                                         Howdy folks, today is Monday April 28th and you're listening to the Texans Daily Rundown.
                                         
                                         I'm the Texans reporter Cameron Abrams and here's the rundown of today's news in Texas
                                         
                                         politics.
                                         
                                         First up, a dozen of the White House's newly published list of a hundred of quote, the
                                         
                                         worst of the worst criminal illegal immigrants
                                         
                                         arrested since President Donald Trump took office in January were apprehended
                                         
                                         by the Texas branches of US immigration and Customs Enforcement in a news
                                         
                                         release titled quote in the first 100 days the Trump administration has taken
                                         
    
                                         killers rapists off our streets images of the hundred detainees were listed
                                         
                                         online in
                                         
                                         chronological order by the date of their arrest as well as displayed on the
                                         
                                         White House lawn prior to a press conference held by White House Press
                                         
                                         Secretary Caroline Levitt and Border Czar Tom Homan. Six of the illegal
                                         
                                         immigrants included in the worst of the worst list were arrested by Houston ICE
                                         
                                         authorities. Five by Dallas ICE and one by Austin ICE.
                                         
                                         Next, U.S. Customs and Border Patrol has released numbers that show record low border crossings
                                         
    
                                         in March, signaling a potential shift in illegal immigration patterns and the effectiveness
                                         
                                         of current border enforcement strategies.
                                         
                                         CBP Acting Commissioner Pete Flores said, quote, US Border Patrol's apprehensions along the southwest border for
                                         
                                         the entire month of March 2025 were lower than the first two days of March 2024.
                                         
                                         On the 1st of April, CBP detailed the quote dramatic drop in border crossings
                                         
                                         around 7,180 as compared to the 155,000 per month average from the previous four years.
                                         
                                         This decrease was further highlighted by numbers that showed a 95% drop from the previous administration's
                                         
                                         average daily encounters of 5,100 per day compared to just around 230 per day currently.
                                         
    
                                         Along the border in March, U., US Border Patrol averaged its quote,
                                         
                                         lowest daily nationwide apprehensions in history,
                                         
                                         264 per day, which is 20% lower than the previous month.
                                         
                                         In other news, House Bill 3958,
                                         
                                         filed by Rep. David Lowe,
                                         
                                         proposes to amend Chapter 402 of Texas Government Code to find museums that
                                         
                                         display material in violation of certain sections of Texas Penal Code up to $500,000 per item
                                         
                                         per day.
                                         
    
                                         The material is displayed after being found in violation.
                                         
                                         Under the bill, the Office of the Attorney General would be able to bring action to obtain
                                         
                                         injunctive relief to remove the material indefinitely. If passed, the bill would go
                                         
                                         into effect on September 1st, 2025. The parts of the penal code cited in the bill
                                         
                                         are sections of Chapter 43, which governs issues related to public indecency. The
                                         
                                         bill seeks to prevent displays of material described as obscene
                                         
                                         or harmful. Also, the ongoing Texas lottery saga involving retailers, couriers,
                                         
                                         and winners continues to generate debate, media coverage, and political backlash in
                                         
    
                                         the state. The TLC has come under increasing scrutiny in recent weeks,
                                         
                                         especially regarding the use of courier services by recent winners. A lottery courier is a third party service that allows customers to order
                                         
                                         lottery tickets online or through a mobile app.
                                         
                                         The courier then purchases the physical tickets from licensed retailers on behalf
                                         
                                         of the customer.
                                         
                                         These services handle the process of buying tickets, collecting winnings, and
                                         
                                         ensuring that winnings are sent to the right person.
                                         
                                         Last but not least, state lawmakers from Austin, San Antonio, and Dallas gathered at a press conference on Monday morning to promote a bill related to the construction of a high-speed rail along the Interstate 35 corridor from Dallas to Austin to San Antonio. House Bill 483 by Rep. John Busey and its companion, Senate Bill
                                         
    
                                         424 by Senator Sarah Eckhart, calls on the Texas Department of Transportation to enter
                                         
                                         into a comprehensive development agreement with a private entity to construct and operate
                                         
                                         a high-speed rail along the corridor. Busey said he believes the bill will reduce traffic congestion, improve the quality of
                                         
                                         life of residents who travel I-35, create jobs, and give Texans more options for travel.
                                         
                                         He invited Governor Greg Abbott to support the project to make it a bipartisan effort.
