Starting point is 00:00:05 Have you seen the knee to the neck? Okay, Winnipeg Airport, 2019. 11 months before George Floyd happens. 11 months before George Floyd happened. Police officer. Control somebody with a knee, leg, whatever you want to call it, shin, ankle, I don't know, to somebody's neck. They hold them down. There's a big uproar.
Starting point is 00:00:32 The other day, because this bad guy that they held down, the video, a video was shown at court. apparently the RCMP have never seen it before and so they condemn the police officer's actions and now that police officer is in big trouble and i got to talk about this and i'm going to show you the video but i want you to hear what the RCMP said about this okay after they reviewed the video and by the way this guy at winnipeg airport you want to know what he did he assaulted a civilian assaulted a civilian He's drunk, he's intoxicated, police are called to it. They get there. What does bad guy do?
Starting point is 00:01:22 He kicks a cop in the nuts. Punch is another cop. The video turns on when they have the guy pinned on the ground, okay? This is the guy we're sticking up, Burke, okay? And condemning the police officer. You got to hear what this boss said about this cop. And you're going to see the video and go, oh, no, just... Bear with me.
Starting point is 00:01:55 Manitoba RCMP probe incident where police officer placed knee on man's neck during arrest. Assistant Commissioner Jane McClatchy, commanding officer of the Manitoba RCMP. This is what she's going to say, guys. She found the video of, and the arrest. She found the video of the incident very disturbing. This is what she says. Hearing a man clearly informing police officers that cannot breathe is all too present. in our collective consciousness.
Starting point is 00:02:37 The RCMP does not teach or endorse kneeling on the neck to restrain someone. A knee to the neck is not the response for which our officers are trained and this incident needs to be further examined. It's cops in trouble. It's going to be a code of conduct investigation and reviewing whether the officer in question will remain on duty, she said. Eleven months before George Floyd. now we're going to go backwards.
Starting point is 00:03:11 We're going to start reviewing where any neck issue happened, any control happened involving a cop's knee, shin, I don't know, what else? We're going to start investigating these now. This cop's in trouble because of what happened with George Floyd. Instead of moving ahead in time, we're going to go back in time. It's not good enough just to say, you know what, maybe you shouldn't use that technique any. No, this cop might lose his job. Why is she doing this? That's how you get promoted. Okay, to actually stick up for a member. That's not going to get you promoted. That doesn't help you. You come out
Starting point is 00:04:02 in the media. You say these big words. Please trust me when I say we are looking into this. I will not let this go unexamined. Jane is not going to let this go unexamined. You believe it? Yeah, okay, let's see the horrific video. And yeah, policing can be dirty. Policing doesn't look like fun. Let's watch it. Let's talk about it after. Let's talk about the knee to the neck, knee to the back area.
Starting point is 00:04:35 Let's see what Jane's actually going to examine in the Code of Conduct. See that? See that right there? That's the cop's microphone. Okay? It's on the ground. Because you missed what happened earlier. There was a hell of a fight.
Starting point is 00:04:55 They lost equipment. The cop just said, tell him I've been assaulted, the security guard, or whoever the hell that guy is, is going to now radio that in. When you're talking, you're breathing, and it's true. Yeah. And he mad, okay? Sometimes it takes a few seconds after you get kicked in the nuts to settle yourself down. But they're controlling them. They don't want them to get up.
Starting point is 00:05:58 Terrible, right? No. Now, human nature to say a few words back, okay? You don't know what they, those two cops just went through to get that guy under control. And everybody says they can't breathe. I understand it. I look back now. Sometimes you've got to play the game. There's other people watch just in case something bad happens.
Starting point is 00:06:21 But when you hear somebody say, a shit rat say, they can't breathe, 99.9% of the time, it's a lie. The other times, it feels like they can't breathe because they just fall. This guy punched a civilian in the face, assaulted two cops. He's exhausted. He's trying to catch his breath. You wouldn't believe how many times a bad guy told me they couldn't breathe. I was a watch commander. In jail. People were in jail every single night. They don't want to be in jail. You know what they say? I can't breathe. Or my heart's racing. I need to go up to the hospital. Why do they want to go to the hospital? Because they don't want to be in jail. What do you do? You have to ignore it sometimes.
Starting point is 00:07:06 You never believe. If you paid attention to it every single time, your job would be going to the hospital all night long. That would be your job. So yes, when police officers hear that you can't breathe and you're talking, they don't really believe you. Keep on watching. Okay.
Starting point is 00:07:31 Do you see this picture here? Now, let's just talk about it for a second. Pretty bad, right? Knee to the neck? Or is it on the neck? Sure, let's just say it is. I don't know. I've been fooled before.

What else is supporting the weight of his leg? This arm right here is supporting the weight of it. His hand right here that's on his back is supporting the weight, the pressure of his leg. But it looks awful, right? Looks terrible. Oh my God, I...
Starting point is 00:09:42 You're not going to let him up. It took you so... It took so much work to get you down on the ground and get control of you. They're not going to let them up. Starting point is 00:10:29 upset, of course. They're upset because policing looks ugly and they believe crazy bird on the ground. No idea what happened. Oh, yeah, okay. Yeah. Oh my God! More cops show up. They help him out.

Starting point is 00:11:53 Jane is disgusted in this because we don't teach it. The RCMP aren't taught that way. No? No one's talking about this. You can't find this anywhere what I'm about to say. And I don't know why I'm nervous to say it, but I'm just going to tell you a fact. Jane, Anita of the Neck is not the response
Starting point is 00:12:16 for which our officers are trained and this incident needs to be further examined. This is what happened. happened when I was in depot. And this is just half an hour out of six months. We're being taught by a facilitator here. Okay? Where's his name? Where's his leg? Where's the facilitator saying stop doing that? Maybe not encouraged, but not discouraged. Let's see a still photo of that. You didn't hear the facilitator to say, don't do that. So is it, are you sure it's not taught? When I was at Depo, you did whatever you had to do when you got the guy on the ground.
Starting point is 00:13:25 Your knee was on their back. Your knee was in there. If you have a leg on somebody's back, the knee is going to extend to their neck in a lot of cases. We had our knees and our legs and our shins all over people's necks and backs and bodies. Nobody told me I couldn't do it. So why is Jane saying it's not taught at Depot? This is what the festival. facilitator showed us. It might be a little weak, but I want you to see this. Soon as he gets here. Okay. Where's his leg? His leg is between, well, it's on his neck area. I know you're probably thinking weak, but is it? It's on his neck area. Watch when he gets up. That's where his neck is, guys.
Starting point is 00:14:19 Watch where his head is. That keeps him from doing a push-up and you're going to find. Okay? So now you have a pain area here. Okay? So that's the process. You keep giving me more about this. There's his head. Not taught. Not discouraged. Maybe not encouraged, but I don't remember. And Jane, are you going to examine this? You're doing a code of conduct, and I hope you do examine this. I hope you go back to depot, and you talk to every single facilitator that this guy had, that this police officer had.
Starting point is 00:15:02 You talked to the PDT, his facilitator. Was it ever taught where to put your knee, your shin, your leg on a suspect? Was this police officer ever discouraged? from placing any part of his body on the neck area of a suspect. If you're really going to examine the code of conduct, that's where you start. What'd you say? It needs to be further examined. Very disturbing.
Starting point is 00:15:38 I will not let this go unexamined. I hope you don't. I hope you don't. When I talk about the RCMP and how, I love the RCMP, but when I talk about the RCMP and their bad decisions, it's people like this. People like this spouting on. She calls this very disturbing.
Starting point is 00:16:00 The guy wasn't even hurt. He wasn't even hurt. The police officers were. The civilian that got assaulted was. That's what was disturbing. Excessive force? Controlling a guy on the ground? Don't you want to go forward in life?
Starting point is 00:16:18 You're going to go backwards and you're going to investigate this that happened in 2019. Can't you just say to the cop, hey, we don't really like that technique anymore. Okay? It's taboo from what happened to George Floyd. so let's not do it anymore. And don't spurt off. Can't you critically think you some common sense? Not taught?
Starting point is 00:16:43 It's never discouraged. It wasn't. It wasn't discouraged. Maybe now. Fair enough. Okay. It wasn't a big deal before, but it is now. Stop calling this disturbing.
Starting point is 00:16:58 When I see a suspect in discomfort, that's what it is. He's in discomfort. It's not disturbing. If you're going to prove this code of conduct against this, dude, you need to prove a time where the knee to the neck, the leg to the neck, the shin to the neck was discouraged a devil. That's what you need to do. Don't have a problem with what this police officer did. Have a problem with training.
Starting point is 00:17:26 Fix training. If you don't like what you saw, fix training. Jane is complaining the way to the top. That's what she's doing. It's not necessary. If you don't like what the police officer did, then fix training.
