Starting point is 00:00:40 Prime Minister Mark Carney is giving a preview of the next federal budget. In his speech last night at the University of Ottawa, Carney warned that government spending cuts will be announced on November 4th. The upcoming budget will balance the operating deficit in three years by reducing wasteful government spending and doing more with less. to the fact is that federal spending has been growing over the course of the last decade by more than 7% year over year. We've been spending faster than our economy was growing.
Starting point is 00:01:10 So we have to change that, and our government is changing that. Carney vows to double Canada's non-U.S. exports in the next decade to buffer against our reliance on American trade. But Carney is also trying to prepare Canadians for tough economic times ahead. And to be clear, we won't transatlose. our economy easily or in a few months. It will take some sacrifices and it will take some time. Carney vows to keep some of the big spending programs that were part of the Trudeau years, including dental care, child care, and school food programs. The fall sitting of the Alberta legislature
Starting point is 00:01:48 kicks off today. Job one for the government is getting the province's teachers back to work, as Aaron Collins reports more than 50,000 teachers are still on strike. You should fully expect that there'll be legislation in the week of October 27th. Danielle Smith isn't mincing words. Alberta's premier plans to force teachers back to work next week. Without kids returning to the classroom,
Starting point is 00:02:11 that would constitute irreparable harm. Negotiations between the province and teachers have stalled. The government has offered a 12% raise over four years and a promise to hire 3,000 more educators. not enough to address overcrowded classrooms, according to the teachers' union. The quality of public education in this province has declined shockingly. Opposition leader Nahed Nenchi says his party will oppose back-to-work legislation. It certainly is not a fair deal for the teachers.
Starting point is 00:02:40 It's not a fair deal for the students. It doesn't solve the problem. The teacher's strike began on October 6th. Nearly 750,000 Alberta kids have been out of the classroom since then. Aaron Collins, CBC News. Calgary. Last night was a big night for the federal NDP. Canadians got a chance to learn more about the five candidates running to lead the party. Each of them tried to diagnose the problems that led new Democrats to their worst performance ever.
Starting point is 00:03:10 David Thurton reports. NDP! The forum was light on policy, but the five leadership candidates each shared their vision for the NDP and how to fix it. Union leader Rob Ashton wants a party that's unapologetic about its message. We're in a class war. It's the ruling class versus the working class. Over the years, parties like the NDP, according to Leadership Hopeful and Edmonton MP, Heather McPherson, have pushed people the way. This party is for everyone. And it is not about changing our values. It's not about changing what we believe. It's about changing how we talk to people and where we talk to people.
Starting point is 00:03:48 Unlike the other candidates, Abby Lewis, a well-known TV presenter. did speak in detail about his policies. We have every sector of our economy dominated by a handful of small players. Five big banks, five big grocery chains, three phone companies, giving us the highest prices and the worst customer service anywhere. New Democrats won't choose a new leader until March. David Thornton, CBC News, Ottawa. The Israeli Parliament has given preliminary approval to a proposed bill
Starting point is 00:04:15 that would apply Israeli sovereignty to Israeli settlements in the occupied West Bank. the move would effectively annex parts of the West Bank. U.S. Secretary of State Marco Rubio was visiting Israel and was asked what he thought. What do you make of the Israeli Parliament moving forward on potential annexation of the West Bank, right? Well, that's a vote in the Knesset, but obviously I think the President's made clear that's not something we'd be supportive of right now and we think it's even threatening to the peace deals. The draft bill still has to pass through more stages and Prime Minister Benjamin Netanyahu opposes it. And that is your world this hour. For CBC News, I'm Neil Hurland.
