Tonight, the flash flood emergency in Texas after tropical storm Edward charges inland, neighborhoods completely underwater, rescue teams rushing to save families by boat, dangerous winds knocking out power to tens of thousands. In the northeast, powerful storms blasting the region, we're tracking it all. Breaking right now a shooting in downtown Minneapolis, police officers hit. Jurors still deadlocked in the Lindsay Clancy case, the judge sending them back one last time to try and reach a verdict. And this woman, racing from the media after being arrested for filming jurors.

In elementary school in lockdown, students evacuated after a gunman forced his way into a library. Plus, the USS Abraham Lincoln, sailors touching land for the first time in nine months. After the longest stretch at sea ever, our reporter pressing the captain about conditions on board. Tiger Woods in court and pleading no contest to charges after his DUI or, arrest, the punishment he now faces. Outrage over dash cam video of a trooper punching a man and pulling his hair, allegedly after a high-speed chase that hit 130 miles per hour. The breakthrough cancer drug for pancreatic cancer now showing impressive results for lung cancer. The bizarre standoff after a man shoots a drone, the armored car then rushing in pinning the

suspect in a tractor. Life-saving lift, the Good Samaritans rushing in. in to lift this car after a biker was trapped underneath. And there's good news tonight. We thank you for joining us on this Wednesday night. We want to begin with the torrential rain and flooding in the south after tropical storm Edward lashed the region. Tens of thousands left underwater and without power. These were the scenes in one Texas city outside of Houston. You can see here a neighborhood turned into a lake and a major road completely flooded, leaving this car there totally submerged. Rescuers racing to get people out of the high water, this family and their dog being saved by boat.

We're also tracking blistering heat impacting millions. In Chicago, this drawbridge with a heat-related issue, fireboats spraying the bridge with water to try and get it back online. and there could be more miserable weather on the way with more than 40 million at risk for severe storms tonight from Michigan all the way to Maryland. Our Priscilla Thompson is in flooded Livingston, Texas, starts us off tonight. Tonight, Edward's submerging parts of Texas. The storm unleashing torrential rain as much as 20 inches falling in some areas. A flash flood emergency declared northeast of Houston before sunrise.

High water rescue teams out in force. Home after home completely surrounded by water. And in the town of Livingston, multiple families and their pets rescued by boat. This woman says the water rose in an instant. It flooded like that. It was a flash flood. That happened. And you've got all of this water running across this road, leaving the people who live back there, cut off. This is what Robert Diaz saw when he woke up with his wife screaming to get out.

We just got up. It's like getting everything together. I grabbed the dogs, put the dogs inside, because he was about to drown. Dangerous winds also wreaking havoc. As East Texas gets soaked, more than 95 million from the planes to the Mid-Atlantic are sweltering. In Chicago, a heat-related malfunction preventing this drawbridge from closing. Firefighters hosing it down to try to cool it. And in New York, the state fair forced to close for a time. Flooding rains moving through the Syracuse area.

Severe storms rolling through the northeast overnight. In Philadelphia, fans at a Bruno Mars concert sheltering in place as the system passed there. Tom, as you can see right now, there are linemen who have finally been able to get onto those poles working to restore power as there are tens of thousands across this part of the state still without electricity tonight. Tom. Priscilla Thompson in the storm zone for us. That is some breaking news, a deadly mass shooting in Minneapolis. Steve Patterson is tracking this one first.

And Steve, this happened right in the cities downtown? Yeah, it did, Tom. We're just learning from police that three people are now dead, including the suspected shooter. Five other victims were injured in this shooting, including three police officers. One of those officers who is hurt is now in surgery, while another suffered a non-life-threatening injury to his leg. This all happened around 4.30 local time. Police officials said they entered a high-rise building in the city's downtown after hearing gunfire. They followed the sound of that gunfire moving through a half-year.

haze, which obstructed their ability to see. They then found the shooter deceased, but it's unclear how he died. Police believe there is no longer a threat to public safety, and they're now investigating what led to the shooting. We will, of course, bring new more updates as soon as we have it. Tom. All right, Steve Patterson for us. Now in Virginia, a frightening scene unfolding at an elementary school, a teenage gunman forcing his way into the library and opening fire. A staff member was wounded in police say it appears the suspect died from a self-influenced. gunshot wound, the incident triggering a lockdown. Police say no students were in the room and the staff member has been released from the hospital.

All right, we have a major update in the Lindsay Clancy murder trial. The jury saying again today, they are hopelessly deadlocked. The judge giving them one last chance to reach a decision before a mistrial is declared. Emily Aketa is at the courthouse. Despite five days of deliberations, tonight the future of accused murderer Lindsay Clancy remains unclear. with the jury telling the judge for now a second time. Saying after much deliberation, we are still unable to come to a unanimous decision. Prompting this last ditch effort by the judge called the Tu'i Rodriguez charge,

instructing the nine women and three men to try again. In conferring together, you ought to pay proper respect to each other's opinions and listen with an open mind to each other's arguments. Is this the last tool the judge can deploy at this point? Yes, absolutely. He is now reminding the jurors how important they are to this process in subtly reminding them of how expensive it is and how much time it took. Jurors have been pouring over hundreds of exhibits and testimony for more than 80 witnesses, trying to decide whether Clancy intentionally murdered her three children in 2023,

or if she was not in control of her actions and shouldn't be held criminally responsible in a case that swept social media and polarized the country. Today, 56-year-old Dawn Light was arraigned for allegedly taking photos of jurors in a restricted employee parking lot. The sanctity of the judicial system is at risk because of her actions. Light pleaded not guilty to witness intimidation and called the incident a misunderstanding. The retired nurse briefly addressing the media before running off. And jury deliberations resumed tomorrow morning. If the jury still can't reach a consensus in Clancy's trial, her defense says he's trying to try

the case again next week. Tom. Emily, thank you. The 5,000 sailors of the USS Abraham Lincoln are touching dry land tonight for the first time in nine months. The longest stretch ever for the U.S. Navy. And tonight our Coatner-Cuby is there in Thailand pressing the aircraft carrier's commanding officer about concerns over living conditions aboard. A record long stretch at sea is now over. That's the USS Abraham Lincoln aircraft carrier pulling into port in Thailand Wednesday. It's spent over 280 days on the ocean and all-time high for the Navy. More than 5,000 sailors and Marines now getting their first break in over nine months. Their time marked by concerns about conditions on the Lincoln.

The conflict made resupplying the vessel dangerous, so sailors went long stretches with limited delivery of mail and food, including fruits and vegetables. We asked the captain about those concerns. How did you handle that as the captain of the ship? I think a lot of that is a little bit overburdened. blown. The one thing that's a little different is the freshman vegetables, but other than that, it was very standard. Long days without basic comforts also prompted questions about mental health

of the crew, with one sailor rescued after falling overboard. People having great days. Some people are having a little bit of rough time. And this is my 11th deployment. I would say well within the bounds of normal, you know, is kind of what I saw. Shakira Fairfax flew here from Newark. Her daughter Jada is a sailor on the ship. She said after the war started, there was a long period of silence from Jada. It was an uncertain time. It was a scary time, but she has a support system. What are you the most excited about? I just can't wait to see her smile. I can't wait to hear her say mom. And I'm sure there are a lot of families out there that want to see their kids again. Courtney is in Thailand for us live. And Courtney, when do those sailors or Marines head back home?

Well, they're here in Thailand for four days before they continue their journey back to San Diego. they may have another port visit along the way for more maintenance, but they should arrive back in California in the next few weeks. Tom? Courtney Cuby first. Courtney, we thank you for your reporting. Now to that major oil deal between the U.S. and Venezuela. President Trump touting the agreement saying it will send tens of billions of barrels of oil to the U.S.

are Gabe Gutierrez is in Venezuela tonight. Pressing the U.S. Energy Secretary, when will that deal lower gas prices? Tonight, the Trump administration is diving deeper into the Venezuelan oil business. what President Trump is called the biggest oil deal in world history, with more American companies, including Chevron, signing agreements to expand operations here. Today is a historic day in the transformation of Venezuela and the expansion of the possibilities for the Venezuelan people. The U.S. now in a joint venture with another private company will get 100-year rights over 17 oil fields, with proven reserves of over 65 billion barrels. Venezuela's interim president, Delsi Rodriguez,

is now partnering with the U.S. after American forces captured Nicolas Maduro earlier this year. A U.S. officials saying Venezuela and oil will hit the American market by November to help bring down U.S. gas prices, though some experts say it could take years. With the U.S. national average for gas now at $4.10 a gallon, from $3.40 in Indiana to $5.60 in California. How can the administration say that this deal might help lower gas prices when it will likely take years to refine this oil? Well, I mean, as soon as the oil leaves here, it goes directly to a refinery. Massively lower oil prices, that's a few-year prospect for sure. But I think it's putting downward pressure on oil prices today.

Venezuela is also still reeling from a massive earthquake in June. Here in Caracas, months after that massive earthquake, the need is still overwhelming. This long line of Venezuelans gathered here early in the morning to register for government recovery benefits. This woman told us her home had been destroyed, and she was still sleeping in a shelter with her two children. I'm desperate, she tells me. Tonight, many we spoke with here say they're supportive of this new oil deal with the U.S., but just hope some of the benefits trickled down to them. Gabe Gutierrez, NBC News, Caracas.

And we have more breaking news tonight, a major development. tonight on a drug we've recently reported on as a potential breakthrough for treating pancreatic cancer. Now a new study says that same drug is showing promising results treating lung cancer. Ann Thompson is here and Ann, this is exciting news. It could be huge. It could, Tom. Researchers call these early results encouraging. This study involves the drug Diraxin-Rassum that targets a mutation in advanced pancreatic cancer. And now it's being looked at in the most common form of lung cancer. Though small, the study shows, shows promise for the daily pill. It shrunk tumors in 31 to 37% of patients depending on the dose

and resulted in overall survival of 8 to 16 months, a significant improvement over chemotherapy. Almost all the patients had side effects, including a distinctive rash. This is nowhere near FDA approval yet. The next big step is a much bigger trial. And I know you'll stay on top of it. Thanks, Sam. We appreciate it. Tiger Woods was in a Florida court. today agreeing to a deal with state prosecutors on a DUI charge from March. He pleaded no contest to a reduced charge of reckless driving. Woods was arrested after a car crash near his Jupiter Island home. He was ordered to pay thousands and fines and the judge also suspended Woods's driver's license for five years and reminded him that if he's caught driving for any reason, he will go straight to

jail. When we return here in 60 seconds, the intense video of a violent arrest captured on camera. did a trooper go too far when he pulled the suspect out of a car by his hair and punched him. Plus, drone shootout the suspect firing hundreds of rounds before being pinned down by a SWAT truck. We're back down with the investigation after an officer is caught on camera punching and pulling a man by his hair. The arrest allegedly following a high-speed chase in Arkansas. Shaquille Brewster has more. Tonight, this use of force capture on dash cam video following a high-speed pursuit in Arkansas is under review. Crawl out the car.

Crawl out. Watch as an officer orders the man sitting in the back seat to crawl out of a shattered window when the door initially would not open. Crawl out of here. Before yanking him repeatedly by his hair and punching him in the face. Police say the chase happened last month, the driver hitting run. 130 miles an hour. Troopers attempting to ram the vehicle again and again. The SUV finally spinning around and coming to a stop.

The driver jumping to the back seat and out of frame. Seconds later, State Trooper Teddy Henderson approaches with his gun drawn. Put your hands up. Put your hands up. He uses his baton to break the window before grabbing Tedrick Washington. Police arresting and charging Washington with a, obstruction of governmental operations and resisting arrest, while the driver faces nine charges, including driving while intoxicated. Arkansas State Police say they will not comment on specific

incidents, but that any use of force is a regrettable last resort and reviewed carefully. Later adding, they're driven by two common denominators, unlawful activity and noncompliance. All right, we are back in a moment with a fuel fiasco, a plane spewing liquid on the runway after the fuel truck hit the jet. Plus, how a group of strangers saved a woman trapped underneath a car. Back down with a SWAT standoff in Oregon, a man is accused of firing out workers, cutting trees nearest property. Deputies move in, and the suspect fires shot after shot at their drone hovering above. Video from the sheriff cuts to them moving in to stop them. The suspect is then on a tractor when a SWAT truck speeds in, pins him against his own house. Deputies rush out to arrest him. A scary scene at JFK, a fuel truck hitting a 747, and you can see fuel pouring out of the wing while still connected to the refueling truck. Airport officials say the flight was scrubbed in the incident is now under investigation. And in Pennsylvania, a remarkable roadside rescue, video capturing a woman on an e-bike colliding with this Volkswagen bug and getting trapped underneath.

Here's another angle. You can see her leg just sticking out. A group of people nearby, they rush in, lift the car on its side, and are able to pull her out. She is expected to be okay. When we come back tonight, meet the kid who's never been to a high school dance, and now he's headed to Homecoming. The incredible way he asked his date to join him. Stay with us. The Homecoming Dance is a high school right of passage, but asking a date can be nerve-wracking. So when one 10th grade student needed a boost of courage, his support system stepped up. This is 10th grader Jack Dowdell. Say cheese. He has Down syndrome and has never been to a high school dance before. But that's about to change. He's on his way to ask his friend, Ava, to homecoming. Is he good?

Yeah, go ahead. In this moment, he's feeling a little nervous. But he has a sign ready and his biggest supporters by his side. His older brother, Luke, and his friends, there to give him some extra confidence, one of them even dressing as a slurpy, Jack's favorite treat. Finally, the big moment. Ava and Jack had been friends for years. He loves slurpy, so I loved how he incorporated that into the proposal.

I felt honored and I'm honored that I get to go with him, I mean, it's just going to be the best night ever. Parents, Kimberly and Devin, happy to see their son thriving. That was awesome. That's what he's going to do at the dance. As a parent of a child of special needs, you often worry about how they're going to be accepted and included and treated among their typical peers. It just meant so much that these friends cared this much about Jack,

that they wanted to drop everything to make time for him and go do this because they know it was important and would be really special.
