This is ABC 11, I Witness News. Time to start the day. Good morning, Carolina. Welcome on this Tuesday. August 11th, I'm Bianca Holman and for Joel Brown. And I'm Anna Rivera. Thanks so much for joining us today. Breaking overnight, a murder suspect in Harnett County, now in custody. Everything we know about the man accused of shooting and killing two people at a bar. in done last weekend. High profile civil rights attorney Ben Crump in the Triangle today and he's targeting lift details on two lawsuits taking aim at the company. And it's a first alert day. We're facing dangerous heat and storms across the region as high temperatures bake central North Carolina

this entire week. All right right now at 5 o'clock time for a first check of weather and traffic. So Steve, there's areas that could get some isolated storms. Late today into the evening, yeah. A lot of the guidance is kind of pulling back on that. But we'll watch and see how they come in from the north and west later on for it today. Everyone's dealing with heat, though, going to be a hot one today, but only one area with a heat advisory. But I've got us up around 97 today. In contrast, yesterday was about 93 degrees. We'll watch for a late-day storm to pop up.

The coverage is going to be rather anemic. But you see a level one risk for a lot of us, excluding the sandhills. It's a level two risk once you get up into Virginia. They have a better opportunity for severe weather. Any storm that rolls in, though, will have some heavier rain. So the entire area has a level one risk, but that's just for this individual storms that do develop. And there you down see in Samson County, heat advisory for it today. Yesterday, 93, the average is now 89 and we'll be at 97 degrees today.

Not upwards of a record, though. And you know what? Every other day for the first week we had rain. But the problem was they were rather anemic amounts. So you see the deficit for the month continues to grow. And the coverage today and tomorrow on the storms is going to be rather hit and miss. Little better as we get into Friday and Friday night as the front's going to be settling in from the north. Get that walk or jog in early if you can, 70s early, but quickly to the 80s and by midday all the way to 91 degrees.

Right now it's a warm 76 of the dew point at 73 and a light westerly breeze. Wide spread 70s, although a couple areas in our northern counties are in the 60s. Warbirds in action tonight and Wilson, if you're heading out there, about 91 before, and 80 by the time you're heading home. Our focus now the tropics too starting to heat things up later this week. More on that coming up in just a few minutes. Anna. Well, Steve, really quiet on the roads right now. You can see our crash count is at zero. Lots of green. Nothing to slow you down at this point. Let's take a live look outside at the DOT cameras to show you how quiet it is. This is 40 and South Saunders. You can see traffic is very light.

Breaking overnight an arrest made after a deadly shooting in Harndon County. Police and Dunn taking 32-year-old. He's in Stocks and took. custody. He's accused of shooting and killing two people at 601 Bar on North Fayetteville Avenue last weekend. Two others were injured. Stocks will make his first court appearance at 9 o'clock. Meant time we're also learning the bar's ABC permits have been suspended. And happening today prominent civil rights attorney Ben Crumb taking on two cases from our area. He's suing Lyft after one of the drivers from Kerry allegedly kidnapped and assaulted a rider in Raleigh earlier

this year. A mother of five says she was heading home from work when Ryan Davey drove her to a secluded area and sexually assaulted her in March. A second lawsuit involves a Durham couple who died in February after riding in a lift in Detroit. That driver was allegedly speeding when he crashed into a warehouse and ran away from the scene. Attorney Crump, but will hold a news conference on both cases in Durham later today. Happening today in Wake County, school leaders holding a summit focusing on safety and resource officers. This comes as we inch closer to the first day of classes. Tamara Scott, live from Milvook High School where the major events going to take place. Good morning Tamara.

Hey good morning. Bioka. Yeah, school resource officers are so important for the Way County Public School System and today they're going to be learning more about how they can keep their students safe. So today the district is holding its annual school resource officer's summit bringing together SROs principals and White County School Security Administrators. And the major focus this year is the district's new standard response protocol. Way County is moving away from its previous color-coded emergency system and instead using standardized actions designed to give students staff and first responders clearer instructions during a crisis.

The district says the new protocol can be used for anything from a threat inside of a school to a dangerous situation happening nearby. Now today, SROs, the school leaders will practice several potential crisis scenarios and how they would respond. Now thousands of White County school students have already returned back to school for those year-round schedules, but traditional calendar students will be going back in just a couple of weeks. Okay, Tamara, thank you. As Duke Energy customers deal with the huge. The company will face state regulators today over to request to raise your rates. Cindy Bay is live in Raleigh and Cindy what can we expect to hear today. Hey good morning Anna well today regulators will hear from expert witnesses after Duke Energy agreed to cut its original rate hike proposal by more than half. Now Duke originally sought a 15 to 16% residential increase over two years but after several revisions the latest proposal calls for an

average increase of 3.4 to 3.7% each year. So that means for a typical customer using 1,000 kilowatt hours a month, that's about $9.62 more beginning next year, followed by another $6 increase the year after. Duke says the higher rates would help pay for grid investments and infrastructure upgrades while acknowledging the pressure of rising costs. Given the cost of living pressures that we know our customers are facing right now, along with the conversations that we've had as part of these discussions, we felt we needed to make a reduction. Now, there's no final decision just yet. The North Carolina Utilities Commission must approve the rate request. And if approved, the new rates would take effect in January.

Welcome back, everybody. It is the first alert day today for isolated strong storms late in the day into the evening hours. Most of us are probably going to miss out, but the areas they get rain, heavy downpours, gusty winds as well, and some frequent lightning, but it is going to be rather hit and miss. 90s for highs, mid, upper 90s in spots like the triangle and down around the sand hills. This complex of storms is not what I'm watching. This is going to fizzle out, although the clouds could make it here later this morning and midday. It's what's behind it.

More energy coming in from the north and west for late day into the evening. 70 is early. 88 by 11 a.m. We're over 90 midday. Get that dog walk in early if you can. It's pretty sticky at 76 right now. The dew point at 73, but not bad for an early morning walk. 69 Oxford, 68 in the Roanoke Rapids, but elsewhere we're in the 70.

The evening plans if you want that walk, again, our model keeping the chance at one in five around the triangle. Don't be surprised if you get caught in a thunderstorm and we'll fall down into the 80s most of the evening. Look at the storm. Look at stretching all the way from Chicago down through the Tennessee Valley and the Ohio Valley. Rather, we are expected to see some severe weather there. It's a level three risk in it around Chicago down towards Louisville. For us, it's more of a level one risk. Could have delays later, but right now things are looking pretty good. According to the Washington Post, when the president left the NATO summit in Turkey last month, the entire world saw him board the older Air Force One in front of cameras. And you can see here him walking up the stairs, he gives a wave, but then slipped out the door on the other side of the plane into an airport catering truck. That truck then drove him to a smaller military. jet. No one had any idea until now. Text messages from Dr. Anthony Fauci about COVID vaccines during

pregnancy now public. Two Republican senators released the batch yesterday. They revealed Fauci discussing potential risks and benefits of the shops in 2021, including a potential concern about miscarriages. Studies eventually found no threat and deemed the vaccine safe and effective. Meanwhile, President Trump facing growing outrage and pushback from doctors and public health officials over his executive order changing the childhood vaccine schedule. The new policy recommends only 12 vaccines for kids including chicken pox, tetanus, HPV and polio. It also recommends the MMR vaccine for measles, mumps, and rubella be split into three shots given at three different times. RSV and hepatitis vaccines will only be recommended for high-risk groups. The vaccines

like the annual flu shot and COVID are left for doctors and patients to decide together. Well, new details out of Rocky Mout on a plan to stop shutting off people's power over delayed payments. It comes after three people were found dead inside a home. The latest from the city council meeting. And former Ms. North Carolina now hiring a lawyer after being stripped of her crown. ABC 11 eyewitness news continues now. We're right now at 5.15 on this Tuesday morning. We're following a developing story in Wade County. A person is dead following an accident at a construction site in Apex. Drone 11 was over the scene on Humming Olive Road yesterday. A construction vehicle flipped on its side and it's unclear what caused the accident. So stay with us throughout the morning for all the latest details. Rocky Mount Leaders rejecting a policy that would have stopped officials from cutting off people's electricity. They held a city council meeting last night. Residents slammed officials over the issue. comes after three family members were found dead at their home last week. Relatives say they tried making a partial utility payment,

but city policy required the full balance to be paid. And I don't want the city to lose focus on the family itself, that they have lost loved ones. They'll never see them smile again. They'll never see them here again on this side. So I want us to make sure that we don't lose focus on them. Mayor Sandy Robertson says the city's payment policies have been in place for years and defended the council's decision. He says the city manager is now reviewing payment plan options and expects the issue could return during a special meeting later this week.

To Charlotte now, where city leaders are tackling teen takeovers like what we saw in Raleigh on July 4th, they're considering a new stricter curfew for teenagers starting at 9 p.m. Authorities have arrested dozens of kids following those massive teen takeover events this summer. Supporters argue the curfews are too restrictive, while advocates say it's necessary to protect young people. Happening today a major victory for workers' rights across North Carolina. Labor leader Luke Farley says he'll announce a historic and record-breaking results from the department. He says he's focusing on helping North Carolinians win back millions of dollars in unpaid wages. Today's announcement begins at 10 o'clock at the historic labor building in downtown Raleigh.

Clayton has a new deputy town manager. Joseph Stallings has taken over the role after Courtney Tanner retired in December. He previously served as Clinton's economic development director. Tout officials say he can build partnerships, managed initiatives, and bring people together around a shared vision for the future. 517, now time for weather and traffic together. This is day two of the heat wave, or has it even started yet? Yeah, I mean, yesterday was 93. That's not terrible. It felt like it started. Humidity. She's like putting me in my place.

The humidity, you're right. It's so high. Yeah, it definitely wears on you. But today's going to be hotter than yesterday, or ambient temperatures could be in the mid, even upper 90s for today. Feels like numbers over 100. The only area that's going to have a heat advisory is likely down in Samson County and way down at the coastal plain and pushing out to the beaches.

Next two days, spotty strong storms. Again, a lot of us are going to completely miss out. areas that do get some late day and evening thunderstorms could be on the strong side. Hot stretch continues, feels like over 100 just about each and every day this week. A little cooler as we get into Saturday. Tropics are waking up possible development. I'll show you that coming up as well. So the risk for severe weather for today, it's a level one.

It's a lowest level risk of that. But storms will be coming in from the north and west and a better chance of getting severe weather up in Virginia. Any storm that rolls in your neighborhood is going to have really heavy downpour. So minor brief little flooding as possible. urban and small stream stuff. And there's Samson County with that heat advisory for today. But again, the coverage is not that good on the storms today and tomorrow. That goes up a bit Friday as a front's approaching from the north and then it

settles across the state as we get into the upcoming weekend. That's not the thunderstorms we're watching for later today. That's going to fizzle out. But some of those clouds can make it down here. It's behind that more energy coming in from the north and west that can help supply us with some late day storms. 80 and 9 o'clock will get up to 91 by the midday hour. Right now it's already 76 degrees.

Very muggy out there. Well, the west breeze at around three miles an hour. A couple of upper 60s in our northern counties, but low to mid-70s. Pretty popular numbers out there. Bulls in action for today. If you're heading out there, 91 degrees as you're walking into the debat,

when you head back home at around 80. Again, there is a possibility of a shower thunderstorm at that time. We'll keep an eye out there for you. 95 for a Wednesday feels like over 100 degrees. And again, late-day storm risk like like today. And then as we go into Thursday, likely a dry day, but 96 degrees feels like, again, over 100 degrees. There's a couple of disturbances, hurricane centers watching that really aren't going to have a good time developing.

This one, about a 70% chance. European model takes that wave and kind of puts it towards the Caribbean. Same thing with the UK and the Canadian, although the GFS pulls it out here into open waters. We really have to wait until it develops before we can start determining the path it's going to take. Hot today, mid-90s and many spots. late in the day we could see some darkening clouds coming in from the north and west. An evening storm risk, otherwise partly cloudy overnight and low temperatures in the 70s. First alert seven day, rinse and repeat tomorrow.

Still very hot, still a level one risk for stronger storms. Feels like 101 to 105 on Thursday. Friday might be our best chances that front approaches could actually be in the evening hours to overnight when we get some scattered storms. A little cooler behind the front Saturday and then heating up again Sunday and Monday. Okay, Steve, so the roads do look good. We still have not had a crash yet this morning. So great way to start your Tuesday morning commute so far. Also, just a lot of green on the map.

So traffic is moving nicely. Let's take a live look outside at the DOT cameras. One of our busy spots, 40 in Airport Boulevard. Traffic barely starting to fill in, but we're definitely watching it. Shake Shack is responding after a viral video appeared to show. a price increase when a customer chose not to leave a tip. Here's ABC Sophie Flay. In today's TechBites, ShakeShack cleaning up a pricing mess. It started with a viral video showing a couple being charged more for their order after not leaving a tip. Shake Shack says that's not company policy and it says the problem was caused by a technology glitch at that specific airport location.

Next, YouTube is making it more difficult for new content creators to cash in through its partner program. Starting next February, they will still need 1,000 subscribers to qualify, but other requirements for views and watched hours of content are doubling. And finally, a cyber attack targeting the gaming developer, Valve. The company says personal data of some customers have been compromised. It's now warning Steam hardware owners in Europe to keep an eye out for scam messages. They say hackers could use the stolen information to trick customers.

The school officially opened the nation's first AI Institute building at an HBCU yesterday. University staff and students will be able to complete their work in this 5,000 square foot state of the art facility. This generation of students is not like our generation. They think differently.

They want to be involved and feel that they're a part of their learning. And so it's not just lecture based anymore. We have to do things to keep our students engaged. I'm not focused on the bragging. I think we're focused on the doing. You have two opportunities when you're the first of something. You can either be someone that rests on your laurels or set a pathway for all this to follow.

And I believe that we're doing the latter. This will also receive a $1 million investment grant from Google. Durham County Memorial Stadium could become a top entertainment venue. The same developers upgrading the Lenovo Center are now focusing on upgrading the Durham facility. They launched a new study examining its future. The stadium hosts major events. It's also home to the Carolina Flyers Ultimate Frisbee team and Shaw University's football team.

It's just such an amazing asset that we think that there's possibility to do more. We see this as a multi-use venue. It is not just sports, but festivals, events, activities, we would hope that whatever we come up with would be able to host all of this. So a multi-purpose asset for the community. Officials will hold community meetings and town halls about the stadium's future. The first is scheduled for next month. 526 now, an emergency repair is wrapping up at one Wake County school just weeks before students return to classrooms. We'll have an update on Durant Road Elementary School.
