Starting point is 00:00:05 You know, if you own commercial property or certain residential properties in New Orleans, there's one annual requirement that could literally shut off your water supply if you ignore it. We're talking about backflow certification and testing. I'm here with David Howard, a master plumber whose company has been trusted and recommended in New Orleans since 1939. David, let's start with the basics. How often does New Orleans actually require this testing? Well, it's mandatory annual testing for any property with backflow prevention devices installed.
Starting point is 00:00:39 And I mean, this isn't just a suggestion. It's required by both the sewerage and water board of New Orleans and Louisiana state law. What makes it particularly critical here is our unique geography, we're below sea level. We deal with flooding. And these conditions create serious risk for contamination flowing back into the clean water supply. Right, so we're talking about more than a routine inspection. This is about protecting the entire public water system. What exactly triggers the need for testing beyond that annual requirement?
Starting point is 00:01:14 Great question. Testing is required immediately after any installation of a new backflow prevention device and also right after any repairs or replacement of parts. You can't just fix something and put it back in a service. It has to be tested first. The devices have internal seals, springs, and moving parts that are subject to fouling and where, which is exactly why we need that annual verification. Mm-hmm. Makes perfect sense.
Starting point is 00:01:42 Now, who can actually perform these tests? I imagine anyone with a wrench can't walk in and certify these systems. Absolutely not. Only certified backflow prevention assembly testers who are licensed by the Louisiana State Plumbing Board can do this work. They need certification from the American Society of Sanitary Engineering, and here in Louisiana, they also need a water supply protection specialist endorsement. It's a 40-hour training course with a proficiency exam. No shortcuts. So we've established the who and when, but what about the compliance piece? Have you ever wondered what happens if property owners just don't get their testing done
Starting point is 00:02:20 on time? Oh, that's where things get serious fast. The SWBNO can issue significant fines, and they have the to discontinue your water service until you achieve compliance. I had one client a few years back who thought they could postpone their testing because they were renovating anyway. Well, that renovation came to a screeching halt when the water got shut off. Talk about learning the hard way. Ouch! That's one expensive lesson. So those compliance deadlines aren't just suggestions.
Starting point is 00:02:49 They're backed by real consequences. Exactly, and the timeline for reporting is tight too. Test results need to be submitted to SWBNO promptly after testing is complete. We handle that submission process for our clients because it's easy to miss deadlines when you're managing everything else. That point about compliance deadlines sets up our next piece, the penalty structure. But first, a quick word from our sponsor. For backflow prevention services in New Orleans, you need professionals who understand both the technical requirements and local regulations. Find certified testing, installation, and repair services that keep your property compliant year after year.
Starting point is 00:03:32 Learn more about complete backflow solutions and schedule your annual testing at National Economyplumber.com. Picking up on those compliance deadlines, what types of systems typically require these backflow devices in the first place? Common ones include irrigation systems, fire sprinkler systems, swimming pools, and fountains. Basically, anywhere there's a cross-connection where contaminated water could potentially flow back into the potable water supply. Commercial properties almost always have multiple connection points that need protection. The SWBNO is actively working to identify and address cross-connections throughout their service area. I see comprehensive. Right, and I understand Louisiana recently updated some of these requirements too.
Starting point is 00:04:20 As of December 2024, Louisiana law mandates annual backflow inspections by licensed and endorsed professionals for commercial and certain residential properties with backflow prevention devices. This really reinforced what New Orleans was already doing, but it standardized the requirements statewide. So those requirements we mentioned earlier, the annual testing mandate, that's now consistent across Louisiana, not just a New Orleans thing. Exactly. The Louisiana Department of Health requires all water systems to develop and implement backflow prevention programs to protect public water supplies from contamination. It's all about safeguarding our drinking water at every level. So to everyone listening, if you're a property owner in New Orleans with irrigation, fire systems, or other cross connections, this definitely applies to you. David, what's your biggest piece of advice for staying ahead of these requirements? Don't wait for the reminder notice. Build this into your annual maintenance calendar just like you would HVAC servicing or fire alarm testing.
Starting point is 00:05:26 The consequences of falling behind the fines, potential service interruption, liability exposure if contamination occurs, they're just not worth the risk. And honestly, working with certified professionals who understand both the technical and regulatory sides makes the whole process much smoother. That's solid advice. Treat it like the essential infrastructure maintenance it really is. Thanks for breaking down these New Orleans backflow requirements, David.
