And here is the rundown of today's news in Texas politics. President Joe Biden made the announcement Thursday that he planned to sign the executive order, which will also direct the federal government to improve school-based active shooter drills. The order will create an Emerging Firearms Threats Task Force to be composed of leadership from federal departments and agencies, and tasked to assess the issues posed by machine gun conversion devices and, quote, The task force will issue a report within 90 days outlining the federal agency's capacities to address these issues, an interagency plan for combating them, and any additional authorities or funding needed from Congress. In addition to the 3D printed firearms report, the order will free up $135 million to provide funding for implementing
Starting point is 00:01:19 red flag programs across the country. This comes in addition to $85 million in funding through the Community Violence Intervention and Prevention Initiative, which the executive order fact sheet said that the Department of Justice is announcing to invest in community violence interventions. Next, while allowing law enforcement agencies to continue using a controversial surveillance technology that captures data without a warrant, the Texas Department of Public Safety has warned one provider of automatic license plate readers over the use of their network for private homes and businesses without a state-required license. FLOXX Safety's General Counsel Mark Smith, obtained by the Texan, DPS officials wrote, quote, If you are exercising any function regulated under the Private Security Act, you must immediately cease and desist this activity until you are properly licensed. DPS may have launched an investigation into FLOXX operations in response to a complaint
Starting point is 00:02:22 filed by Baytown resident Byron Schirmbach last May. According to the Texas Occupations Code, a company may not operate as an investigative agency without a license from the state, something Flock has not obtained. In other news, the state of Texas sued the federal government on behalf of multiple state agencies over the listing of the Dunes sagebrush lizard as an endangered species, a decision they say was motivated not by an interest in conserving the species, but in attacking the state's economy. Listing the lizard has been a point of controversy between the state and multiple Democratic presidential administrations, beginning with former
Starting point is 00:03:01 President Barack Obama. In 2012, the Obama administration ultimately decided against moving forward with plans to include the lizard on the list. Fast forward to this decade, and the effort was renewed by the Biden administration, with a rule including the listing officially published to the Federal Register in May. Also, the Democratic Senatorial Campaign Committee is adding millions more to its existing television ad buy, backing Congressman Colin Allred in his race against Senator Ted Cruz. The group previously put $75 million into television reservations across nine states, including Texas. Now, the group is supplementing that purchase with more money in Texas and Florida. Democratic Senatorial Campaign Committee Chair, Senator Gary Peters, said,
Starting point is 00:03:54 quote, Senate Democrats are expanding the map and going on offense. Allred's campaign manager, Paige Hutchinson, said of the announcement, quote, Colin Allred has earned broad support from Texans and our campaign has clear momentum. New polling from Emerson College was also released Thursday morning, showing Cruz up five points on All Red in the state, and former President Donald Trump up six points on Vice President Kamala Harris. Last but not least, the City of Dallas passed the final version of Forward Dallas 2.0, the city's update to the Com land use plan, by a vote of 11-4 at this week's city council meeting. Council members Carolyn King-Arnold, Kara Mendelson,
Starting point is 00:04:32 Paul Ridley, and Mayor Eric Johnson voted against the motion to adopt the plan. According to Forward Dallas 2.0, it is meant to be a, quote, long-range future land use vision that guides how and where the city grows over the coming decades and describes how to achieve that vision. The public hearing before the vote drew 55 speakers who signed up to address the city council. Those who spoke in favor of the forward Dallas plan indicated support for a diversity of housing options and more affordability for home ownership within the Dallas city limits.
