I'm Jillian Richards. And I'm John Pop. And this is the Daily Signal Top News for Tuesday, September 27. Here are today's headlines. The Associated Press reports that Democrats have released a new spending package that would fund the government through December 16th. With the fiscal year ending September 30th on Friday, Congress needs to pass some kind of spending package or have a partial government shutdown. The Heritage Foundation writes that Congress will be voting on a massive omnibus that will have been written, by a lame duck Congress.

Heritage Foundation President Kevin Roberts released a statement on the spending package today. Noting the out-of-control inflation, Roberts writes, Congress is out to lunch choosing to rubber stamp last year's budget and give themselves an opportunity to write a massive omnibus spending package during the lame duck period when they will be least accountable to voters. Roberts continues, the Biden-Pelosi-Schumer agenda represents reckless and unnecessary spending on the left's priorities.

This spending bill only guarantees more of the same. Today is day two of back-to-back busloads of illegal immigrants arriving in New York City. New York City Mayor Eric Adams is planning to convert Orchard Beach parking lot into a tent city to temporarily house the hordes of migrants before they enter New York City's shelter system. Fox News reports that the camp will feature five large, heated tents, that can house up to a thousand people. Texas Governor Greg Abbott, a Republican, has been busing thousands of illegal migrants north.

Mayor Adams says Abbott is the real villain in this situation. Brad Coe, a sheriff from Kinney County, Texas, gave his own thoughts in a video recorded by my colleague, Virginia Allen, who is visiting the border right now. To the American people, the southern border is under siege. We are being invaded to the point where we're having, the governor has allowed certain

individuals that have volunteered, put them on buses and sent them to the interior of the United States. Those people are starting to feel our pain. They're starting to see what we're going through on a daily basis. Like I told some people before, welcome to my world. That's because that's what you're starting to see. My colleague Mary Margaret Olihan reports that the pro-life father of seven, Mark Hook, pled not guilty on two counts this Tuesday. As previously reported by the Daily signal, a team of FBI agents arrested Hook on Friday. He was brought to court and charged with violating the freedom of access to clinic entrances or face act for pushing an abortion clinic volunteer over one year ago. As Fox News reports, Hook's attorney, Peter Breen, said the case

already made its way through the state court process and was thrown out. Brin argues that the Department of Justice has taken up the case again as a form of political prosecution. He also added, if Hook was truly a danger to the community, they wouldn't have waited a year to prosecute. Breen shared these remarks in a phone conversation with Glenn Beck today. We are going to use every tool within our process here to get justice for Mark and his family. I have already seen a number of congressmen and senators who are making noise about bringing Merrick Garland in to answer for this. and really he needs to. And I can't imagine that those 20, whom I presume to be just perfectly dedicated, regular federal agents,

I can't imagine they were excited about being called out to a peaceful man's home. Guns drawn on him to drag him out of it, you know, to have him pound on his door, bring him out of his house while he's trying to enjoy his morning coffee. You know, this is, I would hope there are going to be some whistleblowers, whether on this raid or, you know, in some of these other circumstances, that the Congress maybe can use their power to be able to get more of the story. The Conservative Pacific Legal Foundation filed a federal lawsuit against the Department of Education over President Biden's student loan cancellation policy this Tuesday.

Just yesterday, the Congressional Budget Office revealed Biden's plan would cost a total of $400 billion. Pacific Legal Attorney Caleb Kruckenberg said Congress did not authorize the executive branch to unilaterally cancel student debt. it's flagrantly illegal for the executive branch to create a $500 billion program by press release and without statutory authority or even the basic notice and comment procedure for new regulations. Cardinals Blaise Coupic and Timothy Dolan, two of the nation's most prominent Catholic leaders, have pushed back on the Biden administration's proposal which would force hospitals to provide gender transition procedures. The Department of Health and Human Services proposal would change,

the non-discrimination provision of Obamacare to include gender transition procedures. As a result, it would be deemed discriminatory for a doctor to decline performing a gender reassignment procedure on a patient. As the Cardinals write, this is government coercion that intrudes on the religious freedom of faith-based health care facilities. Such a mandate threatens the conscience rights of all health care providers and workers who have discerned that participating in or facilitating gender transition procedures is contrary to their own beliefs.
