Starting point is 00:00:50 doing everything they can to make sure nobody sees them. And here's the crazy part. Most of our planet is underwater, yet the deep ocean is still a giant blind spot. We've mapped Mars better than our own seaflo. sounds insane, but that's exactly the loophole these vessels are counting on. The ocean looks like nothing but endless blue emptiness, the perfect place to vanish if you've got something to hide, and a lot of these ships definitely do. So two journalists, a mapmaker
Starting point is 00:01:16 and an open source intelligence nerd, set out to shine a light into that darkness and figure out what these ships are really up to. Spoiler, it's not sunbathing, it's technology, geopolitics, hidden crimes, and a price every one of us is paying without even knowing it. Starting point is 00:01:46 We love to brag that we've conquered the planet. We've got satellites snapping photos of your backyard so crisp you can count the weeds in your lawn, GPS that yells at you for missing a turn, and digital maps that know exactly which Street Corner has the best takeos, we've basically wallpapered the entire globe in data, except we haven't. Because the moment you leave dry land and head out over the deep ocean, all of that confidence quietly falls apart and we're left staring at a whole lot of nothing. Here's the uncomfortable truth.
Starting point is 00:02:15 More than 70% of Earth is covered in water, and the vast majority of that is deep, open sea. It's the single biggest feature of our planet, the defining characteristic that would make an alien go, oh look, the wet one. And yet it's the part we understand the least. When you pull up a map of the ocean floor, you're not looking at real photographs the way you would with a city street.
Starting point is 00:02:37 You're looking at educated guesses. Most of what we see is a shadowy, computer-generated approximation stitched together from gravity readings and sonar-pings, which is a fancy way of saying we've mostly been feeling around in the dark and drawing what we think is down there. It's less a map and more a very expensive sketch, by someone who's never actually been to the location. So why is the biggest thing on earth also the most mysterious? The answer is gloriously unglamorous. It's just really, really hard to get out
Starting point is 00:03:03 there. The open ocean doesn't have rest stops. There's no pulling over to stretch your legs, no convenient dock every few miles, and definitely no ordering a coffee to power through the afternoon. It's hundreds, sometimes thousands of miles of unbroken water in every direction, and the water itself is doing its best to ruin your day, waves the size of the size of apartment buildings, storms that appear out of nowhere, and pressure at depth that would crumple a submarine like a soda can. For most of human history, going out there was expensive, dangerous, and offered roughly the same odds of return as a very ambitious dare. Naturally we mostly stayed home, and that logistical nightmare created something sneaky. It created an assumption.
Starting point is 00:03:46 Because so few people ever physically went out to the middle of the ocean, we collectively decided there wasn't much point in looking. Out of sight, out of mind, out of budget. We told ourselves it was just endless blue emptiness, a boring, blank space to be crossed as quickly as possible on the way to somewhere more interesting. The problem with assuming there's nothing to see is that you stop looking.
Starting point is 00:04:09 And when you stop looking, you have absolutely no idea what starts happening in the space you've abandoned. The ocean didn't stay empty just because we decided it was boring. It just stopped having witnesses. Which brings us to the central brain-bending paradox at the heart of this whole story. The largest environment on the planet is simultaneously the least observed. We've got the biggest stage in existence,
Starting point is 00:04:30 and for decades almost nobody was watching the show. That's a wildly dangerous combination, because if you wanted to design the perfect place to do something you didn't want anyone to see, you couldn't do better than a location that's enormous, difficult to reach, and universally assumed to be empty. It's a blind spot the size of most of the planet, and a blind spot that big doesn't stay on your own,
Starting point is 00:04:52 used for long because somebody always figures out how to take advantage of a room nobody's looking at. But here's the plot twist that makes this entire investigation possible, that blind spot. It's not actually as blind as everyone thinks, because while we weren't paying attention, the ships out there quietly started announcing themselves, and they did it because of a rule designed to keep them from crashing into each other, which is exactly where things get interesting. Picture the busiest airport you can imagine, except now imagine there's no control tower, no air traffic control and nobody telling anyone where to go. Just thousands of enormous, heavy, fast-moving objects barreling through the same space,
Starting point is 00:05:31 all hoping really hard they don't smack into one another. That was basically the open ocean for a long time, and unsurprisingly, ships hitting other ships is both extremely bad and extremely expensive. When two vessels the size of small towns collide in the middle of nowhere, nobody's around to help, the clean-up is catastrophic, and the paperwork alone could sink a third ship. something had to change. So along came the automatic identification system, or AIS, which is essentially the ocean's answer to that missing control tower. The idea is beautifully simple. Every ship carries a
Starting point is 00:06:03 transponder, a little device that constantly broadcasts a signal announcing, hey, it's me, here's my name, here's exactly where I am, here's my heading, here's how fast I'm going, and here's where I'm headed. Every other ship in range picks up that signal, which means for the first time, vessels could actually see each other coming. No more playing the world's most terrifying game of chicken in the fog. It was designed purely as a safety tool, a way to stop expensive metal giants from turning each other into scrap. Think of it as everyone at the party finally agreeing to wear name tags that also shout their location across the room. But here's where the story takes an unexpected turn, because AIS accidentally became something far bigger than a collision avoidance gadget. Those signals don't
Starting point is 00:06:45 just travel between nearby ships. They get picked up by receiving stations on land and crucially, by satellites orbiting overhead, and that means all of a sudden. All of that broadcasting adds up to something extraordinary, a live, global, publicly visible map of nearly every large ship on the planet, updating in real time, streaming out across the entire ocean. A tool built to prevent fender-benders quietly turned into the closest thing humanity has ever had to a pair of eyes over the open sea. Suddenly, that boring blue emptiness lit up with thousands of little moving dots, each one a vessel, each one telling on itself. And the best part, at least for anyone curious about what's happening out there, is that the
Starting point is 00:07:25 law is on your side. International rules require that these transponders stay switched on essentially all the time. This isn't a suggestion or a nice to have. Keeping a ice running is a legal obligation for the vast majority of large commercial vessels, precisely because a ship that can't be seen is a ship that might kill everyone around it. So on paper, The ocean should be an open book, every fishing boat, every cargo hauler, every tanker faithfully broadcasting its position around the clock, generating an absolutely staggering fire hose of data that anyone with the right tools can tap into and study. For researchers, this was like being handed the keys to a room they'd assumed was locked
Starting point is 00:08:04 forever. Finally, a reliable set of eyes watching the one place that had never been watched. For the first time, the paradox seemed solved. The biggest, emptiest, most ignored place on earth suddenly had a way to reveal itself. You could sit at a desk, pull up a screen, and watch the entire planet's maritime traffic dance across the map. Every dot a story, every path, a journey. It felt like the blind spot had finally been given sight. Case closed, mystery over, everyone go home, except, of course, it wasn't that simple. Because a system that depends entirely on ships choosing to broadcast their location has one glaring, gaping weakness baked right into it. What happens to that beautiful, all-seeing map the moment a ship decides it doesn't want
Starting point is 00:08:49 to be on it anymore? What happens when someone out there, hundreds of miles from any witness, reaches over and flips a single switch? Because it turns out that reliable set of eyes we were so proud of comes with a very inconvenient off button. And an awful lot of people out there know exactly where it is. That off button I mentioned? Let's talk about it because it's absurdly easy to use.
Starting point is 00:09:10 There's no secret code, no biometric scan, no dramatic self-destruct sequence with a countdown timer. The captain simply reaches over and switches the transponder off. That's it. One flick, and the ship that was cheerfully broadcasting its name and coordinates a second ago just evaporates from the global map. One moment, it's a glowing dot telling the whole world exactly where it is, and the next moment it's gone, swallowed by that endless blue emptiness like it was never there at all. This vanishing act even has a name. It's called Going Dark. And here's the thing that makes going dark so slippery. It isn't automatically illegal. There are genuinely legitimate reasons a captain might want to become invisible, and the most compelling one involves people with
Starting point is 00:09:50 guns and very bad intentions. Certain stretches of ocean are absolute hotspots for piracy, and in those waters, keeping your AIS blaring your location, is roughly the equivalent of walking through a rough neighbourhood at night, while loudly announcing your home address, your bank balance, and the fact that you left the back door unlocked. To a pirate, an active transponder isn't a safety feature. It's a treasure map with a helpful little arrow pointing straight at a slow, valuable, cargo-stuffed target. So when a ship needs to slip quietly through one of these danger zones, switching off the signal is genuinely the smart move. Unsurprisingly, staying alive tends to take priority over staying visible. But here's the catch, and it's a big one. Going dark for a legitimate reason comes
Starting point is 00:10:33 with strings attached. When a captain switches off that transponder, they're supposed to document it. Write up a report, log the reason, note the time, jot it all. down in the ship's records like a responsible adult. The whole point is that going invisible is meant to be a rare, explainable, carefully justified exception, not a casual habit you pick up because you feel like it. In theory, every single dark period should have a tidy paper trail explaining exactly why it happened. In theory, and if you've spent any time on this planet, you know that the phrase in theory is usually doing an enormous amount of heavy lifting right before everything goes sideways. Because here's what our two investigators started to notice. Ships were going dark constantly.
Starting point is 00:11:11 not occasionally, not just in pirate-infested waters, but everywhere, all the time, in patterns that had absolutely nothing to do with anybody's safety. A vessel would be sailing along, perfectly visible, chatting away on the map, and then poof, it would blink out of existence for hours or days, only to reappear somewhere it had no business being. And these weren't random one-off glitches. They were happening in specific places over and over in ways that started to look less like coincidence, and a lot more like choreography. Spanish trawlers would wink out near the coast of West Africa. Panamanian flagged vessels would vanish near the Galapagos. The disappearances weren't scattered noise. They were clustered, deliberate, and suspiciously well-timed. So our investigators
Starting point is 00:11:55 did what any good detective does when they realised the crime is hiding in the gaps. They started following the vanishings. Instead of tracking where ships were, they started paying obsessive attention to where and when they weren't, treating every blackout. as a breadcrumb. And the more they mapped these dark spots, the more a picture emerged, one that pointed toward a handful of very specific corners of the ocean, where an awful lot of ships seemed determined to become ghosts at exactly the same moments. To make sense of the chaos, they needed to narrow it down. So they took that overwhelming flood of global data and applied a filter, telling the system to show them one thing and one thing only, fishing vessels.
Starting point is 00:12:33 And that's when one particular spot on the map absolutely lit up like a Christmas tree. spot was sitting off the coast of Ecuador wrapped around one of the most famous clusters of islands on the entire planet, the Galapagos. Yes, that Galapagos, the volcanic archipelago, where a young naturalist named Charles Darwin once poked around at finches and giant tortoises and casually worked out the theory of evolution, forever changing how we understand life itself. It's one of the most scientifically sacred, biologically precious places humans have ever laid eyes on, and it turns out it's also a buffet, because the waters around the Galapagos aren't just pretty. They're staggeringly ridiculously rich with life. This is a protected marine sanctuary and part of Ecuador's exclusive
Starting point is 00:13:13 economic zone, which is a fancy legal term meaning the ocean out to a certain distance belongs to that country to manage and protect, and that water is absolutely teeming. We're talking sharks cruising in enormous numbers, tuna-packed thick beneath the surface, and a whole underwater grocery store of valuable seafood that any commercial fishing operation on earth would sell its soul to get near. Naturally, being a protected zone, most of it is off limits. The whole point of drawing that line is to say hands off, let the ecosystem breathe, keep the tortoises and the sharks and the finches doing their evolutionary thing in peace, and this is where the map delivered its gut punch.
Starting point is 00:13:52 Because right up against the edge of that protected water, hovering just barely outside the boundary line where the rules technically stop applying, our investigators found something enormous, not a few boats, not a small cluster, A monumental gathering of vessels, a sprawling armada packed shoulder to shoulder along the invisible legal line like shoppers pressed against a store window five minutes before a Black Friday sail. They lined up precisely at the edge of the sanctuary, close enough to reach into the buffet, careful enough to keep one fin on the legal side of the boundary. It was the maritime equivalent of standing exactly one inch outside the no trespassing sign,
Starting point is 00:14:27 drooling. But the truly revealing detail wasn't the number of ships or even their position. it was the flags. Because every large vessel flies a flag telling the world which country it's registered under, a little identifier stitched into the data. And when our investigators zoomed in on this massive floating crowd, parked at the doorstep of Darwin's Islands, and checked those flags one by one, they found the same answer again and again and again. Almost all of them were Chinese. This wasn't a diverse international gathering of coincidental fishing boats that happened to show up but the same rich patch of water.
Starting point is 00:15:03 This was a fleet, a coordinated, unified, overwhelmingly single nation presence sitting at the edge of one of the planet's most protected ecosystems, and it raised an obvious and slightly alarming question. How on Earth does one country end up with enough ships to lay siege to the Galapagos, thousands of miles from its own shores?
Starting point is 00:15:22 Because a fleet that size doesn't just happen by accident. Somebody built it on purpose. And the story of how they did that is where things get truly wild. Now, a cluster of dots on a screen is one thing. It's abstract, tidy, easy to keep at arm's length. But our investigators wanted to grasp the true scale of what they were looking at, and numbers on a map only take you so far, so they did something that turned this from an interesting data pattern into something genuinely unsettling. They pulled up actual nighttime satellite imagery of that patch of ocean at the edge of the sanctuary. Real photographs of the real sea,
Starting point is 00:15:54 taken in the dead of night, and what came back on the screen made everyone lean in a little closer, because it was not what you'd expect the middle of the empty ocean to look like at all. Instead of darkness, there was light. An enormous glittering sprawl of it, hundreds upon hundreds of vessels, each blazing with powerful lamps to attract their catch, all packed together in one place, forming what can only be described as a floating city.
Starting point is 00:16:19 Picture the view from an airplane window as you descend over a major metropolis at night, that dense carpet of glowing streets and buildings stretching to the horizon. Now put that exact image in the middle of the open, ocean, thousands of miles from any actual city, surrounded on all sides by nothing but black water. It looks like someone accidentally dropped a futuristic downtown into the sea and forgot to tell anyone, a shimmering, humming metropolis that has absolutely no business existing where it does. And that's the moment the whole thing hits you in the gut, because a spreadsheet can tell you
Starting point is 00:16:51 there are a lot of ships, but it can never make you feel it. The image did, the sheer physical density of it, the absurdity of a man-made skyline glowing in a place designed by nature to be empty, communicated something the raw data simply couldn't. This wasn't a scattering of independent boats out for a nice evening of fishing. This was a single, unified, staggeringly concentrated operation, humming away in the dark like a power plant that runs on seafood. For the very first time, our investigators weren't just reading about it. They were looking directly at the most centralized fishing operation in the entire history of the human race lit up against the night for anyone who bothered to check. Which raises the obvious question, how does something like this even
Starting point is 00:17:34 come to exist? You don't just wake up one morning with a glowing armada parked halfway around the world from home. This took decades of deliberate planning, and the story starts back in the 1980s, when a very specific problem landed on China's doorstep. The population was booming, industry was roaring to life, and all of those people needed to eat. Fish was wild, and the and still is, an absolutely central part of the diet for an enormous number of people there. But there was a catch, pun very much intended, all that growth came at a cost, and the fishing grounds close to home were getting hammered. Decades of intense fishing combined with pollution from rapid industrialisation left the coastal waters increasingly tapped out. The fish near
Starting point is 00:18:15 shore were disappearing faster than they could be replaced, which is a genuinely terrifying situation when a huge chunk of your food supply swims. So the country made a strategic decision, and it was a bold one. If the fish weren't going to come to them, they'd go to the fish, no matter how far away those fish happened to be. The plan was to build vessels capable of leaving the depleted home waters entirely and pushing out into the deep international parts of the ocean, the open sea that, as we know, belongs to no one and is watched by almost no one. And to make this happen at scale, the government reached for its most powerful tool. Money, specifically subsidies, which is the polite economic term for the state generously footing the bill
Starting point is 00:18:55 to make something happen that might not make sense on its own. Fuel, construction, operating costs, all of it heavily supported, which naturally makes it a lot easier to send a boat halfway across the planet when someone else is helping cover the gas. And the result of all that spending is genuinely hard to wrap your head around. We're talking about a fleet of roughly 57,000 industrial vessels, not 57, not 570, 57,000 ships, an armada so vast it's responsible for something like 44% of all the fishing
Starting point is 00:19:27 activity happening anywhere on the entire planet. Let that sink in for a second. Nearly half of all the fishing on Earth traces back to a single country's fleet. That's not a fishing industry. That's a maritime superpower, a floating nation state that just happens to specialize in seafood, spread across every ocean on the globe. But here's where it gets a little more serious than just a lot of boats. The state doesn't only support these companies with cash. Sometimes it supports them with muscle. There have been instances of vessels sailing alongside the fishing fleet that aren't there to catch anything at all. Ships whose real purpose leans a lot more toward keeping an eye on things and projecting a certain, let's say, presence. Because at a certain scale, this stops being about
Starting point is 00:20:06 dinner and starts being about power. A fleet that enormous, operating in every corner of the world's oceans, backed by the resources and occasionally the security apparatus of a major government, is doing something bigger than fishing. It's planting a flag, in a manner of speaking, in waters all across the globe. It's an economic and geopolitical strategy wearing a fishing vest, one catch at a time. Still, even with unlimited money in government backing, there's a stubborn physical problem that should, in theory, limit how long any of this can go on. Ships run out of fuel, crews run out of food, cargo holds fill up with fish and need to be emptied. Under normal circumstances, all of that means a vessel eventually has to turn around and make the long, expensive,
Starting point is 00:20:46 time-consuming journey back to port to refuel, restock and unload. And if you're operating thousands of miles from home, that round trip could eat up weeks. It's the maritime equivalent of having to drive back to your house every time you want a snack, except your house is on the other side of the planet. That constraint alone should keep any fleet, however massive, tethered to reality, except somebody figured out how to cut the tether entirely. The solution is a piece of the operation that most people have never heard of, and it's the secret ingredient that makes the whole endless machine possible. enormous refrigerated supply ships, floating mother ships that essentially serve as a combination of gas station, grocery store and warehouse.
Starting point is 00:21:24 All parked right there in the middle of the ocean. The smaller fishing boats never have to go home. Instead, they simply pull up alongside one of these giant floating bases, hand over their catch to be stored in the massive freezers, top off their fuel tanks, grab fresh supplies and turn right back around to keep fishing. It's a drive-thru window. If the drive-thru never closed and was located in the middle of nowhere, This little manoeuvre, this ship-to-ship handoff on the open water, is the entire ballgame, because it means the fishing vessels can stay out there for months, even years, without ever touching land. When one of these floating bases finally fills up to the brim with frozen catch, it doesn't shut the operation down. It simply peels off and makes the long haul back to China to unload, while a fresh, empty base sails out to take its place.
Starting point is 00:22:10 The cycle never breaks. There's always a mother ship on station, always a resupply available, always somewhere to offload. It's a perfectly self-sustaining loop, an assembly line stretched across the ocean, humming along indefinitely without ever needing to stop. And this is the part where the story quietly stops being about clever logistics and starts becoming something much darker. Because that beautiful self-sufficiency, that ability to keep boats at sea forever without ever returning to port, is genuinely brilliant from a business standpoint, but it has a horrifying side effect nobody puts in the brochure.
Starting point is 00:22:42 If the boats never come home, then neither do the people on them. turns out the humans crewing this endless machine are trapped in it just as thoroughly as the fish, which is where this whole thing goes from an environmental story to a deeply human one. To understand just how grim that human cost really is, you need someone willing to actually go out there and look, and one journalist named Ian Urbina spent years doing exactly that, digging into what actually happens on the decks of these vessels once they're safely beyond the reach of any witness. And what he found was not a story of hardy sailors having a rough but honest go at an honest living. It was something much closer to a nightmare with a payroll, or rather
Starting point is 00:23:20 without one. Here's how the trap tends to snap shut. It usually starts with a promise, the way most terrible things do. A recruiter offers a man a job, decent pay, steady work, a chance to support the family back home. He signs on, maybe travels to a foreign port, maybe never fully understands the contract he's putting his name to, and then he boards the ship. And that, unfortunately, is often the last easy decision he ever gets to make. Because once he's a board, The first thing that frequently happens is that his passport disappears, quietly confiscated, which is a wonderfully efficient way of turning a person into cargo. No passport means no getting off, no proving who you are, no walking into an embassy and asking for help.
Starting point is 00:23:58 Naturally, the recruiters understood this perfectly. Then comes the debt. It turns out that the job wasn't quite as free as advertised. There are fees somehow. Charges for the recruitment, for the transport, for the equipment, for the food, all of it mysteriously stacking up into a balance the worker supposedly owes. and must now work off before he can go home. Except the math is rigged so the balance never actually shrinks.
Starting point is 00:24:20 It's the world's worst subscription service, one you can't cancel and never finish paying. This is the debt trap, and it does exactly what it sounds like, chaining a person to the deck of a ship, not with physical locks, but with an ever-growing invoice they can never clear. And should anyone get any bold ideas about complaining,
Starting point is 00:24:37 refusing to work or trying to leave, there's violence waiting to remind them of their place. This is not a workplace with an HR department and a suggestion box, and remember that beautiful self-sustaining supply system we just talked about, the one that keeps the boats fed and fuelled so they never have to come home. For the crew, that's the cruelest part of the entire machine, because the resupply ships bring everything the vessel needs to keep operating indefinitely, which means there is genuinely nowhere to go and no reason the ship will ever return to shore on
Starting point is 00:25:06 their behalf. The very thing that makes the operation so efficient is the same thing that seals the crew inside it. Men have reportedly been stuck at sea not for weeks or months, but for years, watching supply ship after supply ship come and go, none of them are ride home. And the conditions in the meantime are, to put it mildly, not great. People get sick out there, with no real medical care to speak of. They get injured because heavy machinery and exhaustion make a lethal combination, and a serious injury far from land is often a death sentence dressed up as an accident. The isolation alone grinds people down.
Starting point is 00:25:39 Month after month of the same faces, the same horizon, the same endless labour with no end in sight. And if all that weren't bleak enough, some of these vessels are hunting a specific and particularly miserable catch. Squid. Now squid fishing might sound harmless, almost quaint, but let me assure you the reality is a special kind of awful. These boats become coated in a nightmarish film of ink, slime and clinging parasites.
Starting point is 00:26:03 The whole vessel reeking of ammonia so sharply it burns the nostrils. It is a genuinely revolting environment to spend a single day in, let alone years, and it is far, far removed from any romantic notion of the seafaring life. Not a rugged adventure on the high seas, more like a floating factory that smells like a chemistry accident and treats its workers like disposable parts, and here is the detail that makes it all so monstrous. Every bit of this, the sickness, the exhaustion, the despair, the men slowly breaking down thousands of miles from anyone who loves them, all of it unfolds in complete invisibility. Out there in that blind spot we've been talking about this whole time,
Starting point is 00:26:42 there are no inspectors, no cameras, no journalists, no witnesses of any kind. The same darkness that lets the fleet dodge the rules also lets it do whatever it wants to the people trapped inside it. Suffering with no audience tends to go unanswered, and the open ocean offers the largest empty audience on the planet, which brings us right back to the central problem of this whole investigation. How do you catch any of it? If the ships can simply switch off their transponders and vanish the instant they're up to something, and if everything terrible happens precisely where no one can see, then how do you ever prove what's really going on? You can't just rely on the ships to tell on themselves, because the whole point of that off
Starting point is 00:27:20 button is that they won't. Our investigators needed new eyes, ones that didn't depend on the goodwill of the very people trying to hide, so they went looking for other ways to see, and it turns out the sky is full of them. The first is beautifully simple. Those powerful lamps the fishing boats used to lure their catch. The ones that create that glowing floating city we saw earlier are so bright they can be spotted from orbit at night. Satellites designed to detect light in the dark can pick out these vessels blazing away in the middle of nowhere. No transponder required. You can turn off your AIS, sure, but good luck turning off the enormous floodlights that are the entire point of your operation. It's hard to hide when your business model is literally being as bright as possible.
Starting point is 00:28:00 Then there's radar, and specifically the kind that bounces signals off the ocean surface to detect large metal objects. A ship is, conveniently, an enormous chunk of metal, and radar doesn't care one bit whether your transponder is on or off. If you're a big steel hull sitting on the water, radar sees you full stop. On top of that, there are optical satellites capable of snapping genuinely high-resolution photographs. Actual detailed images clear enough to make out individual vessels. Layer these different tools together and suddenly a ship that thought it was invisible finds itself very much on camera. Now, each of these methods has its own annoying limitations
Starting point is 00:28:36 because nothing is ever quite that easy. The high-resolution optical images are fantastic, but a satellite only passes over any given spot once or twice a day, so you get occasional snapshots rather than a continuous live feed. It's like having a security camera that only takes one photo every 12 hours and hopes the crime happens to occur during that exact split second. The radar has its own quirks, tending to focus mostly on coastal regions rather than the,
Starting point is 00:29:01 than blanketing the entire deep ocean. Individually, each of these eyes is partial, blinkered, easy to slip past. But, and this is the genuinely clever part, when you stack them all on top of one another, the gaps in one get covered by the strengths of another, and the picture snaps into focus. This is where the whole thing pays off spectacularly. On the plain AIS map, everything looked calm and legal,
Starting point is 00:29:25 ships dutifully staying outside the protected boundary, nothing to see here. But when investigators overlaid the radar data and the radio frequency signals, ships that had conveniently gone dark suddenly reappeared, and worse, some of them turned up sitting right inside the protected zone. The vessels that swore they were on the right side of the line were, in fact, helping themselves to the very sanctuary they were supposed to leave alone. The off-button had worked perfectly against one system, and utterly failed against three others watching from above. The only remaining problem is the sheer, crushing volume of it all. We're talking about
Starting point is 00:29:58 an ocean covering most of the planet, tens of thousands of ships, and multiple streams of satellite data pouring in constantly. No team of humans, however dedicated and caffeinated, could ever manually sift through that flood and catch every vessel in the act. It would be like trying to count every grain of sand on a beach by hand, while the tide keeps rolling in more, which is exactly why the future of this whole effort points toward machine learning. Systems capable of chewing through this impossible ocean of data automatically, spotting suspicious patterns across the entire globe in something close to real time. Teach a computer what a ship going dark right before entering a sanctuary looks like, and it can hunt for that behaviour everywhere
Starting point is 00:30:37 at once, tirelessly, without ever needing a coffee break. And once you can do that, the blind spot starts to shrink, which raises the biggest question of all, one that turns out to have a far more disturbing answer than anyone expected. So an organisation called Global Fishing Watch took all of these different eyes, the light detection, the radar, the high-resolution imagery, the radio signals, everything we just laid out, and combined them into one massive picture of what's really happening across the world's oceans. They stitched together every stream of data they could get their hands on, then compared the full reality against what the transponders alone had been telling us, and the number that fell out of that comparison is the kind of thing that makes you set down your
Starting point is 00:31:18 fork and stare at your plate for a while. Somewhere between 72 and 76% of all the fishing activity on the entire planet is happening completely off the radar, untracked, invisible on the standard map, effectively in the dark. Take a second with that because it completely rewrites the story. Up until now, you might have assumed that going dark was the behaviour of a shady minority. A handful of bad apples sneaking around while the honest majority fished by the rules with their transponders proudly blinking away. That is the opposite of true. Roughly three quarters of global fishing is the untracked kind. Going dark isn't the exception. It's the norm. The rule followers are the rare ones. It's as if you discovered that three out of every four cars on the highway had their
Starting point is 00:32:01 license plates covered and their headlights off, and everyone just sort of shrugged and called it Tuesday. The blind spot isn't a loophole a few crooks exploit. It's where most of the industry actually lives, and here's where the story reaches out of the water and grabs you personally, because you might be thinking this is a distant problem. Something happening to strangers on the far side of the planet that has nothing to do with your life. Wrong. It has everything to do with your dinner. Remember those floating bases where the catch gets handed off and stored? That's not just a clever refueling trick. It's also where the fish gets laundered in the most literal sense. Catch that was hauled in illegally, or by boats using forced labour, gets mixed together on those
Starting point is 00:32:41 motherships with fish from perfectly legitimate sources, all tumbled into the same freezer, until nobody can tell which fish came from where. By the time it reaches port, the illegal catch has a clean origin story and a fresh set of papers. It's money laundering, except the money is squid. From there, it scatters into the global supply chain and lands, quietly, everywhere. That tuna in your sushi, the seafood in a fancy risotto, the humble can in your pantry, the suspiciously cheap calamari on the appetizer menu at pretty much any restaurant you can name. Some meaningful slice of it passed through this shadow system, was possibly caught inside a protected sanctuary, was possibly processed by someone who hasn't seen land in years, and never
Starting point is 00:33:20 agreed to any of it and then arrived on your plate wearing a perfectly respectable disguise. The sticker price you paid at the register is not the real price. The real cost got paid somewhere else, by someone else, and it was enormous, because when you added all up, the true bill for that cheap seafood comes due in three brutal currencies. The first is environmental, entire ecosystems getting stripped bare, protected waters raided, fish populations that took millions of years to flourish, getting vacuumed out faster than they can ever recover. The second is human, the sickness and the debt traps and the confiscated passports, and the years of despair we talked about,
Starting point is 00:33:59 real people ground down by an industry that treats them as expendable, and the third is theft on a national scale, because when a foreign fleet sneaks into a country's protected waters and helps itself, it's stealing resources that belong to an entire nation, robbing coastal communities of the fish and the livelihoods that were rightfully theirs. Three prices, all invisible, all folded silently into a product that looked like a bargain. And here's the part that matters most, the part that turns this from a horror story into something almost hopeful. The solution was never going to be a few heroic individuals in a boat chasing down villains one at time.
Starting point is 00:34:34 You cannot police most of the planet with a handful of righteous crusaders and a lot of good intentions, no matter how satisfying that movie would be. The ocean is simply too vast, the fleet's too numerous, the off-button too easy to press, Trying to catch every rogue ship by hand is a losing game before you even start. What actually changes the equation is exactly what our two investigators stumbled into. A completely new way of seeing the ocean. All of it, all at once. When you can layer every stream of data together and let machines watch the entire planet's waters continuously, the darkness that made all of this possible starts to evaporate.
Starting point is 00:35:11 A ship that goes dark right before slipping into a sanctuary can't count on nobody noticing anymore, because now something is always noticing. The whole grim system, from the raided sanctuaries to the laundered catch to the trapped crews, only worked because of that one enormous assumption we started with. The belief that the open ocean was empty and unwatched, a place where things could happen with no witnesses. That assumption is finally dying, and once the biggest blind spot on Earth stops being blind, the people who built their entire operation on the dark are going to find it a whole lot
Starting point is 00:35:42 harder to hide. The ocean was never actually empty. We just weren't looking. Now we are.
