Meanwhile, the NYPD says it arrested a dozen people after a fight over whether to seal an unauthorized tunnel beneath a Hasidic group's headquarters in Crown Heights. Also, five people suffered minor injuries after a crane collapsed at a construction site on Tuesday in Upper Manhattan.

Here's the morning headlines from Michael Hill.
The National Weather Service has issued a flood warning until 7.30 this morning for a part of southeast New York, including the Bronx.
It says streams will continue to rise due to excess runoff from the overnight rainfall,
and it will take several hours for all the water from the storm to work through local drainage.
The rain is come and gone in New York City and the surrounding area after heavy winds and rain lashed much of the northeast.
The city says much of the five barrels saw one to two and a half inches of rainfall overnight with no more precipitation expected.
The NYPD says it arrested a dozen people after a fight over whether to seal an unauthorized tunnel beneath the Hasidic group's headquarters in Crown Heights.

leaders of the Chabad Lubavich World headquarters on Eastern Parkway
say they recently discovered the tunnel.
It connects to a mikva or spiritual bath that had previously been closed off.
On Monday, Qabad leaders say they hired a cement truck to close up the entrance.
A Shabbat spokesperson says a group of young worshippers didn't want that to happen and fought back.
Baruch Herzfeld, who occasionally praised the space, describes the tension.

And then when they disagree, sometimes it will turn into a huge.
heated moment. The Department of Building says inspectors are examining the structural stability of
the tunnels. Five people suffered minor injuries after a crane collapse at a construction site yesterday in
Upper Manhattan. It happened on 9th Avenue and Inwood near the University Heights Bridge.
Councilmember Carmen Delo Rozier lives three blocks from the crane collapse.
We are in communication with the pertinent city agencies and law enforcement to try and make sure
that the site at the moment that is under emergency is under control.
Records from the Department of Building show that construction site has two open violations
after an incident last month hurt a construction worker.
