Maricopa County, City of Glendale, and Mercy Housing Leaders recently celebrated the grand opening of the Costcoote, a newly constructed 148 unit affordable housing community designed specifically for seniors in the West Valley.
Seniors on fixed incomes across Maricopa County are finding it harder to afford housing, said supervisor Kate Brophy McGee, Vice Chair of the Maricopa County Board of Supervisors, District 3.
Developments like the Costco Lote provide these seniors' comfort and stability.
Best of all, they can remain part of their community.
Located on a 4.4-acre site in Glendale,
the Costcoote offers 148 affordable apartments for seniors exiting homelessness or living with disabilities,
with priority given to veterans.
The Maricopa County Board of Supervisors approved $9.5 million in American Rescue Plan Act,
ARPA, funds in April 2022 to support the project's land acquisition, pre-development, and construction
costs. We are thrilled to open the Costcoote and provide 148 new affordable homes for seniors in Glendale,
said Shelley Marquez, President, Mercy Housing Mountain Plains. This is an exciting milestone for
Mercy Housing Mountain Plains, and we are thankful to our partners at Maricopa County in the city
of Glendale for making this development a reality. Inspired by the evergreen tree known for its yellow
flowers, the Costco Lote symbolizes resilience and hope. Eligible residents can choose from studio,
one-bedroom, and two-bedroom apartments, with rents ranging from $9.63 to $1,389 per month for
households earning between 30 and 60% of the area median income, AMI. All units are fully accessible
to ensure comfort, safety, and dignity. Located in Glendale, at the northwest corner of 49th Avenue
and Glen Drive, the Costcote features amenities and support service.

with kitchen, picnic areas with grills, community garden, and navigation services to help residents
successfully transition out of homelessness and thrive. This is Mercy Housing's first new
affordable housing development in Arizona in 13 years. Maricopa County remains committed to
affordable housing, having invested over $128 million in ARPA funds and housing programs and projects.
