Hi, everyone. Judge Andrew Napolitano here for Judging Freedom. Today is Monday, August 1st,
2022. It's about 3.35 in the afternoon here on the East Coast of the United States. And
yesterday's New York Times, Sunday, New York Times was a headline. Trained, armed, and ready to teach kindergarten.
It was a long and fascinating story about teachers in Ohio who are authorized and encouraged
to carry handguns, but of course they must be trained so they know how to do it.
You won't see any school shootings in Ohio because teachers and staff are permitted to carry so long as they have 24 hours of training.
My own experience is that 24 hours of training is not enough.
And I would imagine that most of these folks will realize that themselves.
But the state has declared that they can't carry in the schools until they have 24 hours of training.
Ohio is a right to carry state.
Theoretically, after the Supreme Court's opinion of late June, every state is a right to carry state,
though some states, like New York, are still attempting to resist that. But if you work for the government
in Ohio and you want to carry on government property, particularly if you are a teacher,
whether it's kindergarten or whether it's 12th grade or anything in between, you have to train
for 24 hours, which is basically 24 one-hour sessions, and then you have to qualify.
You have to pass a test.
They should do this.
This will stop the killing.
It's awful that kindergartners or any government school students will see their teachers carrying weapons.
Now, maybe the weapons won't be open.
Maybe it'll be concealed carry.
But this is far, far better than what we went through in Uvalde.
Now, Uvalde is the extreme case.
The police were there, but they didn't do anything.
Most police, when they arrive, will do something.
But let's face it, the police can never get there on time, in time, to stop all the killing.
The classic example we have of that is just three weeks ago, Greenpoint, Indiana, a shopping mall.
A crazy person with a high-powered weapon began to kill.
Killed one person, killed a second person, killed a third person. The fourth person killed was him because a 22-year-old bystander exercising his right to carry, which the state of Indiana where this shopping mall was located and where this incident occurred.
State of Indiana, even before the Supreme Court opinion written by Justice Thomas, did not interfere with the right
to carry. And so he owned the gun, he trained with it, he carried, and he used it to kill somebody.
And the person he killed was a murderer. And the police called him a hero. And he was a hero.
So when you shoot, it's muscle memory. Your brain's going to tell your fingers what to do, but your muscles have to go automatically sometimes before you can even think. Muscle memory, muscle memory, muscle memory.
It's a perishable skill. It's a perishable skill. It's a perishable skill. That means
once you train for 24 hours, you're a teacher in Ohio. Once you qualify, you passed a test,
a shooting test. You still must continue to train. You never stop training. One of the
reasons that police at least in New York every once in a while
accidentally kill or injure another member of the police
department is because they haven't qualified in two years.
They haven't had they they carry the gun but they haven't
had it in their hands in two years. The police should
qualify every three months. In New York, it's every two years. In New Jersey, it's every year. It's different in every state. I don't know
how often these teachers will have to, in Ohio, will have to qualify, but I do know they can't
carry the gun until after the 24 hours of training and the initial passing of the test, otherwise known as qualifying. So that's where we are in the summer
of 2022. Kindergarten teachers carrying weapons. What does that say about our society? Well, it
says that in Ohio, your natural right to defend yourself will not be interfered with by the government the way it is in other places,
including Texas of all places, where it is unlawful for teachers to carry a gun in a government school
unless the people that run the government school, generally the Board of Education,
has asked for an exemption from that law. In Texas, where there are 1,000 school districts,
137 asked for the exemption.
All of them got it. Guess how many killings there were in those districts? An easy number to
