Here's the morning headlines from Michael Hill.
50 and cloudy, afternoon rain likely, and 58 for a high.
New York State's budget impasse is almost over.
WNYC's John Campbell has the latest on a tentative deal at the state capital.
Governor Kathy Hokel has what she calls a conceptual agreement with legislative leaders on
$229 billion budget. She says it'll include a funding boost for the MTA, while New York City's
minimum wage will increase to $17 by 2026. The budget was due April 1st. Once passed, it'll be the
latest state budget since 2010. Hokel says she's well aware of how long it took to get a deal.
I know this budget process has taken a little extra time, but our commitment to the future of New
York was driving this. The governor says there's still some finer points to work out.
with lawmakers, but they'll begin voting on the budget in the coming days.
A federal monitor says violent attacks at a Bronx juvenile detention center rose last year.
The monitors just-released report details accounts from the Horizon Juvenile Detention Center
of young detainees slashing one another with blades and scalples.
The report also found staffers quitting in droves.
The administration for children's services says the facility staffed at less than half the level
needed to run it properly.
Legal cannabis dispensaries continued to bloom in New York, much like the buds they aim to sell.
But some owners of these startups say they're beginning to encounter predatory investors as they try to gather money to get started.
Jeremy Rivera co-founded the New York Card Coalition.
It's an independent group that provides services to New Yorkers licensed through the state's social equity program.
One thing we are warning our members about is predatorial and shark-like tactics, parasitic tactics,
that investors are taking to take their equity.
License holders say some investors are asking for up to 49% ownership in exchange for funding
and for full control of the operations as well.
State officials are trying to attract more established cannabis investors to the market.
