President Donald Trump says the United States will begin planning to test nuclear weapons, quote, immediately it marks a major shift in U.S. policy as the world's nuclear superpowers wrestle for geopolitical dominance. Willie Lowry has more. The U.S. has not conducted a nuclear test since 1992, but that may be about to change. Donald Trump says the reason to stay competitive with Russia and China.
Starting point is 00:01:03 We have more than anybody. When I see them testing, I say, well, they're going to test it as we have to test. We have so many in Russia's second and China's third and China will catch up. The timing of Trump's announcement, no accident. Earlier this week, Russia tested an advanced nuclear-capable cruise missile and a nuclear-powered torpedo. Russian President Vladimir Putin described the weapons as unmatched. Trump says the U.S. would be testing nuclear weapons on an equal basis to its rivals.
Starting point is 00:01:34 Some experts believe it could take as many as three years before the U.S. would even be in a position to conduct such tests. The fear, though, that it could trigger a new nuclear arms race. Willie Lowry, CBC News, Washington. Hurricane Melissa is now making its way toward Bermuda. It has weakened to a category one storm, but officials warn the wind and rain will still be severe and potentially dangerous. Meanwhile, in Jamaica, the cleanup continues after Melissa's broadside earlier this week. I'm just clean it out, yeah, clean it out right and, yeah.
Starting point is 00:02:11 I don't eat anything yet, so I just want to forget things come back to normal. Four people were killed in Jamaica. Power was knocked out to three quarters of the country, and there was widespread damage to homes, businesses, and critical infrastructure. In Haiti, the number of dead has now reached 25, with at least another 18 people considered missing. Prime Minister Mark Carney is in South Korea ahead of this week's APEC meeting, and earlier today he met with President Lee J. Mung. We're meeting at a time when our defense cooperation this evening, and very importantly, that our cultural ties continue to grow.
Starting point is 00:02:48 Carney also got a tour of a South Korean submarine manufacturer. Canada is looking to add to its fleet of subs, and South Korea and Germany are the two country's bidding on the multi-billion-dollar contract. Tomorrow, Carney will sit down with Chinese president Xi Jinping. A man convicted of stealing a use of Karsch portrait of Winston Churchill from the Chattelorier Hotel in Ottawa has lost his appeal of his sentence. Jeff Wood pleaded guilty and was sentenced to two years less a day. His lawyer appealed, calling the sentence, quote, unnecessarily harsh.
Starting point is 00:03:20 But the Ontario Court of Appeal rejected his appeal. And finally, provincial neighbors, Ontario and Quebec, well, they're fighting over physicians. Quebec recently passed an unpopular bill linking part of a doctor's compensation to performance targets. And that has Ontario and New Brunswick now jumping in on this, trying to incite unhappy doctors to move to their provinces. Kathy Senei has more. This is unacceptable. Premier Francoise Lugo has often spoken fondly of his friend and fellow Premier Doc Ford,
Starting point is 00:03:53 but not now. We have very important challenges in all provinces about our health care systems, but it's not time to take shots at each other. Earlier on the day, Ford said he'd put unhappy Quebec doctors to work in his province right away. Call 1-800 Doug Ford all the docs. Ontario's College of Physicians and Surgeons confirmed it had about 70 applications for licenses from Quebec doctors in the past week.
Starting point is 00:04:23 Bill 2 ties part of doctors' pay to performance targets. It also sets out sanctions to try to discourage physicians from quitting. Health Minister Christian B says the objective is not to impose penalties here and there, but to ensure there is no massive exodus. Katzis-Soney, CBC News, Quebec City.
