Starting point is 00:00:27 Donate at lovescarbro.cairbo. from cvc news the world this hour i'm gina louise phillips prime minister mark carney tables his first budget on tuesday and it's not clear whether the liberal minority will have enough opposition support to get it passed if they don't that will likely mean a snap election and carney says he's willing to fight another election should it come to that opposition leader pierre polliev says he needs to read the document before making any decision We'll be there on Tuesday to see what the government puts in. We don't need a higher cost of living through a higher cost of budget. We need an affordable budget for affordable lives for all Canadians, and that's what we're going to be fighting for. The NDP hasn't made any demands, but interim NDP leader Don Davies says budget cuts aren't necessarily a deal breaker.
Starting point is 00:01:22 Particularly on the investment side, if there's projects of national importance, if we're building high-speed rail between Windsor and Quebec, and supporting mine development and partnership with indigenous people. If we're putting people to work across this country with good jobs, that has to be taken into account as well. The Block Quebecois has made specific demands,
Starting point is 00:01:41 including housing and health care, and says its MPs will vote against the budget if they're not met. Canada is the latest country to forge a military agreement with the Philippines as it tries to counter China's assertiveness in the South China Sea. The agreement allows Canadian troops to, to participate in joint exercises on land as well as the sea. Defense minister, David McGinty, is in Manila signing the deal. Peace is built on rules, not recklessness, and that stability grows from cooperation, not confrontation.
Starting point is 00:02:17 In a statement, the Department of National Defense describes the Indo-Pacific region as the epicenter of a generational global shift. The Philippines has already signed similar deals with New Zealand, the U.S., Australia and Japan. British police are questioning a 32-year-old British man in connection with a mass stabbing on a London-bound train last night. 11 victims were hospitalized, including one who remains in life-threatening condition. Passenger, Ollie Foster, describes what he saw on the train. So I'm looking to my right, and I just see 20 people in about around 20 people in pure panic. There's three people severely bleeding. And one guy is holding his stomach and there's blood coming down stomach down his leg and he's just going to help, help of being stabbed.
Starting point is 00:03:02 A second man was also detained by police but has since been released. Police say he was not involved in the attack. They also say that they are still trying to determine the attacker's motive, but do not believe it was a terrorist attack. The former Prince Andrew will be stripped of his last remaining military title. Here's British Defence Minister John Healy. We are working now to remove that last remaining title of Vice Admiral that he has. This is a move that's right.
Starting point is 00:03:32 It's a move that the king has indicated he we should take, and we're working on that at the moment. This comes after new revelations about Andrew's ties to the late sex offender, Jeffrey Epstein, following the release of Virginia Joufrey's posthumous memoir last week. In that book, Joufrey details the abuse that she suffered at Epstein's hands, including being forced to have sex with Andrew. In Lebanon.
Starting point is 00:03:59 A band plays as thousands gather for the funeral procession of five people killed in Israeli air strikes. Lebanese officials say four people died in air attacks on Saturday and another on Friday. The Israeli military said they were targeting Hezbollah members trying to rearm the militia. And they called on the Lebanese government to prevent that from happening. The Red Cross has handed over the remains of three people, believed to have been Israeli hostages to the Israel defense forces. And in Gaza, the Red Cross has brought in excavating machines to help locate remains. If the bodies are confirmed to be those of Israeli hostages, that would bring the total number of bodies recovered
