I'm good, Bill. I have I don't really have a conspiracy theory today, believe it or not.
Starting point is 00:00:22 You know, just enough of them. I don't need to add to it. But I do have two things I want to say. One is I wanted to offer something to our listeners that I don't need. I want to give these away to somebody who's paying out of pocket for those little monitors you put on your arm to check your glucose level. Oh yeah, yeah. I have a whole box of them. I tried them, I used them for about six months. I'm only a type two diabetic, but I still managed to get these and it helped me a lot to understand what foods worked for me and what foods didn't.
Starting point is 00:00:55 And they've been sitting in the box now for about five or six months and I called and they said they were fine. They're not too old. Okay. So I would like to give them to one of our listeners, otherwise I'll take them to Access. But if I could give them to one of our people who are actually having to pay out of pocket for something like this, not people that are getting them for free with their Medicare or whatever, I would like to give them away. So if somebody wants
Starting point is 00:01:19 to reach out and find me, you know, for you. Now, your number is what? 951-1599, right? Yes, thanks for putting it out on air. Well, do you mind that? I mean, you call all the time. Well, I don't know. I guess it's not fair to expect you to have to be the broker here in the middle. Yeah. Okay. Yeah, so there's that. Then here's the other thing. I popped you an email yesterday, but you might not have had a chance to look at it. There has been an ad about Cliff Benz saying that he is gonna shred Medicare for so many people. And I'm sure it's a leftist push and all that. But I mean, I'd like to know,
Starting point is 00:02:00 my understanding was that he was one of the people working towards getting the freeloaders and the cheaters and the people that are not truly eligible for Medicare and the Medicaid programs. Yes, and the R-Oregon, I think it's R-Oregon, that pack that is buying those ads right now. Yeah, and you guys are playing them. I'm so ashamed of you. Let me go on the record right now. We are a radio station. It is a business. We sell advertising.
Starting point is 00:02:33 That's the way we pay for transmitters and people like me. All right? The thing is, and here's the deal. If you take political advertising, you have to take it all. You can't pick and choose and say that, I can't look at that and say, you know, I think these people are clowns and so they can't come on. It's like, no, it's not that. Now, the thing is though, the way you described it though is correct. The Republican push in the big beautiful bill and the votes for this has been about getting illegal immigrants off of Medicaid, which is the Oregon health plan. They weren't supposed to in the first place, but even Oregon, the way they got around the
Starting point is 00:03:10 rules that you're not supposed to be putting illegal immigrants on Medicaid, they ended up creating a different kind of Medicaid-like process. But there's still a lot of federal money that was coming in and backfilling a lot of this stuff. So yes, the idea is that we get illegal immigrants off of this Medicaid, Oregon Health Plan, these type programs, and also that you have a work that an able-bodied person needs to work and not just be a freeloader. So that's part of it. But our Oregon, see our Oregon should really be, our Oregon Vums is kind of, you know, kind of the way they're looking at it.
Starting point is 00:03:47 They want everybody in the wagon being towed. Okay. Yeah, no, I know. And by the way, I was kind of teasing you when I said, you know, shame on you because I do understand the ad that. Oh, no, I get the emails people just ready to ready to burst an aneurysm, you know, over that kind of stuff. No, that's not it.
Starting point is 00:04:04 But what I would think would be a good idea is if some of us contacted Cliff and Cliff's office and told them that they need to put another ad that's explaining the situation honestly, because a lot of people have no idea. They're just believing it. My neighbors, my Democrat neighbors, of course, think, well, aren't you worried about them
Starting point is 00:04:24 taking your Medicare away? No, no one's talking about taking their Medicare away. I know, but that's, you know, it would probably be helpful if we could balance that out with an ad from his camp. All right. Well, remember, that's all the Democrats seem to have right now, which is, don't take my health care away. Don't take my health care away. Don't take my health care away.
Starting point is 00:04:47 That's it. But people believe it. And they just, you know, we're never going to turn people around if we can't give them real examples of how how insane, like insanely stupid the things they believe are. I appreciate the call. And by the way, I had somebody respond to that sound canon email that I was talking about earlier this morning, which a guy is claiming that sound canons are being used to torture him as he testifies in front of various city councils. I know it sounds a little weird, but I mean, the conspiracy theory Thursday email response is quite interesting, even more interesting than the nutty claim that we have sound cannons that are torturing people right now in Jackson and Josephine County. We're here with Mal Sanford,

Speaking of the, uh, the Ben said there, Laurie called me from talent and said, you know, Bill, what I did is that I called that number that they were talking about and talked to the people at Cliff Benz's office and said, we appreciate the work that he was doing there and to keep that up and
Starting point is 00:07:16 words to the effect of you can almost hear the, you know, like the sigh of relief, you know, coming from the staffer on the other side. Yeah, I think it's a very deceitful, a very deceitful campaign that has been going on. And I think it's just about harassing, you know, harassing people that are trying to do something there. Now, we can have arguments about what Medicaid should be, but essentially, Cliff Benson, he's been on the show and he talked about how this is about putting a work requirement on for able-bodied people. They should be working and not just expecting people.
Starting point is 00:07:52 People who are able to work should be working and helping pay for some of their care, including their health care, not just jumping into the welfare health wagon with everybody else. And it's also about changing the rules, tightening it up to get illegal immigrants off of the system too. Okay? All right. And by the way, that number again, if you wanted to call is 202-225-6730. Okay? Joining me right now, State Senator Noah Robinson. Noah, it is great to have you back, boy. What a drama-filled final, what, 90-something hours of the state legislative session has to end by Sunday night, right? That is the absolute, absolute limit, limit, limit, dead and gone, right?
Starting point is 00:08:36 That's exactly right. I wish it had ended last week. It's always drama-filled at the end, but this has not been good. Yeah. I was talking with Kevin Sterritt about what happened with firearms bills moving. Now, House Bill 3076, which would have shut down Oregon's firearms stores practically because it would just had such onerous licensing and regulations, that ended up going down or was blocked by Republicans in the House on that side, but 243, which is like a bump stock ban and it would allow all these places that could have public meetings to say we're going to be a gun-free zone against the CHL holders, which of course are the most law-abiding,
Starting point is 00:09:16 least problematic citizens there are in this state. But that's the way the state is, okay? It got changed a bit in the House and it's coming back to your side of the legislature. And I'm not exactly sure how the whole process works. Kevin was wondering, and I'm going to ask on his behalf and everybody else this morning, can the Senate stop this? And what happens when it comes back? And will be, I guess, is it heard again is another hearing or is it just a motion on the floor of the senate
Starting point is 00:09:49 would you explain how that works yes it comes back with call the concurrent which means that there was a disagreement and they made some changes about happens with bill actually fairly frequently they decide added them slightly uses just a slight change it did very and it's just a slight change. Sometimes it did vary. And it's just a simple vote on the floor. And yes, it requires a quorum on the floor. Unfortunately, it isn't
Starting point is 00:10:12 subject to all the delays, multiple readings and so forth. So there will be a vote on the floor. It could be today, it could be tomorrow. And yes, it could be stopped if we weren't here. And if I had my druthers, we would be gone. That's my preference. I fought hard for that. I don't think that's happening. Now, the one beauty, if there was going to be a denial of quorum, it would be considerably easier to pull it off in the Senate because you have way fewer members than the House.
Starting point is 00:10:43 It's herding cats at its best, right? You know, even in the Senate, it's like trying to hurt a bunch of cats and they're all fighting and clawing amongst one another, right? That's how that works. That's exactly right. It's always been easier in the Senate. And of course, at this point in the session, you can't even get the 10 unexcused absences deals. You can't be thrown out for it or prevented from running again for it. So it's just a question of whether there's a political will, and it's always a problem because there's all these arguments against it. And there's concern that we don't pass the last budget bill, which of course they'll hold a few onto. They'll hold onto a few of those. So if they don't pass the last budget bill, which there's constitutionally
Starting point is 00:11:21 required to do, then there might be a requirement for a special session. For me, I just say, okay, we're out. And that's what I would rather do. But there's not enough unanimity or unity amongst this. If you were to estimate, how many Republicans are in the Senate right now? Noah? How many? There's 12. There's 12. How many of the 12 do you believe, if you were picking, counting noses right now, would be willing to deny? And how many would have to be out? Would all 12 have to be out in order to deny quorum or 11 or 10? What's the magic number, do you know? It would have to be 11.
Starting point is 00:11:54 11, okay. And not knowing, I would, my guess is that most of them would do that. I don't know. I haven't talked to a person, well, I have talked to a lot of them, but you don't get necessarily a solid answer. And you realize a lot of them aren't even coming back. I don't know. I can't really speak for them. My guess would be most of them would, but also everyone realizes that if you can't actually deny quorum, you don't have 11, then there's no point in it. So it becomes a sort of a mute point. I mean, I could leave and I've debated this and make a point about not being there, but it would just be a point, it would do absolutely no good. It would appear then at this point 243 will then
Starting point is 00:12:38 move forward. It will most likely just be just a simple majority vote and that's all there is to it and off it goes to the governor's desk? That's right. And of course, it was way toned down from what it originally was, but that's the way they work. They take one little bit at us and another bit at us and who knows what happens in the short session, the next long session, especially the next long session. Right now we have a lot of Republican senators that can't run again, so they're out. And so there's a higher risk of denying
Starting point is 00:13:10 quorum even during the middle of a session and when those are replaced now they've got this additional threat. We don't know what things will look like. So this is what the Democrats do. They just get one piece at a time. What about the transportation bill? I'm hearing that that has been watered down. Is this in the Senate right now or the House? I forget because it's been like ping-pong, you know, back and forth and playing tennis. I'm not sure where it is at the moment. It's back and forth in the committee, the Joint Committee. I think it goes to the House first.
Starting point is 00:13:40 We don't even have the final draft of that. I mean, this is unbelievable. It was supposed to be a top priority to figure out transportation. And they come up, you know, last, what was the last two weeks with this horrendously $15 billion over a 10-year tax and all sorts of taxes. I think this is crazy. I think we should be looking first at why building roads and bridges has become so expensive. It isn't just inflation. It isn't just cost of materials.
Starting point is 00:14:08 The prices are way too high. We should be looking at how the money is spent before we try to collect more from Oregonians to pay for the boondoggles. So yeah, so they have it. So the original version, the story was there are too many Democrats opposed to it, so it's been watered down, and we're down to the last few days. I don't know. It's been a very bizarre procedure.
Starting point is 00:14:32 And of course, I'm not on those particular committees, but they've dragged this out to the last minute. They want to raise taxes. The question is, how high can they raise them and still keep enough Democrats? Because it requires a three-fifths majority. They have exactly the right number of Democrats in both chambers. No Republicans vote for it. What is the, besides the transportation bill,
Starting point is 00:14:55 what is probably one of the most impactful pieces of legislation yet to be voted on? Is there anything that we should be mostly aware of at this point? There's been so much going on. It's hard to keep track of it all. Maybe it's even hard for people in the system to keep track. Oh, you want to try to keep track of this? We've got thousands of bills up here. They're making changes to thousands of laws. A lot of them are very extensive. I know on a lot of stuff, well, the majority
Starting point is 00:15:28 of stuff I'm a know on, and the ones where you're yes, you're looking at, well, that's obviously a slight tweak that looks like it's a helpful, but at the same time, we're hit by all these other changes, which just raise costs, raise fees, more licenses, more difficult for businesses to operate in the state. It's just a constant deluge. I would say that the other ones are the transportation bill is a big deal. And I would say 243, the gun bill, those are the ones that are really focused on. Other than that, I've noticed that almost 95% of the bills that are coming up these last few days I've been no on.
Starting point is 00:16:05 They tend to be the worst legislation, spending money in ways that it's not clear will be helpful. They're crazy up here. And one of the things that astonishes me is with all these bills and all these issues and all the legislation going by, that it's very rare to provide any sort of quantitative data that indicates why you think that this particular change or this particular expense is worth doing. They don't do that. It's all emotional arguments. They have an example somewhere or it sounds good. Well, Kevin was
Starting point is 00:16:36 also telling me how many lawmakers you... I'm going back on gun bills, but saying that they actually... that we have lawyers who are lying on the floor of the state legislature, just lying about what laws are. Is this about all just making the emotional arguments that you're talking about for a vote? No, that's exactly what it is. It's emotional arguments. We had arguments on the Senate floor with 243 originally passed saying that this was to prevent suicide. And it definitively doesn't.
Starting point is 00:17:06 It does two things. It gets rid of the bombs, it bans bomb stock. Law-abiding gun owners that have had these things, which are trivial to make, bad guys are going to be able to get them if they want to, just a spring with them anyway. So they're going to ban those and then make it possible for cities and local governments to keep CHL holders out of public buildings. And out of public meetings where there will be no protection. You realize you go to the water board meeting and if they decide
Starting point is 00:17:36 to post a sign you can't carry a gun in there but they're not going to even provide a police officer. And that's what I'm getting at and they talk about how you know you're not allowed to carry within the state capitol, but yeah, you have heavily armed OSP all around you, don't you? Yeah, and that offsets it. I mean, you do have police officers crawling over the place. It isn't right. We're sitting up here surrounded by police officers, and to a certain extent, that's justified. I mean, it's the legislature. It's a bit of more high profile. I don't understand why we can't have law-abiding concealed weapons firm holders in here too, because of course they have a better...they commit fewer crimes than police officers themselves.
Starting point is 00:18:19 So that's another discussion. But at least we have all this protection. You don't have that at most of these, even commissioners' meetings. You might at a commissioners' meeting have a police officer floating around, but at least we have all this protection. You don't have that at most of these, even commissioners meetings. They don't have that. Yeah, I wonder if a lot of this... I wonder if what's left unsaid here, Senator, Senator Noah Robinson with me, I wonder about this push for 243, you know, stopping the concealed handgun license holders from being in public meetings if they want you out of there. I wonder if this is a
Starting point is 00:18:53 once again an emotional reaction to the assassinations of the politicians in Minnesota a couple of weeks ago. I can't help but wonder if there's some kind of connection or people in the the democratic party especially their brains are broken well it's it's it's an emotional reaction to things like that two forty three was was i think it was passed before that even happened uh... on the other side but that's definitely right
Starting point is 00:19:20 and what you do is you see and the reason this is debated is that evil people get hold of guns and do evil things with them. And so you have reasonable people saying, well, can't we keep the guns away? Well, it doesn't work. The statistics show it doesn't work. We're safer if good people are armed. But you have this on both sides.
Starting point is 00:19:39 But it is the agenda of the Democrat Party to try to restrict guns as much as possible. And so, 243 originally did start out with 72-hour waits and all sorts of additional stuff which they claimed would prevent suicide. And it has been watered down somewhat in this particular bill. It was way watered down. But I simply don't believe that the senators on the floor forgot that they'd taken all that stuff out and were reading a speech they'd taken all that stuff out and were reading a speech they prepared a month ago. It just looked good, I think.
Starting point is 00:20:08 Yeah. The major issue of 243, which I think is worth taking away, though, is that that bill does have the language in it to implement Ballot Measure 114, and that is including the banning of large capacity magazines. Now they're making the assumption that the Oregon Supreme Court will find Measure 114 perfectly okay. It's in the appeals process right now. They're going to pick this up. I would have hoped that the Senate would have found enough unity to have said, okay, we're gonna walk out here and deny this
Starting point is 00:20:46 until 243 is killed, at least to even stop the Measure 114 nonsense here right now, at least moving forward on that. Is there any possibility of helping your colleagues to understand this? I know Kim Thatcher is out right now, but she's out excused. What about the other 11?
Starting point is 00:21:03 Yeah, well, so the question on the... which was the addition over in the House, was the Measure 114 provisions. And I've been around about this with employers and so forth, and I'm convinced that they're correct, that it won't actually change anything because either they're going to uphold Measure 114 and we're stuck with all that anyway, or if they put that particular provision, that the provision basically just delays it a couple months and that it won't change anything. And I could be wrong, I worried about that too. I would rather it weren't there and take the risk. But I think that the big issue is the original provisions. And we hope those judges rule in our favor because the
Starting point is 00:21:47 restrictions in 114 are disastrous. Yeah, of course. You know, the old saying, and I'll try to say it politely, well, you can wish in one hand and defecate in the other, which one feels first, right? Yeah. Okay. We'll just kind of leave that be right now, but yeah, it's kind of the way it was. I was really excited when I saw that one of the gun bills was killed by the other one moving forward. Yeah, we were.
Starting point is 00:22:12 I was very happy that happened. And that one was, it had to be read multiple times over here. It was a lot easier and they got rid of it. That's a big help. But it's the way it works. You know, we're going to hit you with all these things. It's like the gun issue. We have all these things we want to do with you. And now we should be happy because we removed a few of them. I'm still not happy. Yeah. And I'm not happy. I'm semi-happy. Okay, how about this? I'm a little less angry. Maybe that's kind of the way I'm feeling
Starting point is 00:22:41 this morning. That's exactly the way to do it. But only a little bit. Senator Noah Robinson, thank you for sharing though at least what's going on behind the scenes, kind of the thought process. I know you're not a psychiatrist, but a little bit of psychoanalysis of what's going on there because of, you know, denial of quorum would take a group effort and everyone, and it sounds like everyone would have to be on the same page. What role though, and this is the uncomfortable question about this, what role of the, what was that Christmas tree bill, the 5006 bill? The Christmas tree bill, yes. Yeah, the Christmas tree bill, is that in essence buying a lot of silence even from so-called good Republicans over there in the Senate? In your opinion? Those those rumors go around and to the extent that they are true you never quite know that's the problem. But I asked you a question why is the Christmas tree bill always practically the last day? If we
Starting point is 00:23:39 really believed in splitting up money this way and giving it to special projects around districts, which I think is a terrible way to handle special projects, just leave the money in the districts, don't tax it away. But if we're going to do that, why don't we do it early in the session so nobody can say that you traded favors? Yeah, because it sure looks like undue influence is brought to bear. I can't point to cases, specific cases, but there's unethical tactics up here. You know Senate Bill 83 finally got through the
Starting point is 00:24:11 House, but they held it hostage over there. They held it up. They wanted taxes for wildfire funding, which they got in the House. We'll see what happens when it comes over here. Oh, did they get the wildfire tax then? Are they getting that? Well, I don't know what will happen over in the Senate. It's that one requires a two-thirds again. Okay. But they got it through the House, that's my understanding actually, and looked at myself. But my understanding is that they got that through the House. But 83, which is a totally different issue, is the one that removes the wildfire maps. Unanimous support in the Senate. And finally, when
Starting point is 00:24:42 it got to a vote, I think they had one Democrat vote against it in the House. Everyone knew that this was popular. And I think it's unethical to hold a bill like that hostage because you want something else. I mean, there's a reason that the United States is at a policy that we don't negotiate with kidnappers. You don't want to encourage it. And you just, I just... 83 is very important. It's very important when we reveal those wildfire maps. But when they grabbed it and held it hostage, I and many others said, we're not negotiating. You should pass that or not. But I guess over in the House they do what they do over in the House. Well, as you had mentioned, you had mentioned a lot of unethical processes go on because that's how unethical business gets conducted. Alright? And I know that it is easy to get confused when, but of course I know what's been going on on the Democratic side is they're attacking Cliff Pence or anybody else that's wanting to rein in the rules, is that Medicare and Medicaid sounds so close to one another. Medicare, nobody's touching Medicare, although truth be told, it's in financial trouble too, big time. But we'll set that aside here at the moment.
Starting point is 00:26:28 Medicare, what most seniors are on, nothing's been done to that, okay? And nothing's being done to that. Medicaid is a separate program that the states administer. Federal government ends up kicking in most of the money for it. And here we know it as the Oregon health plan. Thank you for noting that, Jan. The Reverend David says, Bill, Oregon legislators here. You know, the legislature is making me feel a lot like Caitlin Clark,
Starting point is 00:26:54 a little unloved, eh, Reverend? Could be. You'd be right about that. And I wanted to revisit here briefly an email that I had the other day. And it's someone who was talking about sound cannons, synthesis conspiracy theory Thursday. I think this is a good one. And Brian writes me, Bill, I've reported multiple assaults with the Genesis LRAD in Jackson County. That's the long range acoustical device.
Starting point is 00:27:22 And Brian is claiming that the police are refusing to look into assaults by the sound cannons. Now you're aware of the sound cannons that can put out incredibly loud sound that is focused and a lot of times gets used for crowd control in riots and it can cause hearing damage in severe cases but it's not it's not fun right. But what Brian says is that I spoke at City Council meetings I talked to the central point in Medford police chiefs I've even been It's not fun, right? But what Brian says is that I spoke at city council meetings. I talked to the Central Point in Medford Police Chiefs. I've even been assaulted with the long range acoustic hailing devices
Starting point is 00:27:51 while speaking at while speaking at Ashland Central Point in Medford City Council meetings. Now, I don't know how tightly you can focus the sound cannon, but let's just take him at his word that he is being assaulted at these meetings if we were to go down this rabbit hole okay and Brian says I'm looking for ways to report this misconduct and bring attention to it also included a link to the Genesis LRAD website about LRADs being in all 30s in Oregon okay so the sound cannon essentially is what Brian is
Starting point is 00:28:22 complaining about now my initial impression is that, okay, do we have someone who's hearing things? Because it happens. I have tinnitus. I have a continuous, I was at an event and had damage to my left ear done a couple of years ago and I've had some tinnitus in my left ear ever since. It was a big feedback, went boom, and in my left ear. I was at a parade? They were doing some cover commentary for it.
Starting point is 00:28:50 And then I had that, and it's annoying, but it's not like the sound cannon. Sometimes you get used to it after a while, at least I have. And I wonder, could there be any truth behind this? Especially on a Conspiracy Theory Thursday day. Well, Mark Taylor writes me, Mark writes me, Bill, my uncle was a colonel in the Air Force and spoke of devices such as this. In the 1990s, he said they were playing with
Starting point is 00:29:16 directing the wave and beam on a specific area of towns to see about behavior modification, which generally meant agitating the public, increasing domestic violence, assaults, and not to mention a wide range of headaches and nausea. The beam was relatively undetectable, but did cause animals fear or aggression, and as a cover, the tests were usually done on full moons. It's just that all of our science, remember William Casey said, we'll know when our disinformation campaign has worked, when everything Americans know is wrong, everything goes. Okay. Well, that statement that he said and then whether it's Dr. Pollack or Dr. Steven Young or all these other doctors that their information is not getting out because it's controlled. We didn't have one which is why they locked up all the German scientists because they knew they didn't have it yet and they knew they would talk or that they just had to kill them all.
