Starting point is 00:00:36 From CBC News, The World This Hour, I'm Stephanie Skanderas. The Mark Carney government's first federal budget is being tabled this hour. It's going to be a great thing for Canadians. Finance Minister Francois-Philippe Champagne is promising a plan focused on domestic growth. He assures the budget aims to define the next century in Canada. China says Canada is once again on the list of approved destinations for Chinese tour groups. The work that we've been doing to recalibrate the Canada-China relationship has been ongoing for some weeks. Foreign Affairs Minister Anita Anand says this is a sign both countries want to advance their relationship.
Starting point is 00:01:19 The move comes just days after Prime Minister Mark Carney met with President Xi Jinping on the sidelines of a summit in South Korea. It was the first sit-down meeting between Canadian and Chinese leaders in eight years. Several challenges remain between the two countries. During the leaders' debate in the spring, Carney described China as Canada's biggest foreign interference threat. And there are ongoing trade talks about Chinese tariffs on canola and beef products. Manitoba's premier is facing criticism for condemning a recent Supreme Court ruling. Last week, the High Court struck down mandatory minimum sentences for, accessing or possessing child pornography. Karen Pauls has more.
Starting point is 00:02:01 Child sexual abuse images and video, this is like one of the worst things that anyone can do. Manitoba Premier Wab Canoe on the Supreme Court's five to four decision, which found mandatory one-year minimum sentences for accessing or possessing child pornography are unconstitutional, and that they remove judicial discretion in exceptional cases. Not only should go to a prison for a long time, they should bury you under the prison. You shouldn't get protective custody. They should put you into general population, if you know what I mean. I don't think that's a sensible thing to say.
Starting point is 00:02:33 Winnipeg defense lawyer Chris Gamby says Kanoe shouldn't encourage vigilante justice. It would be good for the premier to have a bit more respect for the rule of law and for the court system. Canoe is a new Democrat, but he joined the leader of the federal opposition and other conservative premiers in calling on Ottawa to invoke the notwithstanding clause to overturn the ruling. Karen Paul's, CBC News, Winnipeg. New York City picks a new mayor tonight. The election comes after months of contentious campaigning that has ignited a national debate. On the list of voter issues, cost of living, security, and immigration. Chris Reyes has more.
Starting point is 00:03:15 Zoran Mamdani is the surprise frontrunner in the race to lead the largest city in the U.S. His matchup against the former governor of New York, Andrew Cuomo, has revved up voters. Hundreds of thousands of New Yorkers showed up early to cast their ballot. We're all for Mandami, all ages. Tell us why you're voting for Cuomo. I think he's confident. Cuomo has been pitching his experience to take on President Donald Trump and run a city that's riddled with problems,

Mamdani, a self-declared democratic socialist, is promising to lower the cost of living with free buses, no-cost child care and government-run grocery stores. We are on the brink of making history in our city, on the brink of saying goodbye to a politics of the past. Polls close at 9 p.m. Eastern.
Starting point is 00:04:07 Chris Reyes, CBC News, New York. Another quick look now at the federal budget, as that is being unveiled this hour, what we know so far. It is the Kearney government's first federal budget. It's widely expected to provide more money for housing and the military. It'll also likely include some form of relief from the ongoing U.S. trade war. In order to pass, the Liberals will need support from at least three members of the opposition.
