Live from NPR News in Washington, I'm Dan Ronan.
A federal appeals court has ruled that most of President Trump's global tariffs are illegal.
NPR's Franco Ordone's reports it complicates one of Trump's favorite tools to wield influence.
A federal appellate court Friday upheld a lower court ruling that Trump did not have the authority under the International Emergency Economic Powers Act to impose the tariffs.
The decision throws a wrench in Trump's efforts to use tariffs.
to boost U.S. revenues and as leverage to pursue U.S. interests.
Trump has often said that tariffs are his favorite word,
saying he's used them in everything from pressing foreign governments on immigration
to stopping wars.
In a social media post, Trump said the court ruling would literally destroy the United States of America.
For now, the tariffs remain in effect until mid-October
to allow for an appeal to the Supreme Court,
which Trump promised.
is coming. Franco, Ordonez, NPR News. In Minneapolis, law enforcement is stepping up patrols across
the city, especially near schools and houses of worship. A mass shooting at a Catholic church this
week killed two children and wounded at least 18 others. NPR's Vanessa Romo reports. Assistant
Police Chief Christopher Gator addressed the community trying to assuage their fears. During a press
conference, he tried to reassure the public in light of the city's public schools starting next week.
The Minneapolis Police Department has implemented round the clock, extra patrols.
Chief O'Hara has made it well understood that we and our officers will be patrolling those areas more frequently than we have in the past.
He added that MPD officers, along with county and state law enforcement, will be highly visible, making certain that they're being seen and that people are kept safe.

European Union Foreign Ministers meeting in Copenhagen today discuss ways to
put more pressure on Russia to end its war against Ukraine. Terry Schultz reports they also called
on the Trump administration to join in on these efforts. EU foreign ministers debated what
more they could do to force Moscow to end its war on Ukraine, but also underscored the need for
U.S. pressure. French foreign minister Jean-Noel Bahro noted that if President Trump's efforts to
persuade Russian President Vladimir Putin to get serious about a peace deal fail, the EU and U.S. must
together force Putin to reconsider.
By targeting the energy sector, he explained,
the financial sector, but perhaps also some civilian sectors,
that indirectly continue to support the Russian war effort.
Finland's Elinavultinen said,
all freedom-loving countries must make sure, in her words,
what has happened in Ukraine will never happen again.
For NPR News, I'm Terry Schultz in Brussels.
And Saturday, Russia launched new attacks against Ukraine killing two.

Federal Reserve Governor Lisa Cook is suing the Trump administration for what Cook said and her lawyer say is an illegal firing.
The first federal court hearing on the matter was held Friday in Washington.
No president has ever fired a Federal Reserve governor in the history of the 112-11-year independent monetary agency.
Trump claims that Cook committed mortgage fraud on documents she obtained obtaining a home loan.
Since returning to office, the president has been pressuring Fed Chairman Jerome Powell to lower interest rates.
This Labor Day weekend is shaping up to be a very busy one.
Airports and planes may be more crowded than ever before.
NPR's Joel Rose reports the Labor Day weekend could surpass last year's record for air travel.
The Transportation Security Administration is bracing for the busiest Labor Day weekend on record,
with nearly 17.4 million people expected to pass through TSA checkpoints at U.S. airports.
It's already been another record-setting summer for the U.S. air travel system.
Eight of the ten busiest air travel days in the history of the TSA have happened this year,
with a single-day record of nearly 3.1 million travelers and crew set in June.
American and United Airlines both say they're expecting to serve record numbers of passengers this weekend.

Budget Airlines Spirit Airlines filed for the second bankruptcy protection this year,
months after emerging from Chapter 11 reorganization. Spirit says it will continue to keep flying during
this period and its employees and the contractors will get paid. The CEO says the company has more
