joined by Marianne Perrondroise and we are going to discuss together about maritime security,
Indo-Pacific strategies of France and the EU and the CRIMARIO initiative. Marianne Perrondroise,
welcome. Could you introduce yourself to our audience and tell us a little more about your
journey? Hello Alexia, thank you for this invitation. It's always complicated to talk
about myself but I will briefly say that I am a researcher at the Institute of Strategic Research
de l'école militaire, qui est à Paris, l'IRSEM,
et qui est un centre de recherche pluridisciplinaire
qui dépend du ministère des Armées.
J'ai la chance d'y travailler depuis 2015.
Et auparavant, j'ai eu une carrière relativement atypique d'officier de marine,
puisqu'en fait, je l'ai davantage passé dans les états-majors
qu'à bord de bâtiments consacrés à des activités opérationnelles.
Disons que j'ai fait de la diplomatie de défense
C'est que j'ai fait des relations militaires internationales en Asie au sein d'État-major
et notamment au sein de ce qui s'appelait alors la délégation aux affaires stratégiques.
Et j'ai aussi des activités de consultance et d'enseignement.
Je suis le développement du projet de capacité building de l'Union européenne primario
et j'enseigne la sécurité maritime à Sciences Po Paris et à l'Université catholique de Lille.

Pour commencer cet entretien, je pense qu'il serait avant tout très utile de tenter d'examiner
le domaine des études sur la sécurité maritime en Europe, les Maritime Security Studies en anglais.
Où en sommes-nous et quelles sont les lacunes potentielles que vous pouvez nous souligner ?
J'ai toujours l'habitude de dire que c'est quand même un domaine qui est très négligé,
les études de sécurité maritime, en fait, ou le domaine de la sécurité maritime,
au sein des études de sécurité ou des relations internationales, tout simplement.
Même si je dois reconnaître qu'il y a quand même des efforts qui ont été faits,
notamment grâce à certains collègues, comme le professeur Christian Beuger,
qui est désormais très connu pour avoir beaucoup travaillé sous un angle académique
pour développer un courant et organiser autour de lui un réseau,
le réseau SafeSeas, que vous pouvez consulter en allant sur le web,
et qui essaye de rassembler tout un ensemble de contributions,
avec initialement un intérêt qui est relié au renouveau de la piraterie,
et donc on peut parler de Piracy Studies, mais il n'y a pas que cela,
il y a bien d'autres phénomènes en cours d'études,
notamment ce phénomène de criminalité liée aux activités en mer,
la blue criminality, blue crime, comme les chercheurs le définissent.
Il y a un regain d'intérêt pour une analyse de l'économie bleue,
et avec l'émergence du concept d'Indo-Pacifique,
il y a effectivement des chercheurs qui se mobilisent
pour développer un angle certainement géopolitique
à cette approche de l'Indo-Pacifique,
à cette approche de l'étude de la sécurité des espaces maritimes.
Et c'est vrai que j'observe, même en France,
des initiatives tout à fait intéressantes,
donc très récemment, au sein de la Sorbonne Université,
la constitution d'une unité de recherche
autour de l'Institut de l'Océan,
qui est vraiment à saluer.
Donc on a le début d'un intérêt,
avec une intégration, je dirais,
de cette approche concernant la sécurité maritime,
dans un courant des sciences sociales qui tend à se structurer.
Sachant que la sécurité maritime, c'est un sujet qu'on peut aborder de façon très pluridisciplinaire
avec le regard d'un économiste, d'un géographe, d'un politiste ou d'un sociologue.
Donc je pense qu'il y a des perspectives très riches pour les étudiants qui s'intéressent à ces problématiques.
Merci beaucoup pour ces explications. Plongeons directement dans le sujet qui nous intéresse aujourd'hui.
Could you, for this, put into perspective and compare the French and European approaches to the Indo-Pacific
and how, above all, do they intend to respond to the challenges of maritime security?
Yes, it is true that we can not deny the resonances between these two strategic approaches
because, quite simply, we feel the French influence in the elaboration of this Indo-Pacific strategy of the European Union.
A French influence, but of course an influence, we mentioned Germany
and the work that has also been undertaken by the Netherlands
for the definition of orientation or documents
explaining the interest of these countries for the Indo-Pacific
and the interest of the European Union
to, I would say, to get more involved in the problems
that are typical of this extremely vast area,
but ultimately in the security and not only, I would say,
La stabilité économique de l'Union européenne dépend.
Et c'est vrai que dans l'élaboration de cette vision stratégique indo-pacifique,
il y a effectivement différents domaines, un domaine politique, économique,
mais aussi un domaine lié à la sécurité maritime,
parce que fondamentalement, il y a quand même une inquiétude sur le respect d'un ordre international
fondé sur le droit, avec notamment des tensions qui se développent en mer
et qui paraissent remettre en cause les dispositions de la Convention de Montego Bay.
Il y a très clairement dans les documents et dans l'approche française
le souci de préserver la liberté de navigation et de survol,
mais aussi le souci de le faire dans un esprit de coopération.
Le document de l'Union Européenne se définit comme une stratégie
pour la coopération en Indo-Pacifique.
Et cette approche multilatérale, inclusive,
C'est effectivement la ligne française qui veut défendre un certain nombre de normes
et veut le faire en s'appuyant sur tout un ensemble de partenaires,
qui sont les partenaires de l'Union européenne
et qui sont des partenaires, je dirais, identifiés depuis longtemps.
On parle beaucoup de la centralité stratégique de l'ASEAN au sein de cette construction.
L'ASEAN est un partenaire auquel l'Union européenne fait constamment référence dans son document,
France too, but there is also Japan, there is also India, a whole set of maritime powers
who wish to coordinate their efforts to, I would say, ensure the stability of this
very vast space, it must be said, that constitutes the Indo-Pacific, the Indian Ocean in the
South Pacific.
Concentrating now on a topic of news, could you tell us about the blue ambitions of the
French Presidency of the European Union?
Yes, it is true that this maritime dimension is very present, well, maritime and Indo-Pacific,
it is very present in the implementation of this French Presidency, which has started
and will continue until June.
And it is true that we can mention a certain number of initiatives related to the oceans,
under an aspect of protection related to maritime security, but also to the protection
des océans, en lien avec l'impact du changement climatique, la protection de la biodiversité,
certaines initiatives qui viseraient à condamner, par exemple, l'usage du plastique.
Donc, on voit tout un éventail d'initiatives qui vont d'une conception assez traditionnelle
de la sécurité des océans à une protection de la gouvernance maritime des océans,
avec clairement la prise en compte de problématiques globales,
which are not only the fact of the coastal states of the Indo-Pacific,
including France, which is a resident power,
but also which are concerns related precisely to the impact of climate change
and a certain number of initiatives to be taken
in the context of the United Nations summit
or initiatives related to the protection of the blue economy
and which the World Bank is implementing.
There are therefore several summits,
including a first summit which was organized
It is closely linked to maritime security and has brought together the heads of major states, the marines of the European Union.
Another format that will bring together the officials of foreign affairs, member states.
We also have an initiative called One Ocean and which is trying to open the way to the international conference that will take place in Palau.
Donc, cette problématique ou les problématiques océaniques, c'est vrai qu'elles sont extrêmement présentes dans le cadre de cette présidence française.
On parle même de travaux préparatoires à la révision de la stratégie maritime de l'Union européenne,
qui peuvent être impulsés dans le cadre de cette présidence française,
et qui devraient d'ailleurs se retrouver dans la diffusion prochaine de cette initiative du compas stratégique, de la boussole stratégique européenne.
So we see a lot of problems related to the maritime domain.
So you have been directly involved in the elaboration of the strategy and the work of the CRIMARIO project.
Can you explain to our listeners how this initiative came about and was put into practice in the Indian Ocean region first?
Yes, I would like to, because in fact, CRIMARIO has a long existence,
since we can link this project of strengthening capacities to the years 2008
with the so-called critical maritime routes program implemented by the European Union
at a time when indeed certain great routes of navigation in Southeast Asia,
in the Indian Ocean and in the Gulf of Guinea were apparently more vulnerable
in the face of a recrudescence of piracy and organized maritime brigandage.
Of course, we think of piracy in the Malacca detroit,
of piracy that developed along the Somalian coasts,
and of course of this more or less endemic situation of piracy in the Gulf of Guinea.
So at that moment, in fact, with these critical maritime routes,
the European Union accompanies, in any case for the Indian Ocean,
since it is the point of development of the Primario project,
CRIMARIO somehow accompanies the implementation of the Atalanta operation, which is still a naval operation,
set up to fight with operational means to contain maritime piracy.
And the idea of CRIMARIO, of the European Union in developing this program,
is to obviously strengthen the means of the coastal states,
so that they themselves are able to better monitor their exclusive economic zone, the maritime space.
And so it is in the context of CRI Mario 1, which will actually take place from 2015, to bring a reinforcement action to a regional security architecture, maritime security, which was set up in the 2008s with the constitution of maritime centers in Yemen, in Tanzania, in Kenya, with a maritime training center that is created and which is still active.
The three centers are still active in the region, and the training center is in Djibouti.
And so this architecture, it's about reinforcing it, and that's the objective of CRIMARIO 1.
And how do we reinforce it? Well, we're trying to increase the exchanges of maritime training and interoperability between these different centers.
And CRIMARIO 1 will do so by proposing training, but especially by setting up a platform for exchange.

Je veux parler du projet MAS, Maritime Security,
qui va aboutir à la mise en place d'un centre de fusion
de la formation maritime à Madagascar
with its operational support, with an operational center at Seychelles.
And so there will be this joint work that will benefit the whole of the coastal countries,
but in particular the member states of the Indian Ocean Commission during these four years.
Knowing that, in the end, this work of strengthening capacities,
this help in the development of maritime information exchanges,
will contribute to the success of CRIMARIO 1
and will encourage the European Union to think about expanding the field of activity of the project,
to ask questions about why not strengthen the exchange of information in the rest of the region,
in the South Asian part, in Southeast Asia, and last but not least in the South Pacific.
And so you see that finally, CRIMARIO 2 arrives,
continues this work of strengthening maritime information exchanges,
en s'accordant avec la stratégie indo-pacifique de l'Union européenne,
puisque son domaine, sa carte stratégique,
épouse désormais l'ensemble des bassins qui constituent l'Indo-Pacifique
et donc est une contribution assez visible,
globalement assez reconnue,
de l'Union européenne à la sécurité maritime de la zone.

What are the main threats to maritime security in the Indian Ocean and the Eastern and Meridional China Sea?
What are the specificities specific to each region, if we can say, and will these specificities affect the strategy and the rest of the work of CRIMARIO 2?
I think that we are, and the European Union in the first place, is perfectly aware of the complexity of the security issues specific to the area
and which are very different from one area to the other,
even if we can evoke the rise of a competition,
of a rivalry of power between great maritime powers,
whether in the Indian Ocean or in the South China Sea.
We can indeed always evoke the persistence of problems related to piracy,
whether in Southeast Asia or in a diminished form in the Indian Ocean.
What we can also observe, and this perfectly illustrates, I think, the concerns of the coastal states,
is a concern linked to the increase in criminal activity in the maritime spaces, in the exclusive economic zones,
and therefore the attacks on the blue economy of all these countries,
whether we think of the South Pacific, whether we think of the Indian Ocean or the South China Sea,
où il y a quand même une tension très palpable sur les ressources halieutiques,
sur les activités liées à la pêche,
mais aussi, bien sûr, tout un ensemble d'activités criminelles,
des trafics en tout genre,
l'immigration de personnes, trafic de drogue, etc.
Donc, on a en fait une échelle de menaces maritimes
et Crimario n'a pas la prétention, je dirais,
de répondre à cet ensemble de menaces,
but as an objective to contribute to strengthen the capacities of the coastal states
in the surveillance of their maritime spaces
and to provide support also to the work of the coast guards,
to the work of the maritime police,
in their concern to have a better knowledge of what is happening in their maritime spaces,
to be able to respond.
And so, in fact, this information exchange platform that I have already mentioned, IORIS,
eh bien elle est proposée à tout un ensemble de pays partenaires,
avec des formations, avec éventuellement des entraînements, des exercices,
de façon à permettre à tous ces États de s'organiser à l'échelle interne,
mais aussi à l'échelle régionale,
puisque vous savez que le monde maritime est extrêmement mouvant

et donc il faut être coordonné à l'échelle régionale.
If we want to effectively fight against crime at sea,
it doesn't know any borders, in a way.
That's how the European Union, with a tool of soft security
and therefore an initiative of capacity building,
can respond to a range of maritime threats
and, I would say, propose partnerships to a certain number of actors
with whom it has been in contact for some time,
I think of the ASEAN countries, I think of the coastal countries of the Indian Ocean, I think of India,
and indeed of the insular micro-states where the European Union has been engaged for a long time
in flash surveillance programs, for example.
An initiative that seems to be central to the development of maritime security in the Indo-Pacific.
We are now turning to the objectives.
What are the objectives of CRIMARIO2?
in which this initiative responds to the needs of maritime security in the Indo-Pacific,
both in the short term and in the long term.
I think that setting up or strengthening a pre-existing security architecture
is an objective, I would say, easy to achieve somewhere and to maintain in the long term.
So this tool of exchange of information, IORIS, which is proposed to a set of partners,
It does not have the vocation to duplicate a certain number of initiatives that are already developed in the region, but to work with.
It is true that there are maritime formation fusion centers.
I did not mention them, but in Singapore, there is the Changi fusion center.
India recently created a maritime formation fusion center.
I mentioned this center in Madagascar.

et de pouvoir coopérer avec leurs voisins, de pouvoir échanger des informations
and to be able to do it day by day, but of course in situations of crisis,
in situations where you have to make decisions quite quickly.
So I think this tool is still very flexible.
It has proven itself in the Indian Ocean.
I think it can respond, in any case, it is the wish of the European Union,
it can respond to a certain number of concerns of actors
who may not have the tools in the field of information exchange,
of tools that are sufficiently effective,
sufficiently flexible for employment.
And once IORIS, this exchange platform,
has been accepted by a whole set of partners,
I think that its employment in the long term
will be ensured and will obviously be quite visible.

To conclude, I propose that we focus on the posture of the European Union.
In what extent can Primario create an momentum to allow the emergence and consolidation of the Indo-Pacific as a strategic security framework for the EU
and promote the implementation of the European strategy for the Indo-Pacific,
which France, as you have pointed out throughout your interview, is a spearhead?
What I have been able to underline so far is perhaps a slightly technical aspect of the Primario tool,
which is indisputably a tool for the exchange of maritime information.
I'm talking about the IORIS platform,
with also an aspect of training, training.
So it's obviously something technical and operational.
But what you have to see is, of course, the political framework
that prevails in the implementation of this tool, of this initiative.
The European Union strongly supports the expansion of Criminario.
Elle l'a fait tout simplement en prolongeant le programme de l'océan Indien à l'Asie du Sud-Est et vers le Pacifique Sud.
Donc, il y a quand même une analyse de caractère géopolitique.
Il y a eu un souci d'ajuster une stratégie Indo-Pacifique avec un ensemble d'initiatives qui touchent un éventail, qui touchent un registre.
Je l'ai peut-être déjà dit, qui va de la soft security à la hard security.
Il est peut-être compliqué pour l'Union européenne d'envoyer des navires de guerre.
L'Union européenne n'a pas de marine, donc elle s'appuie, mais elle cherchera dans l'avenir à s'appuyer plus clairement, plus régulièrement sur les moyens déployés par les États membres.
Évidemment, on pense à la marine française qui est présente et qui a des moyens prépositionnés pour la défense de ces territoires dans la zone.
Mais indépendamment de la mise en œuvre de bâtiments de guerre, il y a toute une gamme intermédiaire d'initiatives,
de financement dans la mise en œuvre de programmes de surveillance des pêches,
de programmes liés à la prévention des risques climatiques.
Donc il y a tout un ensemble d'initiatives où Primario et son outil IORIS
peuvent se révéler tout à fait flexibles, utiles et efficaces.
Et je pense qu'il faut sortir finalement l'outil de sa zone d'application
purement technico-opérationnelle, de son rôle dans l'augmentation
de l'interopérabilité régionale
pour bien être conscient de sa valeur politique
et de son rôle dans la mise en œuvre
de cette stratégie de coopération à l'échelle régionale.
Et je pense que ce mot coopération
et le développement de partenariats,
ce sont des composantes essentielles,
elles sont vraiment au cœur du projet CRIMARIO
et donc de son outil IORIS.
Donc je pense qu'il y a une forte correspondance
entre un outil et son adéquation
avec une stratégie politique
et elle a quand même été très clairement développée par l'Union Européenne
avec ce document sur l'Indo-Pacifique.
C'est tout le temps dont nous disposons aujourd'hui.
