Hello everybody, welcome back into your latest episode of Locked On Colts,
part of the Locked On Podcast Network.
Today's episode is your host, Evan Sutter, joined by Stephen Reed of Stampede Blue to
recap a very quiet day two of free agency.
It feels like honestly wave one might already be over after the first day of legal tampering
period.
The official start of the NFL league year in free agency is on Wednesday, tomorrow.
The Carson Winch trail will be official then, so a lot of Colts I imagine will come.
But let's start off here with a surprise move.
I forgot to mention even off the air here,
but two moves as far as the Colts go.
We'll hit on this to start off the show,
then talk about the wide receiver market,
also a team in the AFC South who is making some moves as well
after Tennessee's big moves on Monday night.
But Zach Paschal got his restricted tag of the second-round tender,
paid him around $3.5 million per year in 2021. George Odom got his restricted tag of the second round tender, pay him around three and a half million dollars per year in 2021.
George Odom got his restricted tag as well.
It's the right to first refusal.
So the Colts can match any offer there.
And surprisingly enough,
maybe they're just going to wait till the final buzzer here,
but Molly Cox,
the tight end has not received his tender just yet.
So maybe they're just going to wait until tomorrow morning to do that.
But Steven,
how you doing tonight and what's your thoughts on these Colts tags today?
I'm doing well do that. But, Stephen, how are you doing tonight, and what's your thoughts on these Colts' tags today? I'm doing well, Evan.
Yeah, the tags are expected.
We kind of predicted that Pascal would get a second-round tender,
so that's not surprising at all.
I was a little surprised that George Odom got the lowest right of first refusal.
It still guarantees him, I think, like $2 million, $3 million,
something like that, which is more money than what he was making before.
And I can understand that he was upset by that decision
when they called to give him the lowest round tender.
I think it was something about being disrespected is what he tweeted out,
which ironically was, or coincidentally,
was something that T.Y. Hilton said that he felt, and then he liked George Odom's tweet.
So that was kind of weird.
But it's not surprising to see those guys tendered.
I think that, you know, you're going to see Pascal back, obviously, one way or another,
unless a team like Philadelphia, who Nick Sirianni talked about Paschal being one
of his favorite wide receivers um signs him and if Philadelphia signs or any other team signs
Zach Paschal then the Colts have the right to match that and go ahead and say okay we're going
to take that contract that you guys negotiated um and we're going to keep the player or they
could say all right you guys can have the player and we'll take that second round pick.
So that's what it is for Paschal, for Joe Jordan.
It's just they have a right to first refusal and they don't get any kind of draft pick compensation.
I imagine Mo'Ali Cox will be a second round tender as well.
I don't expect any of those guys to get signed by other teams, though.
Yeah, on the unrestricted part there, it's a good point to bring up
as far as with Paschal, the second-round tender. The Colts, I think, would
gladfully take a second-round pick back if a team were to sign
Zach Paschal. Paschal is no more than a WR4, WR3 in the
Colts' offense right now if T.Y. Hilton or someone else comes on board. Michael Pittman Jr.
and Paris Campbell, if he stays healthy. So Paschal's kind of just like your niche run blocker,
good underrated route runner as well.
He can do a lot of things for you.
But I have to imagine Paschal's going to probably play the same role
he has the last couple years on Indy if he does return,
which it seems like he's very likely going to.
Same goes for Georgia.
They'll probably be one of the highest paid special teamers in the NFL
this next year after his all-pro season, that restricted tag,
the right to first refusal.
I imagine he might get some interest around the NFL. The Colts probably will match an offer
because they have all this cap space. But something to watch for with Malibu Cox.
If you're listening to this on Friday morning, maybe Cox is signed by then. But just certainly
something to watch out for there is Malibu Cox and whether the Colts are going to give him a
restricted tag. I imagine they're very likely going to do so. It's going to wait until the
final buzzer before the league year officially starts at 4 p.m. Eastern time on Wednesday.
But let's dive in to the water-seer market now, Stephen.
This is, I think, a really interesting portion.
We talked about this on yesterday's show, just about how slow the market is going right now.
I think personally, Stephen, it's fair to say that when we see two deals today from like Marvin Jones to Jacksonville,
who we're going to have on the Jaguars a little bit later,
two years, $14.5 million.
Emmanuel Sanders, a one-year, $6 million deal with the Buffalo Bills.
Two guys we floated around earlier last week,
as far as guys who are probably in the same tier right below it for T.Y. Hilton.
Jones making $7 million a year.
Sanders making $6 million per year.
If you're Chris Bauer who wanted to let Hilton test the market and kind of set his value that way you have to imagine from the colt
standpoint they're pretty giddy about this and i think having ty hilton back on like a seven eight
million dollar per year is very much in their budget the yeah it's definitely seems to be
playing out in the colts favor right now letting ty letting the the wider supermarket kind of set itself before they go and sign TY to any kind of extension.
Marvin Jones, I put him in a similar tier as TY.
In fact, if you look at the stats of the past year, actually the past two years,
Marvin Jones has been markedly better than TY in basically every statistical category.
Now, whether that's a matter of, you know, Marvin Jones had a better quarterback there with Matthew Stafford.
I don't think anybody is debating that.
And he had a better player opposite in Kenny Galladay.
So maybe that, you know, he got more one-on-ones.
But, you know, if you just look at the raw stats,
T.Y. wasn't as good as Marvin Jones.
And if you really watched the tape last year, T.Y.,
he looked like he had lost a step, which is, as a Colts fan,
you want T.Y. Hilton back.
I want T.Y. Hilton back.
I love what he's meant to this franchise, what he means to the locker room.
But you can't help but, you know,
admit that he has lost a step over the years,
and he's not what he used to be.
So I think Chris Ballard and the Colts,
I think they're really and the Colts,
I think they're really happy with how the wider super market is kind of playing out because you have to understand there's some,
there's still some really big names out there in the wider super market.
I mean, we talk about TY Hilton, but you've still got Curtis Samuel.
You've still got Juju Smith-Schuster. You've still got Kenny Galladay.
All of those guys are still in the market, and none of them have been re-signed at this point or signed to any place else.
Will Fuller, Keelan Cole, there's still a bunch of guys, even John Brown that we've talked about before.
There's a lot of guys that are available. you're going to run into a situation here very quickly that it's something we talked about a
little bit last night uh with the the musical chairs that go on in each of these position
groups once those those 10 to 12 golden tickets are are scooped up you're just trying to find a
seat at the table and you're going to have these agents and these players try to get onto teams
where they're going to be able to perform well, put up some numbers.
Hopefully they're looking to sign one-year contracts
so they can test free agency again next year.
But I think you're going to see a lot of one-year deals this year,
and teams are going to be happy to do that because it's going to be cheaper.
So I wouldn't be surprised if T.Y. Hilton got right around the same range
that Marvin Jones did.
That two years, seven million dollars, something like that.
I think I think that's a good contract for T.Y. And if the Colts offer that two years, you know, seven million per nine, ten million guaranteed.
I think that's a solid deal for T.Y. Hilton.
And I think it's a solid deal for the Colts.
So I think the Colts were smart to let T.Y. test the market and let the market kind of
settle itself out before you go ahead and jumped in and you make those big paydays.
I think Corey Davis was the smart one at the wide receiver market.
He got that huge payday that started off, but had the Jets just kind of waited it out,
they might have been able to get a much more team-friendly deal
or a much lesser deal in terms of the contract considerations there.
Yeah, two years, $15 million seems like right in the sweet spot right now
for T.Y. Hilton when you see the market.
But it seems like to me, Stephen, when you see guys like Fuller, Juju,
Kenny Galladay especially, it feels like a lot of the wide receivers
are waiting right now for guys like Kenny Galladay, for Will Fuller, for Juju Smith-Schuster
to sign with teams and see what their value could be.
Because for a guy like T.Y. Hilton, who could see himself more in that
right below elite tier, he might be waiting on guys like Galladay
and see what happens there.
What do you think?
Yeah, I think that's the big shoe to drop is Galladay and Juju,
just to see where those guys go and see what what they set the market at um cory davis obviously got like you
mentioned got a really big deal so you know obviously great for him um average at 12 and a
half million nelson aguilar got 11 million on an average um those are your big those are your big
wire zero contracts right now and neither of of those are guys that you really thought were going to be huge deals.
Corey Davis you thought might be big,
but I didn't think Nelson Aguilar was going to get $11 million.
I thought it was going to be a little bit less than that.
So I think they're waiting for Kenny Galladay,
and they're waiting for Juju Smith-Schuster to see where they land.
And then they're going to try to use that as leverage themselves.
But once those two go, once Kenny Galladay and once Juju Smith-Schuster go and sign somewhere, you're going to see just a rush of wide receiver signings, I think.
I don't think people are going to wait and they're going to try to negotiate beyond that. I think they're going to try to get signed and get to a place where they can potentially get a one-year deal
and then be able to test the market again next year, unless it's somebody like TY who's looking for a two-year deal and try to call it a career.

Really quickly here before we dive
into the Jacksonville Jaguars making some moves.
We saw the Titans make it on day one. Jaguars really doing a lot of damage today too but let's go over the
past Russian cornerback market one more time we're on wide receivers here just going down the list
again Titus Bowser of the Baltimore Ravens is a underrated Colts target that we've heard about
he resigns the Baltimore Ravens for a four-year 22 million dollar deal with 27 million dollars
up to upwards of 27 million dollars over that four-year deal. According to Adam Kaplan,
we also saw as well as some other underrated address to go off the board as
well. To me, when you look at the pass rush board right now, Stephen,
it's really a lot of guys in this wave two wave three that maybe Chris guards
waiting on. And there's some guys here.
Also when it kind of gets a compact formula, for example,
like a Carlos Dunlap who got released by the Seattle Seahawks this past week.
He could be a guy to watch out for.
But here's the top pass rushers right now in the open market, Stephen.
Hassan Reddick, Jadeveon Clowney, Melvin Ingram, Carlos Dunlap,
Justin Houston if you want to bring him back,
Ryan Kerrigan, Alden Smith, and then former Colt Terrell Basham.
Any guys on that list that really catch your eye?
Because I feel like – I know the Colts might be waiting
until the draft at this point
seems like to address pass rush, but
I feel like adding a veteran in, maybe
like a Melvin Ingram off that list
or Carlos Dunlap who went against the compact
formula. I think one of those two guys makes a lot
of sense.
Yeah, I think that if they're going to go
and sign a pass rusher in an under-restricted
free agency, I think
Hassan Redick makes a lot of sense.
He's great if you just let him go and let him just rush the passer and go after it.
Another guy that they might target is Solomon Thomas.
We talked about him before from San Francisco,
kind of filling in that similar role that Tanika Autry did.
Beyond that, honestly, I don't want to
touch Jadae Van Clowney with his injury history. Melvin Ingram's a solid signing, but at that
point, all these guys are like 32, 33 years old, and so I'd rather just bring back Justin Houston
and not worry about that comp pick, losing that compensatoryatory pick uh from either danico autry signing out or
jacoby bursette i you know or like the tonno because gosh i'm gonna mess up his name tonno k
uh is what i'll go with uh from kansas city um he he's another option i think might be one of
those underrated ballard signings somebody that
he knew or had somebody that that knew of him uh kind of similar to what nico atri was is somebody
that didn't get us all excited at first um but then just outperformed his contract and i think
that's kind of what tana would do um what the cults have given opportunity do you feel like
at this point steven we just hit the hill on this last night on the podcast,
but the more guys you see go, like Tyus Bowser,
who really seemed like a good fit for the Colts as a cheaper option,
Dietrich Wise, where he signed the Patriots as well,
two guys that really fit the Chris Bauer measurables.
When you see the market right now of really mostly veterans who are 30 or above,
and maybe Hasan Reddick, who is in that wave too,
but I don't know if he really might be the best fit for the Colts defense with his size I think he's around six foot one so he's like in
the one percentile of guys as far as height and arm length go I really think maybe the Colts right
now are playing the game of hey let's just bet on Ben Banigou and Kamoko Ture, Tyquan Lewis is
probably gonna replace Danico Autry next year and wait for a guy 21 in the draft but obviously we
still have a lot of the free agency to go to the league
year officially starts tomorrow, but I hit on this last night.
I just want to reiterate it again,
but I'm really coming more and more in terms of,
I think the Colts probably going to address pass rush very early on the
draft, the way that free agency is going.
Yeah, that's been a, that's been the big question mark is we,
we all kind of thought that the Colts would spend a little bit in free agency at the
pass rush position, but they haven't. And so given they haven't spent anything here,
it makes you think that they're probably going to look into the draft and that's the place that
makes the most sense. This year, you know, the draft isn't like, they don't have, the draft is deep with addressers, but it's not top-heavy.
So that's good for the Colts because you're going to get guys in that end of the first round,
second round range that should be productive pretty early.
The Tyus Bowser signing that Baltimore had, getting him for four years,
like $5.5 million, I thought that was an absolute steal.
Like that's one of those contracts where I really did.
I felt like I was like,
Oh man,
I really wish that's a great number for that guy.
That would have been a great signing.
And so I think that depending on what happens in the next couple of days,
it's,
it's going to be,
if they don't sign anybody,
it's obviously going to be the draft because I don't think Chris Ballard
feels comfortable going into the season with Taequann Lewis,
potentially Al-Khadi Muhammad if they go ahead and re-sign him,
Kamoko Touré and Ben Banigou at the address position.
I think he's got to bring somebody else in.
Let's go to cornerback now here to wrap things up before we get some
housecleaning notes here on the Jaguars,
then Jacoby Brissette going to Miami,
and also, according to ASPN's Josie Anderson report earlier today,
really the first Colts connection that we've heard of so far.
But cornerback here, Shaquille Griffin,
that really broke the bank for Jacksonville,
almost $15 million per year on a three-year deal.
Akilah Witherspoon, one of the guys we really liked as a Colt possibly,
Steven, signed with Seattle. Chidobe Aw Woozie with his Matt Ibercluse connection. Signed the Cincinnati
Bengals today on the three year deal. So really all those top guys we mentioned before who could
be fits for the Colts to replace Xavier Rhodes went off the market today. Xavier Rhodes is still
out there. Patrick Peterson, if they want to go for another veteran, still out there. Outside of
that, though, really not many guys who checked the Bauer boxes, so to say. I'm kind of leaning maybe at this point with the way the market's going maybe xavier rhodes might
be coming back here steven i think he might be honestly like looking at where everybody's going
and guys that are available it seems like the market's not crazy for corners um kind of similar
to the wide receiver position and it's the market just seems down right now.
And that might change here in a little bit.
You never know what happens once the rush starts.
But you've got a couple of good cornerbacks that are available.
You've got Malcolm Butler with Tennessee, also Adoree Jackson.
Both of those guys are cut.
So they don't qualify for the comp fit formula.
Honestly, if I'm going to sign
somebody, I'd rather
dance with the guy that you
know in Xavier Rhodes
because you know what he brings. You know the
leadership that he brings. I'd rather
them just re-sign Xavier Rhodes at this point
if they're going to look to re-sign
anybody.
If they're going to look to resign anybody, if they're going to look outside.
I think the tough part is right now we're not sure what they're going to have at corner
because if you look at the – you know, Marvell Tell was just activated today
and is coming back from the COVID list.
They were really, really high on him, and it was going to be a big offseason last year,
a big season for him to really step up and improve.
If Marvell Tell comes back,
then you can sign Xavier Rhodes and still feel pretty confident as long as
Tell stayed in shape and didn't lose a step.
You know, if he comes back to what he was when he went ahead and opted out,
I think the Colts have a pretty decent rotation there at the corner position.
They probably want to look to add somebody else,
either in free agency or the draft.
But overall, I'm not sure.
I wouldn't want to sign Patrick Peterson for a huge deal.
I wouldn't want to sign any of these unrestricted free agents.
I'd rather sign one of these guys that are cut,
looking at like a Malcolm Butler or Dory Jackson,
or just to re-sign Xavier Rhodes,
because you know what he gives you and you know its quality.

Yeah, looking over, let's pivot over now to Jacksonville.
We saw Bud Dupree and Danico Autry, a former Colt, land in Tennessee yesterday,
really to make their splashy moves on defensive line.
The Jacksonville Jaguars today are the latest AFC South team to kind of make a move here.
They signed Marvin Jones, as mentioned at the top of the show,
to a two-year $14.5 million deal.
That's around $7 million per year.
They broke the bank, like I mentioned, with Shaquille Griffin on a $3 or $44.5 million
deal.
It's expected they're going to sign, actually, his brother as well, Shaquille Griffin, who's
a backup linebacker as well.
They re-signed Sidney Jones, a cornerback.
Jahad Ward, a former Colt who played for Baltimore the last couple years, signed with the Jaguars
today.
And then backup tight end Chris Manhurts agreed to a $7.5 million deal with the Jaguars,
who's from North Carolina.
So they doled out around like $30, $40 million today on the first-year contract, Stephen.
What's your opinion of Jacksonville kind of making moves here with Trevor Lawrence
and looking ahead now as another team kind of making a push here for the AFC South?
I think it's going to be interesting.
They obviously were focused on surrounding Trevor Lawrence
with some weapons and trying to improve that defense.
They also, I believe they traded for Malcolm Brown from the Saints as well today.
They were really, really busy.
The Jaguars were.
Now, ultimately, they don't have an offensive line they still don't so that's going to be their big issue um and if they can't get
that fixed then no amount of as colts fans know no matter how good your quarterback is um you know
you're still going to end this season, you know, hanging on.
As Texans fans will tell you, if you don't have an offensive line, you don't have a lot of hope.
So, yeah, it's going to be tough. I think it's good that they're making moves.
Makes the AFC sophomore interesting. But I'm not sure that all these moves, um, makes the AFC sophomore interesting. Um, but I'm not sure that all these
moves, you know, make them markedly better. Um, you know, that like Shaquille, Shaquille Griffin
is a great signing. I really like it. Um, he got 13.3 million. That's the biggest, that's the
biggest cornerback on the market. So that's your, honestly, like when we're talking about Xavier Rhodes and some of those other guys, that's your marker for your high point. So you look at that and you work your
way down from there. Colts were reportedly interested in Roy Robertson Harris, the defensive
tackle from Chicago that Jacksonville signed for 7.8, but again, went above what Chris Ballard's marker was. And he said, thanks, I'm out.
And so, yeah, I think that they made some good moves. Whether it's going to pay large dividends,
I'm not sure. But honestly, until they get that offensive line fixed and start investing there,
they're going to be in trouble. Last two points here, Stephen, before we close out today's show. A little quicker one here,
as it's been very quiet, surprising on day two of free agency, illegal tampering period. The
official league year opens on St. Patrick's Day, March 17th. But let's go over here,
Keanu Neal, the Falcon Safety, who according to ESPN's Josina Anderson, the Colts were one of
like five or six teams mentioned as far as being interested in Keanu Neal.
And many might be asking, why are the Colts looking at safety here?
And I think it's more so that according to Josina Anderson, Keanu Neal's opened the idea
of playing linebacker and safety.
So kind of for the Colts' point of view, you can knock out your Sam linebacker spot
with Anthony Walker leaving.
You're probably going to have Okariki at the mic.
You have Darius Leonard as your will.
And he could also be your third safety behind Julian Blackman and Curry Willis.
I feel like really with Keanu Neal, he's a physical freak out of Florida.
He's been injured the last couple years in Atlanta.
It was a first-round pick in 2016.
So he's really only about 26, 27 years old.
He kind of checks all the boxes here.
He's kind of a savvy signing who's going to be playing actually a lot of snaps if you were to end up an ending. Yeah, Keanu Neal, Evan, he makes a
lot of sense for what they do. And something that we've talked about sporadically on different
episodes, the Colts defense, they really like to run a lot of three safety sets. And so they
basically will take out that Sam linebacker so your strong side linebacker
and they'll run that third that third safety in there and Ken O'Neill having that versatility
having that speed he's like a more athletic better version of Clayton Gaithers in terms of
the way that they play is he's better going downhill towards the line of scrimmage,
but he's still got that versatility to be able to play over the top if he has to.
I really like the idea of signing Keanu Neal for the Colts just based on their defense,
and it gives him a little bit more versatility.
He's a better fit in that defense than, say, Malik Hooker was.
And I know that the Colts really,
they drafted Julian Blackman last year
in hopes that he could pair with Kari Willis
and Malik Hooker as a solid three safety rotation
so they could run those three safety sets
a little bit more often.
Obviously Hooker's injury really kind of nipped that.
So I think the Colts are going to look to invest
potentially in a safety.
And Keanu Neal makes a lot of sense,
especially given his versatility and ability to play linebacker as well.
Looking at mogdrappable.com,
where you can kind of look at the spider webs for guys' combines
and how they compare,
and Keanu Neal is definitely a Chris Fowler prospect here.
When you see he has 98th percentile hand size,
87th percentile arm length here,
which looks like almost 33 inches for for a six foot 210 pound guy
certainly checks the measurables and 95th percentile broad jump as well for all safeties
he from an athletic standpoint keanu neal certainly makes a lot of sense for the colts
and what the monitor next couple days to see if he ends up being an atlas court or not but
the last point on the show steam before we end i appreciate the time as always
going with jacoby bursette ending up in Miami, it sounds like it's a one-year,
$5 million deal
and that it could be up to
$7.5 million
based off incentives.
What's your opinion
of Jacoby Bursette
ending up in Miami
to back up to Ataka Biola?
Because I thought all along
if they were going to trade Bursette
before Andrew Luck retired,
if he was going to be cut
or something like that
in the last couple of years,
Miami made the most sense to me
because of that Brian Flores connection
in New England.
They want to establish a New England culture down there.
And getting Brissette on board just makes a lot of sense there.
Yeah, I'm super excited for Jacoby Brissette to get a new opportunity.
Colts fans, you know, we lambast Jacoby Brissette for the things that he did
in the field and his shortcomings.
He was a great member of the community and a great member of this locker room and a great member of this team.
So I feel like Colts fans should be very appreciative of everything that Jacoby Reset
gave us and gave the city. I'm very excited for him to go
to Miami and get an opportunity to play down there and
be the backup for Tua and potentially get in and get some snaps
there if Tua does get hurt,
which, again, has been Tua's big issue, was his big issue at Alabama.
And then, obviously, last year he was subbed out quite a bit for Ryan Fitzpatrick.
So who knows what those incentives are.
But I'm really excited for Jacoby Brissett and getting an opportunity down
there in Miami.
I'm also excited for the Colts because we get rid of the Jacoby Brissett
play calls that, that happens sporadically through the game.
You know, that was, that was one of those maddening things, but yeah,
I'm just, you know,
I'm super excited for Jacoby Brissett and his this opportunity for him.
And I think Colts fans should be very appreciative of everything that
Jacoby Brissett did for the community and did for the Colts during his time
here.

And I think now for the backup quarterback position for the Colts,
I have to imagine it's Jacob Eason's to lose.
I mean, I'd be shocked at this point if they go out and get a veteran,
maybe they bring someone as a camp body,
but for a fourth round pick with high upside, I mean,
you kind of have a guy that Cannon and Jacob Eason as the backup.
You have Carson Wentz and the gamble they made with
Frank Reich reviving his career. I kind of
like the quarterback room right now, Stephen, with
Wentz and Eason.
Yeah, I really like it.
I really like
Jacob Eason given an opportunity to be
the primary backup because
it's going to give him some snaps in, in training camp.
It's going to give him some, a bunch of snaps in the preseason.
I wouldn't be surprised if they bring in, you know,
a guy like a chase Daniel who was just cut from,
from Detroit and just continue chase Daniel's career of winning in the NFL
as a quarterback.
I don't,
I think he's played in like five games
and he's been paid like 37 or like $40 million
over the course of his career.
And so I wouldn't be surprised
if they bring in somebody like that
just as a mentor to Carson Wentz and Jacob Eason
through training camp.
But I really like the idea of Carson Wentz
as the primary and then Jacob Eason as the main backup.

Really not much Colts needs to go over here.
I have to imagine at the start of the league year tomorrow, we're going to see the Colts make some moves.
The Carson Wentz trade will be official, but this time last year,
the Colts made their big splash at the start of the league year when they traded for DeForest Buckner.
So if I had to make a prediction, Steve, I think the Colts make one sign tomorrow.
What would say?
Oh, goodness.
I think they probably got a couple in their sleeve.
Colts are notoriously quiet.
And so none of us heard a peep about the DeForest Buckner trade
prior to it happening.
And we didn't hear anything about the Jets trade two years,
three years prior before it happened.
I think you're probably going to see a couple moves.
I think you're going to see a wide receiver sign.
I think you're going to see an edge rusher sign.
And I think you might see somebody be brought in on the offensive line.
And so I think there's going to be a couple moves.
I just think Chris Ballard says, hey, keep it quiet.
And that's what agents and players do.
So I think you're going to hear something pretty quickly after 4 o'clock,
though, within that first hour of free agency truly opening.
We'll start hearing a couple things with regards to the Colts.
