And that's not true. He said the thing about LTIR is that it basically makes the Leafs salary cap fixed from now until the end of the season or until they trade Clarkson or Horton.
The Leafs salary cap will be just under the eighty one point five million dollar limit.

And this LTIR pool is $10.5 million.
Then the Leafs have just paid David Clarkson $2 million not to play hockey.
And now looping back to CeCe, while trading him won't affect the limit, what it does free is a sliver of money owed to him.
If the Leafs do nothing with that sliver, then Clarkson will cost the Leafs $4 million owed to CeCe for the remainder of the year.
However, that $4 million can be used for whatever player the Leafs want to get.
