Starting point is 00:00:00 In a quiet Waterbury, Connecticut neighborhood, an unimaginable secret festered for two decades. A 32-year-old man, weighing just 68 pounds, was discovered after a house fire. He had been held captive by his stepmother for over 20 years. The case of Kimberly Sullivan, accused of imprisoning and starving her stepson since he was a child, has been described by prosecutors as something out of a horror movie. Waterbury's police chief went even further, calling it the worst case of human cruelty he's ever seen in his 33 years of law enforcement. This is a shocking story, and it's now recently coming to light, and it reveals not only the depths of mistreatment that one person can inflict on another, but how a child slipped through the cracks and remained
Starting point is 00:00:48 unseen for so long. Now, this is a new case. It is ongoing, with more information coming out all the time. did this video probably a couple days before you were seeing it. So of course, there will be more coming out in the weeks and months to come. That being said, everything I say is an opinion in this video. It is alleged. And until that person is prosecuted by the law, they remain innocent. But this video will definitely give you an in-depth rundown of everything you would need to know if you want to follow along in this case and find out what happens. I'm going to leave chapters below so that you can jump to certain sections that you might be interested in and that is fine. But there is a lot to go through. So let me start by giving you some background on the family involved
Starting point is 00:01:30 and of course the victim. And by the way, if you've never been here before, my name is Kimberly Leia and it's very nice to finally meet you. So the accused is Kimberly Sullivan. She's 56 years old. She's a Waterbury resident of Connecticut who became the stepmother of the victim when he was a young boy. Now the victim's name has not been released and that is for privacy reasons and you will see why in just a moment. But he is now a 32-year-old man, and he is Kimberly's stepson from her marriage to the boy's biological father, Craig Sullivan. He worked at Gem Manufacturing Company in Waterbury, as well as Sullivan's hardwood floors in the past. Now, tragically, the boy's biological mother was absent from his life, but I did find divorce
Starting point is 00:02:12 records from New Haven, Connecticut from back in 1994, and they stated that the victim's biological mother's name is Tracy Valerland, and that she and Craig were married in 1992. So that relationship did not last very long, but it did produce a son, the victim, who was born in 1993. Now, it is not clear why Tracy lost custody leaving him to be raised by his father, and then later his stepmother, Kimberly Boyle, who married Craig in 1995 and became Kimberly Sullivan. Now, the family included two younger half-siblings as well, Alyssa, who's 28, born in 1996, so just three years after the victim, and another daughter named Jamie, who is 27, born in 1997. They grew up in the same household and later lived in the home from time to time
Starting point is 00:03:02 over the years as they became adults. By all outward appearances, they were an ordinary family. I want to kind of do that in air quotes or so people thought. But inside this home, the stepmother Kimberly Sullivan allegedly wielded absolute control over her stepson's life. And I'm just again pointing this out. This is all allegedly at this point, but there is clearly a lot of evidence. The victim's early childhood showed warning signs of neglect and mistreatment. He attended Barnard Elementary School in Waterbury in the late 1990s and early 2000s, where the staff quickly noticed that something was wrong. This is a direct quote, really was concerned with this child since he was five years old.
Starting point is 00:03:41 You knew something was wrong. It was grossly wrong. And that was from the school's former principal, Tom Pannon. And the teachers observed the boy was exceptionally small, thin, and constantly hungry. He would steal food from his classmates, sneak extra portions, and even, sadly, ate out of the garbage. When gently questioned, the child admitted that he wasn't allowed food at times when he was home. This was a disturbing revelation, and it prompted the school to take action. And this actually set the stage for a battle between concerned educators and the boy's guardian, Kimberly Sullivan,
Starting point is 00:04:16 and that would unfortunately fall short. There were early warnings and failed interventions. Bernard Elementary staff made repeated attempts. to get the boy help. The principal and his team actually contacted Kimberly Sullivan and the household dozens of times about the child's condition.
Starting point is 00:04:31 And when that failed, they called the Connecticut Department of Children and Families to DCF at least 20 times, reporting that the boy was being malnourished and neglected. Now, these reports led to home visits and welfare checks.
Starting point is 00:04:45 And in 2005, when the boy was about 11 years old, Waterbury police officers actually went to the Sullivan residence after DCF relayed concerns, the neighborhood children had not seen him in a while. Just imagine that. His own friends were concerned. Where was he? At that visit, officers found nothing obviously amiss. The house was clean yet lived in, which appeared normal. But we're finding out now that the stepmother had coached this little boy to say he was fine. The child was terrified to tell the truth and he lied to authorities
Starting point is 00:05:18 that everything was normal. So the police reported no cause for alarm. back to DCF. This is unfortunate because this false assurance closed this case. And sometimes they feel like they need to do unannounced and undercover visits in these homes where none of the residents would be alerted and prepared. Plus, this woman coached this child. And those that knew the family and had even been inside or seen inside the home said it was well kept. So it really was kind of confusing and didn't really cause as much suspicion outwardly to like the neighborhood and friends. And the Sullivan family, the ones that people saw anyway, looked put together. And not long after, in April of 2005, the Sullivan family flipped the script.
Starting point is 00:06:05 They filed an harassment complaint against the school, claiming that the school employees were unfairly targeting them with their repeated DCF reports. Can you even imagine? Now, the police documented the complaint, but found no evidence that the school's conduct was improper. was improper. I mean, this is what they're supposed to do. They're supposed to report if a child is being neglected, if it looks like they are starving or anything is going wrong. But under pressure, and with no definite proof of abuse, the investigators stalled the investigation. So DCF did not remove the child from the home at that time. And by the end of 2005, the boy was no longer attending Bernard Elementary School. I wonder why. Well, Kimberly Sullivan reportedly told
Starting point is 00:06:46 officials that her stepson had transferred to another district, Wolcott. And later she claimed she was actually homeschooling the boy. But these claims were really suspicious because after a complaint's filed, all of a sudden you're taking him out of school and then you're moving him somewhere else and then you're all together taking him out of the school system. The principal quoted, you don't disappear off the face of the earth at 10 years old. And he was frustrated that the boy seemingly vanished from the school system with no solid follow-up. In reality, this was likely when the full-time captivity even began by fifth grade. The child never came back to school all of those years.
Starting point is 00:07:26 And DCF would state they had no records of ongoing investigations into the family due to confidentiality rules and the fact that unsubstantiated reports were actually expunged after five years. They said they are shocked and saddened for the victim and the unspeakable conditions he endured. And this was in a public statement, adding they found no remaining documentation of the earlier referrals, likely because those 2005 reports were not confirmed and they were erased. Now, in hindsight, the early warnings were there. Concerned teachers, a principal who wouldn't give up, classmates and friends who noticed their friend was suddenly gone. Yet the system failed to rescue this boy.
Starting point is 00:08:10 These missed opportunities set the stage for 20 years of hidden torment. So let's talk about that. This poor young boy's life in captivity, according to police and prosecutors, once the boy was withdrawn from school, Kimberly Sullivan effectively imprisoned him in his own bedroom for the next two decades. The arrest warrant and police reports outline
Starting point is 00:08:32 a routine of cruel confinement. The victim was kept locked in an upstairs bedroom, measuring only eight by nine feet. This is actually not considered a bedroom. It's a storage area in the back of the house. There was a slide bowl, to lock that was installed on the outside of the door, and it was used to secure him inside. Initially, though, he did have some freedom of movement in the house, but as he got older,
Starting point is 00:08:56 the stepmother reinforced that room. The police chief said that it appeared the locks increased in security levels as time progressed, and as the boy became older, maybe a little bit stronger, so there she was doing more to keep him confined. The room had no heat in the winter and no air conditioning in the summer, leaving him to suffer through extreme temperatures on top of starvation. Now, Kimberly allegedly fed her stepson only two small meals a day, typically two sandwiches like an egg salad sandwich, tuna, or peanut butter. And he had two small bottles of water, and he told the investigators he was hungry every day of his life during captivity. His caloric intake was so minimal that by adulthood, he remained shockingly underweight at 5'9.
Starting point is 00:09:44 He weighed just 68 pounds when he was found, essentially starved to the brink of death. He received no medical or dental care during those years, and an officer who helped rescue him noted that his teeth were rotted. His hair was matted, and he was covered in grime. He likely had not seen a dentist or a doctor since childhood. The severe malnutrition also stunted his physical development and could have caused long-term organ damage. I mean, think about all of this.
Starting point is 00:10:12 The victim described, a daily routine of isolation, that Kimberly would let him out of the locked room around 8 a.m. Every day to do chores for her. Can you even fathom this? Chores that lasted anywhere from 15 minutes to a couple of hours. And then she would force him back into confinement once the tasks were completed. Essentially 22 to 24 hours a day, he was shut in that tiny space. After the death of his father last year in 2024, the captivity got worse. He was only allowed out maybe one minute a day to let their dog outside. And even that stopped eventually. And even in the beginning with such little food and water provided, this desperate child tried to sneak food when he could. And this was in his
Starting point is 00:11:03 early years of captivity. He would creep out of his room at night to find food and water in the house. and when his stepmother discovered rappers and evidence of these midnight kitchen raids, she would retaliate by locking him in his room permanently. He was so thirsty at times he drank from the toilet bowl. And later, as he became mechanically inventive, I mean, this man, he was so good at being resourceful. We're going to get to that.
Starting point is 00:11:31 But this is sad. He actually rigged up an apparatus to relieve himself, to go to the bathroom without leaving his room at all because he wasn't allowed to. And what was he going to do? Soil himself, it's really sad and disgusting. And according to the chief, the victim devised what he referred to as an elaborate mechanism
Starting point is 00:11:49 using bottles and straws to dispose of his own urine through a small hole in a window frame. He wouldn't dare even open the window for fresh air because he was so scared of his stepmother's punishment if he did that. Any normal childhood or teenage experiences were denied to this He told investigators he was never allowed to have friends over. In fact, his siblings were allowed to have friends, but those friends were never permitted to set foot inside their home. He wasn't allowed to socialize or even leave the property when he was younger. He said that he had been kept a secret his entire life. That's so heartbreaking. And this is just a summary of his existence. We're only at the tip of the iceberg of this case. The only exception was that he was allowed to come out of isolation, or Halloween.
Starting point is 00:12:40 Apparently, Kimberly would let him dress up and go trigger-treating as a small child with his sisters, and maybe that's because a child with a costume on at night, outside, with all these other kids around, wouldn't be as suspicious. The last time that he remembers being allowed that small taste of normal life was when he was 12 years old,
Starting point is 00:13:01 and he remembers dressing up as a firefighter that year. But after that, nothing. And I mentioned that the victim had two half-sisters, Kimberly's daughters, that she had with the victim's father, Craig. The girls lived in that household for part of those years while their brother was in captivity. But it appears that they too were under this veil of fear and control from Kimberly. And the chief noted a level of fear of retaliation among the other family members if they attempted to help the victim or reveal his situation. Kimberly allegedly warned the captive boy that under pain of death, no one was to see him, making it clear that both he and the others in the house would suffer if the secret got out.
Starting point is 00:13:50 And this climate of terror extended to his siblings and even perhaps his own father, effectively silencing any potential allies the boy even had within his family. Now, I'm going to talk about that because I disagree, but we're going to get into that. And when I say I disagree, I just mean these women, his sisters are adults. They've been adults for at least 10 years. We're going to get there. Don't worry, because I know your brain's thinking the same thing. For nearly 20 years, this was this young man's life.
Starting point is 00:14:21 A small padlocked room, meager scraps of food, intense loneliness, and constant fear. The police chief later compared the conditions to a dungeon. He said it was worse than the conditions of a jail cell. given the lack of basic care and the emotional torture involved. And in many ways, his treatment was akin to a prisoner of war or a kidnapped hostage. Except the captor was not a stranger. It was his own stepmother, someone who was supposed to care for him.
Starting point is 00:14:51 Now, despite the horror of the situation, the victim demonstrated remarkable ingenuity and a will to survive. And that was so impressive. He had no formal schooling after the age of 10, but he educated himself as best as he could. He told the authorities that he had access to a radio that was just outside his room, which became his lifeline to the outside world.
Starting point is 00:15:12 When I say he had access, we're going to get into that. Exactly. I don't know if he could change the channels on it or anything, but it was playing in the house, mostly to block out any noises that he may make when no one was home. So when that was on, he kept track of time and events that were going on. He would follow news stories. he would listen to NASCAR races and basketball games, trying to keep his mind engaged,
Starting point is 00:15:36 which I just think is just he had such a sense of mind to make sure that he was sharp and he was learning things. And then he also told investigators that family members occasionally gave him a few books each year and he even used a dictionary to learn new words and keep his intellect sharp. It is so sad. Investigators noted he had ultimately educated himself over the years
Starting point is 00:16:00 and this self-driven learning and the hope from the radio programs helped him maintain some sense of sanity over the passage of time over all of those years. Now, it's really chilling to imagine, but he essentially grew from a boy into an adult in total captivity. His birthdays were marked by radio broadcasts, that's how he would know, and measuring the years by the change in the seasons through a window that he couldn't even open, but he could see out to the road behind the house. Now, by early 2024, the family dynamics shifted, and that's because the victim's biological father who was living in the house, who had been ill for some time and wheelchair bound for years, died in January. Now, there was no obituary for him that I could find except for one that just popped up in the last 24 hours, so I think
Starting point is 00:16:48 someone wrote it for clicks because it didn't mention anything about his extended family whatsoever, and it seemed to be fake with just maybe something generated with AI or over the internet. But with the father now gone, there was less hope that he would ever get out. And since Kimberly, the stepmother, or I should say step monster, was now the sole authority, the victim reported that she became even more restrictive, at that point confining him almost the entire day, every day. And maybe the father's presence, even though it was passive,
Starting point is 00:17:17 because, look, he didn't do anything to save him that we know of, right? And the boy said he didn't at this point. I mean, there's going to be a lot more investigation into this. But I think at the very least it gave him hope. That's what it seems like from what I read. But once his father was gone, and I actually went on Google Maps, since it was mentioned that the house was on Blake Street
Starting point is 00:17:35 in Waterbury, Connecticut, and if you know me and I've watched my videos before, I love Maps, and it turned out that Blake Street was very small, and I was able to find this house pretty quickly. And something I want to point out, the neighborhood is so small, and the house is actually not surrounded by a lot of neighbors.
Starting point is 00:17:53 So I can imagine why no one really took notice. I checked the last time, Google Maps captured this street and it was in October of 2023, which sadly made me think about the fact that this victim said he was only allowed to have fun on Halloween. It was just weird irony to see a pumpkin sitting outside of that house. I'm going to be showing it to you right now. Here is the house at the end of Blake Street. You can see that across the street, all that's there is just a bunch of bushes. There's no house directly across and there's no house on the right of the house. there's only a house to the left of the house if we're looking directly at it.
Starting point is 00:18:31 You can see the pumpkin sitting in the front yard. Now they do have a detached garage and the house itself kind of looks pretty unkept at this point and not in the greatest condition in and of itself, regardless of what was happening on the inside. The outside told a story of its own. Overgrown bushes, run down, and maybe that's because they didn't want to draw attention. Maybe it was good that it was kind of covered up. I would have to guess if any of these rooms were his, but they did say it was in the back of the house.
Starting point is 00:19:02 And you can see that these blinds are only drawn a little bit on the second story. So even if he was out and about doing chores, I don't think he dared to lift up those blinds. And it was so sad that all he could do was watch cars to pass time. He was seeing cars out on the street behind the house, which was probably blocked by a house or two. When I went around that on Google Maps,
Starting point is 00:19:25 I saw there were houses, behind, but it was separated by a pretty big yard that they had him back. The crossroad happened to be named Sunnyside Avenue. And the other cross street was actually Sullivan, like his last name. There was a trick-or-treat floor mat by the front door, and that was the only thing that looked new on that entire porch. There were dying plants, rotting wood, a wreath that looked like it had probably been up since I don't know when, maybe Christmas.
Starting point is 00:19:50 But it is so interesting to me that this monster's favorite holiday must have been Halloween. Because it looks like she celebrates by putting that mat out there. But remember, she has two adult daughters of her own, and it seems like she treated them just fine. On the door, there was a festive welcome sign that looked like it might have been put up during Valentine's Day, hence the hearts. But welcome? Really? Who would even want to go in that house?
Starting point is 00:20:17 But who was really welcome there? Your own step sign wasn't. I pulled the home up on Zillow, and it said it was a four-bedroom, one-and-half-bath-bath home, 1790 square feet, colonial-style home built in 1886 on a 9,500 square foot lot with an unfinished basement, and the last time it was purchased was on January 2nd of 1991 for $100,000. The victim would not have been born yet because his date of birth was 1993. So I'm assuming his father and his first wife, the bio-mom Tracy, got this home together with the dream of making it a loving home.
Starting point is 00:20:52 but how far that would be from reality. Also, the one neighbor that they did have, there was a lot of overgrown trees between the homes, but wow, I wonder what they saw. I mean, I read reports the neighbors hardly even saw Kimberly, let alone the victim. What I find to be so odd is that he has sisters. I told you I was going to talk about that.
Starting point is 00:21:15 And they're not too far from his age, only three or four years apart. They grew up in the same house, yet they must have been treated completely differently. I found one of their LinkedIn's. I'm not going to go into detail about them, but I will say she worked at an animal hospital. I mean, clearly they're living what would be deemed as a normal life,
Starting point is 00:21:34 but their half-brother is locked in a room. They're not telling anyone, they're not doing anything. What do you think about that? Because I said that they are now adults and they have been for quite some time. You would think they have some responsibility to let the authorities know what's going on. But let's talk about.
Starting point is 00:21:51 about the escape because it is remarkable. On February 17th of 2025, the option to be free finally presented itself. The captive stepson made a daring attempt of freedom. After enduring unimaginable mistreatment for years, he concocted a plan as dangerous as it was courageous. In the late evening, he started a fire in the upstairs bedroom that he was in. This was his makeshift prison, and he hoped that firefighters and police would come there and save him. Now, he had stashed away hand sanitizer as an accelerant and some printer paper to use as kindling. He actually obtained a lighter only because his father died. His stepmother gave him some of his father's clothing and one of the jackets had a lighter in the pocket. Wow. And it is so telling that he dressed as a firefighter for
Starting point is 00:22:43 his last Halloween and now at 32 years old. He was signified. two firefighters to be rescued. Around 8.42 p.m. Waterbury Emergency Services received a 911 call from Kimberly Sullivan about a fire at her home on Blake Street. Now the firefighters and police have rushed to the scene and when they arrived, they saw smoke pouring from an upstairs window and there were apparently
Starting point is 00:23:06 two occupants inside the home, Kimberly Sullivan, who had managed to flee outside and her stepson, who was still trapped in the home. Of course he was, that is so effed up. that is so effed up. She didn't even try to save him. Kimberly was standing safely outside the burning home when first responders arrived. When firefighters entered, they located a man and rescued him from the smoke and flames. He was suffering from smoke inhalation and burns on top of his chronic malnutrition, so emergency personnel began treating him immediately. Also, one of Kimberly's
Starting point is 00:23:39 daughters was there with her boyfriend. They were also unseen. And as the first responders carried, this 68-pound man to safety, the responders were struck by his condition, looking like a person that was on the brink of starvation, and despite his weakened state, the victim made a stunning confession right there on the spot. He told firefighters and officers that he had set the fire intentionally, because as he put it, I wanted my freedom. Those four words, I wanted my freedom, encapsulate the desperation and the resolve that he had built up all of those years. He knew the risk. He could have easily died in that fire, but he decided that death or injury was better than
Starting point is 00:24:22 continuing the life that he had. Now hearing this, authorities immediately realized this was far from a routine house fire. The police chief, Fernando Spagnolo, who arrived as a situation was unfolding, said that the initial accounts from the victim were so unfathomable and so shocking that officers had trouble even believing that it could be real. And inside the house, investigators quickly noted disturbing evidence that actually corroborated this man's story. They found a small room that he'd been kept in,
Starting point is 00:24:50 and indeed there were locks on the outside of the door and plywood reinforcing it, just like he described. The CNN side was filthy and sparse, the bare, cold space where he had been most of his life, and meanwhile, the victim was rushed to the hospital for urgent treatment. He had serious injuries from smoke inhalation and mild burns and he was in critical condition
Starting point is 00:25:11 due to his malnutrition and dehydration. Now, at the hospital, as doctors tended to him, he began to pour out the full story to detectives, and he recounted the hellish tale of being locked up since the age of 11 and during captivity, mistreatment, and starvation at the hands of his own stepmother. You can only imagine the mixture
Starting point is 00:25:31 that it was probably feeling of emotions, finally being able to tell someone and be safe, but also the reality of knowing what happened to him. And back on Blake Street, Kimberly Sullivan was taken into the police station at night for questioning, but according to police, she immediately invoked her right to remain silent and refused to speak with investigators. As the fire was now out and the immediate crisis was over, the scene was treated as a potential crime site. Neighbors were outside, they were looking in shock as this quiet woman that they knew was escorted by police. They could not believe this.
Starting point is 00:26:05 So when they heard that she had a captive stepson, that was just even more unbelievable because they hadn't even seen him. New residents never saw the man.
