Assam is one of the most water-rich states in India.
The Brahmaputra and its tributaries give it water in a volume that few other places can match.
And the state has begun to sell this abundance to the industry that prizes it the most.
Semiconductors.
And the pitch seems to be landing.
Tata Electronics is building the country's first chip assembly and test plant at Juggie Road
worth around 27,000 crore rupees and built to package about 48 million.
million chips a day. Now, just to clarify, this particular plant is not really a heavy water user.
It packages and test ships, which is the light end of the industry. The water-hungry side
lies elsewhere in chemical plants that feed chip-making, which need large and dependable volumes.
Chemicals are a part of what a Sam is now courting as it tries to build a deeper semiconductor
ecosystem around the Tata anchor. Those are the operations. Those are the operations.
that will test whether the state's water is truly an advantage.
The most committed suitor in all of this happens to be Japan.
Its interest reaches well beyond one plant.
Japan has courted the northeast of India for years,
financing road networks and a project built as India's longest river bridge
now under construction.
And Assam is the centerpiece.
Some analysts see the state as a link between Japanese supply chains
and the Bay of Bengal,
and as a gateway close to the chip packaging hubs of Taiwan and Southeast Asia.
Parts of this relationship are actually already concrete.
The Japanese power chip firm ROHM has signed on as a customer for the Tata line,
and Tokyo Electron is supplying its equipment.
After July's India-Japan summit, the engagement has widened.
And Mitsubishi Chemical Group's executives even met with the chief minister,
Himant Biswa-Sarma, to explore semiconductors and
chemical engineering, which is the water-intensive piece of this puzzle. The ambition stretches
far past factories. Japanese money is going into clean energy and into language centers that
train young Assamese for jobs in Japan. And Toho Koki, a Japanese semiconductor tech firm,
is also running a chip research tie-up with IIT-Gohati. Now, this pull actually runs both ways.
And aging, capital-rich Japan wants younger workers and trusted places to make.

Taken together, it positions a Sam as a possible manufacturing and logistics gateway to
Southeast Asia. And this whole case depends a lot on one asset, which, as you know, is
water. And water is exactly where a Sam's record turns against it. The same rivers that
fill the pitch are the ones that overflow it the most years. This July, the state has faced
some of the worst flooding in years.
As I record this, the death toll in Assam floods has crossed 75 people with close to 100 missing.
The State Disaster Authority reported more than 7 lakh people affected across about 10 districts
and tens of thousands of hectares of cropland underwater.
Tens of thousands of people are also being sheltered in relief camps.
In Juggie Road, which is the town beside the Tata Chip plant,
heavy rain has flooded the streets and reached the railway station.
What is troubling is that none of this was actually a surprise.
A Sam floods nearly every monsoon and has done so for as long as records exist.
Its own disaster authority traces severe floods from the 1970s to the present
with heavy flooding in recent years, including 2020, 2021 and 2022.
Each year, the rivers rise pass the danger mark, embankments fail, farmlands drowned,
and families have to be moved into camps.
Then the water recedes and the following.
you, it's the same story again. And this is the contradiction at the heart of a Sam's bet.
The water that it is relying on for all its industrial and tech ambitions is the same water
that it has never learned to hold back. Welcome to Daybreak, a business podcast from the Ken.

my colleague Rachel Vargheese and I will come to you with one business story that's worth
understanding and worth your time. Today is Thursday the 30th of July. How serious is this really?
Serious enough that two governments are putting extraordinary amounts of money behind it.
In a written reply in the Assam Assembly, the state industry's minister said that the Tata
plant would receive more than 14,000 crore rupees in incentives, a little over 10,000 crores from
the centre and nearly 4,000 crores from the state. This is one of the largest support packages
under India's national semiconductor mission sitting on top of Tata's own 27,000 crores.
For a state whose industrial base has always been thin, this is a different level of a bet.
The job promise is why it carries political weight too.
The chief minister says that the plant could directly employ about 15,000 people with roughly as many indirect jobs.
Now, in a state that exports much of its younger workforce, this is a number that the government most
wants to be judged on.
And Assam is not trying to host one factory.
It is trying to build an entire ecosystem.
The state is developing an electronics manufacturing city around the plant,
training young Assamese in chip packaging,
and courting the suppliers and chemical firms that would turn a single plant into an ecosystem.
You could say that this is the government's Act East Vision being made concrete.
and Assam, as a manufacturing and logistics gateway, pointed at the southeast of Asia.
But here is the honest measure of where things stand.
What is actually landed is one Tata packaging plant and a stack of incentives and early talks.
The advanced water-hungry heart of chip making, the fabrication of the wafers themselves is being built in good shrunk, not in Assam.
So the cluster Assam is selling is still mostly a promise, and that promise rests on the state,
being able to offer what heavy industry cannot do without. Reliable power, land and above all,
water that it can depend on around the year. Which raises the question that this whole bet turns on.
A Sam has plenty of water, but can it govern it? Stay tuned. The answer is not yet. And the reason
should trouble anyone who is betting on Assam because it is not about money. Let's start with
what is fair to the state, because this is a part that most critics often skip.
Assam cannot simply stop the water from coming.
Much of its flooding is made upstream and beyond its control.
This year, the trigger was extreme rain in the hills of Nagaland and Arunachal Pradesh,
with officials saying that one town in Nagaland recorded rainfall close to 500% above normal
over three days in mid-July.
That water poured down into Assam's tributaries and pushed them over their banks.
Add to that, the sediment washing of the Himalayas that keeps raising the riverbeds, the water that
arrives from neighboring states, and also a monsoon that climate change is packing into fewer
and heavier bursts. A great deal of this begins outside of Hussam. So the state has a real
answer when it says that the rivers are not its doing. What it cannot answer as easily is why,
with more money than ever, the damage keeps repeating. The center.
Enter released more than 3,000 crore rupees into Assam for flood relief over the last five years.
And the Water Department is now set to receive roughly 1500 crore rupees a year for embankments
and erosion work through World Bank and ADB loans.
The spending has basically climbed, but the disaster management has not gotten better.
And the gap lies in what the money buys.
Assam's flood defence still leans on embankments, which is an approach that it's settled on
back in the 1950s. It has one of the longest embankment networks of any Indian state. But many of those
walls have outlived their design life and give way under pressure. And the false safety that they
offer has pulled more people onto the floodplain, which raises the toll when they fail. This year,
poor drainage behind the embankments trapped water and kept areas flooded even after the rivers
began to fall. The same story shows up project by project. In Debruggan,
one after another, the water department's schemes, including a more than 300 crore-rupy
project, have failed to stop the erosion. And the town still floods from a drainage system
that does not work. Even the alarms let people down. In the recent assembly session,
a legislator said that flood warning system run by the power utility, Nipko, failed during the
floods after a fault, delaying the alerts that should have reached villages downstream.
None of this is the monsoon's fault. And here is why it's.
matters for the bet. A packaging plant that uses little water can be walled off from a bad monsoon.
The ecosystem that Assam is selling cannot. The chemical plants and the wider supply chain
it warns need water that is clean and dependable in a place that stays dry. Sure, Assam can offer
the abundance, but it has not yet shown that it can offer the safety. And there is an irony
worth sitting with here. The country making the biggest bet on floodstrucker Sam is also the one
that has spent longest learning how to control its own. Japan floods too, heavily, and for decades
it has built and rethought its defences, moving away from the belief that you can simply
wall a river in, towards managing whole river basins, investing in drainage and early warning,
and planning where people should and should not live. More than a century ago,
Japanese engineers warned that leaning on embankments alone was like armor that deepens the wound.
It is the very lesson that Assam has yet to absorb. Assam sure cannot build Tokyo's flood tunnels
and it does not need to. But what it can borrow is the approach. And it already has the
teacher in the room because Japan's own aid agency has worked on flood risk in the northeast
for years. So the bet and its answer sit in the same place.
and is proof that water can be governed if a state is willing to do the slow and unglomerous work.
