A number of people who know her know the Bidens have told me that,

and I believe that. It will be Jill Biden who makes the final decision on whether her husband goes to the mat for the Democratic Party nomination for president. If Joe Biden does not, he's not going to quit soon. He'll take it into the summer. But he is perfectly capable of giving all his delegates to another person. And in my opinion, if that happened, if Andrew Cuomo, the governor of New York, who was a big TV star now, would be the Democratic nominee for president.
