The Goodyear City Council appointed Brian Langley as the city's next city manager during today's
City Council meeting. The appointment fills the vacancy left by former city manager Winnett Reed,
who retired in early March. Brian brings extensive experience leading fast-growing communities like Goodyear,
said Mayor Joe Pizio. This is a significant time for our city is one of the fastest growing in the nation.
The Council is confident that Brian is the right leader to guide responsible growth, maintain strong
financial policies, and ensure the long-term viability of our community. Langley currently serves
as city manager of Kyle, Texas, which is also one of the fastest growing cities in the United
States. In this role, he oversees a $1,600-plus million annual budget and a $1.3 billion
capital improvement program, while leading a workforce of approximately 500 employees. During his tenure in
Kyle, Langley has led significant organizational efforts to improve efficiency, modernized processes,
and better aligned city operations with strategic priorities. He has advanced major infrastructure
initiatives, including a $294 million road bond program and a $200 million wastewater treatment
plant expansion, while also strengthening economic development efforts and enhancing public
services. Previously, Langley served as city manager in Burleson, Texas, where he improved the
city's financial position, reduce the property tax rate over multiple years, and implemented a
citywide strategic plan focused on performance and accountability. He also held the role of
deputy city manager slash chief operating officer in Denton, Texas, helping lead a large,
complex organization of approximately 1,800 employees and a $1.3 billion budget. Langley holds
a bachelor's degree in business administration as well as a master's degree in business administration
from the University of North Texas and a master's degree in science and accounting and information
management from the University of Texas at Dallas. I'm incredibly honored to be selected by the City
Council as Goodyear's next city manager and grateful for the trust placed in me by the mayor and
council, said Langley. I look forward to working alongside our residents, business community, and
exceptional staff to deliver high-quality services, support responsible growth, and continue
strengthening Goodyear as a premier community and employer of choice in the region. He is expected to begin
his role with the City of Goodyear on May 18. Read more stories from the Phoenix area on
