Starting point is 00:00:00 Clinton Jaws, guys, let's talk about Duncan. Duncan, RCP. I worked in Duncan for five and a half years. Some of the best, well, it was the best part of my career was working in Duncan. Best memories come from Duncan. And so when I see things happening in Duncan, it gets my attention, right? And the police there, man, they've had to use their firearms a couple of times now in the past few weeks. We're going to talk about an incident that happened on May 12th at 630 and the 3rd. the morning right at right in the parking lot of the police station where I worked for five and a
Starting point is 00:00:41 half years in and out of that office into the parking lot you start your shift you bring all your gear to your car when you finish your shift and it's right around 630 when you do this and when you finish your shift you take all your gear out of your car and you put it back into the office and I forget what you call that I'm going to show you a video I'm going to show you show you a video, we're going to dissect it, we're going to talk about it, and I'm going to tell you why this should have never happened. But we allow this. We allow police officers to be unsafe.
Starting point is 00:01:22 That's what the government allows. Anybody, anybody can just walk onto the grounds of a police station in Canada. And it's wrong. I wasn't going to start it this way, but I can't help it. I just want to show you something. I want to show you... I usually find these guys funny. But not when they go to a police station.
Starting point is 00:01:43 Anybody can go on to the grounds of a police station. Just watch a couple of seconds of this. He knows they're going to come out. You get the point, guys. He's walking around the detachment. Anybody can do it. See right there? That's where the video that I'm going to show you,
Starting point is 00:02:20 that's where the accident happened. See these cars? These police cars? We park in the parking lot and when we start our shift, we're vulnerable to idiots like this. We have to mingle with them. While we're going into our car
Starting point is 00:02:36 and doing a pre-patrol inspection, getting our backs are faced towards people. It's unsafe. It's unsafe if you allow people to enter your parking lot. These vehicles, The public shouldn't be around them. They shouldn't be allowed.
Starting point is 00:02:55 And I'm gonna, I'm gonna, I'm gonna show you why. We're just walking about. We just gotta watch them. Can I help you? Nope, no, no. You see the do not enter sign? Uh, for cars? That's a traffic sign, is it not?
Starting point is 00:03:17 Sorry. Anyways. That was a question, is it not? It's a question, is not? Like, shut up. You're not going to answer me? Answer? You're not going to answer?
Starting point is 00:03:25 Oh, oh, that's what I thought. See, look it! the door is right here to the detachment. That's the one we always exit from the GDP pit. Just walking around. Now let's watch the video that happened on May 12th. And let's start off. 6.30 in the morning.
Starting point is 00:03:41 Which leads me to believe that this police officer was either getting ready for his shift by bringing his belongings, his gear to his cop car, or he was ending his shift. Right around then, that's when shift changes. It doesn't matter. So while the officer is doing this to his patrol vehicle, some guy drives onto the property and rams him, smashes into him.
Starting point is 00:04:10 The officer, I was told from another police officer, so it's probably not true. He suffered a broken leg. Don't know if it's true, but he got hurt pretty badly. Probably lucky to be alive. Just some crazy person looking to, to kill a police officer. Now let's see what CTV news has. We just got to watch CTV news,
Starting point is 00:04:32 right? We got it. Look at this guy. Nice shirt, dude. Nice shirt. You're killing it. You're killing it. Oh man. Come on. Good evening. Amber is off tonight. Thank you. That's too bad. Thank you for being here. I'm Jordan Cunningham. A Duncan Man has been gunned down by police after ramming his vehicle into a police cruiser in the park. You see how they start that? I don't know. Maybe it's just me. Gun down. I'm already angry. Vehicle into a police cruiser in the parking lot of the Duncan North Couchon RCP detachment. CTV News has obtained a video of the incident containing graphic images of gun violence and a warning you'll see some of...
Starting point is 00:05:19 Hey guys. Gun violence. The police officer ends up shooting the guy, okay? That's violence. It's gun violence. It's not... I mean, he could use so many other words you could use. justified you go on forever but no he uses gun violence what the police did was violent
Starting point is 00:05:43 it's gun violence of gun violence and a warning you'll see some of it and you may find that video disturbing our brendan's train i promise you you won't find the video disturbing it's anything but it has our top story cell phone video okay that's disturbing look at that That video that I just showed you where that guy was walking around. He was walking around right here. Okay? That's the side of the detachment. That's the front.
Starting point is 00:06:14 Right here is a joke of an apartment building, okay? And here's the ditch. This cop is either getting ready. He's either starting his shift or ending his shift. And this moron was allowed to enter the property and ram him. Shows a person in a hooded sweatshirt get out of a vehicle that appears to have crashed. head on into a Dunkin RCMP cruiser, pushing it into a ditch. Another officer comes to investigate.
Starting point is 00:06:44 The man in the hoodie turns quickly. The officer can be seen drawing his weapon. We're freezing this video, but a single gunshot is heard, and the person falls backward onto the ground. It scares the heck out of me because everybody's going crazy right now. This is what police say led up to the shooting. At approximately 6.30 a.m., an officer was performing a vehicle check in the detachment's parking lot. I don't know what that means.
Starting point is 00:07:06 He was performing a vehicle check. check, that doesn't sound right to me. Sounds like he was doing a vehicle check on his own vehicle, but I might be wrong. The male suspect driving this black SUV drove into the lot, ramming the police vehicle, injuring the officer. That's when two officers came out of the detachment leading to the shooting. So this is what happens here. This police officer, this guy, he ends up shooting him.
Starting point is 00:07:32 And I don't, maybe we'll leave that for a second. attachment leading to the shooting. It's just horrifying. Rose Wall lives in the neighborhood and says what unfolded near her home has her on edge. I'm not surprised because it seems like the violence is worse. Seems like the police. Of course it is. These don't have the support they need.
Starting point is 00:07:53 No, they don't. Their own commissioner didn't support them. Boring enough of them. Both the officer and the driver of the SUV were taken to hospital. Both with serious but non-life-threatening injuries. The independent investigations of the, office has now been called in. Oh, here we go.
Starting point is 00:08:10 The people that think they're so important, the IIO. Investigates when police are involved in an incident that results in serious injury or death. The main issue for us will be whether or not the officer who shot the civilian had reasonable probable grounds to believe that there was a risk of grievous bodily harm or death to him or another individual. Well, of course he did. Why do you think the police officer shot?
Starting point is 00:08:35 That's exactly why the cop shot. Under investigation itself, the RCMP declined an on-camera interview, but in a statement, Duncan Inspector Chris Baer said, this is a very disturbing incident for our members and employees. We are unsure what the men's intentions were at the time, but the investigation will look to determine that. It's all frightening for an old woman to watch around. You know what's funny, that inspector, Chris Bear.
Starting point is 00:09:00 That's the funniest part of this video. He's an inspector now. He used to work with him at Duncan. he was a corporal. Good guy, okay, I don't think he liked me much, but good guy. And good for you for becoming an inspector. Gross.
Starting point is 00:09:16 The detachment remains behind police tape and the road leading to the station is closed. RCMP for an old woman to watch around her. The detachment remains behind police tape and the road leading to the station is closed. It should always be closed. Maybe not the road leading to the station, but it should always be behind tape.
Starting point is 00:09:35 Oh, come on, can you just shave? Dave. RCMP, say core policing for the community will not be impacted. Is it alarming to hear that something like that happening in the community? Yes. Scary. Very scary. Daylight violence, which has many in the Cowichin Valley, wondering if this attack was targeted
Starting point is 00:09:50 against the police. Brendan Strain, CTV News. Of course it was. North Cowichin. Okay. I want to show you something here without volume. Let's just go over this for a second. Now, I don't know a bad guy has something in his hands.
Starting point is 00:10:03 I don't think bad guy has a firearm. I don't think he has, because I think we would have heard about that. But it doesn't mean a thing. This police officer just about crapped his pants because of this bad guy's reaction. There's no doubt this cop feared death and grievous bodily harm. Just by the way this guy turns, cop comes around the corner, buddy looks like he grabs something and watches his right arm. does a turn towards the cop And right there, the cop lets one go
Starting point is 00:10:37 Because he feared He feared for his life I don't care if bad guy had anything in his hands It seems like he did have something in his hands But I don't care if the bad guy didn't have a weapon You come onto the property You almost kill another cop You turn towards me like that
Starting point is 00:10:58 I'm going to light you up I'm not going to take a chance looks like a bag or something in his hands. I don't know. I just, the reason I bring it up is because I don't want that police. I know how the IIL works now. Well, that wasn't reasonable. Because they're not police officers.
Starting point is 00:11:16 Oh, he shouldn't have feared death and grievous bodily harm. That's not reasonable. We got to forward this to crown for some charges. And they better not do that to him. But this is the world we live in now. Nobody backs a cop. Because they don't understand what goes through the, mind of a police officer. If he feared death and grievous bodily harm, which he obviously did,
Starting point is 00:11:41 he's innocent of everything. And here's my point. Here's my point of the whole video. Why are we allowing people like that idiot that we saw earlier just walking around the detachment, the parking lot? Why is that free for everybody to go behind it? It is so unsafe for police officers to do it this way. Every police station should be gated. Nobody is allowed on the parking lot. You could come to the front door, maybe, but there's no way there should be a law.
Starting point is 00:12:21 There should be a law against anybody who walks around a police station. Why not? That's the way it should be. This shouldn't have happened. We need to be separated from animals or we're going to continue to get hurt like that police officer did anyways i think i talked way too long and i don't know if i got my point across i feel like when i'm sober i i can't
Starting point is 00:12:52 i don't talk very well okay thanks for watching that's what i'm going to say about it and i hope that cop heals and i hope that other you know what he stopped that police officer stopped bad guy did he not maybe he should get out an award for what he did that's all thanks for watching bye bye
