from cbc news the world this hour i'm mike miles we begin in alberta where the government is proposing to build a new oil pipeline
the province says it intends to submit a formal application to the federal major projects office by next spring
it would bring alberta bitumen to the northwest coast of bc paula de hotchuk has details
alberta premier daniel smith says her government will spend fourteen million dollars on initial planning work
to figure out the general size and route of the pipeline
and to start engaging with indigenous communities.
She believes ultimately the private sector will take over.
I just have confidence that if we fix the investment climate
and get an agreement with the federal government
to move forward on this on the major projects list,
that proponents will step up and it will be built with private sector money.
Speaking earlier in the day,
BC Premier David Eby criticized the plan,
saying it could distract from major projects in his province
that are further along.
Let's focus on those shovel-ready projects with real proponents that don't have to be funded
by taxpayers.
Smith pledged taxpayers wouldn't be footing the bill for the project itself.
The team will likely submit the plan by next spring.

One person's dead, two others hurt after a brazen daylight shooting at a Starbucks in LaValle
Quebec.
Quebec's public security minister Ian LaFranier says the shooting bears the hallmarks of organized crime,
and in his words, there were no.
innocent victims. Three sources have confirmed to Radio Canada that deceased is Heralamos Theologu,
also known as Bobby the Greek. The 40-year-old was a major organized crime figure in Quebec.
Those sources also say the other two injured people were members of the Logu's gang.
The Israeli Navy has intercepted a flotilla of vessels trying to get to Gaza. The boats had traveled
for weeks in the Mediterranean, drawing attention to the humanitarian situation in Gaza.
Israel had warned them to turn back and vowed they would not break the naval blockade.
Paul Hunter has more.
A number of the boats, there are about 40 or 50 of them in total, are now said to have been
boarded by Israeli authorities.
Early word was that people were being arrested and taken to a port in Israel, it seemed,
without incident.
But later came the suggestion from the flotilla that the Israeli Navy was using, quote,
active aggression.
The boats are all part of this international flotilla, carrying opponents to the war in Gaza,
with aid meant for Gazans.
The point here is to try to break the Israeli naval blockade of Gaza
and open a humanitarian corridor.
The blockade has been in place since Hamas took control of Gaza back in 2007,
but is under fire now because it's preventing access for aid into Gaza
from the Mediterranean.
Israel calls the whole thing a stunt
and calls those in the flotilla provocateurs looking to create some sort of incident.
Israel's even said that it would allow the boats to drop their aid north of Gaza,
with the pledge it would then be taken into Gaza,
but the boats continued toward the Gaza and coast regardless.

U.S. President Donald Trump has signed an order promising
to treat any armed attack on Qatar as a threat to the U.S.
It means American forces could step in to defend the Middle Eastern country.
Israel fired on the capital Doha last month,
saying it was targeting leaders of Hamas.
Israeli Prime Minister Benjamin Netanyahu apologized to Qatar's leader
in a phone call from the White House Monday.
The agreement with Qatar significantly deepens, rather, its relationship with the U.S.
Four months ago, the Trump administration accepted a luxury Boeing 747 jetliner as a gift from Qatar to use as Air Force One.
RCMP and Alberta are calling off the search for a missing six-year-old boy.
Darius McDougal went missing 11 days ago while camping south of the province.
Corporal Jane Slanie says RCNP have used all the resources at the third.
disposal to find him.
Having completed a comprehensive and thorough search of the 22 square kilometers surrounding
the area where Darius was last seen, he has not been located.
The six-year-old had gone for a walk with several young relatives but never came back.
Police had remained optimistic about the chances of finding him, but said over the weekend
that his chances of survival had seriously decreased.
