It'll be a messy morning for NJ Transit Commuters.
Rail Service in and out of New York Penn Station is operating with select cancellations
and potentially heavy delays due to extensive repairs to the signal system at the portal bridge.
A signal issue yesterday completely suspended.

NJ Transit bus, private carrier path at Newark Penn Station, Hoboken, and 33rd Street are all
cross-honoring rail tickets and passes. Midtown direct services being diverted to Hoboken with
some cancellation, so it's best to check ahead. The Civilian Complaint Review Board says an investigation
is underway on the decision not to charge 24-year-old Daniel Penny after police questioned him
about the chokehold death of Jordan Neely.
Penny choked 30-year-old Jordan Neely on an uptown F-train last week.
While Neely was asking for help, Penny is expected to surrender to face criminal charges today.
The Manhattan District Attorney's Office says 24-year-old Daniel Penny will go to court this morning
and learn he's been charged with manslaughter.
Penny's lawyers say their conflict, their client will be, quote, fully absolved of any wrongdoing.

including cost and the types of insurance they accept.

session. Clinics affiliated with graduate training programs, such as the Parns Clinic in the
Bronx, also tend to have lower prices. For New Yorkers who have Medicaid or are uninsured,
non-profit clinics and hospitals are a good option. It's easy to find out which ones have the
