Stand up for your country. I think this is the most important week of President Trump's second term. As you may know, he's over in Asia. In Japan, today, schmoozing, giving speeches. He was in Malaysia over the weekend. And then the big deal. starts on Thursday in Korea when the president meets with the Chinese leader, Xi.
Starting point is 00:01:08 And that is the subject of this evening's talking points memo. So listen to this schedule, this is today. Mr. Trump arrives in Tokyo at 4 a.m. But he doesn't go to the hotel or the embassy wherever he was staying. He goes to a conference on the phone. at 5.30 with the emperor of Japan, I guess it's up early. All right, then at 8.30 a.m., he meets
Starting point is 00:01:39 with the Prime Minister of Japan. So Mr. Trump doesn't sleep. I can tell you that because I do on occasion speak with him late night. He just doesn't sleep. All right. Tomorrow, the president will be in Japan, and we'll speak to U.S. troops, a boy. the George Washington in Yokosuka. Then he will go to a dinner with Japanese business leaders. Then he'll meet with the first prime minister of Japan. Takeji, I think I'm saying the name correct, but I might not be. Then on Wednesday, it goes to South Korea.
Starting point is 00:02:21 And then his meetings all over the place there. On Thursdays, the big deal, he meets with President Xi. Now, already Treasury Secretary Bessent has signaled that the USA and the United States have the, quote, framework of a trade deal. Be very cautious with that. It changes from hour to hour. So I wrote the message of the day on billowryly.com. We hope you access that each morning.
Starting point is 00:02:50 We posted very early for you guys who don't sleep like President Trump. and you know I lay out how important this is for the world and as you know I was in Beijing in May and I discussed this whole thing with the Politburo over there I was in Beijing at their invitation and you may remember our reporting about that but the Chinese or you know these are not nice boys all right and they're a few girls but not nice boys. They're not looking out for us. But if they can grasp what I gave them, which is a partnership for peace and prosperity between China and the United States, the world becomes a much safer and more prosperous place. That is what Mr. Trump is aiming for. And as you know, I debriefed
Starting point is 00:03:51 the president on my return to the United States from China. Okay, so the whole thing hinges on benefit. China's got 1.5 million people. They do not have 401ks or gold cards. They cannot refinance their mortgages for the most part, maybe in Shanghai and Beijing, but not in the countryside. They are poor. They have to eat.
Starting point is 00:04:23 In order to eat, they have to sell stuff. stuff and the United States far and away the biggest market. So China needs us. We need them to calm it all down, the rare earth stuff, on and on. So there's mutual benefit. But the big thing that I am praying President Trump can accomplish is to have she back away from Putin because the Chinese are propping Putin up, enabling him to continue slaughtering innocent people in Ukraine.
Starting point is 00:04:58 Chinese pull out of that, Putin's in major trouble. You can attach that to a trade deal. Possible. Very difficult. All right. Now, President Trump knows his entire legacy, which is very important to him, hinges on prosperity in America. That's America first.
Starting point is 00:05:29 Prosperity. If he gets a favorable trade deal with China, our prosperity rises because other deals will come in. All of this angst will calm down. This is the thinking, and I believe that, all right? If he doesn't, then his turbulence continues. The Chinese building up its armed forces, threatening Taiwan. All it is can be worked out if the two countries enter into this partnership that I have been promoting. I don't know whether it'll happen. I can't predict it. I can predict the next mayor of New York City, and I'll tell you about that coming up.
Starting point is 00:06:14 I can't predict whether she and Trump will get to a place that benefits both countries. I know the Chinese want a deal. I know Trump wants a deal. It's not like Putin. Putin is insane. And I mean that literally. Okay? She's not.
Starting point is 00:06:35 She wants to go down as the greatest Chinese leader since Mao. And if you read Confronting Evil, you'll know what Mao did. She's not going to do it that way. He can't. He can't kill 20 million of his own people as Mao did. But he wants to go down as this big hero. And in order to do that, he's got to have a vibrant Chinese economy. Both countries have a lot to gain here and a lot to lose.
Starting point is 00:07:04 All right. So we are on the story. I am way ahead of it. So I hope you will check in with us all this week. Thursday is the big day. And cautiously optimistic. That's the memo. Bill O'Reilly here.

Starting point is 00:10:12 Mayor of Kingstown, new season now streaming on Paramount Plus. No, absolutely not. Bill, you are absolutely correct, that the two countries are looking at a great opportunity, whether they will capture it. That's a different question. The mentality of the Chinese is different than the mentality of Americans. And they don't value individual freedom. They're going to do, whatever she gets from Trump, you've got to sell it back in Beijing
Starting point is 00:10:43 to the Chinese people. What do you think she wants the most? going into the negotiation or going into the meeting, I think the Chinese want two things. One, they want tariff reduction because currently the U.S. tariff across the board on Chinese export to the United States is somewhere above 50%. The Chinese want to reduce that tariff in order to increase their exports, so that's for sure. Most of the tariff, while we saw that from the Elibration Day, most of the 145% that was removed, but what has remained, this 50 plus percent remains to be a huge obstacle for China to increase this export.
Starting point is 00:11:22 Just like you said, the Chinese need export to boost their economy. So this is number one. The second issue is what the Chinese have called the endless new trade restriction measures that the U.S. has been putting on China outside the scope of their agreement. Whether this was the agreement in Madrid or agreement from Geneva, the Chinese have perceived that these 50% rules, these 301 investigations, and these port fees that the Trump administration had been imposing on China, they want an end or a freeze of new trade measures on China.
Starting point is 00:11:57 So those are the two things that the Chinese prioritize. And it seems that they're doable because Donald Trump is flexible on tariffs, as we've seen, and if you give him something. Now, I'm going to tell you something that was very interesting in my meeting with the 13 Politburo members at the Beijing Club. I said, they said, what do we have to do to get President Trump to agree to a fair trade agreement? They don't think what Trump is doing is fair. And I said, you've got to give him something first of all.
Starting point is 00:12:29 And they kind of all just went back like this. And the director of security in Beijing, oh boy, tough guy. Well, what might that be? I said, you've got to get out of the fentanyl business. and it was silence in the room and I said why are you in the fentanyl business and the guy said well we don't make fentanyl we make the precursors I said why are you doing that what benefit is it to you and your people you don't make that much money doing it hundreds of thousands maybe millions of people all over the world are dying why do you want to be in that business there was
Starting point is 00:13:07 no pushback no answer so I assume that issues like that excluding Taiwan, which has to be negotiated separately, not in this situation. But I assume that there will be give in those kinds of things, and that President Trump will give as well. You think that's going to happen? I think that is going to happen, because we know that whenever there is a leadership summons, the Chinese surely produce something in terms of the agreement. The question is, what does a trade-off look like?
Starting point is 00:13:38 What the pros and cons, was it gives and takes? Like you said, I don't think the Chinese actually cared that much. about the fentanyl precursor that they're exporting. They don't make that much money out of it, especially if you consider the trade damage, the 20% tariff associated with fentanyl imposed on the Chinese products to export to the United States. So the Chinese got to know that the mathematics works in a way
Starting point is 00:14:02 that they should give up the fentanyl business. And it helps their image, because who wants to be associated with fentanyl? Does she want that on his resume? And the final thing is Putin. So, you know, me, because the doctor does watch the program, I'm blabbermouth. And, you know, you ask me, I'm going to tell you. And I said to him, well, why are you guys in business with Putin? What benefit is it for you to enable this guy, buy his oil, so that he can buy more arms to kill women and children in Ukraine?
Starting point is 00:14:38 What good does that do Beijing? You could buy the oil from OPEC. Trump will sell you oil, all right, at a better price. So why are you doing this? Again, you don't get a lot of answers, and I didn't expect them. But I think Putin is going to come up, don't you? I do think that Putin is going to come up, but I also think what China would deliver in terms of Russia is going to be limited.
Starting point is 00:15:02 They probably will deliver something. If you look at the past week, I think the Chinese have already suspended there, the oil import from the sea, so the oil that's the import from Russia through the sea. As in that it is a precursor or that's a preparation for some of the meetings that she will be having with President Trump.
Starting point is 00:15:25 But on the other hand, I don't think the Chinese will cut off their oil trade and other transactions we were putting at all because for the Chinese, they also have to be considerate of the fact Like you pointed out, that Putin is crazy. And when you live next door to a crazy big neighbor with one of the largest nuclear
Starting point is 00:15:44 arsenals in the world, you have to calculate your steps very carefully. You're not going to give that neighbor everything, but you also have to keep that neighbor something. I don't know if Putin's a threat to China. That'd be the end of it for Putin. Russia can't even beat Ukraine. I'm going to beat China. Hey, doctor, we really appreciate your expertise.
Starting point is 00:16:04 We'll hope you come back. One final question. Are you optimistic? Something good is going to come out this week? Yes. I think we're going to look at a relatively positive outcome from the Leadership Summit in South Korea. What that looks like, we'll have to look at the details. Nobody can predict that. Appreciate it, doctor. We'll talk again soon, I hope. And no matter what happens over there, even if it's successful, the media that hates Trump, which is 80% of it in America, will criticize them. You wait. And I'm going to run those criticisms. I'll run them all week. Because I don't want Trump to be successful. That's amazing. Isn't that amazing? That even though this would be so helpful to America and the world, the hate Trump cadres don't want Trump to succeed. All right. And one of the reasons is that Trump annoys them more than any human being who's ever lived. And the latest annoyance is that the president keeps hinting he might run for a third term. I can assure you he will not.
Starting point is 00:17:05 I can assure you that Donald Trump understands the Constitution prohibits anyone from running for a third term. You cannot do it. The Supreme Court will rule nine zero against you and you will be humiliated and your legacy will blow up if you try. But Trump is just throwing this stuff out to annoy the people who hate him. It's like a sport with him. it's a hobby. He does it every day. So you know. Now, one of the keys to my analysis was when the president talked about what might happen in 2008. Go. We have great people. We have great people. I don't have to get into that,
Starting point is 00:18:00 but we have one of them standing right here. We have JD. Obviously, the vice president is great. I think Marco's great. Well, he's touting a Vance Rubio ticket, and he wouldn't do that if he was seriously going to run. Now, air traffic control, this is getting to be serious. The first real serious showdown over the shutdown, day 27.
Starting point is 00:18:25 So over the weekend, 8,000 U.S. flights were delayed or canceled, 8,000. And Southwest at 45% of its flights impacted, American 33%, United 24, Delta 17. That can't continue because we have Thanksgiving coming up. So I still think you're going to work it out, but you can't believe me because I didn't think this government shutdown will go nearly this long. I didn't think, and I'm not in the business of blaming one party or another. I gave it. be an honest analysis, Schumer and Democrats went in and asked for something, they knew the Republicans wouldn't give them. That's the absolute truth. But to blame one side of the other, it's like, just get it done. Can't have this airline chaos. Because the traffic
Starting point is 00:19:19 controllers, they're just calling in sick. They're not getting paid, whatever it may be. All right. Now, a guy, Timothy Mellon, donated $130 million. to pay American troops. There he is. He is the grandson of Andrew Mellon, who was accused of being a robber baron. He did not make my book confronting evil. Rockefeller and Morgan did.
Starting point is 00:19:50 Mellon wasn't quite at that level. But Mellon... In the economic crash in 1903, Melon owned a lot of bad. and he made money while everybody else suffered. Anyway, his grandson, Timothy, I can't taint him because his grandfather did certain things. He's given $130 million to pay the truth.
Starting point is 00:20:17 That's going to run out mid-November, though. According to the U.S. Department of Agriculture, they're running out of money, and they're going to shut it down.
Starting point is 00:21:27 now many of these people are poor and that's going to hurt them now i know there's a lot of cynicism uh surrounding uh the snap program because there's grifting whenever you have money like that billions and billions of dollars um you're going to have people still in it but most of the people accessing food stamps are poor and that's another thing so you got air traffic controllers you got military you got food stamps got to get this government up and running chicago madness i you know i don't want to pile on here but the nation's third largest city is in desperate shape because of leadership so the mayor is a guy named brandon johnson took over from lorry lightfoot both
Starting point is 00:22:27 disasters. So Johnson was at a press conference on October 24th. Roll a tape. We've come to our attention to our caller sources, Mr. Mayor, that you're supposed to have filed a report on spending legal aliens in Chicago with the White House by now. What's happening with that? What has happened with that? We don't have illegal aliens. I don't know if that's from some sort of sci-fi message that's Well, listen, the legal term for my people were slaves. You want me to use that term too? So look, let's just get the language right.
Starting point is 00:23:04 We're talking about undocumented individuals that are human beings. The last thing that I'm going to do is accept the type of racist, nasty language to describe human beings. So it doesn't answer the question. It makes a big deal out of illegal aliens. An alien is somebody who is not a citizen. that's the definition of it when they cross into america without documentation they're illegal
Starting point is 00:23:35 illegal aliens it's not racist it's not demeaning it's descriptive with this guy johnson is a loon i mean you know that's what he is and he's running the nation's third largest city How about Governor Gavin Newsom, running the nation's largest state, California? He doesn't like the anti-woke stuff. Go. All this anti-woke stuff is just anti-black. Period, full stop. All the CRT, ESG, DEI stuff, that's all this is.
Starting point is 00:24:14 It's this great purge, and it's happening in real time, and I'm just, I'm sitting here, and I feel like, you know, luckily I'm governor, but like we're not doing it. enough we're not calling this out yeah so not woke is anti-black I'm not woke I think it's a bunch of garbage I think it's racist to make evaluations of Americans are based on their skin color okay that's what woke people do if you're a certain color you get preference I think that's racist so I'm not woke. But Newsom says, no, you're racist if you're not woke. You have to be woke. I'm not going to be woke. So I don't know what to do about the not woke mats, door mats. I'm not, I'm keeping
Starting point is 00:25:05 mind outside my door. Now, I hope it doesn't offend any minorities, but I'm, I treat everybody fairly. At least I try to. But this is a kind of madness. It's madness. So Johnson, If you say illegal Ellen, you're racist, and then Newsom, if you're not woke, you're racist. I think we all get the game. Kamala Harris. She says she's not done. Go. I am not done.
Starting point is 00:25:41 I have lived my entire career a life of service. And it's in my bones. And there are many ways to serve. I've not decided yet what I will do in the future. beyond what I am doing right now. But you've been very clear that it's a possibility you might run again to become president. And in my experience, interviewing politicians,
Starting point is 00:26:01 when someone says, I'm not done, it means they are thinking seriously about running. But when you look at the bookie's odds, they put you as an outsider, even behind Dwayne the Rock Johnson. I mean, is that underestimating you? I think there are all kinds of polls that will tell you a variety of things. I've never listened to polls.
Starting point is 00:26:22 Okay, I think she might give it a go, Kamala Harris, another one. But I can't imagine she gets the Democratic nomination for present in 2028. Starting point is 00:27:16 newsome is going to represent president j b pritzker I mean, you know, all right, New York City. All right, so, ma'am, Donnie is going to be the new mayor. This is no way that the early voting numbers are in. His people are coming out, you know, and they're giving updates. And he's ahead in Manhattan, in Queens and in Brooklyn. Cuomo's winning in the Bronx and in Staten Island, five boroughs in New York City. There's no way.
Starting point is 00:27:58 There's just no way. So I hate to say it because Mandami is going to, man, man, if you guys in Florida want a company, you're going to get at the same thing in the Carolina as Tennessee. It's going to be an exodus out of here. Final thought on a review. of confronting evil in a moment okay we got some good news uh over the weekend there is a hollywood icon in the marketing world publicity world named michael levin i've known michael forever and he's a good guy and very interested in the los angeles community does a lot of stuff
Starting point is 00:28:40 so anyway he read confronting evil and here's his review that he put out publicly quote So Bill O'Reilly's confronting evil is not merely a book. It is an exhortation, a trumpet call for moral sanity and an age gone soft with equivocation. At a time when the West dithers between relativism and retreat, O'Reilly strives forth like an uninvited prophet at a garden party, insisting impolitely urgently that evil exists, that it must be named, and that it must be fought, unquote, Michael Levine. And Michael goes on to write other nice things about the book,
Starting point is 00:29:22 but I thought that was the best review of confronting evil I have seen. And one of the best review of any of my books. So I appreciate Michael writing that. And you have to understand, he's in the middle of Hollywood. He's in the middle of that whole culture out there, which is kind of fraying a little bit. going out to L.A., as I told you, next week. All right, we'll be doing the shows most of the week,
Starting point is 00:29:51 because I've got to keep an eye on this Trump-China stuff. And by the way, the president, by the way, sorry, I'm sorry, I'm sorry, I'm sorry. By the way, I hear it a thousand times now on television. The president comes back Sunday from Asia. So we got to be here and watch it. But I'm going to go to L.A. I'm going to do The Mar show. I'm going to do Howie Mandel.
Starting point is 00:30:16 I just think the guy is hysterical. And Howie, if you're watching, I said, I want to be on a Mandel show. And then Billy Bush has an entertainment show, all in support of confronting evil. So going out there. And I've got a kind of good idea of the liberal culture, whether it is lessened at all or it's worse than ever. And it'll be interesting. So I've been out in L.A. since January. and looking forward to it.
