The Surprise City Council approved the city's fiscal year, FI, 2027 final budget in a special meeting on June 2nd, which focuses on public safety needs.
While revenues increased year over year, they are not keeping pace with the rising costs of maintaining current service levels across all areas.
As a result, the city is making difficult but necessary decisions needed to create a balanced budget.
Some programs and services will be reduced or eliminated based on their alignment with the city's core mission, community impact, and financial sustainability.
Consistent with the City Council's top priority, the majority of this year's general fund budget increase is dedicated to public safety.
The final budget includes an increase of 33 full-time positions over the FY 2026 adopted budget, along with the supplies and services associated with those positions.
19 of those positions will be funded from the city's general fund, which is the city's main operating account.
This includes 13 public safety positions, two transportation slash streets positions,
two public works positions, one human resource position, and one community service position.
Another 13 positions will be funded from the Enterprise Fund, which includes water,
sewer, and trash services that are paid for by fees.
One position in sports, entertainment and culture will be funded from sports and tourism revenues.
A five-year capital improvement program that supports the Council's strategic goals is also included
in the final budget. This includes the continuation of general obligation, Go, bond funding for
transportation and public safety projects. Bond projects included in the FY 2027 final budget are a
police substation and a new fire station in North Surprise, and several transportation projects
throughout the city. The city is also dedicating funding to asset replacement,
pavement preservation, and vehicle replacement to maintain the city's existing infrastructure and
equipment. These operational and capital increases resulted in FY 2027 final expenditure budget of
$96.6 million and transfers between funds of $46.3 million for total uses of $1.01 billion.
Of that total budget, $289.8 million is dedicated to the general fund, which is the main operating
Fund dedicated to services like public safety, street and park maintenance, and general government
operations. $383.8 million is dedicated to capital projects such as new roads and buildings.
$198.5 million is dedicated to the enterprise funds, such as water and other services that are funded
through collected fees. $140.8 million is dedicated to other governmental funds.
Council adopted the intent to levy the primary and secondary property tax and set the
property tax adoption for June 16. The FY 2027 budget includes a primary property tax rate of
$0.5534 per $100 of assessed value, which remains the same as the prior years. The budget also includes
a secondary property tax rate of $0.3880, which also remained unchanged from the prior year.
The final step in the budget process will be the Council's adoption of the property tax.
