Starting point is 00:00:00 Howdy folks, today is Tuesday, July 9th, and you're listening to the Texans Daily Rundown. I'm Cameron Abrams, reporter for the Texan, and here's the rundown of today's news in Texas politics. First up, a hearing to delay the implementation of new Title IX rules was held in the U.S. District Court for the Northern District of Texas on Monday morning. The hearing arises out of the lawsuit brought by Carroll Independent School District against the U.S. Department of Education for the implementation of new rules under Title IX that seek to protect the, quote, gender identity of a student from discrimination. The Biden administration rules will take effect on August 1st, but Carroll ISD argues in its complaint that, quote, this bureaucratic fiat prevents Carroll ISD from protecting private spaces like bathrooms, locker rooms, and showers for both
Starting point is 00:00:57 girls and boys, open girls sports to males, and infringes on the constitutional rights of students and staff. Carroll ISD hopes O'Connor issues his decision before the rules take effect on August 1st. Next, the City of Dallas released its 2024 Community Survey results covering topics such as quality of life, characteristics of the community, and issues the city should focus on, among other things. Compared to a 2023 survey, Dallas performed better in most categories for overall quality of life, only experiencing slight regression in retirement ratings. A majority of respondents indicated that Dallas has four major problems, homelessness, infrastructure and street quality, crime, and drugs. 73% of respondents said that
Starting point is 00:01:42 homelessness was a major problem. Regarding overall quality of life, 58% of respondents said that homelessness was a major problem. Regarding overall quality of life, 58% of respondents said that it was excellent or good in Dallas, while 36% said that the quality was fair. Only 7% said it was poor. In other news, Acting Governor Dan Patrick announced that the White House approved a federal disaster declaration for Texas following the destruction caused by Hurricane Beryl. Patrick stated, quote, FEMA officials have been in Texas alongside state resources since before Hurricane Beryl made landfall early Monday morning. The declaration opens the door for federal financial assistance to restore damaged property and authorizes miscellaneous measures of emergency response. State officials warned that if running a
Starting point is 00:02:38 generator while the power is out to be wary of their fumes to avoid carbon monoxide poisoning. They recommend running generators outside and away from open windows. Officials estimated that it'd take a few days to fully restore power. State and local cooling centers are open across the state's affected area for those out of power while summer temperatures rise. Next, Congressman Troy Nels announced he would resign from the U.S. House Freedom Caucus Monday night after members voted to expel Representative Warren Davidson amid controversy over endorsements in a hotly contested Virginia primary race. Nels said in a statement to the Texan, quote, I respect the House Freedom Caucus and have been aligned with their conservative
Starting point is 00:03:23 positions. I want to grow the organization and encourage more members to join. With tonight's vote, it was clear that it is not their objective. I value what the Freedom Caucus brings to the table, and I can assure them I will continue to support their conservative agenda. I just won't be a member. Dissension within the conservative caucus erupted following the Virginia Republican primary elections in which caucus chair representative Bob Good narrowly lost to challenger John McGuire by a mere 374 votes of nearly 63,000 ballots casted in June.
