It is the act of hurting human beings and taking pleasure from doing it. Not self-defense, not aggressive actions, to protect innocent folks. not evil, of course. Evil is striking out against a fellow person in the hope that that person will be hurt physically, mentally, emotionally, that's evil. Now, under that definition, Putin is certainly evil. The Chinese government is evil. The Iranian government, the North Korean government,

all evil. The Mexican drug cartel, incredibly evil. So are people who sell hard drugs like heroin and fentanyl, which can kill you on the streets. Those people are evil. No excuse for that. Murderers, rapists, abusers of children and the elderly, all evil. So what should we do with evil doers? Well, we have a criminal justice system which is on the verge of collapse in America right now. That's got to be rehabilitated because you have to punish people who hurt other people.
