bring 14 affordable homes and four rental cottages here. And this is something we found on that dashboard.

If you're improving affordable housing and housing affordability across the market, you are going to see lower rates of homelessness. A step towards making affordable housing more accessible and transparent in Raleigh, according to data from the NC Housing Coalition. Almost 50% of renters and 18% of homeowners have trouble affording their homes in Wake County. The city launched the housing production dashboard this week. which hopes to connect residents to affordable housing. The dashboard is just part of the city's goal towards addressing housing and homelessness issues. City staff say they want to increase the supply

of subsidized affordable housing, improve housing affordability, and make targeted investments to end homelessness. We've tried to really present the information in a way that is tangible and real to people's lives and experiences. And I think it's important to just remember that behind all of the numbers on there, there are real homes and real investments.

Now some housing experts I spoke to say they have worked separately independently for years to try to develop their own version of what the city has been able to develop. And they're really expressing some optimism about this dashboard saying that they feel that this could really connect families to the homes that they deserve. But coming up here at 5, we'll share some of the challenges a lot of people face when they're trying to find affordable homes and apartments here in the city and some of the other economic factors that contribute to those challenges. Live here in Raleigh, I'm John Dowding. John, you know very often the city mandates that developers do include affordable housing when they're trying to propose a new development. So let's hope those conversations continue between City Hall and the developers who continue building across the city of Raleigh. Thanks. Now to some other local headlines in your speed feed first, Durham police are investigating a deadly shooting.

It happened overnight on Rigsby Avenue. That's not far from pickleback to and surf club. One man was shot and killed so far no word on a motive or any arrest. The Cumberland County Sheriff's Office needs help identifying these two suspects. They're wanted in connection to several fires at the Cumbering Towers apartment on Cumberland Road in Fayetteville. The latest fire happened yesterday around 7.45 p.m. According to investigators, the two male suspects may be juveniles. Anyone with information is asked to contact the Cumberland County Sheriff's Office.

All new at four, an inside look at the courtroom where a high-profile trial begins in Durham on Monday. We're talking about the man charged and the murder. of faith hedge paths. It's been 14 years since the UNC Chapel Hill student was found dead in her off-campus apartment in 2012. Miguel Segalo Evlores was arrested nine years later after DNA linked him to the killing. Jury selection begins right there on Monday. A federal judge is delaying former FBI director James Comey's next court appearance. Comey had been set to be arraigned next week here in North Carolina, but the judge says this seriousness of of the charges impending motions warrant more time for the defense to prepare.

Comey is accused a threatening President Donald Trump after posting a social media photo last year showing seashells arranged to read 8647. Prosecutors say 86 was a call to get rid of the 47th president. That is your speed feed. Steve? Okay, Diane, right now, four eyewitness news has obtained some new video today showing Robert Murphy's first court appearance in Florida. As you may know, he is the former director of sports medicine at NC State University. He's now charged with sexually abusing dozens of male student athletes. Murphy was arrested in Florida yesterday where he now lives. He waived extradition back here to North Carolina.

I wouldn't know if he's also getting a look at the body cam video from Murphy's arrest. This happened in Ocala, Florida, right there at his home. He's a little surprised when the police officials walk up there. He's wondering why they are there. The officers confronted him and then they took him into custody. Take a look. Mr. Murphy, come out with your hands up. Come out with your hands up.

Leave the dog inside. Who are you talking about? Mr. Come on, step out. Hands up. Face the car. Hands behind your back. Hands behind your back. Hands behind your back.

Hands behind your back. Murphy worked at NC State from 2012 to 2022, eventually becoming the director of sports medicine. Since then, 32 male athletes have joined a civil lawsuit saying they were abused under the guise of medical treatment or subjected to overly intrusive drug tests. A judge dismissed that lawsuit in June. on procedural grounds and the decision is now under appeal. In a statement, an NC state spokesperson wrote sexual misconduct of any kind is unacceptable.

The health and safety of students and student athletes is paramount to NC state athletics and the university. We are aware of the charges filed by Wake County against Robert Murphy. We will cooperate with law enforcement in this matter as this is an ongoing legal matter. We cannot comment further at this time. IWitness News has reached out to the attorney who previously represented Murphy, but we have not heard back. So I'll head here on eyewitness news of four. The race for North Carolina's open U.S. Senate seat is heating up. Both Michael Watley and Roy Cooper back out there on the campaign trail,

hoping to win over your vote. Plus what a new poll is revealing about the state of that race. And millions along the East Coast are bracing for a powerful nor'easter. In your voice, your vote with the midterm election just over a month away, the race for North Carolina's U.S. Senate seat is heating up. Republican candidate Michael Wightly and Democratic candidate Roy Cooper both hitting the campaign trail today. And we were there with both of them. Wattley spending the day in Chatham County. He was at Hog River Christian Academy in Pittsburgh for a Protect Our Kids Press Conference. Wally talked about a key topic this election season, the rising gas prices.

Yes, gasoline prices, diesel prices are high. They're too high. We need to bring them down. What I would also say is that they were higher under Joe Biden. They were higher under the Democrats control than they are today. And if the Democrats were in control, including Roy Cooper, they would shut off American exploration and they would drive those prices even higher. Is it a... Former volleyball player and independent women's sports ambassador, Peyton McNabb,

joined Watley during today's event. And new since noon, we're checking with Democrat Roy Cooper also campaigning today. He's continuing his make stuff cost less tour at a tobacco receiving station in Wilson today. Cooper is continuing his push to lower costs for North Carolina farmers and families. Cooper also spoke about the rising oil prices and the impact it's having on farmers. We know that their equipment costs are through the roof. The way I figured what Pender story just said,

his diesel fuel in the last couple of years is more than doubled. And we know that this war in Iran is causing prices to go up right here at home. And that's going to put all of these farmers in a very difficult position. And we can't do that. And new polling from the nonpartisan grassroots organization

common cause finds Cooper leading Wattley, 51% to 41%. Several other polls, including one from Elon University, shows Cooper leading Watley. New reports claim Republicans are shifting attention from North Carolina to focus on more competitive races in other states, says Wattley trails in the polling. New here at four, eyewitness News, is getting some new reaction to a U.S. Supreme Court ruling impacting the upcoming election. We first told you about this at noon today. The justices giving the Trump administration a green light to use a federal citizenship

database to verify voters ahead of the midterm elections in November. Akela Davis live covering the story for us in Durham right now to explain what it could mean for North Carolina voters. Akila. Hi Steve, good afternoon. You know, this database is called Save and it's a federal system that checks citizenship and immigration records. It's important to note that North Carolina already uses this system running voter data through it.

So the State Board of Elections says voters names, birth date, and last four digits of their Social Security numbers are screened. In July, the database flagged nearly 1,600 people as potential non-citizens in North Carolina. The North Carolina State Board of Elections released the following statement to eyewitness news saying, quote, the Save Database is one of few tools we can access to make sure that non-citizens are not on our voter rolls. It also helped us identify over 35,000 deceased registrants on our voter list following a recent search of the system. meantime, a North Carolina advocacy group says this system could create fear for eligible voters. We shouldn't be finding ways to remove people and stop people from voting.

We should be expanding access to the ballot. While this is meant to stoke fear or uncertainty, here in North Carolina, we are going to maintain a steadfast approach of ensuring everybody can vote. And we know, of course, this is timely as North Carolina prepares for midterm election. reporting live in Durham, Akela Davis, ABC 11, eyewitness news. And a lot of people are trying to understand the impact of this because law says you cannot purge voter rolls 90 days before an election. So a lot to wrestle with as we look toward November. Akela, thank you.

Now let's turn to first alert weather right now. Officials in multiple states are preparing for the worst as an early fall nor-eastern builds strength along the east coast. This is what it looks like up in Norfolk, Virginia streets. flooded as cards slowly make their way through. More than 40 million people are expected to feel the impacts through the weekend. Forecast models put New England and Long Island, New York, in the bullseye of the storm's most significant rain and wind.

All right. And here in North Carolina, the outer banks dealing with gusty winds and big waves because of the Northeaster. This is video from the NCDOT. You can see there Highway 12 in Dare County completely underwater, a wild sight there. The highway now closed in both directions because of all that flooding and the national weather services conditions. expected to improve there on the Outer Banks over the weekend. But look, people up into the

northeast, they are going to be hammered by this Northeast are all through the weekend. It is going to be a rough weekend points north of us. Even expecting air traffic delays a lot with all of that coming that way. So it's going to be a mess for them. Yeah, you can call ahead if you were trying to fly up there. There are ways you can switch your flights around. And here's what it's going to look like as we head through tomorrow. You can see that low up in the Northeast on Saturday. That's that Northeast. We're not seeing any rain out of the system. But as we move this ahead from Saturday into Sunday, it starts to work inland. It's going to cause all kinds of problems up there around here.

We're going to see sunshine, gorgeous conditions on Sunday. And then even Monday, as that system pulls away from us, we're caught between that and the high pressure building in. And that'll keep the breezes up just a little bit. We'll start to warm up just a little bit, too, as we round out the weekend. Live look on first alert Doppler. That's clear. It's going to stay clear all weekend long. So we had live outside to down.

downtown Durham. City of Medicine does show some high clouds streaming in. Seventy-2 right now, mostly sunny and a north-northwest wind at 10, but gusts still up around 20 miles per hour. We're going to drop into the 40s in spots tonight. Durham could get down to 49 degrees. Coolest night since June. Just some great sleeping weather. Throw the windows open tonight. You're going to save on the AC. You're looking for something to do tomorrow. We would love for you to show up for the Gil Parkins Memorial Walk and 5K run to fight ovarian cancer. into the 70s be a little bit warmer tomorrow afternoon with highs topping out around 80 degrees. As a matter of fact, blue skies, sunshine. And our crew stopped by Page Farms in Raleigh, where families were already getting in on that fall fun. Look at the little ones there. And while it may be all smiles for the kiddos, some farmers across the triangle say they're still trying to navigate rising costs and other challenges. Our Cindy Bay has the story. Much of North Carolina, including the triangle, is still in drought. But with clear skies expected this weekend, Page Farm says it's ready for visitors. Page Farms has been working all year to bring this pumpkin crop to harvest. The farm had to replant and says the lack of rain made it tough.

But changes to its planning methods helped retain more moisture and get the crop growing. We got everything replanted, and we've got pumpkins in the field this year, good plants out there and everything, and we finally got a crop. But we've had no rain here except for about six tents since July. So it's been tough, but luckily we've changed up some planting methods that we had, and we've able to secure some extra moisture. in the ground this year to allow our plants to grow well. And the farm is also dealing with rising costs, including diesel. Most of its tractors run on diesel and filling a tank can cost hundreds of dollars. When the minimum tank size is about 30 gallons, it adds up quick.

Despite the challenges, the farm says the season has gone well. In the spring, Page Farms also offers U-Pick Strawberries. In Raleigh, Cindy Bay. ABC 11, eyewitness news. Sunday marks two years since Hurricane Helene hit western North Carolina and now a love landmark in Lake Lour, destroyed by Hurricane Helene, is being rebuilt. A group of volunteers is leading an effort to restore the Rainbow Bridge, which connected visitors, community members, and generations of memories. They say rebuilding the Rainbow Bridge represents healing after a devastating storm. And while volunteers see the bridge as a symbol of recovery, visitors say it's

one of the reasons they continue making the trip to Lake Lour. The draw is the fact about the residents for me anyway and then once we got here the beauty of the place lake lore is a beautiful beautiful area a very special location it is so beautiful and organizers say the new bridge should be open soon tomorrow governor josh stein will visit chimney rock and sunday he will take part and helene remembrance service at st james ame church in ashville we have an update now on the breaking news we've been following in wake county a crash that knocked down a traffic signal and closed this major roadway in Holly Springs. We've had Chopper 11 overhead checking out the problems there. This is Alford Highway and sportsmanship way. Neither driver has serious injuries, but both were

taken to the hospital. One driver got a ticket for failure to yield. New this afternoon, the Chapel Hill Carborough School Board is now chosen a new board member. The board named Tong DeWu as its newest member. She'll fill the seat formerly held by Ronnie Dossi. Dossi left the school board in August to become a Orange County Commissioner filling a vacancy created when Commissioner Jamezito Bedford died. Wu currently works for a consulting group, and she's a former professor at NC Central University in Durham. The board says it'll hold a swearing-in ceremony at some point in the future.

Her term will expire in December of 2027. Durham Pride Week begins this Sunday. This year's theme is always forward, never straight, preserving history coming home. The official events are listed right there on your screen. A Pride vendor in Food Truck Rodeo kicks off. This week's long celebration at Durham Central Park. It all leads up to a Pride country. community protests and parade at Duke's East Campus.

All right, let's take you to the Sand Hills now where community organizers are planning a weekend long celebration in Fayetteville. Today marks day two of the 9-10 Future Fest. It's a celebration of workforce development, entrepreneurship, and youth engagement too. Penelope Lopez is in Fayetteville with more on this free event and what you can expect. We really want them to be able to leave here feeling like they have been educated, like they know what to do next. The inaugural 9-10 Future Fest is bringing the Fayetteville community together through connection, opportunity, and local pride.

It gives you entrepreneurs, it gives residents, it gives students a way to interact with people that they do not interact with every day. The three-day festival organized by the Fayetteville Next Advisory Commission gives community members an opportunity to showcase their talent and businesses. organizers hosted a luncheon designed to connect local entrepreneurs with community leaders and resources, something business owner Donovan MacArthur says has already made a difference. Sometimes it's hard to make those connections with bigger like P.WC City of Fava. It's hard to get in those connections, but now it's making it easier. The festival also includes a pitch competition, bringing 10 local business owners and founders into one room. Four winners will receive funding for their initiatives with $5,000 as their top prize.

Saturday's lineup kicks off with a fitness and wellness event for students. Ending with a star-studied concert featuring artists like Lloyd, Waka-Flock of Flame, and the 82nd Airborne Division Band. Gas prices hitting a record high for the year, as tensions in the Middle East continue. We'll tell you about the sticker shock. You could be in for the next time you head to the gas station. We're keeping an eye on the economy, and today oil prices are dropping because there's optimism. The Strait of Hormuz in the Middle East could be reopened. But as we know, the war with Iran is causing us a lot of pain at the gas pump.

AAA reports the cost of regular gas is on track to set a new September record. It says the highest monthly average previously was 383 in 2023. And here at home, we are feeling the pain at the pump. the average gas price for a gallon of gas across North Carolina is $4.16 in Wake and Durham counties. It's 4.18. And down in Cumberland County, it's 414. China's president has left Washington after three days of meetings with President Trump. There were several items on the agenda, including trade, AI, and the war with Iran. There appeared to be no significant breakthroughs between the U.S. and China, but both President Xi and President Trump called the summit in Washington a success.

ABC's Karen Travers has more from the White House now. President Trump and China's President Xi wrapping up their three-day summit today, starting with tea at the White House. Great things for both countries. Later, a visit to the National Archives, where President Trump showed off America's founding documents. Hours goes 250 years, which is great, and we're proud of it. But there's goes 6,000 years. Trump and Xi both calling their meeting productive, but there have been few signs of major progress. except for an extension of the current trade truce.

Over the visit, President Trump notably not mentioning the war with Iran and China's support for Iran, but today he was asked, Did you discuss the war with Iran? Did he offer you anything concrete? We did. Do you think there will be progress made enough for it? I think we're going to do great. China is Iran's largest trading partner and largest buyer of Iranian oil.

U.S. ambassador to China, David Perdue, telling Fox News, the U.S. has evidence of China's support for Iran in the war. This has been a continual conversation over some period of time, and President C responded, as you might expect. Meanwhile, Iran's foreign minister told journalists this week that his country has presented a plan through mediators that would reopen the Strait of Hormuz in seven days. The foreign minister didn't spell out the steps the U.S. would have to take, but said they were similar to the memorandum of understanding the U.S. signed in June. That MOU called for an end to the war on all fronts, including a ceasefire in the war in the U. Lebanon, the lifting of the U.S. blockade and the release of Iranian frozen assets. But that deal signed with great fanfare by the president fell apart within weeks. President Trump says Iran will

make a deal after the midterm elections.
