Employees at a bar in Key Largo, Florida called the sheriff's office for help in May 2026 for a man they said was drinking while his young daughter was playing in the water. Monroe County Sheriff's body-worn cameras recorded Luis Del Ra Ortiz's encounter with deputies. The video shows Ortiz cursing at deputies as witnesses described what they said happened at the bar. Ortiz faces a number of charges and has pleaded not guilty. And deputies in Southern Florida say that happened one day in May, 26, with a father of a young child. This case takes us to Monroe County, Florida, in the Florida Keys, Key Largo, to be exact. Deputies were called to Gilbert's resort on Key Largo, because they say a man with a small child was drunk and was making a huge scene. They found Luis, Fernando Del Ra Ortiz. Which one's the suspect?

She's saying that, um, you know, that being disordamine, that, um, I guess, yeah, it's made a drinks and he was leaving his daughter at certain locations without supervising her. Yeah. So they believed he was 17 in Tocke, so they cut him off. Right. When she cut him off, that's when she said that he did grab her on the shoulder like this,

and then that's when she contacted security to have him leave the property. So she would be your victim? Because she's the one to scream that I want to press charges on him. Yeah. Okay. So let's take... He's saying that allegedly he was starting with a gun. He didn't see a gun or anything like that.

Okay. He was making these types of... Hey, buddy. He was making these types of movements towards it. He's just drunk. He was thinking of the guns. I know. You have to check his board.

Okay. Take who? Check who? He came by board. He came on a vessel that's dog. There are several concerns here. First, Luis, we'll just call him Luis here to simplify. It is intoxicated and belligerent, according to the deputies.

Second, he has his young daughter with him. And third, the deputies are being told that he arrived on a vessel. That's a boat. Fourth, the manager of the bar will tell them that Luis assaulted him. I don't know. What do you think? Okay, well, here's the thing. With his boat, it's on private property.

So what's it in the commission of crime right now? I know. You can tell it. But the way he said, kill me that he's a good one. What I should do with? I don't want to leave it like that. Well, he's going to jail. So he assaulted.

You came to me. He was a threat. So you were assaulted. You want to charge for assault. believe that and the well-found fear that harm was going to be conducted to you. Of course. He was... See if we can call mom? I'm going to try to return to mom.

Yeah. He was standing in front of everybody. I have it on camera, first of all. Everybody can prove that he was saying that he has guns and he would... Yeah, but the deputy is asking, do you want to press charges on him? Because your waitress is like, I want to press charges on him. We want to know if you are a victim as well. Let me talk to church, sir.

Okay, one second. Okay. We're going to... Like how I feel, personally me, yes. Okay. Because of everything, what he wanted, what you tell me. Okay. Yeah, let's take it out.

Yeah, and then give it to dispatch and I'll turn around. I'm going to have him, yeah, I'm going to try to get a hold of a mom, and then we'll go from there. I'll turn around. Give me one second. The manager of the bar is freaked out, no doubt. He told deputies that Luis claimed to have guns and made a threat to kill him, and he told deputies, as you heard, that Luis almost hit him in the head. No problem. All right, so we were at the part where he grabbed you.

Where did that part occur? So he was at a table out at the beach. I was walking out there. I already called him to come, but he was all the way here in the front and he was on his way. I walked out to the table to tell my girls he's cut off, no more drinks for him. When I went over there and said that, he grabbed me by the shoulder and pulled me to him and put his face in my face and then tell me, do you know who I am and this and that and whatever? I said, it doesn't matter. You're cut off.

don't touch me, back off. And I walked away. Then he kept coming at me into my face. I told him back off, back off. And then he said, I'm done with you. You girls come here. I'm going to give you guys a tip. But he had grabbed my other girl, too, a while before that.

Like, he's just grabbing on everybody. He was grabbing on our guests at the bar here, which is where I noticed. And that's when I decided I needed to cut him off. We didn't even serve him that many drinks. So he must have been drinking on his boat. Yeah, on the vessel. Prior. And then when he came to tell him, he just was going in on him.

I mean, you saw it. And that was nothing compared to what he was doing before you guys got here, pushing him, threatening to kill him with a gun. Came to my face, almost hit me with the head two times. I step away. When I step away, the moment I step away, he said, I will shoot with a gun, I have a gun on my board. And after he started, he took his daughter, he put his daughter, a little daughter on the board. And he hit our dog with the board. And I was scared to come to the board.

the board because he said that he will shoot me, that he will kill me with a gun. I thought he had a gun from the board. So some of the girls went to the boat to talk him back off because we're concerned about the little narrow. Yeah, yeah. To talk him off of the boat because we're waiting for you guys. I mean, I think you guys got a lot of calls because the customers were talking. Oh, well, he's going to jail. Everybody's videoed.

Everybody was videoing and stuff. So, uh, he's going to jail for a battery and the salt and the sort of the officer. Please tell me the right way how I should pressure. I never had it in my life. Well, for you to press charges, I just need both your IDs and for both you to fill out of statement as to what happened. So what you explained to me, I just need to write that down and give that to me or one of these other deputies. And that's all I really need from you guys.

Okay. Like I say, you're going to go to jail for battery. Disorderly intoxication resisting an officer. While the conversation is going on, another deputy wants to be sure that Luis's daughter is turned over to family. so he calls Luis's wife. Thank you. Hello? Hello?

Hi, Sammy. This is Deputy Valdez with the Monroe County Sheriff's Office. How you doing? Okay. So at this time... It's 10-15, right? Okay.

So at this time, your husband was at Gilbert's with your small daughter. He got into an altercation with some staff member here where he battered them. He's going to go to jail. I have your daughter here, So where are you located so I can transfer custody to you? Okay.

Okay, is there any way you could possibly come here and I could give you your daughter or you don't have no means of getting here? Okay, perfect. I'll see you here. Okay, I'll do you right. Okay. Yo, Poppy. What's up, man? What's up, man?

All right. So we got your wife coming, man. She got to pick up your daughter, right? Because you're going to jail. Who's going to jail? You're going to jail. For what? For a battery and disorderly intoxication and the salt.

What do you? Battery on what? You had grabbed one of the waitresses and you assaulted the other dude. What? Yep. No. Poor . Come on, man.

Come on, don't . That's what it is, man. All right. Brother, brother, I got my boat here. Uh, your boat? I mean, we're not going to touch it. It's on private property. Brother, I want to press charges.

You want to press charges on them? Yes. For what? I want to press charges on assault. Okay, who assaulted? The gentleman. What did he do? He touched me.

Where did he touch? He touched me on my neck. He grabbed my neck. Wait, who are you talking about? The guy that... The worker or who? Yes, sir. Let's...

The cards, right? Yes. All right, no problem. Okay, so I want to press charges. I want to see your sergeant, and I want to press charges because he touched and grabbed my neck. Okay. Thank you. So anyway, we've got a whole slew of problems.

Okay, so your witnesses, I'll add him into the report, was the two waitresses. They saw that he was yelling that he's got guns, never threatened to use them, just say he's got guns to the manager. The other issue we have is that he's neglected his child by leaving him around the beach for over two hours, and then an hour at a time he would go to the bar over here and allowing the baby to swim on a her own, which caused one of the waitresses to be concerned that she stood by the child. So you got neglect of the child. Then we need to call DCF. We got the mother coming.

I'm going to have him get her information and the information for the child. That we could contact DCF once I do the whole charge report and everything done. Okay. So what are your charges? They're going to be battery and salt. assault disorderly intoxication and child neglect. Okay, resisting without. And resisting a lot.

Okay. Okay. Luis can be heard yelling in the background and he's not happy. Okay. And then 20 minutes at time and things like that. All right. And then I'll add my body camera and everything like that. Well, let's explain to him that if he kicks and stuff like that,

stop on the road, we'll hog or tight. I want to see the ambulance because he hit me. He slapped me in the face. Okay. You'll see him. I want to see an ambulance right now. Okay. You'll see him. Okay.

I'm going to take you to the hospital, all right? I want to press charges. Okay. All right, that's good. Okay, can I make a report? Yep, it's on, everything's on camera. Okay, I want to make a report. Everything's on camera.

All right. Okay, how do I make a report? It is. It's on camera. Okay, I want to make a report. I understand what you're saying, sir, and I make no disrespect. My cuffs are very handcuffed. The guy handcuffed me.

Meanwhile, another deputy goes back to the bar to talk to witnesses. I didn't see him actually physically touch anyone, but that's pretty much. Did you see what he did over there, screaming and yelling or anything?

Yeah, yeah. Because he was causing, like, a disturbance in here. I needed a note you saw that. You mean when he was out here by the dock? No, when we were right when we were wrestling here. Did you see us wrestling with him over here? Wrestlinging? Thank you.

Wrestling? Try and take him because of it. Okay. I'm just going to need your name, date of birth, address here, phone number, and then basically what you saw over there, because he's going to be arrested for that. Yeah. Thank you. Sorry you guys had to go do it.

It's not about the baby girl. We're going to find the mom and stuff like that. And I noticed, like, she was in the wall. but like he kept disappearing. So she was in the water by herself? Okay. We'll contact DCF's water. I know he had a boat,

but I'm like he only had two shots with that, so I don't know how he became so. Maybe he was wanted his boat and like doing, you know, whatever drinking, I don't know. Oh, he's clearly intoxicated. Yeah, but he kept disappearing and I'm like, why does he, I was like, with the baby, she's by herself, like running around, like, by herself.

How did she look like when she was swimming? She was fun. She was doing good? She's, she knew how to swim. The water's very, like, it's shallow there. But still, like, I was like, you can't keep leaving the baby there. Yeah. Hey, Robbie.

How long would you say that the baby was left alone? They were out here on the beach for at least two hours or so. Two and a half, maybe hours. And I would say I would look over and she was there maybe about 20 minutes of her. He was over there at the other bar. Like, basically he was kept disappearing. He was on the beach and he was just like disappearing on that. I was like, let's walk around and see if we can find him.

Yeah, yeah. And in the water, how long would you say she was in the water? She's been in the water. So 20 minutes together? I have a lot of my vehicle and the other than having. Being there walking here without. She's been in the water the whole time. Two servers at the bar give the deputy more information about what they saw.

Both were concerned about Luis's daughter. But he really just became really beliorial. Like after the manager said that he was sick at all. And then he, like, put her in his hand in her face. Like, no, it was like, no, let's just work away. Did you hear any threats of a gun or anything? Yeah. Yeah.

He did, actually, he did that. He was like, I have guns. Marley was stressed as far and left the rest of the end service. Did he say he was going to use him on him? He didn't say he was going to use him. He just said, I have guns. Okay. He was screaming a lot of racial stuff.

Did you hear anything of that? Yeah. Yeah. Okay. What racial words was he using? What's everything? What was he saying about? He was saying it wrong.

Everything, everything you can think of. He said it. I'm like, whoa, sir, calm down. That's terrible. He was saying, go back to your country, this and that. I was just like, oh, my God. But he said he just got out of doing 25. He said it's going to 25.

I hear that all the time. You're acting like that. I hear that all the time. He also said he just won the Powerball. That he didn't know what to do with money. Yeah. Is the money real? No, he gave it.

He paid with the card. He paid with his cards. He paid with his car. So crazy. I just go back really. Luis Fernando Del Rae Ortiz was charged with child neglect, disorderly intoxication, resisting arrest, battery and assault. He tried to talk his way out of all of it.

The best president that ever f***ed this is Donald Trump. And we got all these in the world. Yes, Donald Trump. What year is it? Two, two thousand and twenty six. The guy that's right there right in front in the hat, grind my neck. And this officer, I'm telling him he grabbed my neck and he's not going to jail.

Luis Ortiz posted bail. He has pleaded not guilty to the charges and his case is making its way through the court system. We'll keep an eye on it and let you know what happens.
