The Ninth Circuit Court of Appeals says immigration and customs enforcement agents in Southern California have to continue to establish probable cause before detaining people in immigration raids. Steve Foderman has more. The decision by a three-judge panel upholds a lower court ruling that said many of the detainments were based on a person's appearance, language or job. Many officials here have complained about the way the arrests have taken place, including
Starting point is 00:00:31 L.A. Mayor Karen Bass. A car will pull up, men will jump out, completely mask, pull guns on whoever it is and take them away. In their ruling, the judge has said the arrests appear to be taking place without reasonable suspicion. A lawyer for the Trump administration argued that they were based on individualized assessments. The Trump administration could now ask for the entire Ninth Circuit to review the case or try to take it to the Supreme Court. For NPR News, I'm Steve Futterman in Los Angeles.
Starting point is 00:01:02 Gail McGovern Jeffrey Epstein's associate, Ghislaine Maxwell, has been transferred from a Florida prison to a lower security facility in Texas. She's serving a 20-year sentence for luring and grooming minors to be sexually abused by Epstein. But no reason was given for the change. It comes a week after she met twice with Deputy Attorney General Todd Blanche about the case. President Trump was asked this week if he plans to pardon her. NPR's Don Gagne has more.
Starting point is 00:01:29 He answered with a cryptic. This is a quote, well, I'm allowed to give her a pardon. That's NPR's Don Gagne reporting. The Trump administration is canceling plans to use large swaths of federal waters for offshore wind. And Pierce Julia Simon reports it's the latest blow to the industry. On the west, east and gulf coasts, more than 3.5 million acres of federal waters had been designated as wind energy areas.
Starting point is 00:02:09 But this week, the Bureau of Ocean Energy Management officially rescinded the offshore waters that had been set aside for new wind development. President Trump has called offshore wind quote ugly and quote unreliable, but combined with large battery storage, offshore wind can bolster grid reliability, supply large amounts of energy, and reduce pollution. Countries like the UK, Denmark, and China are all integrating large amounts of offshore wind into their energy grids. In the U.S., many offshore wind developers have paused or cancelled projects since Trump's return to office. Julia Simon, NPR News.
Starting point is 00:02:45 Stocks tumbled this week amid signs of a weaker job market and higher tariffs, with all three major indices ending in the red. You're listening to NPR News from Washington. The International Space Station has four new crew members. The astronauts from the U.S., Russia, and Japan arrived early this morning onboard a SpaceX capsule less than 15 hours after liftoff from the Kennedy Space Center. Central Florida Public Media's Marianne Summerall has more. Now inside the orbiting lab, Crew 11 will spend about six months on the station performing experiments and research to help astronaut health and safety. Some of the experiments are part of NASA's Human Research Program, which
Starting point is 00:03:34 aims to help humanity prepare for long-duration missions like the Artemis Program and future Mars expeditions. Some of the studies include research on eye and brain changes while in space, plant cell research, how microgravity affects bacteria killing viruses, and more. For NPR News, I'm Marion Somerall in Orlando. Well, there wasn't any mustard or ketchup or relish, but there was plenty of hot dogs. This after a tractor trailer crash that sent a truck load across an interstate in Pennsylvania yesterday. Police say that four people required medical attention.
Starting point is 00:04:12 None were life threatening. Police say the tractor had unspecified mechanical problems on I-83 near the Maryland line, causing it to push into a passenger vehicle. And when it scraped along the concrete divider, the trailer was ripped open and the hot dogs were spilled onto the road. A front-end loader scooped up the dogs and a fire official said, they're surprisingly slippery. All those hot dogs were thrown out. I'm Janene Herbst, NPR News in Washington.
