Starting point is 00:00:37 I'm Neil Hurland. The Carney government will present its first budget on Tuesday, November 4th. Tonight, the Prime Minister gave a live address at the University of Ottawa, a speech meant to prepare Canadians for what's coming. Marine Yvonne Stackleberg reports. Prime Minister Mark Carney pitched his first budget. He says will be generational. This is what the upcoming budget will be about building, taking control and winning.
Starting point is 00:01:03 Carney signaled where his government will spend, billions of dollars on the military infrastructure projects and support for industries hit hard by Trump's tariffs. Now he set a new goal for Canada to double its exports outside of the U.S. in the next decade. There will be a new plan for immigration and climate change. All this while Carney promises to streamline the government. And to be clear, we won't transform our economy easily or in a few months. It will take some sacrifices and it will take some time. Mahmoud Nanji is a professor at Western University's Ivy Business School.
Starting point is 00:01:44 What he was trying to tell Canadians is, look, we are in for a rough ride over the next little while. Marina von Stackleberg, CBC News, Ottawa. The final debate for New York City Mayor turned ugly tonight as the three candidates punched hard. Zoran Mamdani is the frontrunner. He brought up the scandal that forced Andrew Cuomo to resign his New York State Governor four years ago. What do you say to the 13 women that you sexually harassed? If you want to be in government, then you have to be serious and mature. There are allegations of sexual harassment.
Starting point is 00:02:22 Went to five district attorneys, fully litigated for four years. The cases were dropped, right? Meantime, Curtis Llewa said Mumdani's history of anti-Israel activism is terrifying Jews. They're frightened, they're scared. They view you as the arsonist who fan the flames of anti-Semitism. New York City will vote for its next mayor on Tuesday, November 4th. The U.S. has hit two of Russia's biggest oil companies with new sanctions. It comes after President Donald Trump declined to provide Ukraine with long-range Tomahawk missiles last week, and after the head of NATO flew to Washington for a meeting with Trump. Katie Nicholson reports. The U.S. President made it clear once again no Tomahawk missiles for Ukraine.
Starting point is 00:03:10 The only way of Tomahawk is going to be shot is if we shot it, and we're not going to do that. Instead, the U.S. has launched another powerful weapon into the heart of the Russian economy, damaging sanctions on its largest two oil companies, Rosneft and Luke oil. NATO head, Mark Ruta. It's all about changing the calculus. Trump's shifting stance on the Russian leader with whom he had become annoyed over the last few months
Starting point is 00:03:34 shifted again after a lengthy phone call last Thursday night. At the time, Trump agreed to meet Putin in Hungary. But that meeting is off, at least for now. It didn't feel right to me. It didn't feel like we were going to get to the place we have to get so I canceled it. And for the moment, appears to be taking a dimmer view of his interactions with Putin. Every time I speak with Vladimir, I have good conversations, and then they don't go anywhere.
Starting point is 00:04:02 Katie Nicholson, CBC News, Toronto. Venezuelan President Nicolas Maduro has a chilling warning for the Trump administration after the U.S. killed five suspected drug smugglers Wednesday off the coast of Venezuela. Maduro says he has deployed 5,000 Russian-made missiles as part of an air defense system. The U.S. has been blowing up suspected drug smugglers in the Caribbean with airstrikes. Maduro denies involvement with drug trafficking. And finally, we're learning new details about the latest North Korean missile test. North Korean says it successfully tested a new cutting-edge weapon system involving hypersonic technology.
