This was the tip of a massive 30-year national movement called eugenics, backed by Harvard scientists, Wall Street millionaires, senators, and even presidents. These were people wearing three-piece suits and winning awards, convinced they could build a perfect America

Starting point is 00:01:26 Before we get to the marble courtrooms and the fancy laborer, is where American eugenics built its empire, we need to rewind the clock way, way back, because here is something that tends to get brushed under the rug in most tellings of this story. The dream of sorting humans into winners and losers, of deciding who deserves to pass on their bloodline and who should quietly fade away, is not some 20th century invention dreamed up by men in tweed jackets. It is one of the oldest, creakiest ideas our species has ever cooked up, An understanding where it came from is the only way to understand why it hit America so hard, so fast, and with such devastating consequences. You see, when we talk about eugenics, most people picture white-coated scientists in the 1920s scribbling on clipboards or grainy newsreels of dubious medical conferences,
Starting point is 00:02:15 but that is like looking at a skyscraper and thinking someone built it last Tuesday. The foundation had been poured thousands of years earlier in places you would not necessarily expect. In sun-baked Greek city-states, in dusty Roman villas, in Sanskrit versus older than most modern languages. The 20th century did not invent the idea of engineering better humans. It just gave the idea a lab coat, a budget, and a public relations department. So let's step into our imaginary time machine and set the dial to roughly 375 BC. Our destination is ancient Athens, a city that gave the world democracy, philosophy, olive oil, and, unfortunately, some of the most troubling blueprints for social control ever put to paper.
Starting point is 00:03:02 The man we're here to meet is Plato, arguably the most influential philosopher in Western history. Plato was a student of Socrates, a teacher of Aristotle, and a guy who spent most of his waking hours trying to figure out what a perfect society would look like if you could design one from scratch. In his most famous work, The Republic, he basically drew up the first serious draft, and tucked inside this otherwise fascinating discussion of justice, ethics, and the nature of reality. There is a chapter that reads like something out of a dystopian novel a few thousand years ahead of its time. Plato proposed that the ruling class of his ideal city, a group he called the Guardians, should not be allowed to pick their own romantic partners, not even a little. Choosing your own
Starting point is 00:03:49 spouse, in his view, was far too important a decision to be left to individuals who might foolishly fall in love based on nonsense like attraction, compatibility, or a shared sense of humour. No, no, no. The state would handle it. Pairings would be arranged by the philosopher kings at special state-organised festivals, where the best men would be matched with the best women for breeding purposes. The weaker specimens, unsurprisingly, would be quietly paired off among themselves, and their children would be either hidden away or simply not raised at all. To keep everyone from catching onto this rigged system, Plato even suggested that the whole matching process be disguised as a lottery. That way, the losers could blame fate instead of the committee that had actually engineered the outcome.
Starting point is 00:04:34 Naturally, this was all supposed to be for the good of society. It is remarkable how often terrible ideas come wrapped in that particular bow. Plato was not joking. He was not writing satire. He genuinely believed that if you could just apply the same careful logic, people used to breed better horses and sheep to the breeding of humans. You would end up with a superior citizenry and eventually a utopia. He even had a word for this kind of controlled reproduction. He borrowed it from agriculture, which tells you everything you need to know about how he viewed the process. Now, to be fair to the old philosopher, he was not exactly advocating for violence. His system was weird and authoritarian, but it was more of a thought experiment than a policy proposal.
Starting point is 00:05:17 The problem is that once you put an idea like this into writing, and then that writing becomes one of the most widely read and studied books in human history, the idea does not just sit quietly on a shelf. It germinates, spreads, it waits. And just a few miles down the road from Athens, in a city that took Plato's theoretical musings and crank them up to 11, we find a much darker chapter. Welcome to Sparta. Now, pop culture has done Sparta a tremendous favour over the last few decades. You've probably seen the movies, the video games, the countless Jimbrough motivational posters featuring oiled-up warriors screaming about glory. But behind the cinematic six-packs was a society that was, to put it gently, deeply strange. Sparta was essentially a city-sized military academy. Everything, and I mean everything, was organized around producing the most effective soldiers
Starting point is 00:06:11 possible, family life, education, even dinner. There was a famous Spartan dish called Black Broth that was apparently so horrendous that visiting dignitaries would take one spoonful and politely declined seconds. One foreign king reportedly tried it and said something along the lines of, now I understand why Spartans are not afraid to die in battle, which, you know, fair, but the food was the least of anyone's worries. When a baby was born in Sparta, the little bundle of joy did not get welcomed into a warm family home with a crib and a rattle. Instead, the infant was carried to a place called the Lesh, a gathering spot where a council of elders inspected newborns like quality control inspectors at a factory. These old men would examine the baby for any signs of
Starting point is 00:06:56 weakness, illness or deformity. If the child passed inspection, congratulations. They were allowed to live and begin their long journey toward becoming a professional warrior. If the child failed, well, the historical record says they were carried to a rocky chasm on Mount Tegatos called the Apothete, which roughly translates to the place of throwing away. The name was not a metaphor. Now, I should pause here because modern historians have been arguing for decades about how literally to take these stories. Some recent archaeological work on the site has suggested that the scale of this practice may have been exaggerated by later writers, particularly by outsiders who had reasons to paint Sparta as barbaric.
Starting point is 00:07:38 The bones found at Tegetos, for instance, appear to belong mostly to adult men, not infants. So the picture might be a bit more complicated than the dramatic accounts would have you believe. But even if we dial back the scale, the underlying philosophy is impossible to dispute. The Spartans absolutely believe that the state had the right, even the duty, to decide which babies were worthy of being raised and which were not. They made that decision collectively, in public, and they did not pretend otherwise. whether they were throwing infants off cliffs or simply denying them citizenship and shipping them off to servitude, the principle was the same,
Starting point is 00:08:16 some humans count, others do not, and a panel of strangers gets to make the call. This was not a fringe idea in Sparta, it was the entire point of Spartan identity. Their whole society was built on the premise that you could engineer excellence through rigorous selection and that anyone who did not make the cut was disposable. Spartan mothers famously told their sons heading off to war to come back with their shield or on it, meaning either victorious or dead. There was no acceptable third option. This mindset, which treated human beings as raw material to be shaped and discarded according to the needs of the state,
Starting point is 00:08:52 would echo through history in ways the Spartans themselves could never have imagined, and it would echo particularly loudly in the United States about 2400 years later, and it was not just babies who went through this kind of filtering, Spartan boys who survived infancy were taken from their families at the age of seven and enrolled in a brutal training program called the agog. If you think modern boot camp sounds rough, imagine a version that lasts 13 years and regularly kills the participants. The boys were deliberately underfed, forcing them to steal food just to survive,
Starting point is 00:09:24 though they were harshly punished if caught stealing. The idea, bizarrely, was not that stealing was bad, but that getting caught stealing was bad, because a good soldier should know how to take what he needs without being noticed. Naturally, this produced a generation of men who were both extraordinarily tough and somewhat philosophically confused. Those who died during the Agoge were, from the Spartan perspective, simply revealing themselves as unworthy of survival.
Starting point is 00:09:51 The training did not create soldiers. It revealed them. Everyone else was revealed as disposable. Spartan women, for their part, lived under their own version of this logic. Unlike most women in ancient Greece, Spartan women were actually encouraged to exercise, eat well, and develop physical strength. But this was not feminism in any modern sense. It was simply the observation that strong mothers were more likely to produce strong sons,
Starting point is 00:10:17 and strong sons were what Sparta really wanted. A woman's job, in the end, was to manufacture warriors. She was just allowed to go to the gym while doing it. Let's leave the Greek world for a moment and travel even further east, to the Indian subcontinent. where we find a completely separate but strikingly similar strain of thinking developing in parallel. The Sanskrit texts of ancient India, some of which predate Plato by a considerable margin, contain detailed discussions of what scholars called good birth. The idea here was that the
Starting point is 00:10:46 circumstances of your conception, including the timing, the mental state of your parents, their physical health, their spiritual readiness, and their position in the social hierarchy would determine the quality of the child produced. entire treatises were written about which combinations of parents would produce which kinds of offspring. Certain pairings were considered auspicious and were actively encouraged by families and communities. Others were considered disastrous and were strictly forbidden. The caste system, which would go on to shape Indian society for thousands of years, was in some sense a massive social experiment in hereditary control.
Starting point is 00:11:25 The basic assumption underneath it was that the qualities that made someone a worthy citizen, a capable warrior, a wise priest, or a useful labourer were passed down through blood, and that mixing those bloodlines would degrade everyone involved. Now, it is important not to oversimplify here. The caste system was, and is, an enormously complex social institution, with religious, economic, and political dimensions that go far beyond any simple notion of breeding. And the ancient texts themselves contain all kinds of competing voices and interpretations, some of which actively push back against the more rigid readings.
Starting point is 00:12:02 But the underlying idea that your worth as human being is determined by the quality of the bodies and lineages that produced you shows up again and again across cultures and centuries. It seems to be a conclusion that humans keep reaching independently, whenever they start wondering why some people seem to thrive while others struggle. The easy answer, the tempting answer, is always the same. It must be in the blood. What is particularly fascinating about the Sanskrit sources is how detailed the prescriptions could get. Some texts went so far as to recommend specific seasons for conception, specific foods the parents should eat beforehand,
Starting point is 00:12:39 specific rituals to perform on specific days. The father was supposed to be calm of mind. The mother was supposed to be in a state of serene contemplation. No arguments in the household that week, please, because apparently the baby could absorb any lingering hostility, like a tiny psychological sponge. Unsurprisingly, this set of requirements was essentially impossible for ordinary peasants to follow, since ordinary peasants were generally too busy trying to survive to schedule serene contemplation sessions into their week, which was, conveniently, kind of the point.
Starting point is 00:13:12 The rules made proper reproduction a luxury good, available mainly to families who already had the resources to perform it. The poor, by definition, could not produce properly blessed children because they lacked the time and means to do so. It was a self-reinforcing loop, dressed up in the language of spirituality. The Romans, for their part, had their own particular flavour of this thinking. They were not as philosophically systematic as the Greeks, or as religiously elaborate as the Indian tradition,
Starting point is 00:13:40 but they were extremely interested in pedigree. Roman aristocratic families kept meticulous records of their ancestry, and these records were not just vanity projects. They were political capital, A young man from a distinguished family could expect access to the best magistruses, the best military commands, the best marriages. A young man from an undistinguished family, no matter how talented or virtuous, would spend his entire career being reminded that he was a new man, a novice homo, someone who had the audacity to succeed without the proper genetic credentials. Cicero himself, one of the greatest orators and statesman Rome ever produced, was sneered at by his opponents for his humble. humble origins, as if his accomplishments did not count because his great-grandfather was not
Starting point is 00:14:25 famous. Unsurprisingly, this made Cicero a little touchy on the subject. Roman writers like Seneca and the agricultural author Columella also wrote about breeding in ways that uncomfortably blurred the line between livestock and people. Columella's treatises on farming contain long passages about selecting the best breeding stock for cattle, horses and sheep. These passages include casual comments along the lines of, and of course the same. principles apply to slaves and freed servants, so make sure you're only breeding from the best stock. The comparison was not meant to be shocking. It was a commonplace. To the Roman mind, humans were simply another kind of animal that could be improved through careful management.
Starting point is 00:15:06 The fact that this management required treating certain categories of humans as essentially livestock was, in the context of a society that ran on mass slavery, not particularly controversial. It was just how the world worked. Now, before we move on, I want to take a moment to address something important. None of this means that every ancient society was uniformly enthusiastic about these ideas. Throughout history, there have always been voices pushing back. Philosophers, poets, religious reformers, ordinary people who looked at the rules of their time and said, hang on, this does not feel right.
Starting point is 00:15:42 Early Christian writers, for instance, made a big deal out of the radical notion that every human soul was equally valuable in the eyes of God, which directly contradicted the Roman obsession with pedigree. Buddhist traditions challenge some of the harder edges of the caste system. Greek and Roman writers produce plenty of work celebrating the virtues of humble people and the corruptions of the powerful. The history of the idea that some humans are inherently better than others is also the history of people arguing against that idea. The two threads are always braided together, but here is the thing about bad ideas. They are remarkably hardy. They survive for centuries in dormant form, waiting for the right
Starting point is 00:16:21 conditions to sprout back up. Medieval Europe, which inherited both Greek philosophy and Roman pedigree obsession, developed its own complicated rules about noble blood versus common blood, with entire legal systems built around the assumption that aristocratic families were fundamentally a different kind of person than the peasants who worked their land. Renaissance thinkers, rediscovering Plato and his buddies, enthusiastically copied his thoughts on breeding without always noticing how disturbing they were. Enlightenment philosophers, for all their brilliant work on human rights, sometimes slipped into casual speculation about which groups of people were naturally suited to civilization and which were not. The conveyor belt just kept rolling. By the time we get to the 19th century, this ancient inheritance had been absorbed into the basic furniture of Western.
Starting point is 00:17:11 and thought. It was no longer seen as a strange or extreme position. It was just a set of common sense assumptions that most educated people accepted without really thinking about them. Of course, certain families produce better children. Of course, certain bloodlines were stronger than others. Of course, the poor and the troubled and the criminal were probably that way because of something passed down through their ancestors. Everyone knew this. It was obvious. And that is exactly the intellectual soil in which the modern eugenics movement would take root, because he would have here is what I want you to take away from this little tour through the ancient world. When we get to the part of our story where American scientists start making sweeping
Starting point is 00:17:48 claims about human breeding in the early 20th century, and when we get to the part where respectable institutions start endorsing policies that seem unbelievable to modern ears, we should not imagine that these ideas came out of nowhere. They did not. They were the latest remix of a playlist that had been looping for about 2,500 years, and that is what makes the story we're about to tell so important. It is a very important. It is a story about an old, familiar form of cruelty finally getting the technology it had always been waiting for. The filing cabinets, the mental tests, the courtrooms, the trained professionals
Starting point is 00:18:27 willing to sign off on procedures their ancestors could only fantasize about. The combination of ancient prejudice with modern bureaucracy turned out to be one of the most destructive mixes the world has ever seen. And America, for reasons we'll get into in detail, turned out to be one of the places where that combination was most eagerly embraced, which brings us finally to a very specific autumn evening in London in the year 1902. Because to understand how this ancient dream got its modern makeover, we need to follow one particular American biologist across the Atlantic, to a dinner that would change the course of his life, his country, and the lives of tens of thousands of ordinary people who had never heard his name. He was a respectable husband, a father of young
Starting point is 00:19:10 children, and a professor at Harvard University. His name was Charles Benedict Davenport, and he was about to meet a very particular English gentleman with some very particular ideas. Davenport was, by all outward appearances, a textbook example of early 20th century American respectability, tall, lean, with a careful beard and the kind of wire-rimmed glasses that suggested he had read more books than you had ever seen. He had grown up in a strict Puritan household in Brooklyn, where his father ran a successful real estate business and ran his family along similarly business-like lines. Young Charles was homeschooled until he was 13, not because the family lacked funds for school, but because his father believed schools were breeding grounds for
Starting point is 00:19:53 moral corruption. The Davenport children were expected to memorize Bible verses, keep meticulous daily journals and account for every minute of their time. It was not exactly a warm and fuzzy childhood. It was the sort of upbringing that produced either a ruthless executive or an obsessive scientist, and Charles became the second one. By the time he reached Harvard, Davenport had developed into a gifted biologist with a particular interest in something that was, at the time, completely unfashionable. Heredity. In the late 1800s, most serious scientists considered questions of inheritance to be hopelessly vague. Sure, everyone knew that tall parents tended to have tall children and that certain diseases ran in families, but nobody really understood why. The mechanism
Starting point is 00:20:40 was a mystery. Darwin's theory of evolution had explained how species changed over time, but it had not explained how specific traits got passed from parent to child. The whole subject felt squishy, the kind of thing you studied if you could not cut it in the harder sciences. Davenport, however, loved it. He was the sort of of man who saw patterns everywhere and believed, with the unshakable confidence of a true believer, that if you just gathered enough data and measured enough things, the patterns would eventually explain themselves. And so, in the autumn of 1902, Davenport boarded a steamship bound for England with a specific mission. He wanted to have dinner with an old man, not just any old man, the old man.
Starting point is 00:21:22 So Francis Galton, then approaching his 80th birthday, was arguably the most interesting human being alive in Britain, and certainly one of the strangest. Gulton was a polymath in the old-fashioned sense of the word. He had, at various points in his career, invented or pioneered an astonishing range of things. He developed the first scientific method for weather forecasting, drawing the first genuine weather maps. He is the guy responsible for fingerprint identification, which, if you have ever watched any crime show ever, means he basically invented modern forensics. He did groundbreaking work in statistics, including the concept of correlation, which underlies pretty much every piece of social science research produced since. He even, and this is where things get delightfully odd,
Starting point is 00:22:07 published scientific papers on such essential subjects as the perfect cup of tea. Yes, really. He calculated ideal brewing temperatures, optimal steeping times, and the precise water-to-leaf ratio that produced maximum flavour. The man was serious about his tea. Goulton was also, unfortunately, Darwin's first cousin. I say unfortunately not because Darwin was a problem, but because being related to Darwin gave Goulton an enormous platform and a sense of scientific destiny that he perhaps should not have had. When the origin of species was published in 1859, Goulton was in his late 30s and immediately seized on one particular implication of his cousin's work. If evolution by natural selection had shaped every other species on Earth, then it had also shaped humans. And if humans were
Starting point is 00:22:55 subject to the same pressures that shaped finches and dogs and horses, then presumably humans could also be improved the same way those other species had been improved, through careful, deliberate breeding. This was the idea that took over Galton's life for the next 50 years. He was not content to simply suggest it in passing. He systematically built a whole intellectual framework around it. He studied family trees of British aristocrats and concluded, with perhaps some motivated reasoning, that talent ran in families and was almost certainly hereditary. He developed statistical tools to measure what he called genius, though his definition of genius was suspiciously similar to a list of his own friends and colleagues.
Starting point is 00:23:36 He proposed establishing a state registry of the most accomplished British families so that their children could be encouraged to marry each other and produce even more accomplished grandchildren. He floated the idea of state-sponsored prizes for early marriage between superior specimens. In 1883, he coined a word to describe this whole program, drawing from the Greek roots meaning well and born. The word was eugenics. It sounded scientific. It sounded clean. It sounded like progress. And for the next half century, it would provide cover for some of the most destructive policies of the modern era. By 1902, Galton was an old man, but he was still preaching.
Starting point is 00:24:17 He had established lectureships, funded research, written endlessly on the subject, and was actively campaigning to turn eugenics into a respectable academic discipline. What he needed, more than anything, was for his ideas to take roots somewhere outside of Britain. He was old enough to know that movements need successes, and Britain, for all its imperial reach, was a smaller country than it liked to pretend. What Galton needed was a convert from a country with size, ambition, and a willingness to experiment on itself, and Charles Davenport, stepping off that ship from America,
Starting point is 00:24:50 was about to become exactly that convert. The dinner itself took place at Galton's home in London. We do not have a full transcript of the conversation, which is probably a shame, because the implications of that meal would ripple outward for decades. But we know roughly what was discussed, because Davenport was a compulsive journal keeper and wrote extensively about the encounter afterward.
Starting point is 00:25:12 The two men talked about the newly rediscovered work of an obscure Austrian monk named Gregor Mendel, whose pea-plant experiments from the 1860s had recently been pulled out of scientific obscurity and were now causing a sensation among biologists. Mendel had shown, through years of painstaking work with garden peas, that certain traits were passed from parent to offspring in predictable mathematical ratios. A tall plant crossed with a short plant did not produce a medium plant. It produced a specific pattern of tall and short offspring, following rules that could be written down as simple fractions. This was a revelation. It suggested
Starting point is 00:25:49 that inheritance was not some vague mystical process, but a precise, measurable phenomenon that obeyed natural laws. Goulton and Davenport discussed, over port and cigars, what this discovery would mean if applied to humans. If you could predict the offspring of pea plants with mathematical precision, why not the offspring of people? Surely human traits obeyed the same laws, and if human traits obeyed the same laws, then surely intelligent policy could use those laws to produce better humans. fewer criminals, fewer paupers, fewer of the troubled, troubling people who crowded the cities and overwhelmed the charitable institutions of the age. All you needed was the will to apply the science. The rest would follow naturally. Davenport left that dinner transformed. He wrote in his journal that he had met a true visionary,
Starting point is 00:26:36 a man who had seen further into the future than anyone else of his generation. He was now absolutely convinced of two things. First, that eugenics was the defining scientific project of the coming century, and second, that he, Charles Benedict Davenport of Brooklyn and Harvard, was going to be the man who brought it to America. He did not yet know where he would build his laboratory, or who would fund it, or how he would recruit his workers, but he knew, with the certainty of a man who had just experienced a conversion, that the work was his to do. What Davenport did not notice, and what Goulton perhaps did not want him to notice, was that the supposed scientific foundation for all of this was far shakier than either man was willing to admit. Mendel's work on peas
Starting point is 00:27:20 was beautiful and real, but peas are not people. Peas have a handful of simple traits controlled by a handful of simple genes. Humans have thousands of traits, most of which are controlled by complicated interactions among hundreds or thousands of genes, plus the environments in which those genes develop, plus culture, nutrition, education, and a long list of other factors that nobody in 1902 understood. It was a logical leap across a gap the size of a canyon, performed with all the confidence of a man who genuinely believed he could see the other side. Davenport could not see the other side. Nobody could.

It would take him a few years, but he would get there. And when he did, the old Spartan idea of sorting the worthy from the unworthy would finally have what it had always lacked, a laboratory, a budget, and the machinery of a modern republic waiting to be put to use, that is where we are headed next. To a small patch of land on the north shore of Long Island, where a Harvard biologist with a dream, and a very specific theory about chickens, was about to open the research station
Starting point is 00:30:02 that would become the command center of American eugenics. The story only gets wilder from here, and honestly it gets a lot worse before it gets better. The ship carrying Davenport back across the Atlantic in late 1902 was also, in a sense, carrying the seed of something much larger than a single man's ambitions. But seeds, as any farmer will tell you, need soil, they need water, they need sunlight, most of all they need someone willing to put them in the ground and tend them for years before anything visible sprouts. Davenport had the seed. What he needed now was a patch of ground to plant.
Starting point is 00:30:37 he found that patch of ground on the north shore of Long Island, about 35 miles east of Manhattan, in a sleepy coastal village called Cold Spring Harbour. Today this stretch of coastline is famous for its sailing clubs and its oyster bars and its summer homes belonging to people whose last names appear on bank buildings. Back in 1904, it was a quiet fishing community with a small marine biology laboratory that had been founded a couple of decades earlier as a summer research station. The laboratory was mostly used by university scientists who wanted somewhere pleasant to study starfish and sea urchins between semesters. It had a nice view, a few wooden buildings,
Starting point is 00:31:16 and absolutely no idea what was about to land on its doorstep. Davenport had been visiting this marine lab for several summers, teaching courses and making friends with the staff. He had charmed them thoroughly. He was a Harvard man, well-published, polite, well-connected, and possessed of that particular air of quiet certainty, that makes institutional committees nod along without asking too many questions. So when he approached them in 1903 with a proposal to open a brand new research station
Starting point is 00:31:44 right next door to their existing facility, a station dedicated to the study of heredity and evolution in animals and plants, they said yes. They did not ask particularly pointed questions about what exactly he planned to do with his data. Why would they? He was a respectable Biologists with respectable credentials, and respectable biologists in the early 20th century were allowed an enormous amount of benefit of the doubt. This would turn out to be a problem. The land Davenport secured amounted to roughly 10 acres, tucked along the harbour in a spot that got plenty of sunlight and had easy access to the water. It was not a glamorous setting. There were no grand marble columns or ivy-covered quadrangles. At the beginning it consisted of a few modest wooden
Starting point is 00:32:29 structures, some experimental gardens, a handful of greenhouses, and a growing menagerie of animals that were about to become the most closely watched creatures in American science. To fund all this, Davenport had gone hunting for institutional money, and he had landed one of the biggest fish in the pond. The Carnegie Institution of Washington, a research foundation established just a couple of years earlier by the steel baron Andrew Carnegie, with the goal of encouraging investigation, research and discovery in the broadest sense. agreed to bankroll the new station. They gave Davenport an annual budget that was modest by Carnegie standards, but absolutely transformational for a single biologist trying to build an empire.
Starting point is 00:33:11 The station for experimental evolution, as he formally named it, officially opened its doors in the summer of 1904. The place was, in its early days, something between a working farm and a mad scientist's hobby shop. Davenport was a believer in the power of concrete data, and concrete data, in his view, came from animals you could count, measure and breed on command. So the station quickly filled up with chickens, rows and rows of chickens, hundreds of them, eventually thousands, in an enormous chicken house that became the loud, feathery heart of the operation. If you walked onto the grounds in 1905, the first sound that would hit you was the non-stop
Starting point is 00:33:51 clucking chorus of poultry, being quietly transformed over successive generations into the subjects of some extremely meticulous experiments. He bred white chickens with black chickens and counted the offspring. He bred short-legged chickens with long-leg chickens and counted the offspring. He bred chickens with fancy feathered feet and chickens with bare shanks and naturally counted the offspring. The chicken coops were filled with charts, ledgers and scribbled notes, and every so often a slightly exhausted assistant would emerge with ink stains on their fingers and a 10,000-yard stare. chickens were just the start. Davenport also imported canaries,
Starting point is 00:34:31 which he bred for variations in song and colour. He brought in sheep, which he examined for inherited horn patterns and fleece variations. He kept goats, he kept mice, and he even acquired a small population of Manx cats, the famously tailless feline breed, so he could study the inheritance of their most distinctive feature. The Manx cats apparently gave him particular delight,
Starting point is 00:34:53 which is actually kind of charming if you set a side. everything else this man would eventually do. Picture, for a moment, a stern Puritan biologist with wire-rimmed glasses crouching in a Long Island barn with a clipboard, trying to count how many kittens in a litter had little stumpy back-ends and how many had proper tails. It is not the image you typically associate
Starting point is 00:35:14 with the origin of a sinister social movement, but that is exactly where this all began, in a barn, with kittens. The staff in those early years consisted of Davenport himself, a rotating cast of younger biologists looking to build their careers, a few local farmhands who handled the actual chicken feeding and cage cleaning, and Davenport's own wife, Gertrude, who was herself a trained zoologist with a specialty in marine biology. Gertrude has unfortunately been almost erased from the standard tellings of this story, but the archival record makes clear that she was
Starting point is 00:35:46 an active collaborator in the early research. She co-authored papers with her husband. She helped design experiments, she managed the running of the household that was also, effectively, a research compound. Whether she shared every one of her husband's increasingly grand social theories is harder to say, though by all evidence she was a loyal partner and a genuine believer in the scientific enterprise he was building. Their children grew up wandering through the gardens and the chicken yards and the greenhouses, treating the whole operation as an oversized backyard. It was in some ways, a rather idyllic place. The horror that would eventually flow out of it had not yet fully taken shape, and gardens, we cannot forget the gardens. Davenport's station had experimental
Starting point is 00:36:30 plots dedicated to plant genetics as well, where researchers grew beans, peas, corn, and all manner of flowers in carefully controlled arrangements. The plant work was, in a way, a direct homage to the Austrian monk Gregor Mendel, whose pea plant studies from the 1860s had been sitting forgotten in the back of an obscure scientific journal for decades before being rediscovered at the turn of the century. When three different European botanists independently rediscovered Mendel's work around 1900, it landed on the biology community like a thunder-clap. Suddenly everyone wanted to replicate his experiments, extend them, apply them, and see how far the beautiful mathematical patterns of inheritance could stretch. Davenport was among the first Americans to throw himself into this new
Starting point is 00:37:16 Mendelian frontier, and Cold Spring Harbour became almost overnight, one of the most important sites in the world for this kind of research. Here is the thing, though. The early work he did was actually pretty good. For a few years, genuinely valuable science came out of Cold Spring Harbour. Davenport and his team confirmed that Mendel's ratios held up in animals as well as plants. They worked out the inheritance patterns for specific chicken traits. They contributed legitimate data to the growing pile of evidence that showed heredity was governed by predictable biological rules. In those early papers, you can see a real scientist doing real science, carefully and methodically. If Davenport had stuck to chickens and cats and canaries,
Starting point is 00:38:01 he would probably be remembered today as a useful, if somewhat forgotten, pioneer of classical genetics. He would have a plaque somewhere, and a textbook photograph, and not much else. But Davenport did not stick to chickens. He could not. because the whole reason he had been drawn to this field in the first place, the reason he had crossed an ocean to have dinner with a particular English gentleman, was that he believed the laws he was uncovering in the barnyard applied directly to human beings, and by 1906, just a couple of years into the operation he started saying so out loud. At first he said it in academic papers, phrased with the careful hedging that scientists use
Starting point is 00:38:38 when they are not quite sure they can back up their claims. But the hedging did not last long. By the middle of the decade he was speaking to newspapers and popular magazines, and the hedging had been replaced with the kind of confident pronouncements that make for great headlines and terrible science. His basic argument, stripped of the jargon, went something like this. We have established through careful breeding experiments that chicken egg production is a hereditary trait. We can take a flock of average layers, and in just a few generations of selecting the best producers
Starting point is 00:39:08 and breeding them with other top producers, we can dramatically increase the average output. of the entire flock. This is not speculation. This is measurable, repeatable, documented fact. Now, he said, consider human beings. Human beings also have traits that seem to run in families. Intelligence, for instance, mental stability, moral fibre, industriousness. If we can double egg production in five generations of chickens, imagine what we could do with five generations of carefully managed human reproduction. Imagine the calibre of citizen we, could produce. Imagine the burdens we could lift from society. Imagine, essentially, the utopia waiting for any nation brave enough to apply the lessons of the chicken coop to the maternity ward.
Starting point is 00:39:54 It is worth pausing here to appreciate just how enormous this logical leap actually was, because to a modern ear, trained on a century of subsequent research into how genetics really works, this whole chain of reasoning sounds absolutely unhinged. Chicken egg production is a physical output controlled by a relatively small number of biological factors operating in an environment you can control almost entirely. You can standardise the feed, you can standardise the temperature, you can standardise the lighting, the housing, the breeding schedule, everything. Human intelligence, by contrast, is a fantastically complicated thing that depends on thousands of genes interacting in thousands of ways with thousands of environmental factors, including nutrition, education,
Starting point is 00:40:38 trauma, infection, parenting, social class, language exposure, and about a million other variables we still do not fully understand 120 years later. Treating these two things as analogous is a bit like looking at the circuit diagram of a pocket flashlight and declaring that you now understand how the International Space Station works. The scale, the complexity, and the number of interacting parts are not even in the same universe. But Davenport did not see it that way. somebody in his professional circle really did. They had a new and beautiful theoretical framework in Mendel's Laws, they had some gorgeous preliminary results from the barnyard, and they had the characteristic overconfidence of people standing at the very beginning of a scientific revolution.
Starting point is 00:41:24 When you have just discovered what looks like a master key, everything starts to look like a lock that needs opening. Davenport believed, with every ounce of his puritan certainty, that he had found the master key to human society. All that remained was to apply it. it. The press ate it up. The early 1900s were an absolutely perfect time to be a respectable scientist, making bold claims about the future of humanity, because American newspapers were hungry for exactly that kind of story. This was the era of the muckraker, yes, but it was also the era of utopian enthusiasm. The country was industrializing at a breakneck pace, electricity was spreading through the cities, airplanes had just been invented, motor cars were replacing
Starting point is 00:42:08 horses on Main Street. Medicine was advancing so fast that diseases which had killed millions were suddenly becoming treatable. In this atmosphere of rapid change, the idea that science might also solve the old stubborn social problems of poverty and crime and mental illness seemed not just plausible, but inevitable. When Davenport started telling reporters that the laws of chicken breeding could be used to build a better America, he was not perceived as a crank. He was perceived as a visionary. He was saying what a certain kind of educated reader desperately wanted to hear. By 1907, Davenport had started including more and more human material in his lectures and publications. He was travelling the country giving talks at universities,
Starting point is 00:42:52 civic associations and charity conferences, and the talks had evolved from careful scientific presentations into something much more ambitious. He showed slides of family trees he had compiled from asylum records, arms house records, and prison records. These family trees purported to demonstrate the defective traits, as he called them, clustered in bloodlines across generations. If a grandfather had been an alcoholic, it seemed to Davenport, his grandchildren were far more likely to be alcoholics too. If a mother had a reputation for what the era delicately called loose morals, her daughters
Starting point is 00:43:27 and granddaughters were more likely to follow the same path. The charts he displayed were elaborate and impressive looking. They had boxes and lines and symbols indicating which ancestors were deemed normal and which were deemed effective. They looked exactly like the pedigree charts a horse breeder or dog breeder would use, which was not a coincidence. That was precisely the comparison Davenport wanted his audiences to make. What the charts did not show, of course, was the enormous amount of guesswork, hearsay and casual prejudice that had gone into their construction. How exactly do you diagnose the moral character of a person who died 50 years ago? The answer, in Davenport's world, was that you asked whoever was still alive and willing to gossip about them?
Starting point is 00:44:11 How do you determine whether a grandfather drank too much? You ask his neighbours. How do you decide whether a grandmother was feeble-minded to use the ear as all-purpose insult? You check whether she was poor, whether she had trouble reading, whether she had children out of wedlock, whether her house was kept tidy. You made a judgment, you put it in a box, you drew a line to the next generation, and you called the result science. The charts looked rigorous. The data underneath them was mostly a collection of opinions held by people who had very specific ideas about what respectable humans were supposed to look like. Nevertheless, by 1908 Davenport was convinced that he
Starting point is 00:44:48 had proven, to his own satisfaction, that human heredity worked essentially like chicken heredity. He started drafting memoranda outlining a much grander vision. The Carnegie-funded research station was fine as a scientific base, but what he really needed was something bigger. A dedicated institution focused exclusively on the study of human heredity with a staff of trained investigators who would travel the country collecting family histories on an industrial scale. He wanted files, he wanted cabinets full of files,
Starting point is 00:45:20 he wanted a national map of the American gene pool, charted family by family, town by town, so that policymakers could begin the important work of encouraging the right reproductions and discouraging the wrong ones. This was the vision. It just needed funding. And funding, in the America of the Gilded Age meant finding the right very rich person. Now, the very rich persons of early 20th century America were a specific and fascinating group. They were the first generation of American wealth on a truly staggering scale. names like Rockefeller, Carnegie, Morgan, Vanderbilt, Harriman, and a handful of others had accumulated fortune so enormous that they literally changed the structure of the national economy. Many of these families, having piled up more money than they or their descendants could ever realistically spend,
Starting point is 00:46:07 were now in the middle of an energetic philanthropic phase, handing out grants to libraries, universities, museums, medical research foundations and other worthy causes. Getting their attention was the holy grail for any ambitious researcher. Davenport, who was a smooth operator when he needed to be, knew exactly where to look. The person he settled on was a woman named Mary Williamson Avril Harriman. Mrs. Harriman, as she was universally called, was the widow of Edward Henry Harriman, one of the most ruthless and successful railroad tycoons in American history. When Mr. Harriman died in 1909, he left his wife one of the largest personal fortunes in the country. valued at roughly $100 million, which in today's money would be enough to comfortably buy a small nation.
Starting point is 00:46:54 He had also left her something else, which turned out to be more important for our story than the money itself. He had left her an expert interest in pedigree. You see, Mrs. Harriman was a devoted enthusiast of thoroughbred horse racing. She and her late husband had owned and operated one of the most prominent stables in America, and she understood, in intimate and technical detail, how horse breeding worked. She could read a pedigree chart the way most people read a menu. She knew the significance of a particular sire bred to a particular dam, the mathematics of likely offspring, the art of selecting mares for specific qualities. When a young American biologist from Cold Spring Harbour wrote her a letter in 1909 requesting a meeting to discuss a matter of national importance, she was primed to understand
Starting point is 00:47:38 exactly what he was going to say. She spoke his language. More precisely, he had been practicing her language. The meeting took place in early 1910 at the Harriman Mansion in New York City. We have some accounts of what happened, filtered through Davenport's own later writings and through correspondence preserved in various archives. The basic pitch went like this. Mrs. Harriman, you understand horses. You know that you do not build a great stable by crossing your best mares with whatever random stallion happens to wander by. You understand that quality requires selection, that weak bloodlines have to be culled, that every mating is a careful investment in the future of the herd. Consider now the human population of the United States, which is being allowed to reproduce in an entirely haphazard and uncontrolled manner.
Starting point is 00:48:25 Consider the immigrants pouring through Ellis Island, the inmates filling the asylums and the prisons, the paupers choking the charity rolls. What our nation spends every year caring for the products of bad breeding, if I may use the term, could build 100 hospitals or 10 great universities. Why do we accept this waste? Why do we not apply the same intelligent principles to human reproduction that you apply so successfully to your horses? Why, he asked, should we keep paying to feed the poor forever, when we could instead eliminate poverty from the gene pool once and for all? It is worth noting just how smoothly this argument sidestepped every actual cause of poverty that a thoughtful person might have raised. The New York City of 1910 was a place where the gap between rich and poor was almost unimaginer. On one side of the island, men like the late Mr Haraman had built mansions with ballrooms the size of small cathedrals. On the other side, entire families lived in tenement apartments with no running water,
Starting point is 00:49:23 sharing a single hallway toilet with a dozen neighbours, working 12-hour shifts in factories that regularly maimed and killed their employees. Suggesting that the suffering of those tenement families was caused by their blood, rather than by the wages they were paid, or the housing they could afford or the absence of any real public health system, was an argument that required you to look past an enormous amount of visible evidence. But it was also, for people in Mrs. Harriman's circle, an argument that came with one extremely attractive feature. It let them off the hook. If the problem was genetic, then no amount of wage reform or housing reform or labour protection would actually fix it. The only real solution was to stop the bad bloodlines from continuing, and that solution
Starting point is 00:50:06 happened to cost almost nothing compared to the genuinely expensive business of building a fair economy. This pitch was, in its way, a masterpiece of targeted persuasion. Davenport had taken a widely held and very ugly prejudice of his era, the prejudice that poverty and social failure were inherited conditions, and he had dressed it up in the language his target audience already spoke fluently. He was not asking her to believe in anything strange. He was asking her to accept that people were basically like horses, which, for a woman who had spent 30 years at racetracks and breeding farms, was not a particularly radical thing to hear. Her late husband had made his fortune
Starting point is 00:50:44 by ruthless consolidation and control of the national railroad system, so the idea of applying rational management to messy human problems had a familiar, reassuring ring to it, and crucially it offered her a role as a kind of national benefactor, someone whose expertise and funding
Starting point is 00:51:00 would help usher in a new era of scientific social progress. Mrs. Harriman said yes, enthusiastically. She committed an initial gift of $500 a month for the new institution, which does not sound like much until you run the inflation math and realise that this was roughly equivalent to a six-figure salary today for just the operating expenses of a single office. She also purchased the land for the headquarters outright, ensuring that Davenport would never have to worry about a landlord, and she pledged
Starting point is 00:51:29 ongoing support for what she now considered her personal philanthropic mission. The new institution needed a name. Davenport chose the Eugenics Record Office. The words were borrowed from Goulton's vocabulary, but the model, the practical day-to-day operation, was going to be uniquely American. This was not going to be a gentleman scholar musing in his study. This was going to be an institution with letterhead and fireproof cabinets and a formal board of directors. The eugenics record office opened officially in October of 1910 on a parcel of land that sat directly adjacent to the Cold Spring Harbour Experimental Station. The two facilities shared staff, shared meetings, and shared a philosophy, but they were now legally separate entities
Starting point is 00:52:12 with separate funding streams. The ERO, as it came to be known, had its own building, its own purpose, and its own ambitions. Walking through the front doors in those early years, you would have found a reception area, offices for the permanent staff, filing rooms already beginning to fill with Manila folders, and a large meeting space where Davenport would hold court with visiting dignitaries. The whole operation had the feel of a serious research institution. It smelled of fresh paint and good intentions and the slightly musty odour of important records being compiled. The board of directors Davenport assembled was a who is who of respectable American intellectual life. The single most famous name on that board was Alexander Graham Bell,
Starting point is 00:52:55 the inventor of the telephone, who had in his later years developed a strong interest in heredity, partly because of his work with the deaf community, and partly because deafness ran in his own family. Bell lent the organisation enormous prestige. If you told someone in 1911 that Alexander Graham Bell was on the board of your scientific institution, you could basically expect them to assume the institution was legitimate, without bothering to investigate further. Also, on the board were prominent figures from American medicine, agriculture and academia. Men whose letterhead credentials would open almost any door in Washington or on Wall Street. It was, by any reasonable measure, a serious organisation staffed by serious people.
Starting point is 00:53:36 The Bell Connection deserves a moment of extra attention, because it illustrates how easily brilliant people can be drawn into bad projects. Bell was not a cruel man. By most accounts, he was thoughtful, generous, and genuinely interested in improving the lives of deaf Americans. a community he had worked with extensively because of his mother and his wife, both of whom were deaf. But Bell had convinced himself, partly through his observation that deafness sometimes clustered in families, that deaf people marrying other deaf people was producing a measurable rise in hereditary deafness across the American population. He wrote papers about this. He gave
Starting point is 00:54:13 speeches. He advocated in gentle and well-meaning tones for social arrangements that would discourage such marriages. When Davenport came calling for a board member with scientific credibility and an established public interest in inheritance, Bell was a natural fit. He joined out of intellectual conviction, not out of any particular malice, and yet his presence on that letterhead would help legitimise, for the next 15 years, a research programme whose actual operations he almost certainly never examined in detail. It is a useful reminder that respectability laundering does not require any of the respectable people to be personally wicked. It only requires them to lend their names without asking too many questions, which is precisely what made it so dangerous.
Starting point is 00:54:57 A marginal idea held by obvious cranks can be dismissed by any competent observer. A marginal idea held by Harvard professors, famous inventors and socialite philanthropists is something else entirely. It becomes respectable. It becomes fashionable. It becomes the sort of thing intelligent people feel obligated to take seriously whether they fully understand it or not, and once it becomes respectable, it becomes very, very hard to stop. The first priority of the New Eugenics Record Office was to start gathering data. Davenport had been talking for years about the need for a national map of American heredity, and now he had the institutional platform to actually build one, but a platform is not the same thing as a staff. He needed investigators. He needed people who could go out into the countryside,
Starting point is 00:55:43 knock on doors, interview families, trace lineages, and bring back the raw material that would feed the filing cabinets. He did not have the budget to hire an army of professional researchers. What he had instead was an idea for something cheaper and arguably more effective. Train young people, specifically college students and recent graduates, send them out in summer cohorts and turn the ERO into a kind of elite summer camp for aspiring human pedigree detectives. For this project, he was going to need a number two. a director of operations, someone with a passion for detail, a stomach for tedium, and the kind of personality that could be both charming in parlour conversations and relentless in the field. He had already
Starting point is 00:56:25 identified the man, a former schoolteacher from Missouri with an obsessive interest in poultry breeding, a degree from a small agricultural college and a hunger to make a name for himself in the new science of heredity. His name was Harry Hamilton Loughlin, and he was about to become the single most consequential bureaucrat in the entire history of American eugenics. But before we meet him properly, and before we follow the summer squads of bright young college students fanning out across the American countryside with their notebooks and their trait codes, we need to take a breath and consider what had already happened. In less than a decade, Charles Davenport had gone from a Harvard biologist chatting about ideas over a dinner in London to the director of a fully funded,
Starting point is 00:57:06 institutionally respectable, board-approved national research organisation dedicated to the improvement of the American gene pool. He had turned a philosophical inheritance thousands of years old into a going concern with a letterhead. He had done it with chickens and kittens and persuasion and the quiet, relentless energy of a man who genuinely believed he was saving his country. And almost nobody in any position of authority
Starting point is 00:57:31 had stopped to ask whether he was actually right. The machinery was now in place. The next phase of the project was going to be the construction of the data itself. Families were going to be visited. Questions were going to be asked. Papers were going to be filled out, stamped, filed and locked away. And the answers in those papers, collected with tremendous energy and no particular rigour, were going to be treated as the foundation of scientific truth.
Starting point is 00:57:55 The consequences would not show up immediately, but they were on the way, moving slowly and steadily like a train leaving a station. And in a few short years, they would start to arrive in the last, lives of ordinary people who had no idea the train was even running. If you had walked through the corridors of the Eugenics Record Office in late 1910 and asked the staff what their institution was going to accomplish, you would have heard language that was, for the time, genuinely idealistic, better citizens, healthier families, a nation freed from the preventable miseries of feeble-mindedness and inherited disease, fewer children born into lives of suffering, a future in which
Starting point is 00:58:35 American charity institutions could finally shrink because the need for them would be steadily vanishing from one generation to the next. It sounded in those early optimistic years like a natural extension of everything else that progressive science was accomplishing. Electricity was replacing candles. Antiseptics were making surgery survivable. Why should heredity be the one field left behind? Why should human reproduction alone remain outside the reach of rational improvement? None of the staff in 1910 was picked. picturing surgeries performed on teenagers without their consent, or immigration laws designed to keep entire nations of people out of the country,
Starting point is 00:59:12 or courtroom rulings that would carry the authority of the highest judges in the land. They were picturing cleaner cities and healthier children. The distance between those two pictures, between the hopeful pamphlet version, and the actual lived consequences, is the distance this story is going to travel, and we are only just leaving the station. The man Davenport had been quietly courting for months, finally arrived at Cold Spring Harbour in the autumn of 1910, stepping off a train with a single suitcase, a firm handshake,
Starting point is 00:59:43 and the unmistakable air of a person who had just been handed the opportunity of a lifetime. He was 30 years old, thin, stoop-shouldered, with a kind of neatly trimmed mustache that suggested a man who had strong feelings about punctuality. His name was Harry Hamilton Loughlin, and in the coming three decades he would do more practical damage to ordinary Americans than anyone else in this entire story. Davenport was the visionary. Loughlin was the machine, and the machine was about to get plugged in.
Starting point is 01:00:12 Loughlin's background, on paper, was not exactly what you would expect from the soon-to-be chief operating officer of the most influential scientific research institution in the country. He had been born in small-town, Iowa in 1880, moved to rural Missouri as a boy, and grown up in a family of modest means but impressive ambition. His father was a professor at a tiny religious college, a former preacher with a serious interest in educational reform, and the household was a cheerful, busy place filled with children, books and chickens.
Starting point is 01:00:43 Young Harry Lawflin received his bachelor's degree from his father's school, a small institution called the First District Normal School in Kirksville, Missouri. Then he did what most bright young men in the American Midwest did in that era. He became a high school teacher. For about a decade, he taught biology, agriculture, and related subjects to teenagers in small Iowa and Missouri towns. He was, by most accounts, a genuinely dedicated teacher, a sort of man who stayed late to help struggling students
Starting point is 01:01:12 and spent his weekends building improved teaching equipment out of scrap materials. During summer breaks, he bred poultry on a small scale, entering his birds in regional agricultural shows and occasionally winning ribbons. He was not a famous man in any. anyway. He was a solid, diligent small-town educator with a side hobby in chickens, and he might have stayed exactly that, for his entire career, if he had not started corresponding with the big names in American biology. The correspondence began in the middle of the first decade of the 20th century, when Loughlin, then working as a principal in a small Missouri school district,
Starting point is 01:01:48 started writing letters to famous scientists asking thoughtful, substantive questions about the new field of genetics. He wrote to Davenport, a my friend. others, and he wrote well. His letters were not the desperate scribblings of a small town nobody hoping for a pat on the head. They were organised. Informed, and full of original observations about chicken breeding and inheritance. Davenport, who was always on the lookout for talent, actually wrote back. The two men struck up a friendship entirely through the mail, and over the next several years, Loughlin managed to wrangle an invitation to take summer courses at Cold Spring Harbour, where he impressed everyone with his energy, his organisation,
Starting point is 01:02:27 and his eerily reliable ability to finish every task he was given. When Davenport started thinking about who should run the day-to-day operations of the New Eugenics Record Office, Loughlin was already at the top of the list. He did not have a doctorate, he did not have a university appointment. What he had was the one quality Davenport valued above all others in a subordinate. He would do the work, all of the work, with the work, with without complaint, forever. The title Laughlin received when he arrived was superintendent of the Eugenics Record Office.
Starting point is 01:02:59 The salary was modest, barely enough to support a family in the expensive New York suburbs, but the position came with housing on the station grounds, unlimited access to Davenport's network of influential friends, and the genuine thrill of being present at what he firmly believed was the birth of a world-changing science. He moved in with his wife Pansy, a former teacher herself,
Starting point is 01:03:19 and almost immediately began the business of transforming the ERO from a handsomely funded startup into a full-scale operation with routines, procedures, standards, and above all output, Leifflin's genius, if we can call it that, was bureaucratic. He was not a brilliant theorist. He was not a gifted experimentalist. What he was, instead, was an absolute master of the Manila folder and the filing cabinet. He loved forms, he loved standardized procedures, He loved the idea that a national research project could be run the way a well-managed post office was run,
Starting point is 01:03:54 with every piece of paper moving predictably from one desk to the next, every employee following a clear protocol, every visiting researcher filling out the appropriate intake questionnaire. He had watched the chaos of early scientific research up close, where different laboratories collected data in different formats, and nobody could easily compare their results, and he was determined that the ERO would never have that problem. everything at Cold Spring Harbour was going to be standardised, streamlined and documented to within an inch of its life. The first thing he did, practically his first week on the job, was begin drafting what would eventually become the official trait book.
Starting point is 01:04:32 This was a thick reference manual that listed in exhaustive detail every human characteristic that ERO investigators were expected to record when they visited a family. Each characteristic received its own unique code number, which would then be entered on the standardisedised. family tree forms that the office was also designing. The traits covered the full range of what anyone in 1911 might reasonably wonder about a human being, and then a lot more besides. Eye colour, hair colour, height, weight and handedness were all in there, which made sense. Presence or absence of various physical conditions, allergies, diseases and birth defects were in there, which also made sense. But the book did not stop at the physical. It extended confidently into territory where no reasonable person in the 21st century would dream of going. There was a code for musical ability. There was a code
Starting point is 01:05:21 for literary ability. There was a code for mathematical ability. There was a code separately for mechanical ability. There were codes for various temperamental qualities, including, and I am not making this up, codes for cheerfulness, for sullenness, for being quarrelsome, and for what the book charmingly termed a tendency to wander. Wanderlust basically was apparently a specific inherited trait that could be diagnosed on a home visit, and then entered into a permanent national database. There were codes for sexual behaviour that would have made a Victorian aunt faint, and codes for economic behaviour like a tendency to save versus a tendency to spend. There were even codes for specific moral failings, such as a general tendency toward criminality and the delightfully vague category of shiftlessness. The book
Starting point is 01:06:09 ran to hundreds of entries by the time it was finished, and its tone throughout suggested that all of these qualities were simply natural categories of human existence, waiting to be measured, just like height and weight. These were not measurements. They were value judgments dressed up in the grammar of observation. Perhaps the most telling feature of the entire trait book was its complete indifference to context. There was no code for unusually difficult childhood circumstances. There was no code for recent immigration and the stress it placed on families. There was no code for systemic racism, for gender discrimination, for industrial injury, for grinding over work, or for any of the thousand structural pressures that might cause a human being to behave in a
Starting point is 01:06:51 particular way in a particular situation. All behaviour, according to the book's underlying logic, flowed from inherited biology. If a woman seemed anxious during an interview, that was because her mother had been anxious, who had inherited it from her mother before her, and so on back through the generations. The possibility that she might be anxious, because strangers from a fancy East Coast Institute were sitting in her kitchen, asking her to explain why her brother-in-law had spent eight months in the county jail,
Starting point is 01:07:20 simply did not appear anywhere on the form. In the universe, the book described, environment was essentially invisible. Everything was in the blood. Once the trait book was in draft form, Lawflin turned his attention to the second half of his master plan. He needed investigators,
Starting point is 01:07:36 hundreds of them. He needed people who could go into American communities, knock on doors, interview families, extract information, and come back with completed forms that could be filed alongside all the other completed forms in the ever-growing ERO archive. He did not have the money to hire a large permanent staff. What he had instead was an idea that was simultaneously elegant, economical, and, in retrospect, slightly unsettling. He would recruit college students.
Starting point is 01:08:06 Specifically, Lawflin decided to turn the Eugenics Record Office into a summer Training Institute for ambitious young people from the best American universities. Every summer, starting in 1911, the ERO would host a six-week intensive course at Cold Spring Harbour, during which students would be taught the theory of eugenics, the methods of genealogical investigation, the use of the trait book, and the proper protocols for conducting field visits. At the end of the course, the graduates would be dispatched, often in pairs, to specific regions of the country where they would spend the rest of the summer collecting family histories. The students paid their own way.
Starting point is 01:08:44 The ERO covered room and board during the course itself, plus a modest stipend for travel. Everything else came out of the student's own pockets, or out of the tuition grants, their home universities were willing to provide. From Loughlin's perspective, this was a miracle of efficient research design. He was getting a whole field force of enthusiastic young investigators, most of whom were genuinely smart and motivated, at a fraction of the cost of actual salaried employees. The students who signed up for these courses were, by and large, exactly the demographic you would predict.
Starting point is 01:09:17 They came from Harvard, Yale, Princeton, Cornell, Vassar, Wellesley, Oberlin, and a small constellation of other elite colleges. They were mostly the children of educated professional families. Many of them were women, because the nascent field of eugenics was unusually welcoming to female researchers, partly because the work was low-paid and partly because the ERO had decided that women, with their supposedly superior interpersonal skills, were naturally better at drawing personal histories out of wary interviewees.
Starting point is 01:09:48 The students arrived at Cold Spring Harbour each June, moved into dormitories and spent the first few weeks attending lectures by Davenport and Loughlin, along with visiting experts who came up from New York and Boston to pass along their wisdom. The course content covered a lot of ground. There were lectures on Mendelian genetics, on statistics, on the construction of family trees, on the legal status of various kinds of documentary records, on basic interviewing techniques,
Starting point is 01:10:16 and on the supposed connections between specific inherited traits and broader social problems. The tone was relentlessly upbeat. Students were told that they were participating in one of the most important scientific projects of their era, that their work would help shape policy for generations to come, that they were, in a very real sense, the intellectual foot soldiers of a movement to improve the entire human species. For a 19-year-old kid from a good family, this was heady stuff. Many of them signed up year after year, eventually becoming seasoned field investigators who trained the next crop of newcomers. Some went on to careers in social work, psychiatry,
Starting point is 01:10:56 public health or academia, carrying the assumptions of eugenics with them into whatever field they entered next. The network the ERO built during the series, summer courses would eventually touch nearly every significant institution in American social science. Once the students had completed their training, they were assigned to specific field projects. The ERO had been gradually mapping out the communities it considered most scientifically interesting, and by 1912 or so, teams were being dispatched to a remarkable variety of places. One team went to Pennsylvania to study the Amish and Mennonite communities, which because of their long history of marrying within their own tight-knit religious circles,
Starting point is 01:11:33 were considered ideal populations for studying inherited traits across multiple generations. Another team went to Coney Island and other amusement centres to investigate the genealogies of circus performers with particular interest in families that produced multiple generations of little people or other physically unusual individuals. A team was sent to New Jersey to gather records from the state's network of psychiatric hospitals, poor houses and facilities for people with developmental disabilities. Teams went into Appalachian communities to document families living in isolated mountain valleys.
Starting point is 01:12:07 Teams even visited immigrant neighbourhoods in major cities, though those investigations tended to be briefer and rougher, partly because of language barriers and partly because immigrant families were often, quite reasonably, deeply suspicious of well-dressed young strangers asking personal questions about their relatives. A particular favourite of the ERO's research agenda was what Loughlin and his colleagues called the study of isolated community. The idea was that genetically isolated populations, meaning groups of people who had been marrying mostly among themselves for several generations, would reveal inherited traits more clearly than the mixed-up general population could.
Starting point is 01:12:44 In practice, this meant a lot of visits to small mountain towns, fishing villages and religious communities that had been minding their own business quite successfully for a hundred years before a team of VASA graduates showed up at the general store asking who was related to whom. The research team sometimes spent entire summers in a single county, gradually building up a picture of every family in the region, every marriage, every birth, every death, every hospitalisation. The locals, understandably confused about what exactly was being measured, generally just rolled with it.
Starting point is 01:13:17 Some of the resulting studies became minor classics within the movement. Others turned into cautionary tales, cited for decades as evidence for claims that those actual communities found deeply unfair, and in many cases factually absurd. The interviews themselves followed a standardised protocol, at least in theory. The investigator would arrive at a home, introduce herself as a researcher from a prestigious East Coast scientific institution, and ask whether the family might be willing to spare a few hours discussing their relatives.
Starting point is 01:13:48 In practice, this almost always succeeded. Rural and working-class families in 1912 were not, as a rule, accustomed to having well-educated college women show up at their doors asking for their help with important research. Most people treated it as a minor honour. They invited the investigators in, offered them tea, and spent long afternoons walking through their family histories. Who had married whom, who had moved where, who had died young, and of what? Who had been to jail and why? Who had ever been institutionalised and for what reason? Who had drunk too much, or beaten their wives, or run off with another man's fiancé, or produce children who had never really learned
Starting point is 01:14:28 to read. What the families did not fully understand was the character of the judgments being silently written onto their intake forms the entire time. The investigator was not just recording objective facts. She was also, in accordance with her training making evaluations. A husband described as a hardworking farmer received one kind of notation. A husband described as having trouble-keeping jobs received another. A grandmother recalled as a gentle and musical woman was coded one way. A grandmother recalled as having a difficult personality or an unhappy marriage was coded another. And all of these coded judgments, many of them based on a single afternoon of second-hand family gossip, were going into a central archive where they would be treated thereafter as
Starting point is 01:15:12 established scientific data. There is a particular moment in the surviving records that, for my money captures the entire operation better than any single other document. One field investigator, a young Vassar graduate on her first summer assignment, wrote in her notes that she had concluded a particular family contained a strong hereditary tendency toward moral degeneracy. Her evidence consisted of the observation that the family's front porch was unpainted, their fence was missing several slats, and the mother seemed unusually tired during the interview.
Starting point is 01:15:44 That was it. That was the scientific basis for a determination that would go into a permanent file, and eventually, in aggregate, help shape policy affecting millions of people. The mother was probably tired because she had six children, no running water, a demanding farm to run, and a college girl from New York asking her questions for three hours straight. The porch was probably unpainted because paint cost money. The fence was broken because fences break. None of this registered.
Starting point is 01:16:12 The entry went in. The code was applied. The folder was filed. filed. Back at Cold Spring Harbour, Loughlin oversaw the construction of what he liked to call the archive. This was an ever-growing collection of filing cabinets, arranged in climate-controlled rooms where the completed family histories were stored. By 1914, the ERO had amassed thousands of individual family records. By 1920, the number had climbed into the tens of thousands, and by the institution's peak in the late 1920s, it would eventually hold records on roughly three-quarters
Starting point is 01:16:44 of a million Americans. The physical archive was genuinely impressive. Loughlin liked to take visitors on tours, walking them through the rooms of cabinets with the pride of a man showing off a cathedral. He had installed fireproof safes for the most important records, because he believed, with deep and unironic seriousness, that these files were a national treasure that must be preserved against any possible disaster. He talked about the archive as if it were a backup copy of the American gene pool itself. He was not merely proud of the archive. He was protective of it in a way that occasionally crossed into the strange. On more than one occasion, he wrote anxious memoranda about the risk of fire, theft or sabotage, as if foreign spies might at any moment try to steal the pedigrees of rural
Starting point is 01:17:28 Pennsylvania farmers. He kept lists of which cabinets contained which regional collections. He developed internal cross-referencing systems so that a single family name could be traced across multiple studies. He had, in short, the mindset of a curator managing the holdings of a great museum, except that the objects in his collection were not paintings or ancient manuscripts. They were the privacies of ordinary people who had agreed to help a nice young college girl with a research project, never suspecting that their offhand comments about a crazy uncle would end up sealed in a fireproof box in a Long Island office building, waiting to be deployed on some future occasion for purposes they would never have consented to. For the next two decades,
Starting point is 01:18:08 these flawed files would be cited in congressional hearings, Supreme Court briefs, and popular magazines as the factual basis for laws that reshaped tens of thousands of lives. The daily operation of the ERO, if you had visited on any random weekday in, say, 1915, would have looked remarkably ordinary. Loughlin would be in his office, typing correspondence on his underwood typewriter, coordinating with investigators in the field, answering inquiries from state officials curious about the new, Science of Heredity. Assistance would be cataloguing the latest batch of completed forms and filing
Starting point is 01:18:44 them in the appropriate cabinets. Students, during the summer months, would be bustling in and out of the main lecture hall, taking notes, asking questions, preparing for their upcoming assignments. Davenport would be floating in and out delivering lectures, travelling to speaking engagements, drafting articles for scientific journals. The whole place had the cheerful, industrious feel of a small liberal arts college with a research agenda. The flower gardens outside were well tended. The chicken coops were still clucking away. Visitors often remarked on how pleasant the grounds were. Nobody walking through those tidy corridors would have guessed that they were standing inside the operational headquarters of a movement that would, within a generation, help write some of the
Starting point is 01:19:27 most troubling legislation in American history. Part of what made Loughlin so effective was his personal temperament. He was, by every surviving account, a genuinely pleasant man to deal with in person. He was polite. He was patient. He wrote detailed, thoughtful letters. He remembered the names of his correspondence wives and children. When state legislators or congressional aides wrote to him requesting information about inheritance and social policy, he responded promptly, helpfully, and at length. He made himself useful to anyone who asked. Over the course of the 1910s, he gradually built up a network of contacts in state capitals and in Washington that rivaled the network any lobbyist of the era could boast. And unlike most lobbyists, Lawflin was not obviously selling
Starting point is 01:20:12 anything. He presented himself as a disinterested scientist offering expert advice on questions of public policy. When you're trying to shape legislation, having the appearance of neutral scientific expertise is worth considerably more than any amount of political maneuvering. Laughlin had that appearance in abundance, and he used it strategically for decades. He also had an obsession that would become increasingly important, as the 1910s turned into the 1920s. Loflin was deeply, personally committed to what he called, in his own documents, the practical application of eugenic principles. That is, he was not satisfied with merely collecting data. He wanted the data to be used. He wanted laws passed. He wanted policies implemented. He wanted the findings of the
Starting point is 01:20:58 E.R.O. to make their way out of the filing cabinets and into the statute books of every American state. To this end, he began, almost from his first year on the job, to draft model legislation. He wrote up proposed sterilization laws that state legislatures could adopt with minor modifications. He drafted model immigration restriction bills. He prepared talking points for politicians. He produced charts, slides, and pamphlets designed specifically for use in public hearings. He was, in a quiet and systematic way, building the entire infrastructure that would eventually allow the abstract theories of the eugenics movement to land in the lives of actual human beings. That infrastructure would be put to you soon enough.
Starting point is 01:21:42 There is one more personal detail about Loughlin that is worth mentioning here, because it casts a strange and sad light over everything else he did. Harry and Pansy Loflin never had children of their own. He had been diagnosed in early adulthood with a form of epilepsy, a condition that, by the cruel irony of his own stated principles, would have placed him squarely in the category of persons whom he was spending his career trying to prevent from reproducing. He kept this information concealed for his entire life,
Starting point is 01:22:10 hidden from colleagues, hidden from the board of the ERO, hidden from the lawmakers who turned to him for expert guidance, on which categories of Americans should or should not be permitted to have families. The model sterilisation laws he drafted in nearly every version explicitly included epileptics on the list of people considered biologically unfit. Whether he rationalised this private contradiction or simply refused to examine it is something the archival record does not tell us. What we can say is that the single most influential advocate for mandatory sterilisation
Starting point is 01:22:44 in American history would by his own published criteria have qualified as a prime candidate for the procedure he was so eager to see applied to others. It is the kind of detail that, if you encountered it in fiction, you would probably accuse the author of being too heavy-handed. One other figure deserves a mention before we leave the day-to-day operations of the ERO behind. Her name was Sally Weir, and she was one of the most productive field investigators the organisation ever trained. Weir was a graduate of a small women's college in the south, who arrived at Cold Spring Harbour in
Starting point is 01:23:16 1912 and stayed for nearly a decade, eventually rising to become a senior supervisor of field operations. She's representative of dozens of similar women whose names are mostly forgotten today, but who did an enormous amount of the actual on-the-ground work that fed the archive. We're specialised in investigations of rural white families in the Mid-Atlantic region. She was reportedly a charming interviewer, warm and encouraging, able to put even suspicious subjects at ease within a few minutes of entering their homes. She took pride in her meticulous note-taking and her thorough follow-up visits, and she produced, over the course of her career at the ERO, hundreds of completed pedigrees, many of which would later be cited in legal and legislative contexts,
Starting point is 01:24:00 as evidence for the hereditary transmission of social problems. She almost certainly never knew, in any direct personal sense, the downstream consequences of her work. She just believed she was helping. The road to institutional catastrophe is, very often paved with exactly that belief. By the middle of the 1910s, the E.E. ERO had grown into an operation that nobody in American biology could afford to ignore.
Starting point is 01:24:26 Its data, whatever its actual scientific quality, was being cited everywhere. Its summer students were spreading the eugenic gospel through the ranks of the country's educated middle class. Its director Davenport was becoming a nationally recognized figure, while its superintendent, Laughlin, was quietly positioning himself as the leading technical expert on inherited social problems in the country. The organisation's influence was expanding faster than almost anyone on the outside realised. Charity workers were consulting ERO files when evaluating the wards of their institutions. Judges were writing to Lawflin for advice on specific cases.
Starting point is 01:25:04 State health departments were beginning to structure their internal procedures around eugenic assumptions, sometimes without even being aware that this was what they were doing. The ideas were seeping into everything, like ink spreading through a glass of water. slowly, quietly, until the whole glass had changed colour and nobody could remember exactly when it had started. And yet, for all the apparent momentum, the movement still lacked one crucial thing. It lacked a truly popular face. The ERO's files and the trait book and the summer courses and the congressional memoranda were all impressive in their way, but they were fundamentally technical products aimed at specialists.
Starting point is 01:25:43 Eugenics needed something splashier. It needed a story. It needed a villain, or better yet, an entire villainous family whose sad saga could be told in a way that ordinary Americans would remember over the dinner table. It needed a new word, a memorable word, that could be deployed in newspaper headlines and political speeches. It needed, in short, to break out of the scientific community and colonize the public imagination. And down in New Jersey, at a small school for children with developmental disabilities, a man with a good grasp of dramatic storytelling was about to give a the movement exactly the weapon it needed. The next chapter of this story was about to be written, not in a filing cabinet, but on the pages of a book that would be read by millions. The man who was
Starting point is 01:26:26 about to hand the eugenics movement its breakout hit was not, on the face of it, the kind of person you would expect to write a bestseller. He was a mild-mannered psychologist from Pennsylvania, a devout Quaker, a lifelong teacher of teachers, and, by most accounts, a rather kind and genuinely well-intentioned human being. His name was Henry Herbert Goddard, and if you passed him on the street in 1910, you would have taken him for a slightly rumpled college professor, who'd probably forgotten his lunch somewhere. You would not have guessed that he was about to give America one of its most destructive new words, publish a book that would terrify a generation and provide the eugenics movement with the publicity coup it had been waiting for. But then again, history is full of
Starting point is 01:27:09 surprises, and the mildest-looking men sometimes do the most consequential damage. Goddard had been raised on a Quaker farm in Maine, grown up in a household of quiet faith and practical labour, and drifted into teaching through a combination of family tradition and personal temperament. He studied at Haverford College and then at Clark University in Worcester, Massachusetts, where he earned a doctorate in psychology under the guidance of G. Stanley Hall, one of the founders of American academic psychology. Hall was a colourful, restless, somewhat exhausting mentor whose ideas ran the full range from brilliant to bizarre, sometimes within the same lecture. Under his influence, Godd had developed
Starting point is 01:27:50 an early interest in the scientific study of childhood, including the study of children whose development did not follow the expected patterns. In 1906, at the age of 40, he accepted a position that would shape the rest of his career. He became the director of research at the Vineland training school for feeble-minded girls and boys in a small town in southern New Jersey. It was a job that would place him unintentionally at the centre of American eugenics. The Vineland School itself deserves a moment of description, because it was in many ways a genuinely progressive institution. It had been founded in 1888 by a Methodist minister who believed that children with what we would now call developmental disabilities deserved kind, structured, educational environments, rather than the grim
Starting point is 01:28:35 warehouses that most such institutions of the era resembled. The Vineland campus was leafy and orderly. The students, who ranged from little children to young adults, lived in cottage-style housing rather than in locked wards. They had regular lessons, organised activities, gardens to tend, and staff members who genuinely cared about their welfare. By the standards of early 20th century American institutional care, this was a place of unusual decency. People who visited Vineland often came away impressed by how much happier the children there seemed than the children they had seen in other state facilities. Unfortunately, good institutional conditions
Starting point is 01:29:14 are not the same thing as good institutional science, and the science that would flow out of Vineland in the next decade would turn out to be some of the most influential bad science the country ever produced. Some context here might be helpful, because the entire field Goddard was working in was still, in 1906, something of an improvised discipline. American psychology as a recognised profession had existed for less than 30 years.
Starting point is 01:29:39 There were no standardised training programmes. There were no universally accepted diagnostic categories. Practitioners often disagreed on basic definitions of basic conditions, and there were roaring arguments in the journals about whether particular symptoms should be considered signs of one condition or another. In this fluid environment, ambitious researchers could essentially stake out intellectual territory by coining new terms, proposing new frameworks and trusting that their professional colleagues would eventually follow their lead. Goddard, as it turned out, had a real gift for this kind of territorial claimsaking. His later reputation would rest less on any particular experiment
Starting point is 01:30:16 than on his skill at producing memorable words and memorable case studies that other people would then cite for decades. Goddard's official job was to conduct research on the nature and causes of intellectual disability. He was supposed to gather data about the students, observe their development, try to understand what had caused their conditions, and produce findings that might help other institutions improve their approaches. For the first year or so, he was, by his own admission, somewhat adrift. The diagnostic tools available to him in 1906 were primitive. The existing categories for describing intellectual disability were a confused mess of overlapping
Starting point is 01:30:53 and contradictory terms. Everybody in his field seemed to be using the same words to mean slightly different things, which made comparing results across institutions nearly impossible. Goddard spent his early years at Vineland looking for a better system, something that would let him and his colleagues actually measure what they were trying to measure. And then, in 1908, he went on a trip to Europe that changed everything. The trip was meant to be a simple professional tour of European schools for children with disabilities, so that Goddard could see how things were done overseas and bring back any useful ideas. In Paris, during a visit to a psychological research institute, he was handed a curious document by a local colleague. It was a series of short tests designed to be administered to children
Starting point is 01:31:37 that produced a numerical estimate of what the document called mental age. The tests had been developed a few years earlier by a French psychologist named Alfred Binae, working in collaboration with his younger colleague Theodore Simon. Bénais had been commissioned by the French government to find a way to identify children who are struggling academically and who might benefit from specialised instruction. He had designed the tests with a very specific, modest, an entirely humane purpose in mind. They were meant to flag children who needed extra help.
Starting point is 01:32:09 That was it. B'nai himself was deeply sceptical of the idea that intelligence was a fixed quantity determined at birth and he wrote repeatedly that his tests should never be used to rank or sort children in any lasting way. intelligence, he insisted, was shaped by experience, by education, by countless factors that could change. The test was a snapshot, not a destiny. Goddard took the tests, brought them back to Vineland, translated them into English, and started administering them to his students.
Starting point is 01:32:41 And here is where the whole story tips sideways, because Goddard did not share Binet's philosophical caution at all. Where Binet had seen a diagnostic aid, Goddard saw a precision instrument for me. measuring a fundamental, unchangeable biological trait. Where Binet had seen a snapshot, Goddard saw an essence. He genuinely believed, without much evidence to support the belief, that these little scored questionnaires could reveal the innate mental capacity of any human being. He began publishing his results. He began promoting the Binet Simon tests across the United States.
Starting point is 01:33:14 Within a few years, thanks largely to Goddard's tireless evangelism, versions of the tests would be used in schools, courtrooms, recruiting offices, immigration stations and psychiatric institutions all across the country. Binet, when he heard about what Goddard was doing with his tests, was appalled. He wrote essays in French journals explicitly warning against the American interpretation. Unsurprisingly, those essays did not get translated and distributed quite as enthusiastically as the test themselves. It is worth pausing to think about the sheer peculiarity of what was happening here from a scientific standpoint. A French researcher had designed a small battery of questions
Starting point is 01:33:52 intended to sort out which particular Parisian schoolchildren might need additional tutoring. Those questions were shaped by specifically French cultural assumptions about what a well-educated child ought to know, what a well-mannered child ought to say, and what a normal child ought to understand about the world. Taken out of that context and translated into English for use in rural New Jersey,
Starting point is 01:34:14 the questions immediately became a weirdly warped tool, asking American children about things that had nothing to do with their actual lives in an idiom borrowed from a foreign educational tradition. God had never seriously addressed this problem. He simply adjusted a few items, applied the scoring rules more or less as Bona had written them, and treated the resulting numbers as objective scientific data about inborn intellectual capacity. A modern psychometrician would find the whole enterprise roughly as rigorous as a restaurant reviewer scoring diners on whether they correctly identified unfamiliar French cheeses. But in 1910, there were almost no trained psychometricians to object.
Starting point is 01:34:55 But before we get to the national rollout of the testing craze, we need to understand what Goddard did with his new tool at Vineland, because it is what shaped everything else. Armed with his translated questionnaires, he started categorizing his students by what he called their mental age. A teenager whose answers matched the average answers of a seven-year-old, he declared, had a mental age of seven. Goddard saw, or thought he saw, three distinct tiers among the students he tested. At the lowest tier were the children with the most profound intellectual disabilities, whose test scores corresponded to mental ages of about two or younger. He used the existing term idiot for this group. In the middle were students with mental ages between three
Starting point is 01:35:36 and seven, for whom the term imbecile was already in use. Both of these words, it is worth pausing to note, had originally been technical terms in psychology and medicine, rather than the insults they would later become. Their migration from clinical jargon to schoolyard slur happened mostly because of the very movement we're tracing here. What God had found interesting, and what made his career, was the third tier. These were the students whose test scores fell in a specific range that he felt had no adequate existing name. Their mental ages, as he measured them fell between 8 and 12. By the standards of the day, these young people were often indistinguishable from ordinary children in most daily situations. They could speak fluently. They could hold simple jobs.
Starting point is 01:36:21 They could in many cases learn to read and write at a basic level. They did not, in other words, present themselves as obviously disabled. And yet Goddard became convinced these young people were different in some important way. They lacked, or so he claimed, the full moral judgment of a grown adult. They could not, he insisted, be trusted with the responsibilities of independent life. They were, in his phrase, almost normal, which made them, in his strange logic, more dangerous than the profoundly disabled, because they could pass in ordinary society without anyone suspecting the truth. God had needed a word for this group. The existing options would not do, so he invented one. He borrowed it from ancient Greek, from a word meaning dull or foolish,
Starting point is 01:37:03 and he anglicised it slightly. The word was moron. He introduced it formally in a paper delivered to the American Association for the Study of the Feeble Minded in 1910. It was adopted with astonishing speed. Within a few years, the word had jumped out of the professional literature and into everyday American speech, where it would remain ever after, though usually without any of the original technical meaning attached. It is genuinely striking when you think about it, that one of the most common casual insults in the English language started its life as a technical diagnosis in a New Jersey. school for children with disabilities. The word has outlived its inventor, outlived the specific theory it was coined to describe, and outlived the entire scientific framework that supposedly
Starting point is 01:37:47 justified it, and yet it rolls off tongues every day in bars, boardrooms and traffic jams all across the English-speaking world. Not many words have had that kind of staying power. Then again, not many words have had quite so much unfortunate help in achieving it. The category of moron, as Goddard envisioned it was where the real social danger supposedly lived. A profoundly disabled child in his framework was simply too impaired to cause trouble. Society would care for such children. They would not reproduce in large numbers. They would live short, sheltered lives in institutions like Vineland. Morons, by contrast, were a mobile threat. They walked around in regular communities. They worked in factories and on farms. They married and had children, often lots of children.
Starting point is 01:38:32 They committed, Godd had insisted, a wildly disposed. proportionate share of the nation's petty crime, sexual impropriety and social dysfunction. And they did all of this while looking and behaving most of the time like ordinary people. This was, in his view, the terrifying genius of their condition. You could not spot them by sight. You could only find them with the tests. And once found, he argued, they had to be prevented somehow from continuing to multiply. It is at this point that Goddard's work became what we might call the intellectual spark that finally ignited the fuel the eugenics record office had been collecting. The ERO, as we have seen, had been amassing mountains of pedigree data about American families
Starting point is 01:39:13 for years. But pedigree data on its own is boring to the general public. Filing cabinets do not make headlines. What the movement needed was a story, a family saga, a readable narrative that could take all those abstract ideas about inheritance and social decay and turn them into something an ordinary American could consume over coffee and pass along to a neighbor. And in 1912, Henry Goddard gave them exactly that story. He had been working on a specific case study for a couple of years, based on research done by one of his Vineland Field assistants, a woman named Elizabeth Kite. Kite was, in the style of the era, a tireless investigator. She had been sent out into the small towns and rural crossroads of Southern New Jersey to trace the family history
Starting point is 01:39:59 of one particular Vineland student. A young woman whom Goddard, in the book he was writing, would call Deborah. Deborah was a moron by Goddard's diagnostic standards. She was also, by every surviving account, a pleasant, cooperative young person, with a genuine fondness for music and a talent for needlework. But in the book she was going to be portrayed as the living end point of a long, sad, genealogical tragedy. Kite spent many months traveling through the Pine Barons of New Jersey, knocking on doors, visiting cemeteries, examining town records, and assembling an elaborate family tree stretching back through multiple generations. A brief word about Deborah herself, since she remains a real person behind the label Goddard turned her into. She had been committed to Vineland as a small
Starting point is 01:40:43 child and spent essentially her entire life inside its grounds, eventually dying there in old age after more than 70 years of institutional residence. Staff members who knew her for decades described a woman who was kind, funny, socially adept, a skilled seamstress, and a loving companion to the younger children in her cottage. Modern researchers who have examined her records are fairly confident that she was not, by any current standard of assessment, intellectually disabled at all. Her life was defined, beginning to end, by a single diagnostic label attached to her in childhood, a label that turned out to be almost certainly wrong, and a book that used her as a specimen without ever really seeing her as a person. She never consented to being written about.
Starting point is 01:41:26 She never saw any royalties from the book that made her, under a pseudonym, one of the most famous case studies in American psychology. She did, however, apparently enjoy the attention when visitors came to the school asking about her. By every account, she was a good hostess. What Goda did with Kite's research, when he sat down to turn it into a book, was to construct what he would openly acknowledge was a semi-fictional narrative. He changed name, He combined characters. He invented dramatic scenes. He imposed a sweeping moral structure on the raw data. The resulting book was published in 1912 under a title that was itself an invention, a made-up surname designed to carry a specific meaning. He called the family the calicacs. The name was a blend of two Greek words, one meaning good and the other meaning bad.
Starting point is 01:42:14 The implication was that this single family carried both streams within its bloodlines and the book's narrative would show, how those streams had played out over the generations. The story he told went like this. An American soldier during the Revolutionary War, while stationed away from home, had a brief romantic encounter with an anonymous young woman who worked in a tavern near his camp. The young woman, in Goddard's telling, was feeble-minded. Though how exactly this diagnosis was made posthumously, 130 years after the fact, was not a question the book lingered over. She became pregnant. She gave birth to a son. The soldier, meanwhile, returned home after the war and married a respectable young Quaker woman from a good family. Both of these women, the tavern worker and the Quaker,
Starting point is 01:42:59 produced descendants. And over the generations that followed Godd had claimed the two family lines traced out a stark and almost parable-like contrast. The line descending from the tavern worker produced, across five or six generations, hundreds of descendants whom Goddard characterized as paupers, criminals, alcoholics, and feeble-minded dependence on charity. The line descending from the Quaker wife, meanwhile, produced doctors, lawyers, ministers, respectable citizens, and upstanding members of their communities, the same man, two different mothers, two radically different outcomes. The moral was obvious, unmistakable, and exactly as Goddard intended.
Starting point is 01:43:41 Breeding mattered. The quality of the mother mattered. A single bad genetic input at one point in the 19th century had, according to the book, rippled forward through time to produce a whole tribe of broken lives, while a single good genetic input had produced a parallel tribe of flourishing ones. Change nothing about the father, change nothing about the environment, just change the mother, and you get a completely different social outcome. It was a stunningly simple story. It was also, it turns out, almost entirely nonsense. But in 1912, it was a sensation. The book was titled with characteristic understatement The Calicacac family, a study in the heredity of feeble-mindedness.
Starting point is 01:44:21 It was not a long book, it was easy to read. It was full of little pedigree diagrams with black boxes representing the feeble-minded and white boxes representing the normal descendants, and the contrast between the two family lines looked on the page, absolutely damning. The prose was sober and restrained, which made the argument feel authoritative rather than sensational. Goddard did not rant. He did not preach. He simply laid out the evidence as he saw it,
Starting point is 01:44:49 and let the reader draw the obvious conclusion. Reviewers loved it. Educators loved it. Churchmen loved it. Politicians loved it. Newspapers reprinted long excerpts. Churches hosted discussion groups. Civic organisations held lectures based on its themes. Within a couple of years, the Calicac's story had spread into the general culture to an extent that very few works of nonfiction ever achieve. If you wanted to make an argument in 1914 about why America should be worried about the hereditary quality of its population, you did not have to cite dozens of scholarly studies. You could just say, consider the calicacs, and your audience would nod knowingly. The trouble, of course, was that almost every significant claim the book made was wrong,
Starting point is 01:45:36 starting with the genealogy itself. Modern historians who have gone back and examined the original records, the actual town archives and family histories that Elizabeth Kite was supposedly drawing on, have concluded that the two family lines in Goddard's book are at best loosely connected and at worst completely fabricated. The elaborate pedigree chart that anchors the whole argument appears to have been constructed by combining multiple unrelated families, reinterpreting ambiguous evidence to fit a predetermined narrative and filling in the gaps with educated guesses. The woman Goddard called the tavern worker, the supposed ancestress of the bad line, may not have existed at all, at least not in the form the book describes. Some of the individuals in the pedigree chart
Starting point is 01:46:20 who appear with confident diagnostic labels attached to them had been dead for over 100 years and had never been examined by anybody even remotely qualified to make such diagnoses. There were also, famously, problems with the photographs. The book included a set of photographs showing members of the bad family line, and the photographs are genuinely disturbing to look at. The subjects appear, in almost every shot to be dull-eyed, vacant, and slightly menacing. They look exactly the way you would expect feeble-minded and degenerate people to look if you had very specific expectations about what such people should look like. In the 1980s, however, a historian examining the original photographs discovered something
Starting point is 01:47:01 unsettling. The images appear to have been retouched, eyebrows had been darkened, eyes of had been shadowed, mouths had been altered. The subjects had been, in effect, photographically stripped of warmth and made to look like the menacing stereotypes the book's text described. Godd had always insisted, when questioned about this in later years, that he had no memory of any such doctoring and would never have approved of it. Whether his memory was accurate on this point or whether he had conveniently forgotten is something we will never know with certainty. What we can say is that the most famous piece of visual evidence for one of the most influential
Starting point is 01:47:39 books of the early 20th century appears to have been quietly falsified. None of this mattered in 1912, because the book simply rode a rising wave of public anxiety that had been building for decades. Late 19th and early 20th century America was going through an enormous social upheaval. Millions of immigrants were arriving from parts of Europe the country had not previously drawn from. cities were growing faster than anyone could manage. The economy was swinging wildly between booms and busts. New kinds of crime were appearing in the newspapers. Old families in old New England towns felt, with some justification,
Starting point is 01:48:16 that the country they had grown up in was disappearing around them. Into this atmosphere of anxious bewilderment, God had dropped a book that offered a clear, simple, scientific explanation. Everything was going wrong because the wrong people were having too many children. Problem identified. Cause known, solution implied, and because the solution the book pointed toward did not require anyone to change their own life or share any of their own wealth. It was an extraordinarily comfortable solution for exactly the kind of people who could afford to buy books in 1912. The impact of the Calicac book on the broader movement is hard to overstate.
Starting point is 01:48:52 Almost overnight it gave eugenicists a vocabulary and a narrative that they could take on the lecture circuit. Ministers used it in sermons, arguing that the country had a moral obligation to bring. prevent the reproduction of the unfit. Social workers used it as a teaching text, training their new staff to identify morons in the urban neighbourhoods they were patrolling. State legislators used it as they drafted new bills governing the commitment of the intellectually disabled to state institutions. Immigration officials used it as justification for stricter screening of new arrivals, looking for what they now called feeble-mindedness among the huddled masses disembarking at Ellis Island. The book created more than any single other source, the cultural atmosphere in which it became normal, educated.
Starting point is 01:49:38 Respectable opinion that the solution to America's social problems involved controlling who was allowed to reproduce, and the word moron, once it was released into the wild, proved even harder to contain than the book. It quickly escaped its original technical meaning and became a flexible all-purpose label for anyone whose behavior, values or way of life bothered the person applying. the label. Poor women who had more children than their critics thought proper were morons. Teenage girls who ran away from abusive homes were morons. Immigrant labourers who could not pass a test administered in a language they did not speak were morons. Young men who drank too much, gambled too much, or drifted from job to job were morons. Political radicals, union organisers and anyone else who caused trouble for established authority were morons. Social workers used the word. Judges used the word.
Starting point is 01:50:29 the word, neighbors used the word. Entire categories of ordinary people whose only real crime was living lives that did not match the respectable middle-class ideal were absorbed into this sticky, shapeless, pseudoscientific classification. Once you were labelled, you could be treated in ways that people would otherwise have found unconscionable. After all, the moron was not, by definition, fully responsible for her own fate. She was, almost by definition, in need of paternalistic control, and that meant in practice that the gate was now open for interventions that range from the merely intrusive to the genuinely devastating. The gendered dimension of all this is especially worth noting because it shows up with startling consistency in the archival record. A disproportionate share of the people who got labelled as morons in the 1910s and 1920s were young women,
Starting point is 01:51:20 and a disproportionate share of those labels were triggered by what was considered sexual misbehaviour rather than by any actual cognitive deficit. A girl who got pregnant outside of marriage, in the moral atmosphere of the era, was often taken as prima facie evidence of feeble-mindedness on the reasoning that a properly functioning mind would obviously have resisted the temptation. A girl who enjoyed parties, wore fashionable clothes,
Starting point is 01:51:44 or kept unsupervised company with young men, could find herself examined by a visiting psychologist and scored low enough on a translated set of French schoolroom questions to justify her commitment to an institution. Once committed, she could be held indefinitely. The category of moron became, in practice, one of the most efficient mechanisms ever devised for controlling the behaviour of working-class women.
Starting point is 01:52:07 It did not need to be accurate. It just needed to carry the weight of scientific authority. And thanks to Goddard and the Calacacacaccag, book, for a long time, it did. Goddard himself, it must be said, would live long enough to see his own framework fall apart. By the late 1920s he had become quietly uncomfortable with much of what the eugenics movement was doing with his ideas. In his later writings, he walked back some of his harder claims.
Starting point is 01:52:33 He acknowledged that environment played a larger role in intellectual development than he had previously believed. He questioned whether the mental age framework was as reliable as he had originally insisted. In one remarkable late career essay, he even wrote something that can only be read as a partial apology, suggesting that perhaps many of the young people he had classified as morons were not fundamentally different from ordinary citizens and could have lived fulfilling independent lives if given the right support. By then, of course, the word was already out of the bottle, the book was already in libraries across the country,
Starting point is 01:53:06 the pedigree charts were already in circulation, and the laws that had been built partly on the authority of his work were already reshaping lives in ways he could not undo. He had wanted, in his original Quaker innocence, to be a helpful scientist improving the understanding, of children with disabilities. He had ended up giving the 20th century one of its most destructive new categories of thought, and he spent the end of his long life, in his quiet Ohio retirement, trying and failing to explain that he had not meant things to go this far. The Calicac book,
Starting point is 01:53:36 in the end, did something very specific for the American Eugenics movement. It translated the movement out of the dry language of scientific journals and into the vivid, memorable, emotionally charged language of storytelling. Everyone, after 1912, could picture the Calicac family. Everyone could imagine the tavern woman and the Quaker wife and the two long-branching lines of descendants flowing forward through time. Everyone could feel the pull of the book's central warning. The poor, the troubled, the struggling, the maladjusted, were not simply unfortunate. They were the genetic wreckage of old mistakes, and without intervention, they would go on producing more wreckage forever. It was, as a piece of public persuasion, terrifyingly effective,
Starting point is 01:54:22 and it would become, within just a few years, even more terrifying when the tools of mass measurement arrived on a national scale. Because coming up over the horizon, driven by the greatest industrial conflict in human history, was an opportunity to test not a family of a few hundred people, but an army of well over a million. The war was about to change everything, and the eugenicists, armed now with a word, a story and a testing apparatus that had been quietly maturing for a decade, were going to be ready. The war that would hand the American eugenics movement its single biggest data windfall arrived from the perspective of most ordinary Americans, with almost no warning.
Starting point is 01:55:01 In the summer of 1914, most people in the United States were paying approximately zero attention to the political quarrels of European monarchs, and in this regard they were doing pretty well for themselves. A distant archduke got assassinated. in a city most Americans could not find on a map. A chain of diplomatic incidents unfolded across the old continent, and within a few weeks the great powers of Europe had somehow managed to plunge into the largest war the planet had ever seen. For the next three years, while millions of young men died in French mud over small
Starting point is 01:55:32 strips of contested ground, the United States sat on the sidelines, shipping goods, making money, and feeling rather smug about its distance from the whole grisly business. Then, in April of 1917, after a long and increasingly awkward series of naval incidents, the United States formally entered the war on the side of the Allies. The country found itself suddenly needing to raise. From essentially nothing, a modern army of several million men to be shipped across the Atlantic to fight a kind of war nobody in the American military establishment had ever seen before. The logistical challenges were almost incomprehensible. training camps had to be built, uniforms had to be manufactured, officers had to be selected and promoted, and above all, soldiers had to be sorted. Some of them would be expected to handle artillery and radio equipment. Some of them would become cooks and truck drivers. Some of them would be sent to officer training schools. Somebody, somewhere, had to figure out who belonged in which category and had to do it fast on a scale that had no precedent in American history. Enter stage left, a small group of ambitious
Starting point is 01:56:39 psychologist with a plan. The plan had been germinating for years, but it came together in a matter of weeks in the spring of 1917. A prominent Harvard psychologist named Robert Yerkes, who was at that time the president of the American Psychological Association, had been looking for a way to demonstrate the practical value of his young profession to the national government. Yerkes was a tall, energetic man with a sort of clipped professional manner that inspires confidence in committees. He was also, coincidentally, sincere believer in the new eugenics movement and a personal friend of most of the major figures we have already met. When the war began to look unavoidable, Yerkes saw his opportunity. He convened a rapid meeting of the country's leading psychologists at Vineland, of all places, hosted by the ever-accommodating
Starting point is 01:57:26 Henry Goddard. The group included some of the most influential academic psychologists of the era, and they worked at an astonishing pace. Within a few weeks, they had drafted the framework of a mass intelligence testing program that, if the army could be persuaded to adopt it, would generate numerical intelligence scores for every man who entered American military service. The Vineland meeting itself is worth picturing for a moment, because it captures the strange social character of American science in the 1910s. A dozen middle-aged gentlemen in dark suits, most of them from East Coast universities, sat together in the dining hall of a school for intellectually disabled children, eating institutional food prepared by the Vineland Kitchen Staff
Starting point is 01:58:08 and spent several days designing a test that would soon be administered to nearly every young man in the country. There were no representatives of the military in the room during the drafting. There were no sociologists, no linguists, no anthropologists, and certainly no representatives of the immigrant or working-class communities whose members would make up a huge fraction of the eventual test population. There was not even a statistician of the first rank, though several of the men present had opinions about statistics.
Starting point is 01:58:37 The test was designed, in other words, in a bubble, by a small group of like-minded experts who shared most of the same assumptions about what intelligence was and how it should be measured. When you assemble a group like that and ask them to build a universal measuring instrument, what you get out the other end is almost always a measuring instrument that flatters the instincts of the people who built it.
Starting point is 01:58:57 That is more or less what happened at Vineland that summer. The pitch to the army was a carefully crafted piece of salesmanship, The psychologist did not frame their program as a eugenics project. They framed it as an efficiency tool. The army, they argued, had an enormous sorting problem, and they had the technical solution. Their tests could, in a matter of minutes, identify which recruits were officer material, which were capable of handling technical roles, and which should be assigned to the simplest possible duties. The army, facing the greatest manpower mobilization in its history, was desperate for any tool that might speed up decision-making. It agreed. By the summer of 1917, Jirke's had been commissioned as a major in the Army Medical Corps,
Starting point is 01:59:41 and a team of psychologists was authorized to begin designing and administering intelligence tests to the entire incoming American military population. The scale, as it unfolded, would be breathtaking. By the end of the war, about 1.7 million American men had taken one version or another of these tests. It was, by a wide margin, the largest psychological research project ever conducted up to that point in human history, and it handed the eugenics movement a database that no laboratory in the world could have produced on its own. Two main versions of the test were developed, because the army immediately ran into a problem that the psychologists should probably have anticipated from the start. Many of the young men being drafted into the army could not read. Some of them could not read in any
Starting point is 02:00:25 language at all, having grown up in parts of the country, or parts of the world where schooling had simply not been available. Others could read their native language, usually Italian or Polish or Yiddish or one of dozens of other European tongues, but could not read English well enough to handle a written examination. To deal with this, the psychologist designed two separate tests, which they labelled with the simple and elegant names Alpha and Beta. Alpha was for literate English speakers. Beta was for everyone else.
Starting point is 02:00:55 The army planned to administer Alpha first. Anyone who failed it, or who obviously could not read the questions, would be shunted into a beta session the next day. The alpha test was, by modern eyes, a fascinating artifact. It had eight sections, covering arithmetic, vocabulary, sentence completion, analogies, and several other verbal tasks. The format was strict multiple choice, with the recruit asked to work through the questions at speed, while a test administrator kept time with a stopwatch. Some of the questions were legitimately reasonable tests of basic literacy and numeracy.
Starting point is 02:01:30 Others, however, were pieces of cultural trivia dressed up as science. One notorious question asked the recruit to identify which make of automobile use the night engine. Another asked which professional baseball team played in a particular city. Another asked about the fictional character who appeared in a specific popular novel. Another asked about the brand name of a widely advertised laxative. The psychologist later defended these items as tests of general information about American life. But what the items actually measured was something quite different. They measured whether a young man had grown up in a middle-class,
Starting point is 02:02:04 American household with the time and money to read popular magazines, attend baseball games, ride in private automobiles, and browse product advertisements. If you had grown up on a tenant farm in Alabama, or in a Polish-speaking neighborhood in Chicago or in the hollows of West Virginia, a lot of these questions were effectively in a foreign language. You would get them wrong not because you were stupid, but because you had not been given the particular cultural background the test was silently demanding. The beta test designed for people who could not. read the Alpha Test, was supposed to solve this problem by presenting everything as visual puzzles, and in theory this was a clever solution. A picture, surely is a picture, regardless of what
Starting point is 02:02:46 language you speak. The beta booklet had recruits doing things like completing maze puzzles, remembering patterns, matching shapes, and correcting incomplete drawings. In practice, however, the beta test turned out to have its own set of hidden cultural assumptions, possibly even more insidious than alphas because they were harder to notice. One of the most infamous items showed a picture of a typical American house and asked the test taker to draw in what was missing. The intended answer was a chimney. Recruits who came from parts of the world where houses typically had different roof arrangements sometimes drew other things. A recruit from a Mediterranean background might add a cross, thinking of the churches and rooftop shrines he had seen in his village. A recruit from a coastal
Starting point is 02:03:29 community might add something resembling a fishing net or a weather vein he remembered from the houses of his childhood. All of these answers were marked wrong. The test was scored as though there were a single, objectively correct completion of the drawing, when in fact the correct completion was just the one that matched the expectations of a middle-class American testing psychologist in 1917. Another beta item asked recruits to draw the missing feature on a picture of a tennis court. recruits who had never seen a tennis court, because tennis was not a sport played in their home regions, drew various inventive things or simply left the item blank. Wrong. Another item showed an image of a gramophone and asked for the missing piece.
Starting point is 02:04:09 Recruits who had never owned or encountered a gramophone because such devices were not common in poor rural households of the era, either guessed or surrendered. Wrong. Across the full beta booklet, item after item quietly assumed a specific kind of life experience. Not having had that experience did not make you stupid, it just made you test poorly. But the scoring sheets did not distinguish between the two conditions. They produced a number, and the number was treated as a pure measure of native intelligence. It was not. It was, at best, a measure of how closely a recruits life had resembled the life of a middle-class white American boy in the first decade of the century.
Starting point is 02:04:49 You can also appreciate, in retrospect, how many of the individual items would have been genuinely bewildering, even to reasonably educated test-takers, let alone to overwhelmed farm boys drawn from every corner of the country. Consider the position of a 17-year-old field hand from eastern Tennessee, a person who had left formal schooling after the fourth grade to help his family plant tobacco, who had never travelled more than 50 miles from the town where he was born, and who was now sitting on a hard wooden bench in an army camp somewhere in New Jersey, being asked in rapid-fire English, whether the Christy Matthewson mentioned in question 17 was a famous novelist,
Starting point is 02:05:26 a baseball player, a politician, or an explorer. There is no sense in which this question measured his native intelligence. It measured whether he had ever picked up a copy of a metropolitan newspaper and read the sports page. A kid from a Boston suburb might dash off the correct answer in two seconds. The Tennessee kid might sit staring at the question for 30 seconds, surrender, and move on. The difference between the two responses would be entered into the record as a difference in intelligence. Two fundamentally different kinds of ignorance, one the ignorance of not having read
Starting point is 02:05:59 and one the ignorance of not having lived, got collapsed into the same numerical score, and the score travelled forward into a permanent file, where it would be cited as though it meant something objective about the minds of the men who had earned it. The testing conditions themselves made the problem worse, rushed sessions in overcrowded mess halls, graduate student administrators shouting instructions against a ticking clock. The whole point of the system was to process thousands of men a day. The idea that individual testing conditions might seriously affect individual scores was not a concern that received much serious attention.
Starting point is 02:06:35 There were simply too many men and too little time. To the credit of a handful of the testers, some of them did notice something strange as the data began piling up. A significant minority of recruits, they reported, appeared to be completely bewildered by the entire procedure. Some test takers cried. Some fell asleep mid-test. Some wrote random marks on their answer sheets and stared at the walls.
Starting point is 02:06:59 Some stopped at the first question, unable to move forward at all. These reactions were treated usually as signs of low mental capacity, rather than as signs that the testing situation itself was dysfunctional. If a recruit was overwhelmed by the chaos of an army induction camp, the strangeness of the questions, the language-barrier. and the ticking clock, the resulting zero score was recorded as a reflection of his mind rather than of his circumstances. This was, as a methodological choice, genuinely indefensible, but in the rushed wartime atmosphere, it was the choice that got made.
Starting point is 02:07:33 When the war ended in November of 1918, Yerkes and his team were left sitting on top of an unprecedented mass of raw data. They had scored tests from roughly 1.7 million soldiers. They had comparison groups by region, by race. by national origin, by age, by occupational background. It was the biggest psychological data set that had ever existed anywhere in the world. And now, with the pressure of wartime lifted, they set about analysing it, writing it up, and preparing the results for publication. The resulting study, released in two massive volumes in the early 1920s, produced a set of conclusions that would echo through American public policy for decades. The most famous of these
Starting point is 02:08:15 conclusions, the one that would be quoted, cited and recycled in a thousand subsequent arguments, was the claim that the average mental age of the American soldier was just over 13 years old. Think about that number for a moment, because it is worth appreciating how absurd it sounds on its face. The average mental age of the American soldier, in other words of a typical young American man of draft age, was supposedly that of an early adolescent. If you accepted this conclusion at face value, you were being asked to believe that half of the was, by Goddard's earlier framework, essentially within the range of moron. Half. The working half, the fighting half, the half that had just fought a world war. The researchers were not shy about
Starting point is 02:08:58 embracing this conclusion. They presented it as a genuine scientific finding of enormous policy significance. The country they declared had a mental age problem. A large portion of its population was not functioning at anything approaching full adult intellectual capacity. Something had to be done. And conveniently for the eugenics movement, the data also appeared to show where the problem was concentrated. A more honest interpretation of the same number would have run something like this. The average mental age of the American soldier looks like 13 because the mental age framework is a clumsy and misleading way of summarizing test performance, because the test themselves were full of cultural tripwires that caught ordinary working class boys, and because the scoring
Starting point is 02:09:40 norms against which these recruits were being compared had been calibrated on a more. much narrower sample of middle-class schoolchildren. If the tests had been measuring what they claim to measure, and if there truly had been a massive sudden drop in the intelligence of the adult male American population, it would have been genuinely impossible for the country to function at all, let alone to have just defeated the combined armies of Germany, Austria, Hungary and the Ottoman Empire. The soldier who came home in 1990 got married, raised a family, built a house, ran a farm, managed a store, or trained as a skilled tradesman, was apparently doing all of that with, according to the test, the mental equipment of an eighth grader. That fact alone should have

Instead, it prompted the framework's promoters to conclude, with straight faces that the country was on the brink of intellectual collapse and needed urgent policy intervention. Starting point is 02:11:11 for years. Recruits from northern European backgrounds tended to score higher. Recruits from southern and eastern European backgrounds tended to score lower. Black recruits from the American South tended to score lowest of all. Recent immigrants tended to score worse than their more established counterparts. The psychologist presenting this data did not spend much time puzzling over the possible confounding variables. They did not dwell on the fact that many of the low-scoring recruits had grown up in poverty, had received little or no formal schooling, and had taken their tests under conditions that were barely adequate for trained researchers, let alone for frightened farm boys from Sicily or Romania. They did not seriously examine the hypothesis that the test
Starting point is 02:11:52 itself might be culturally biased. Instead, they interpreted the results as a window into the genuine hereditary capacities of different populations. Northern Europeans, they announced, were naturally more intelligent than Southern Europeans. Western Europeans were naturally more intelligent than Eastern Europeans. The long-settled native-born population was intellectually superior to the recent arrivals pouring in through Ellis Island. The data, in their interpretation, revealed the hidden truth that the eugenicists had been insisting on for decades. America was, in their word, being intellectually diluted by the wrong kinds of immigrants. It is worth dwelling on how this particular conclusion fell apart under even modest scrutiny,
Starting point is 02:12:34 because the speed of its rhetorical success is a case study in how bad science sometimes wins the public argument, before the good science even gets dressed. Within a year or two of the original publication, other researchers began pointing out that the data actually told a very different story if you read it carefully. Immigrant scores, for instance, correlated strongly with how long the immigrant in question had been living in the United States. Someone who had arrived within the past year, scored miserably. Someone who had arrived five years ago scored notably better. Someone who had arrived 15 years ago scored about the same as a native-born American of similar background. If test scores really measured inborn intellectual capacity, this kind of pattern should have been
Starting point is 02:13:15 impossible, because intellectual capacity is not supposed to grow over years of increasing exposure to a new culture and a new language. The more sensible interpretation was that the test was measuring familiarity with American culture and the English language, not innate intelligence. But this interpretation, though much more consistent with the actual data, was far less exciting than the headline-grabbing claim about racial hierarchies of the mind. And so the more sensible interpretation was mostly ignored in the popular press, while the more dramatic one took off. The person who did the most to run with these army results was, as you might by now have guest, our old bureaucratic friend from the Eugenics Record Office. Harry Loughlin had been watching
Starting point is 02:13:59 the Yerkes Project unfold with the excited attention of a man who has just been handed a gift he barely dared to hope for. For years, Lufflin and his colleagues had been arguing, mostly to each other, that the American population was being degraded by the ongoing influx of immigrants from the wrong parts of Europe. Their arguments had been built on pedigree charts, anecdotal case studies and theoretical models. Now they had numbers, gigantic numbers, a statistical mountain of apparently objective data that confirmed, or seemed to confirm, exactly what they had been saying all along. Laughlin began compiling summaries, drafting presentations, and positioning himself for what would turn out to be one of the most consequential lobbying campaigns of the 1920s.
Starting point is 02:14:43 By 1920, Laughlin had been formally invited to serve as an expert consultant to a House of Representatives Committee that was investigating the question of immigration policy. The committee chairman was a congressman from Washington State named Albert Johnson, whom we will meet properly in a later chapter, and who had been looking for a scientific spokesman to give his restrictionist instincts a veneer of intellectual legitimacy. Loughlin was delighted to oblige. Over the next several years, he would testify before Congress repeatedly lay out elaborate charts based on the Army test data, publish reports paid for by the
Starting point is 02:15:19 committee itself, and make the case, with the full weight of scientific authority that his position conferred, that the mental quality of the American population was being steadily eroded by immigration from the wrong places. The Army data sat at the centre of almost every one of these presentations. When sceptics raised objections about cultural bias or testing conditions, lawflin would wave them away as technical quibbles that did not affect the big picture. The big picture, in his telling, was unmistakable. The science had spoken. America had a problem, and it was Congress's job to listen.
Starting point is 02:15:56 The format of his congressional appearances was in some ways more theatrical than anything a formal scientific gathering would have tolerated. Loughlin would arrive at the hearing room with large folding display boards, which he would prop up in view of the committee members like an oversized schoolroom easel. The boards were covered with his neatly lettered charts showing, in dense columns of numbers, the average test scores of recruits broken down by their ancestral nationality. Swedes at the top. Scots a few lines down, then Germans, then English, then a cluster of other northern European groups in more or less descending order. Down near the bottom,
Starting point is 02:16:32 in the positions Loflin wanted the congressman to notice, with the groups he felt should be pouring in at a slower pace. Italians, Russians, Poles, Greeks, Romanians. The charts told a simple visual story that any politician could absorb in 20 seconds. The story was wrong, as we have seen, for reasons that a careful methodologist could easily enumerate. But the story was visible and memorable, and came wrapped in the dignity of numbers, and the congressman nodded along thoughtfully while Lawflin gestured at the boards, with the air of a man presenting the final verdict of science itself. Let us pause to notice just how far the eugenics argument had come in a single decade.
Starting point is 02:17:13 At the start of the 1910s, it was still mostly a niche academic enthusiasm, with a few wealthy patrons, a small research office on Long Island, and a handful of evangelists travelling the country giving lectures at civic clubs. By the early 1920s, it had produced a widely read popular book, a whole new vocabulary including an already widespread slur, a national field force of trained investigators, a growing filing cabinet of pedigrees, and, now, a mountain. of apparently scientific data from a federally funded study involving 1.7 million American men. The movement had, in effect, graduated from the parlour to the capital. It had gone from being an interesting idea that serious people occasionally discussed to being a policy framework, that serious people increasingly treated as settled fact. And the price of this graduation was paid, quietly, by the specific individuals whose lives were being reorganised around its conclusions. The poor woman whose teenage daughter had just been committed to a state institution.
Starting point is 02:18:15 The immigrant family whose application for a cousin's visa was just quietly denied. The working-class teenager whose low test score had just tracked him into a lifetime of unskilled labour. None of these people had a lobbyist. None of them got to testify before Congress. None of them had charts. It is worth noting, as a kind of grim side note, that some of the psychologists involved in the army testing program did, later in their lives, express reservations about what they had done. Robert Yerks himself, by the 1930s, had grown noticeably quieter about the sweeping social conclusions that he had helped legitimise. He did not publicly recant exactly, but he stopped being a loud advocate. Some of his junior colleagues went further. A few wrote careful essays in the late
Starting point is 02:18:59 1920s and 1930s, pointing out the methodological flaws in their own earlier work, warning against the over-interpretation of testing data, and suggesting that cultural and environmental factors had probably been underweighted. These revisions, unfortunately, did not undo the political damage already done. Once the army numbers had been handed to men like Lawflin and turned into policy arguments, no amount of subsequent scholarly caution could pull them back. The numbers had escaped into the wider world. They had become ammunition, and ammunition, once fired, does not return to the box. One of the most striking ironies of the whole army testing episode is that a huge portion of the underlying scientific error was eventually corrected within the field of psychology itself. Testing methodology grew more sophisticated. Researchers learned to control for cultural bias. The very idea of a single fixed number summarizing a person's mental capacity came under sustained attack from many directions, and the field moved toward much more modest, multidimensional and environmentally sensitiveness.
Starting point is 02:20:03 models of intellectual ability. By the middle of the 20th century, no serious psychologist believed any longer that the original alpha and beta tests had measured anything resembling pure innate intelligence. They were treated instead as fascinating historical artifacts, but by that point, the damage had been absorbed into the fabric of American institutions. The immigration laws the army data had helped justify were still on the books. The state sterilization programs it had helped legitimize were still grinding along. The assumptions about group differences it had helped lodge in the public imagination were still circulating in living rooms and classrooms across the country. Science, in the end, is much better at correcting its own mistakes than societies are at undoing
Starting point is 02:20:48 the consequences of those mistakes after they have been encoded into law. By the time the dust settled on the army testing project, the eugenics movement had in its possession something it had never possessed before. It had statistics, not pedigree charts, not family anecdotes, not isolated case studies, statistics, huge, round, sweeping statistics about hundreds of thousands of American men broken down by the demographic categories that most interested the movement's leaders. The statistics were deeply flawed, as we have seen. But they looked rigorous. They came from a federal program. They had been produced under military auspices during a national emergency, and most of the American public had neither the training nor the inclination to look past those
Starting point is 02:21:33 authority markers and asked the harder questions. In an era when people trusted science, at least as an abstract institution, far more than most scientists deserved, numbers coming out of an army study simply settled into the background as facts, and facts, whatever their actual merits, can be used as weapons. The weapons were now loaded. The policy battles that would dominate the rest of the decade were about to begin. Loughlin was preparing his committee appearances. Davenport was enjoying his growing stature as one of the most respected scientists in the country. Goddard, though quieter than he had been, was still being sighted everywhere, and up at Cold Spring Haramon's money was still arriving on schedule, while the archive in the fireproof cabinets continued to grow. Meanwhile, across the
Starting point is 02:22:19 country, ordinary families were beginning, slowly and then suddenly, to notice that something was changing. State legislatures were passing new laws. Local boards were taking new actions. Quiet procedures were being conducted on girls and boys and young women and young men, who did not always fully understand what was happening to them. The movement that had begun as an intellectual curiosity at a London dinner was now reaching directly into American lives. And the biggest, strangest, most uniquely American expression of eugenic enthusiasm was about to appear, not in a courtroom or a congressional hearing, but at county fairs across the heartland, complete with ribbons, prize cattle, and awkward family photographs. The circus was about to come to
Starting point is 02:23:03 town, the most unexpected thing about the rise of American eugenics. At least from a modern vantage point is how cheerful it eventually became. By the middle of the 1920s, the movement had escaped the offices of Harvard professors and the hearing rooms of congressional committees and spilled out into the open air of the American summer, where it took on an atmosphere that can only be described as startlingly festive. We're used to thinking of the movement's horrors in the grim monochrome of institutional photographs, courtroom transcripts, and sealed medical records. But there was another face to the project, a cheerful sunlit face, and it appeared on country fairgrounds at church picnics in Sunday school classrooms and at enormous exposition halls draped with American flags. You'd just
Starting point is 02:23:52 Eugenics in this decade became something people went to with their families on a weekend. They bought tickets. They ate popcorn. They lined up for their chance to participate. If the earlier chapters of this story belonged to the laboratory and the capital, this chapter belongs to the county fair. Before we walk onto the fairgrounds, though, we need to meet the person who did more than almost anyone else to translate eugenics into a popular movement. His name was John Harvey Kellogg. And yes, if that surname sounds familiar, it is because he is the same
Starting point is 02:24:22 man whose face eventually ended up on boxes of corn flakes. That particular business, as it happens, was mostly run by his younger brother, with whom he feuded loudly for decades over royalties and recipes. But the serial empire is only a small piece of what made Kellogg one of the most influential and genuinely peculiar Americans of his era. He was by profession a physician and the long-time superintendent of a health resort in Battle Creek, Michigan, where the wealthy and the ailing came to subject themselves to his elaborate theories about the proper care of the human body. He was a prolific author of health books. He was a Seventh-day Adventist who believed that human salvation and human biology were so tightly intertwined that you could not really work on one
Starting point is 02:25:04 without working on the other. And by the 1910s he had become convinced that the scientific improvement of the human race was the great moral cause of his time. Kellogg's Sanitarium in Battle Creek, usually called simply the San by its regulars, was a remarkable instance. It resembled a combination of a luxury hotel, a hospital, a gymnasium, a spiritual retreat, and a small eccentric university, with about a thousand residents in good weather. Visitors paid handsomely for the privilege of being there. They ate the meatless meals Kellogg prescribed. They performed his recommended exercises.
Starting point is 02:25:39 They submitted to his elaborate regime of baths, enemas, massages, electrical stimulations and other interventions that occupied a strange grey zone between medicine and theatre. For relaxation, they attended evening lectures by Kellogg himself, in which he held forth with enormous energy on the moral and biological perils of modern life. Caffeine was a poison, alcohol was a poison, meat was a poison, corsets caused internal derangement, feather beds overstimulated the nervous system, and the modern practice of reproduction, left to the individual whims of individual couples, was producing a steady degradation of the race that only rigorous biological discipline could reverse. His talks were, by every account,
Starting point is 02:26:21 absolute showstoppers. His fans adored him. His staff worshipped him. His patients left the San convinced that their digestive systems, their spiritual lives and the hereditary future of humanity were all parts of a single integrated project, which only Kellogg and his methods fully understood. To appreciate how mainstream Kellogg had become by the early 20th century, it helps to know that the guest list at Battle Creek included some of the most famous Americans of the era. Presidents stayed there. Industrialists, senators, best-selling novelists, and Broadway stars all passed through its halls at various points, some of them returning year after year. A stay at the San was considered the respectable middle-aged Americans equivalent of a spiritual pilgrimage. With the added benefit that you came home several pounds lighter and full of enthusiastic opinions about breakfast.
Starting point is 02:27:13 serials. Kellogg's fame gave him by extension an enormous megaphone for whatever ideas he cared to promote, and the idea he cared about most by the time of the Panama Pacific Exposition was not nutritional reform or cold bath therapy, though those remained his day job. It was the conviction that the human species itself could be redesigned, generation by generation, into something healthier, stronger, and morally superior to what existed at the time. He genuinely believed this, He was not a cynical man. He was something rarer and more dangerous, which is a sincerely convinced one with unlimited energy in a large audience. It was Kellogg who, in 1906, founded an organization called the Race Betterment Foundation, one of the earliest serious attempts to give
Starting point is 02:27:58 American eugenics a popular institutional home outside of academic circles. The foundation's purpose was to spread the gospel of hereditary improvement to the general public through conferences, publications, exhibits, and public events. This was not going to be a thing. tank it was going to be a revival, and the vehicle Kellogg chose for his first major public production was an event that offered maximum visibility, a captive national audience, and an atmosphere of celebration perfectly suited to the sunny framing he wanted his movement to have. That event was the Panama Pacific International Exposition, held in San Francisco in 1915 to celebrate the opening of the Panama Canal. World's fairs in this era were enormous undertakings.
Starting point is 02:28:40 They drew millions of visitors. They covered hundreds of of acres. They featured elaborate palaces of industry, agriculture and art, each one filled with the latest wonders of modern civilization. The Panama Pacific Exposition, in particular, was one of the grandest spectacles the United States had ever mounted. San Francisco had been largely rebuilt after the catastrophic earthquake of 1906, and the city was eager to announce itself to the world as an international capital of culture and commerce. The fairgrounds sprawled along the northern shore, of the peninsula, with gleaming plaster buildings in eclectic architectural styles, enormous fountains, a full-scale working replica of Yellowstone Park, fireworks every evening,
Starting point is 02:29:24 and a ferris wheel large enough to carry dozens of visitors at a time. It was, in short, the biggest stage in the country that summer, and Kellogg, having secured exhibition space, planned to use that stage to tell America that its racial future was in trouble and that his particular foundation had the answer. The exhibit he produced was called the Race Betterment Pavilion, and it was, by every surviving description, a kind of secular temple to the idea of the improved human.
Starting point is 02:29:53 Visitors entered through a grand doorway flanked by columns. Inside, they found oversized photographs, carefully labelled charts, and a series of full-sized plaster statues meant to represent the ideal male and female physique, modeled loosely on Greek sculpture. Apollo was in there, of course, along with a handful of equally muscled but slightly less mythologically specific companions.
Starting point is 02:30:17 The statues were nude, or near enough in the classical manner, and they were positioned in the pavilion so that visitors could study them from every angle. The intended message was simple. Here is what are properly evolved, properly raised. Properly bred human being looks like. Compare yourself. Compare your neighbours. Compare the country as a whole. See how much work we have to do.
Starting point is 02:30:41 Interspersed among the statues were charts and graphs that laid out the movement's favourite statistics, birth rates broken down by social class, rates of institutional commitment for various categories of mental illness, projected trajectories of the national gene pool under different policy scenarios, photographs of large families labelled as feeble-minded, alongside photographs of large families labelled as fit, a smiling attendant in a starched white outfit handed out pamphlets, Kellogg himself gave occasional talks in a lecture hall attached to the pavilion, and on those days the crowds overflowed. He spoke with the evangelical warmth he had perfected in Battle Creek, weaving together observations about nutrition, fitness, child rearing, and heredity into a single sunny narrative about the future of humanity. It was, by every measure, a hit. Visitors signed guest books expressing their admiration.
Starting point is 02:31:35 Newspapers wrote glowing coverage. The pavilion was mentioned in dozens of magazine articles and travel accounts, and for millions of Americans, it served as their first real encounter with the language and imagery of the eugenics movement. What Kellogg had done essentially was to wrap the movement's bleak core message in the kind of bright, optimistic, civic-minded packaging that the progressive era specialized in. He had taken an argument that, boiled down, said certain categories of humans should not be allowed to reproduce, and he had rebranded it as an argument that all Americans should become their best selves, eat well, exercise regularly, marry wisely, and raise children of whom the nation could be proud. This was brilliant
Starting point is 02:32:17 marketing. It allowed ordinary visitors to engage with the movement without having to confront its harder edges. You could walk out of the Race Betterment Pavilion feeling inspired rather than unsettled. You could bring your kids, you could send a postcard home saying what a wonderful exhibit it had been. The harder edges were still there, coded in the charts and the diagrams, but the gift shop vibe had been established. Eugenics was now something you could attend cheerfully with family on a summer afternoon. This insight that the movement could grow exponentially if it stopped being a set of grim laboratory findings and started being a celebration would be the foundation of the next decade's popular explosion. And the person who took that insight and ran with it, at even greater scale than Kellogg had managed,
Starting point is 02:33:03 was a thoughtful and persistent woman named Mary Watts. Watts was a homemaker and civic organizer from Kansas, a mother of several children, a member of various church and community associations, and someone with a real gift for practical organization. She had no scientific training whatsoever. What she had was an instinct for how rural American communities actually worked and an idea about how to plug the eugenics movement
Starting point is 02:33:29 directly into the calendar of ordinary American life. Her idea was both simple and when you step back from it, genuinely alarming. If county fairs already ran competitions for the best cow, the best sow, the best sheep, the best jar of preserves, the best quilt and the best pumpkin, then county fairs could also run competitions for the best family. And if they did, the results would be, she believed, transformative. It is worth being clear about what Watts herself thought she was doing, because her motives were almost certainly less sinister than the outcomes her work produced.
Starting point is 02:34:01 She was a genuine progressive in the original sense of the word, someone who believed in scientific management, in public health campaigns, in reforming the rough edges of American rural life through civic education. She had come up through the Women's Club movement of the 1890s, which had run temperance campaigns, promoted literacy, pushed for clean drinking water in small towns, and championed all kinds of practical improvements in the lives of ordinary families. She viewed the fitter families program as a natural extension of that,
Starting point is 02:34:31 tradition. Healthy mothers and healthy babies were good. Understanding one's own family medical history was good. Encouraging thoughtful reflection on the long-term welfare of one's descendants was good. All of those premises, on their own, are unobjectionable. The trouble was that she had attached these sensible concerns to a theoretical framework that was not unobjectionable at all, and the framework quietly did most of the work once her program was up and running. Many of the participating families and many of the local volunteers who helped run the events, genuinely thought of themselves as civic improvers rather than as foot soldiers in a national racial ideology. The distinction, however, is not always as comforting as it sounds. A great deal of historical damage has been done
Starting point is 02:35:15 by earnest civic improvers whose definitions of improvement turned out to involve somebody else's suffering. Watts began testing this idea around 1920, in partnership with a few sympathetic state agricultural officials, and with quiet encouragement from the Eugenics Record Office. The first organised family competitions, which she branded with the name Fitter Families for future firesides, were held that year at the Kansas State Free Fair in Topeka. The name itself was a small stroke of genius, alliterative and homie and vaguely biblical in its rhythm, so that it rolled off the tongue of any small-town newspaper editor trying to cover the event. The concept caught on almost immediately. Within a few years,
Starting point is 02:35:57 Versions of the Fitter Families Contest were being held at major fairs in Texas, Oklahoma, Georgia, Michigan, Indiana, Missouri, and a growing list of other states. By the late 1920s, it was among the most popular and most photographed features of the American Rural Fair Circuit. The actual experience of competing was a full-day commitment. Interested families, usually recruited through local churches, schools and women's clubs in the weeks before the fair, would show up at the fairgrounds in their Sunday best. Typically with freshly polished shoes and hair combed into submission. They would register at a special tent or booth, where they would be given a numbered tag and a packet of paperwork.
Starting point is 02:36:37 Each family member would then proceed through a series of stations, spending roughly three hours moving from one evaluation to the next, while other fairgoers shopped for pies and watched cattle judging just a few tents over. The first station usually was a medical examination. A team of local physicians, volunteers recruited through the County Medical Society, would look over each family member for general health. They would check teeth. They would check eyes.
Starting point is 02:37:02 They would check hearts with stethoscopes. They would take blood pressure readings. Children would be weighed and measured and compared against growth charts. Adults would be quizzed about their general habits. All of this was recorded on standardized forms that would eventually be totaled into a family score. If you have ever taken a child to an annual pediatric checkup, you can more or less picture the basic routine, except that the examination was happening in a tent near a livestock pavilion with an earshot of a livestock auction and the data was going to be used as part of a competitive evaluation of your entire extended clan. The second station was typically psychological.
Starting point is 02:37:40 This was where the legacy of the Army testing program, still only a few years old, showed up with enthusiasm. Family members would sit down with a visiting psychologist, often a graduate student eager for summer field work and take short versions of the kinds of tests we have already encountered. The questions had been trimmed and adapted for fairground conditions, but the basic logic was the same. Numerical scores were produced, mental ages were estimated. Any family member who scored poorly on these fairground tests would effectively lower the entire family's combined score, which is a sentence that should make anyone pause for a moment and think about its implications for family dynamics in the days and weeks after the fair. Imagine the conversation in the car on the drive home, when the teenage daughter, who had been distracted,

The historical record does not preserve those car rides in detail, which is probably a mercy. The third station was a detailed family history interview. This was where the Eugenics Record Office's long investment in pedigree documentation finally paid off in a setting with an actual audience. A trained interviewer would sit with the parents and go through their entire extended family asking about grandparents, aunts, uncles, cousins, siblings, nieces and nephews, who had ever been ill with what, who had ever been in trouble with the law, who had ever been committed to an institution, who had died young and of what cause, who had ever exhibited what the

There were also questions about the family's religious affiliation, their reading habits, their educational attainment, their property ownership, and the length of time their ancestors had been in the country. Each of these data points was scored against an implicit standard, and each score fed into the overall evaluation. The final station, and in some ways the most revealing, involved a kind of deportment and general impression assessment. The judges, who in most contests included a mix of physicians, psychologists, and local civic leaders, would observe the family as a unit during parts of the day.
Starting point is 02:39:53 They would note whether the children were well behaved, whether the parents seemed to communicate pleasantly, whether the family carried itself with the dignity appropriate to its claims. This was, transparently, a scoring of social class and cultural assimilation dressed up as a measure of genetic quality. A large family in which the father was a physician, the mother was active in the Methodist Women's Association. The children attended the local high school,
Starting point is 02:40:16 and everyone spoke confident English with a Midwestern accent would, almost without exception, outscore a large family in which the father was a tenant farmer. The mother did piecework at home, the children had left school to help with chores, and everyone spoke with a noticeable regional drawl. The judges would not have framed it that way. They would have said they were evaluating hereditary quality in a holistic manner, but the pattern is hard to miss in the surviving records. At the end of the day, each participating family received a school,
Starting point is 02:40:46 score cards summarizing its performance. The scorecards were divided into grades, with the top performers receiving medals or ribbons labelled with phrases like grade A. These top families were then given the honour of riding through the fairgrounds in an open carriage or in some years in the backseat of a borrowed convertible automobile, while fairgoers applauded and photographers took pictures. This was the part that most clearly resembled the livestock competitions happening just a few rows away. A prize-winning bull would be paraded around the ring with its owner. A prize-winning family would be paraded around the fairgrounds with its ribbons pinned to tiny lapels. The parallelism was not accidental. It was, in fact,
Starting point is 02:41:28 the entire point. Watts and her collaborators genuinely believed that the American public needed to absorb, in a visceral and repeatable way, the idea that families were products of breeding just as cattle were, and that the quality of the breeding could and should be evaluated publicly. The parading was a teaching tool. It was also, not incidentally, a fun photo opportunity that local papers loved to run on their front pages. The families that won were often the same kinds of families that won year after year. In some counties, an informal aristocracy of grade A households emerged, with the same surnames appearing in the winner's circle every summer. The children in these families grew up with their own scorecards framed on their bedroom walls, alongside the other honours they accumulated over the years,
Starting point is 02:42:13 ribbons from Sunday school attendance contests and merit badges from scouting. In interviews given decades later, a handful of these former child contestants recalled the experience with complicated nostalgia. On the one hand, it had been exciting to be told by a kindly physician that one's heart sounded strong and one's spine was properly aligned. On the other hand, it had been a little strange, even at the time to be evaluated alongside one's parents and siblings,
Starting point is 02:42:39 as though the whole family were a single unit being appraised for market. Some remembered the day fondly. Others remembered it with an adult sense of its peculiarity, looking back at black and white photographs of themselves in their best clothes, ribbons pinned to little chests, with expressions that hover between pride and bafflement. The losing families naturally left with a different kind of souvenir, no ribbons, no carriage ride,
Starting point is 02:43:05 just a scorecard marked with a grade lower than A, and a set of reminders about what the examiners had noticed that was not quite right. A child's mild stutter. A grandfather's history of asthma. A cousin who had been institutionalised a decade earlier. A great aunt whose reputation in the community had not been what it should have been. These notations went home with the family and settled silently into the family's self-understanding. Some families may have laughed the whole thing off.
Starting point is 02:43:33 Others, almost certainly, did not. the psychological weight of being told by a panel of experts at the county fair that one's entire extended family carried inherited flaws is not a weight anyone calculated when they were designing the event. But that weight existed, and it fell particularly hard on the people who could least afford it. Better Babies contest involved just the smallest family members, infants and toddlers, who were examined by nurses and physicians for physical health and development. Mothers lined up to have their babies scored on the same evaluation sheets that might have been applied to prize calves, and winners received certificates and ribbons. The contest had originally been created by earlier child welfare advocates with genuinely progressive public health motives, focused on infant nutrition and hygiene, but they had been quietly absorbed into the eugenics framework and repurposed as an entry point into the broader fitter family's worldview.
Starting point is 02:44:39 A young mother who had her baby praised as grade A in the tent at the county fair was now several degrees more likely to show up for the family competition in later years and more likely still to accept the eugenic assumptions that underlay both events. The scoring sheet for a typical better babies contest is a revealing document in its own right. Babies were given numerical scores across dozens of categories, with the exact point values adjusted by the age of the child. Head circumference, chest measurement, weight relative to height, clarity of eyes, condition of skin, evidence of what the form called mental alertness, which in a six-month-old baby generally amounted to whether the child looked toward a noise when a nurse clicked her fingers. Points were added,
Starting point is 02:45:23 points were subtracted, and the final total determined whether the infant received a gold, silver or bronze certificate. Mothers, understandably anxious that their babies perform well, sometimes spent weeks in advance preparing for the evaluation, consulting pediatric handbooks and trying new feeding routines. The contest became a small but intense subculture of early American motherhood. A good score was a source of enormous pride. A poor score could be a source of lasting private worry,
Starting point is 02:45:52 even when the nurses involved went out of their way to reassure parents that every baby was wonderful in its own way. The framework of numerical ranking did not always cooperate with the framework of gentle reassurance. All of this activity was reinforced during the same decade by an explosion of eugenic material in American school textbooks and Sunday sermons. High school biology curricula across the country adopted sections explaining the inheritance of human traits, usually drawing on simplified versions of Davenport's work. The Calicac family was a standard reference, treated in many books as a matter of settled fact, with the family tree diagram reproduced for students to study.
Starting point is 02:46:33 Concepts like dominant and recessive genes were introduced to teenagers alongside discussions of why it was important for the country to encourage some people to reproduce and discourage others. The exam questions at the end of the chapters sometimes ask students to identify from brief descriptions, which hypothetical couples would produce fit offspring and which would not. This was all presented with complete confidence as established science. at the same level of certainty as the periodic table in the chemistry chapter. Religious leaders, meanwhile, found their own language for the same ideas. The American Eugenic Society, founded in 1923, actively courted Protestant clergy
Starting point is 02:47:10 through a program that offered cash prizes to the best eugenic sermons preached in American churches each year. The winning sermons were then published and circulated as examples for other ministers to study and emulate. The theological framing varied from preacher to preacher, but the core argument tended to follow a predictable pattern. God had given humanity the gift of heredity, and along with that gift came the moral obligation to steward it wisely. The good Christian should marry within his own stock, avoid producing children when his own hereditary qualities were marginal,
Starting point is 02:47:44 and support public policies that would protect the future of the race. A surprising number of prominent clergymen participated enthusiastically. The thinnest of theological veneers was all it took to turn what had been a laboratory, argument into a pulpit argument, and the faithful generally nodded along. For a pastor trying to fill pews and connect with the anxieties of his congregation, the eugenics framework offered a ready-made vocabulary for linking private morality to national destiny, and plenty of preachers took the opportunity. By the middle of the 1920s, as a result of all this cross-pollination between fair and classroom and pulpit, eugenics had saturated the culture in a way that almost
Starting point is 02:48:22 no other scientific movement in American history has matched. There were eugenics. cookbooks. There were eugenic romance novels. There were eugenic wedding ceremonies, in which couples made vows not only to each other, but to their descendants. There were eugenic children's books with little rhymes about choosing the right parents, as if such a thing were in anyone's power to choose. High school yearbooks sometimes featured photographs of graduating seniors, alongside charts describing which traits each was likely to pass on. Society pages in newspapers used eugenic language to describe debutants and their suitors, commenting on the likely fitness of various rumoured matches. If you lived in an American town of any size in 1925, and you spent a typical
Starting point is 02:49:05 month paying attention to your local newspaper, your church bulletin, and your children's school lessons, you would have encountered the core claims of the movement dozens of times without anyone ever explicitly labelling them for you. They were simply in the air. They were the background noise of reasonable, educated, middle-class American opinion, and this, finally, is what makes the popular phase of the movement so historically important. The eugenics program that would soon reach into the lives of real people, through the medium of state sterilization laws and federal immigration restrictions, did not arrive as a shock from above. It arrived as the natural policy outcome of a worldview that had already been woven, thread by thread, into the fabric of
Starting point is 02:49:47 everyday American life. By the time, a state legislature in, say, Virginia or Indiana sat down to debate a new sterilization law. The legislators had almost all grown up reading eugenics in their school biology books. Their constituents had almost all seen fitter families' contest at the state fair. Their pastors had almost all preached at least one sermon touching on the theme. Their wives had almost all read at least one article about the Calicac family or the threat of national decline. When the vote came, the result was not in the minds of most of those present.
Starting point is 02:50:20 the passage of a strange new policy. It was the natural codification into law of what everyone already knew, and that in a democracy is the moment when an ideology becomes almost impossible to stop, because at that point it has stopped being an idea and become something else. It has become common sense. The cheerful version of the movement, with its ribbons and its parading families and its plaster apollos, was never the whole story. Underneath the smiling fairground photography, the older harder arguments were still being refined, still being written up, still being translated into policy drafts that were waiting to be pulled out at the right moment. A lawyer in New York City who had spent years arguing for the special value of what he considered the original American
Starting point is 02:51:03 racial stock was about to publish a book that would dramatically sharpen those older arguments into a form the next decade of legislation could use directly. The sunny picnic of popular eugenics was about to acquire a much darker companion volume, and that companion volume would eventually end up on a certain Germans' bedside table where it would keep company with other reading material in a prison cell. But we are getting ahead of ourselves. The fair has ended, the ribbons have been handed out, and the families are packing up their picnic baskets in the parking lot.
Starting point is 02:51:36 It is time to leave the fairgrounds and walk into a different kind of room. The different kind of room we were heading toward at the end of our stroll through the fairground turns out to be a wood-panelled study in a Manhattan Gentleman's Club, sometime around the year 1915. It is a quiet room. The carpet is thick. A fire is probably burning in the grate. Somewhere out of sight, a waiter in a white jacket is standing by with a tray of sherry glasses. The man who belongs in this room, who spent large parts of his adult life in rooms exactly like it, is the kind of figure that American democracy occasionally produces when its elite decides it has grown tired of democracy. He was wealthy, he was charming, he had impeccable manners, he was widely read,
Starting point is 02:52:19 well-travelled, and socially indispensable at any dinner party that mattered in New York or Washington. He was also, in retrospect, one of the most destructive thinkers in 20th century American history. His name was Madison Grant, and the book he was about to finish writing in that quiet, paneled study, would reach from Manhattan all the way to a prison cell in southern Germany, where it would land on the bedside table of a man named Adolf Hitler. Grant was born in 1865 into a family that had, as the saying of the era went, been in the country for a while. His ancestors included early colonial settlers,
Starting point is 02:52:54 revolutionary war officers, successful merchants, and a long line of quietly prosperous New York lawyers. He grew up on Park Avenue in a house with servants. He was tutored privately as a boy. He took the customary educational tour of Europe in his late teens, He attended Yale, then Columbia Law School, and was admitted to the New York Bar in his mid-20s. He never really practiced law in any serious way, however, because he did not need to. He had inherited enough money to finance a life of gentlemanly pursuits,
Starting point is 02:53:24 and he filled his days with the sorts of activities favoured by Gilded Age aristocrats with time on their hands. He hunted. He collected. He went on expeditions to remote parts of the American West, and to various corners of the world where large animals could be photographed or shot. He belonged to an extraordinary number of clubs, and he was, interestingly, a genuine conservationist, in a way that has earned him grudging respect from environmental historians, even though almost nothing else about him earns respect of any kind. This is the detail that always complicates Madison Grant's story,
Starting point is 02:53:58 because it refuses to fit into any neat moral framework. Grant was one of the founding figures of the modern American conservation movement. He was a close friend of Theodore Roosevelt. He was an early and influential advocate for the protection of endangered species, for the creation of national parks, for the preservation of wild places against the encroachments of logging, mining and commercial development. He played a direct and decisive role in saving the California Redwoods from clear-cutting,
Starting point is 02:54:26 helping to establish what would eventually become Redwood National Park. He was a founder of the New York Zoological Society, the organisation that runs the Bronx Zoo. He helped create protected reserves for the American bison when that species was on the brink of extinction. A number of wildlife preserves and conservation efforts owe at least part of their existence to his enthusiasm and his checkbook. If you walk through certain California forests today, you would be walking past trees that would have been turned into lumber a century ago if Madison Grant had not thrown his social weight into the fight. In the narrow domain of protecting non-human life, he was, by any honest reckoning a hero.
Starting point is 02:55:05 In the much broader domain of thinking about human beings, he was something else entirely, because at some point in his adult life, probably during his years of travel in the 1890s and early 1900s, Grant formed a set of convictions about human populations that would shape everything he wrote afterward. He came to believe that the world contained a finite and declining number of what he considered superior human stocks, and that his own particular stock, the one he believed his own family belonged to, was in the process of being displaced by inferior ones. He carried this conviction around with him everywhere, the way some men carry a favourite pipe. Over the years, he turned it over in his mind, read everything he could find that seemed to support it, and began eventually
Starting point is 02:55:48 to produce arguments of his own. By the early 1910s he had decided he was going to write a book that would explain the whole situation to his fellow Americans before it was too late. The book came out in 1916, under the title, The Passing of the Great Race. It was not a long book, roughly 300 pages in its original edition, and it was written in the kind of confident, sweeping, unfootnoted prose that gentlemen of his class had been producing since at least the 18th century. The thesis was simple. According to Grant, the history of Europe and of European-descended civilization had been shaped by the contributions of three main racial groups. He did not use the older, cruder categories that earlier race theorists had leaned on. He invented his own, and he named them with a certain poetic
Starting point is 02:56:34 flair that helped them stick in the reader's memory. The three groups, in Grant's telling, were the Mediterranean's, the Alpians, and most importantly, the Nordics. The Mediterranean's were, roughly, the darker-haired, shorter-statured peoples of southern Europe. They had, Grant acknowledged, produced some impressive civilizations in the ancient world, most notably the Greek and Roman ones, but in his view their great age was behind them. The Alpines were the stocky, broad-featured inhabitants of the Central European Plains and the mountain regions of Switzerland, Austria and surrounding areas. They were, in Grant's framework, hard-working and dutiful, but essentially unremarkable,
Starting point is 02:57:14 the bureaucrats and peasants of European racial history. The real stars of the story, however, the ones whose rise and supposed coming fall, provided the book its emotional engine were the Nordics. These were, according to Grant, the tall, fair-haired, blue-eyed peoples of the Northern European fringe. They had descended, he claimed, from the ancient warriors and explorers who had spread out from Scandinavia and the North German Plain to populate, eventually much of England, the Netherlands, and a portion of the east coast of the United States. They were, in his view, the youngest of the three great European stocks in evolutionary terms, having branched off relatively recently, and they were accordingly the most biologically advanced.
Starting point is 02:57:55 They had also, he claimed, been responsible for essentially every important development in modern civilization, art of science, democracy, industry, exploration. All of it, in Grant's telling, was the achievement of Nordic blood. The claim was, even by the already shaky standards of early 20th century race theory, stunningly bad as a piece of historical analysis. It required Grant to reassign the accomplishments of non-Nordic peoples to Nordics through a series of pretzel maneuvers that sometimes became genuinely comic. Was Julius Caesar, the founding figure of the Roman imperial tradition, a Mediterranean?
Starting point is 02:58:34 Oh no, Grant explained, he had been an unusually tall man with apparently fair features, therefore he must have been secretly Nordic. Was Leonardo da Vinci, the Italian Renaissance genius, a Mediterranean? No, he too must have had Nordic ancestry. hiding somewhere in his family tree, accounting for his exceptional gifts, was Dante, was Michelangelo, was anybody of Italian origin who had ever accomplished anything? All Nordics, apparently, or part Nordic, or at least descended from the Nordic north at some suspiciously convenient remove. Anyone who did anything brilliant turned out on Grant's
Starting point is 02:59:10 examination to belong to the group he liked best. The reasoning had a certain circular charm to it. It also did not trouble him at all, because he was not writing history in any serious sense. He was writing a kind of racial mythology dressed up in historian's clothing, and his readers, many of whom were predisposed to believe exactly what he was selling, did not inspect the seams too closely. There was also a particular kind of intellectual cowardice built into the system, which a close reader of the book could not fail to notice, if every admirable figure turned out to be Nordic on investigation, and every unimpressive figure turned out to belong to one of the lesser stocks, then the theory could never actually be tested against any piece of evidence,
Starting point is 02:59:52 because the theory defined in advance what counted as evidence for and against itself. A genuinely scientific framework lives or dies by the chance that new information could demonstrate it wrong. Grant's framework had been carefully constructed so that no new information could ever do that. This is usually the sign, in any field of inquiry, that you are dealing not with science, but with something closer to a religion. Grant's religion happened to be a religion about himself, or more precisely about the group he imagined himself to belong to, and his book was in essence along him to the virtues of his own tribe. Written by a man who genuinely believed he was performing an act of disinterested scholarship, the second half of the book was where the core
Starting point is 03:00:36 anxiety erupted onto the page. Grant argued. that the Nordic stock, despite its supposed superiority, was also the most delicate of the three European groups. Nordic traits, he claimed, were genetically unstable. When Nordic individuals interbred with Mediterranean's or alpines or anyone else, the Nordic characteristics tended to disappear within a generation or two, while the non-Nordic characteristics persisted. This was, he insisted, a scientific fact established by the latest discoveries in genetics, though he did not cite anything that would pass muster in a real laboratory. The implication was terrifying. Every Nordic who married outside the Nordic stock was contributing in Grant's framework
Starting point is 03:01:17 to the gradual chemical dissolution of the very best branch of the human tree. Left unchecked, the process would continue until the Nordics disappeared entirely, absorbed into the larger and cruder mass of their inferior neighbours. Civilisation itself, tied as it was to Nordic achievement, would go down with them. The applications to America were, in Grant's eyes, obvious and urgent. The original population of the Eastern American colonies had been, he argued, predominantly Nordic, English, Dutch, Scandinavian, German, and Scots-Irish settlers. Over the previous several decades, however, the United States had been accepting immigrants from parts of Europe that Grant considered racially inferior. Italians, Greeks, Slavs, Jews of various
Starting point is 03:02:02 national origins and a mixed assortment of others. Every new ship from Naples or Palermo or Odessa or Salonica was, in his view, depositing another several hundred living threats to the Nordic gene pool onto American soil, where they would then proceed to marry and reproduce at rates that Nordic Americans, with their fashionable preference for small families, could not possibly match. The whole country was on the brink of genetic swamping. The America of the founding fathers, the America of Washington and Jefferson and Lincoln was, Grant insisted, about to vanish beneath a tide of foreign blood. The book was published quietly by the highbrow firm Charles Scribner's Sons in 1916.
Starting point is 03:02:42 Its initial reception was modest. The country was at that moment preoccupied with the war in Europe. Reviewers noticed the book. A few praised it warmly. A few others raised skeptical eyebrows, though usually only at specific technical claims rather than at the broader framework. The first print run was not large. Grant himself, as a very wealthy man with no financial need of royalties, did not particularly care. What he cared about was influence. He wanted his book to reach the specific readers who were in a position to do something about the situation he had diagnosed. He began sending signed copies to senators, congressmen, academic colleagues, prominent newspaper editors, and friends in the upper reaches of American civic life. Over the next several years, as the war ended and American politics turned inward again,
Starting point is 03:03:30 the passing of the great race gradually worked its way through the bloodstream of Washington and New York. It went through multiple editions, it was translated into several European languages, and its influence on American policy would turn out to be almost impossible to exaggerate. It was through this careful seeding of his book that Grant came into contact, around 1990 and 1920, with a congressman from Washington State, whose political instincts were about to make him one of the most consequential legislators of the decade. The congressman's name was Albert Johnson. He was a former newspaper editor and long-time small-town political organizer from the Pacific Northwest. He had been elected to the House in 1912 on the
Starting point is 03:04:10 strength of a local campaign focused, in large part on opposition to Asian immigration to the West Coast. By the time he entered Congress, he had already spent a decade arguing in his newspaper and on the stump that the country needed to sharply reduce the flow of foreign arrivals, though in his earlier years his concerns had centred mostly on immigrants from across the Pacific rather than from Europe. Grant's book opened up a new front for him. If, as the book argued, certain European immigrants were also a threat to the national stock, then the case for restriction could be broadened and strengthened. Grant and Johnson began to correspond. By 1920, they had formed a working alliance that would change American history.
Starting point is 03:04:50 Johnson as a man is worth describing briefly, because he was in almost every respect to the physical and social opposite of Madison Grant. Where Grant was polished, urbane and slightly aloof, Johnson was blunt, hearty, and happiest with a cigar in one hand and a glass of whiskey in the other. Where Grant spoke in the long, winding sentences
Starting point is 03:05:10 of a cultivated gentleman, Johnson spoke in the direct short bursts of a small-town editor who had spent years writing headlines. He loved a good political fight. He understood the rhythms of congressional manoeuvre in a way that Grant never quite did. And he had a talent, rare even among professional politicians, for making sceptical colleagues feel that agreeing with him would be both politically advantageous and personally pleasant. When Johnson threw an evening in a Washington hotel with roast beef and generous paws of the brown stuff,
Starting point is 03:05:40 the attendance list tended to include exactly the undecided members whose votes he needed. By the time those members left his hotel suite, their hesitation had usually softened considerably. It was traditional politicking, not elegant politicking, and it worked. The relationship between the two men was, by every account, cordial and productive. Grant brought to it the social prestige and the intellectual framework. Johnson brought the committee chairmanship and the political machinery. They met in New York and in Washington, usually over dinner at one of Grant's clubs, and they worked out, course by course, the strategy that would eventually produce the most restrictive
Starting point is 03:06:17 immigration law in American history. A crucial move in this strategy, as we already noted in passing, was the installation of Harry Loughlin as the official eugenics expert of Johnson's House Committee on Immigration and Naturalization. Grant and Johnson agreed that what their legislative project needed above all was a source of what looked like rigorous scientific support. Loughlin, with his growing collection of army test data and his elaborate committee charts, was the obvious candidate. Johnson offered Loughlin the appointment. Loughlin, delighted, accepted. The triangle was now in place, Grant supplying the big ideas, Johnson supplying the legislative vehicle, Lufflin supplying the numbers. Through the early 1920s, the three of them worked in concert, with an effectiveness that anyone trying to reform American policy today would study with
Starting point is 03:07:07 envy and alarm. Loughlin produced report after report for the committee, all of them reaching essentially the same conclusion, namely that the immigrant populations from southern and eastern Europe were biologically inferior to the older native stock and were rapidly dragging down the national quality. The reports were printed at government expense, bound in official covers and circulated to every member of Congress as well as to newspapers around the country. Grant, meanwhile, lobbied informally through his enormous social network, inviting undecided senators to dinner, introducing sceptical journalists to sympathetic experts and generally lubricating the gears of elite opinion. Johnson, back in the committee room, marshalled his fellow congressman, scheduled hearings
Starting point is 03:07:52 at advantageous moments, and kept the pressure building. The political context was it must be admitted very much in their favour. The early 1920s were a moment of unusual anxiety in the United States. The First World War had left Americans disoriented, with many asking whether the country's commitment to open democratic engagement with the world had been a mistake. A brief but intense economic recession in 1920 and 1921 had thrown many people out of work. A wave of labor strikes had led to fears of radical socialism, a series of bombings by anarchists had shocked public opinion, and led to the notorious Palmer raids, in which the federal government swept up thousands of suspected radicals, many of them immigrants. Prohibition, passed in 1920, had already begun to associate
Starting point is 03:08:39 itself in the public mind with the drinking habits of the cities, and the cities, with their newer immigrant populations, had become the visible symbol of everything a certain kind of older American thought was going wrong with the country. Into this charged atmosphere, Grant and Johnson and Loughlin introduced their proposal with exquisite timing. Popular magazines fed the mood with a constant stream of alarmed. articles about the supposed crisis of national identity. The Saturday Evening Post, probably the single most widely read weekly in the country, published a long series of essays during this period warning of the dangers of unrestricted immigration, written by authors who often borrowed directly
Starting point is 03:09:19 from Grant's framework without always naming him. Mass-market books on related themes proliferated, most of them considerably less carefully argued than Grant's original and considerably more shrill in tone. The new medium of motion pictures occasionally chimed in with its own contributions, including a handful of films that dramatized the supposed threat of foreign influence in American cities. By 1923, the average middle-class American reader would have been exposed to the core restrictionist argument, in one form or another, dozens of times through his morning newspaper, his evening magazine and his weekend trip to the theatre. The legislation was not being introduced into a sceptical public. It was being introduced into a public that had
Starting point is 03:10:01 had already been, through years of cultural saturation, prepared to welcome it as the obvious and long-overdue answer to a problem everyone supposedly agreed existed. The vehicle they built was called, in its final form, the Immigration Act of 1994, sometimes known as the Johnson-Reed Act, after its two principal Senate and House sponsors. Its mechanism was ingenious in a particular and chilling way, rather than simply announcing that certain nationalities were no longer welcome, the bill set up a system of national quotas pegged to the composition of the American population at some past census. The further back in time, the chosen census, the smaller the percentage of the current American population that would have come from southern and eastern European sources,
Starting point is 03:10:45 and the smaller the allowed immigration from those regions would become. Earlier versions of the law had used the 1910 census as the reference point, which still allowed reasonable numbers of Italians, Poles and others to enter each year. The 1924 law pushed the reference back to 1890, a date that predated most of the great southern and eastern European immigrations entirely. The effect was to slash arrivals from those regions by something like 97% compared to pre-1920 levels. Italian immigration, which had run in the hundreds of thousands per year before the war, was reduced to a trickle of a few thousand per year. Similar reductions applied to immigrants from Poland, from the Balkans, from Russia, from Greece. Meanwhile, immigration from North Western Europe
Starting point is 03:11:30 was left at level so generous that the quotas were rarely filled. The design was transparent. It was supposed to lock in, as far as possible, the ethnic composition of the older Nordic-dominated America that Grant had spent his career writing about. The bill passed with large majorities in both houses of Congress, and on the 26th of May, 1924, President Calvin Coolidge signed it into law. He did so with evident satisfaction. A couple of years earlier, while serving as vice president, he had published an article in a women's magazine arguing that America must be kept American and that certain biological laws showed the dangers of certain kinds of immigration. The article had been ghostwritten, almost certainly with extensive input from Grant's Circle,
Starting point is 03:12:13 and its appearance had helped build political cover for the legislation. With Coolidge's signature in 1924, the effort of the previous four years was crowned with the government. success. The gates of America, which had been standing partially open for a hundred years, were effectively closed to most of the world. They would remain closed in their essential structure until 1965, 40 years. A full generation of human history passed with those quotas in place. The human consequences of this law are difficult to describe adequately, because so many of them amount to invisible absences. Millions of people who would have crossed the ocean did not cross it. millions of Americans whose ancestors might have arrived under a different policy were never born.
Starting point is 03:12:57 Cities whose demographic evolution was interrupted took shapes they would not otherwise have taken. But the sharpest and most specific consequences came in the years after the European continent began to descend into a new kind of darkness. By the mid-1930s, with the rise of the new German regime, the pressure on Jewish families across central and eastern Europe to emigrate began to grow rapidly. By the late 1930s, it had become desperate. Thousands of families began sending letters to the American Embassy and the State Department, trying to secure the visas that would allow them to escape what was coming. One of those families belonged to a prosperous Frankfurt businessman named Otto Frank. Mr. Frank had been born in Germany, had served as a German officer in the First World War,
Starting point is 03:13:43 and had spent most of his adult life running a successful company. When the political situation in Germany became unmistakably dangerous for Jewish, families, he moved his wife and two young daughters to the Netherlands in 1933. For several years, they lived quietly in Amsterdam, hoping the troubles would pass. By the late 1930s, with the threat spreading westward, Mr. Frank began writing letter after letter to the American government, exploring every possible route by which his family might secure visas to emigrate to the United States. He had American friends who vouched for him. He had professional references.
Starting point is 03:14:20 He could demonstrate financial resources. He could do everything that an applicant was supposed to do. What he could not do was change the fact that the German quota, under the 1924 law, was small, oversubscribed and administered by consular officials who had been instructed to apply a particularly cautious interpretation of the rules. His applications moved slowly or not at all. His last serious attempt to secure American visas for his family was made in 1941. It did not succeed. By the summer of 1942, Otto Frank and his wife and daughters had gone into hiding in a concealed apartment above a warehouse in Amsterdam.
Starting point is 03:14:57 In 1944, they were betrayed, arrested and deported to concentration camps. Otto Frank survived. His wife and both of his daughters did not. The younger daughter's name was Anne. She had, while in hiding, kept a diary, which her father would later publish, and which would become one of the most widely read books of the 20th century. The surviving correspondence from Mr. Frank's attempts to emigrate is, for anyone who reads it today, deeply painful. He wrote polite, patient, optimistic letters. He followed every instruction the consular bureaucracy provided. He paid the fees. He produced the documents.
Starting point is 03:15:35 He arranged for the required American sponsors. In the letters, there are small, ten dimensions of the two little girls he was trying to save and of the kind of life he hoped they might have if they could reach safety. The replies he received, where they came at all, were the measured, procedural, unfeeling letters of a government agency, processing applications under a restrictive framework. There were no villains in this correspondence, in the conventional sense. There were just clerks doing their jobs under rules that had been set for them two decades earlier by men they had probably never met. In a capital, they may never have visited. This is how the machinery of Madison Grant's idea actually operated in the lives of ordinary people, not with a roar.
Starting point is 03:16:17 with a series of form letters. The Frank family's experience was not unique. It was, in a terrible way, representative. The scholarly work done in the decades since has shown that the American quota system almost certainly prevented the emigration of tens of thousands, perhaps hundreds of thousands, of European Jews who otherwise would have come, many of them subsequently perished. None of this was, of course, foreseeable to the American legislators who voted for the 1924 law. They were not imagining death camps. They were imagining a country that resembled their own old America a little more closely than the new America seemed to do. But the law they passed, built on the foundations of eugenic thinking and defended with data from a flawed army testing program, and from a book by a
Starting point is 03:17:03 Manhattan lawyer in a paneled study, had consequences that stretched all the way across the ocean into the killing fields of central Europe. The American eugenics movement did not only damage Americans, it contributed, through the gate it closed, to a catastrophe on the other side of the world. It is at this point that we should turn to the particular, and particularly chilling, piece of evidence about Grant's transatlantic influence. In the mid-1920s, a young Austrian-born agitator sat in a Bavarian prison cell, serving a short sentence for his part in a failed political coup. He used his time in the cell to write a long autobiographical tract in which he laid out his political theories. Some of the books he was reading during that period are known, because he
Starting point is 03:17:48 later mentioned them, or because his prison correspondence was preserved. Among the books that reached him in that cell was a German translation of Madison Grant's work. He read it eagerly. He wrote to an associate describing the book in the warmest possible terms, comparing it favourably to the works of other authors he admired, and calling it, in a letter that has been the subject of considerable subsequent discussion, his Bible. The young prisoner's name, was Adolf Hitler. The precise weight to assign to this particular literary connection has been debated by historians for decades. Plenty of other texts and other thinkers influenced the development of the Nazi racial program, and it would be a serious mistake to pretend that European anti-Semitism
Starting point is 03:18:30 and European racial ideology needed any American help to reach murderous conclusions. But the connection is also not nothing. Grant's book provided for Hitler and for the intellectual circles around him a particularly clear and confident statement of racial ideas from a respected American source. It suggested that the most successful modern democracy on earth shared, in its own refined way, the basic framework that the emerging German radical right was building its politics around. This was enormously useful as validation, both for the leaders themselves and for the broader German audience they were trying to reach. When the American movement provided models, arguments and eventually legal templates that the German regime found useful,
Starting point is 03:19:11 It was not, as some later defenders would suggest, a case of innocent science being borrowed for evil purposes. It was a case of two parallel ideologies, one aristocratic and one populist, recognizing each other across the ocean and finding that they had much to say to one another. The American gates closed in 1994. Madison Grant died in 37, honoured at his death as a distinguished conservationist and civic leader, with obituaries mostly declining to dwell on the other half of his life's work. Harry Loughlin continued his advocacy activities for another decade. Calvin Coolidge's successors in the presidency left the quotas in place,
Starting point is 03:19:51 with only minor adjustments for the next four decades, and the ideas Grant had first articulated in his paneled study found their way through channels direct and indirect into policies and practices on two continents that would end up costing human lives on a scale no one in that study could have imagined. The movement's next chapter, however, would unfold not in Europe and not in Congress, but in a Virginia courtroom where a single young woman's life was about to become the test case that determined what American state governments would be allowed to do to their own citizens. The law had restricted who could enter the country.
Starting point is 03:20:24 Now it was going to decide what could be done to the people already here. The Virginia courtroom we were heading towards sits in the small mountain town of Amherst, a few miles north of Lynchburg, in the lush green farm country of the central Blue Ridge, The building itself is unremarkable, a modest brick structure with white columns and a clock that rarely tells the correct time. But what happened inside it during a handful of days in November of 1924 would travel up the American legal system, all the way to the marble halls of the Supreme Court and come back down again in the form of a precedent that would touch the bodies of tens of thousands of American citizens. It is one of the strangest episodes in the history of American law, not least because everyone who participated in the central legal performance, on both sides of the case,
Starting point is 03:21:09 was essentially an agreement about the outcome they wanted. The trial was not a contest. It was a ceremony staged for the benefit of higher courts, with a young woman at its centre who never really understood what was being done to her. Her name was Carrie Buck, and the court case that took her name is the single grimaced artefact American eugenics ever produced. Carrie Buck was born in 1906 in Charlottesville, Virginia to a young widow named Emma who was already struggling to support herself and a small brood of children. Emma had a hard life. She worked sporadically, lived in and out of boarding houses, and by most accounts was a woman whose circumstances had never quite let her catch a steady breath. When Carrie was three or four years old, her mother reached the end of her practical resources,
Starting point is 03:21:54 and Carrie was taken in by a married couple in town named the Dobbsys. This was a common enough arrangement in Virginia at the time, extended informal fosterings happened all over the south, particularly in communities where the line between charity and household labour was comfortably blurred. The Dobbs is raised Carrie not exactly as a daughter, and not exactly as a servant, but as something in between. She attended school through the sixth grade, where her report cards described her as a perfectly adequate student. She did housework and helped with errands. She attended church with the family. By every surviving account, she was a pleasant, unremarkable girl, a little shy but well-liked by her teachers and neighbours. Everything changed in the summer of 1923 when Carrie was
Starting point is 03:22:38 16. While the Dobsys were away from home, a nephew of Mrs. Dobbs, a grown man who was visiting the house, did something awful. Carrie became pregnant. When her condition began to show, the Dobsies reacted not with concern for what had happened to her, but with alarm about the social scandal that was about to engulf their household. They needed quickly a way of making the situation disappear, and Virginia at that moment had conveniently just passed a new state law, making it considerably easier to make inconvenient young women disappear. The state had, earlier that same year, enacted its own eugenical sterilization act, modeled directly on a template drafted by Harry Lawflin at the Eugenics Record Office. The law authorized the heads of state institutions to petition for the
Starting point is 03:23:25 sterilization of any inmate deemed to be a carrier of hereditary defect. What the Dobbs family needed now was simply to get Carrie admitted to a state institution. The rest would follow. They succeeded in doing exactly that. In January of 1994, a few months before the baby was due, the Dobs' filed paperwork claiming that Carrie was feeble-minded and unmanageable. Two local doctors, who had known the family for years and who were inclined to take the Dobs's at their word. Signed off on the diagnosis without particularly careful examination. Carrie was committed to the Virginia State Colony for Epileptics and Feeble-Minded
Starting point is 03:24:02 in a town called Madison Heights, just across the James River from Lynchburg. She was 17 years old. The institution where she now lived, despite its forbidding official name, was in its physical form not wholly different from the other institutions we have encountered in this story. It had cottages, gardens, workshops, and star. who, within the limits of their assumptions, often treated their residents with a certain professional kindness. The superintendent of the colony was a physician named Albert Priddy, a genuine believer in the eugenic framework and, as it turned out, one of the main architects of
Starting point is 03:24:38 the legal strategy that was about to unfold. Dr. Priddy had wanted, for several years, to perform sterilizations at his institution. He had performed some already, quietly, under the old state laws, and he had been sued over them. had made him cautious. What he needed was the new statute to be blessed by the courts, all the way up to the Supreme Court of the United States, so that future sterilizations could proceed without legal risk. For this, he needed a test case. And Carrie Buck, as her file arrived on his desk in early 1924, presented herself as almost perfectly designed for his purposes. She was young, so the state could argue she had many reproductive years ahead of her,
Starting point is 03:25:17 if not intervened with. She was already pregnant, which would allow Priddy to argue that her condition, in his view, confirmed her hereditary tendencies. Her mother Emma had herself been committed to the same institution a few years earlier, which meant that Priddy could claim two generations of defect in a single bloodline. If Carrie's baby turned out to show any signs that could be interpreted as abnormal, Priddy would have three generations, perfect for a rhetorical flourish in a written decision. He began, with considerable care, to build the case he was going to bring. The procedural structure of the trial, as it was eventually staged in the Amherst County courthouse in November of 1994, was a masterpiece of cooperative choreography. Both sides of the case
Starting point is 03:26:01 were, in practical terms, working for the same outcome. The lawyer appointed to represent Carrie as her supposed defender was a long-time friend and former colleague of the lawyer representing Dr. Priddy. The two men had been planning the case together for months. Carrie's own lawyer, called very few witnesses, introduced almost no evidence in her favour, and declined to challenge the testimony of the state's experts in any serious way. He did not, for instance, asked the obvious question of how it had been established that Carrie was feeble-minded, or point out that her teachers had considered her a normal student, or raised the entirely relevant fact that her pregnancy had resulted from a violent assault
Starting point is 03:26:39 rather than from any voluntary behaviour on her part. He did not call Carrie herself to testify, which might have allowed the court to notice that she could speak coherently about her life. He did not call any of her former teachers, neighbours or friends, all of whom could have attested to her ordinary intellectual functioning. He was, in short, not defending her. He was performing the role of defence, which is a very different thing, and everyone in the courtroom except Carrie knew the difference. It is worth lingering for a moment on what this kind of arranged litigation actually meant for the young woman sitting at the defence table. Carrie was 17 years old in the autumn of the trial. She had been committed to a state institution,
Starting point is 03:27:17 than a year earlier. She had been separated from her baby. She had never been in a courtroom before. Everyone around her was wearing professional clothing and speaking in measured formal tones about the details of her life, her mother's life and her infant daughter's life, in sentences she could barely follow. Her lawyer occasionally stood up, said a few words, and sat down again. The other lawyer called witnesses who described her in terms she did not recognize as applying to herself. The judge nodded along thoughtfully. The whole performance had the appearance of seriousness, of fairness, of the dignified workings of American justice.
Starting point is 03:27:55 The only thing it lacked was anyone in the room who was actually trying to protect her. In the surviving transcript, she's almost entirely silent. She's discussed but not consulted. She's the subject of the proceeding rather than a participant in it. Whatever the legal textbooks might claim, that is not a trial. That is a ceremony with a person's sense. sitting at the centre of it. The expert witnesses for the state came in a steady procession. Social workers testified to the impressions they had formed of Carrie's family. Doctors testified to
Starting point is 03:28:27 their assessments of Carrie herself. And from far away in Cold Spring Harbour, Harry Loughlin sent a formal written deposition for the record. Loughlin had never met Carrie. He had never examined her. He had never visited Virginia in connection with the case at all. What he had received in the mail was a short packet of information prepared by Dr. Priddy's team, describing Carrie, her mother and the newborn baby in the terms that would most support the state's argument. On the basis of this packet alone, Loughlin produced a lengthy expert report declaring Carrie to be a member of the shiftless, ignorant, worthless class of antisocial whites of the south, and concluding with professional confidence that her sterilisation was medically and scientifically justified. The document was presented
Starting point is 03:29:11 to the court as though it represented the considered scientific judgment of the country's leading authority on hereditary matters. Nobody on either side pointed out that its author had never laid eyes on the person he was describing. The report went into the record. Carrie's file grew another inch thicker. The newborn baby was also pressed into service. Carrie had given birth to a daughter, whom she named Vivian, in March of 1924. The baby had been immediately placed with Mrs. Dobbs,
Starting point is 03:29:39 and Carrie, after her commitment, had almost no contact with her daughter. When the trial was staged several months later, the state arranged for a nurse to examine Vivian, who was by then just over seven months old. The nurse, under oath, testified that in her professional opinion the baby did not seem quite normal, that there was something unsettling about her that the nurse could not quite articulate, this from a seven-month-old infant. The trial transcript records this testimony without visible skepticism, and the judges accepted it as further evidence of the hereditary defect supposedly running through the family. It would emerge decades later that Vivian Buck had actually been a perfectly ordinary child,
Starting point is 03:30:22 a good student during her short life, who made the honour roll at her elementary school before dying of a childhood illness at the age of eight. At the moment the nurse was testifying, however, she was a seven-month-old baby, whose slightly grouchy expression during a brief examination, was being entered into the court record as proof of her grandmother's, her mother's, and her own inherited feeble-mindedness. Three generations as the legal team wanted. The lines of the narrative were all where they needed to be. The local judge ruled, unsurprisingly, that the sterilisation could proceed.
Starting point is 03:30:55 Carrie's supposed defender then dutifully appealed the ruling, and the case made its way up to the Virginia Supreme Court of Appeals, which affirmed the lower court. Finally, after further procedural choreography, the case arrived at the Supreme Court of the United States, where it was argued in the spring of 1927 under the caption Buck Against Bell, with James Hendren Bell being the newly installed superintendent of the colony after Dr. Priddy had died.
Starting point is 03:31:21 The justices heard brief oral arguments, they deliberated, and on the 2nd of May, 1927, they issued their decision. The opinion was written by Associate Justice Oliver Wendell Holmes, Jr., who was then 86 years old and one of the most revered figures in the American legal profession. Holmes was a Civil War veteran, a former professor at Harvard Law School, and a long-serving member of the court whose opinions on free speech and other matters had made him a hero to American liberals. He was also, as it happened, a committed believer in the eugenic framework, though not a particularly vocal one before this case. Holmes wrote the decision quickly, in his usual crisp and epigrammatic style. He accepted without question the factual account the state had offered.
Starting point is 03:32:05 He accepted the diagnoses. he accepted the three-generation narrative. He accepted Loughlin's expert report. He dispatched the constitutional objections in a few tidy paragraphs, arguing essentially that if the state could draft young men into military service and send them to die in foreign wars, it could certainly require a single surgical procedure to prevent the birth of children who, in his view, would burden the public. And he ended the opinion with a single sentence that would become one of the most infamous in American legal history. Three generations of imbeciles, he wrote, are enough. The decision was essentially unanimous. Only one justice dissented, and he did so without writing an opinion explaining why.
Starting point is 03:32:47 Carrie Buck's case had become, at that moment, a constitutional permission slip for states that wanted to sterilise their citizens. Holmes himself, by every account, was genuinely proud of the opinion. He wrote to friends afterward describing it as one of the more satisfying pieces of work he had produced, precisely because it had given him the opportunity to apply what he considered the firmest principles of public welfare in a specific case. He seems never to have reconsidered this view. He lived on for several more years, died in 1935 and went to his grave with his reputation as a liberal hero of American jurisprudence largely intact. Later generations of legal scholars have had to reckon, not always comfortably, with the fact that one of the most celebrated
Starting point is 03:33:30 figures in the history of the American Supreme Court was also the author of one of its worst opinions. The two facts do not cancel each other out. They simply sit next to each other, the way genuinely uncomfortable facts sometimes do, refusing to be rearranged into a cleaner moral picture. The practical consequences arrived almost immediately. Before the Buck decision, roughly two dozen American states had sterilization laws on the books, but many of them had been hesitant to apply the laws aggressively because of lingering legal uncertainty. The Supreme Court's blessing dissolved that uncertainty overnight. Within a few years of the decision, the rate of state-mandated sterilizations in the United States roughly doubled. Some states that had not previously had
Starting point is 03:34:13 sterilization laws moved quickly to pass them. California, which already had one of the most aggressive programs in the country, expanded it further. Virginia, its pilot case now vindicated, accelerated its own program. Indiana, North Carolina, Michigan, Oregon, and a long list of other states contributed their own streams of surgical procedures to a national total that would, over the next several decades, climb steadily toward a number most Americans today find genuinely difficult to believe. The laws targeted people in state institutions, but the category of state institution was broad. It included psychiatric hospitals, homes for the intellectually disabled, reformatories for supposedly wayward young women, and, in some states. Even public hospitals
Starting point is 03:35:00 where a sterilisation could be quietly added to another procedure without the patient's meaningful consent. By the middle of the 20th century, somewhere around 60,000 Americans, perhaps more, had been sterilized under these state programs. A disproportionate number of them were women. A disproportionate number were poor. A disproportionate number were members of racial and ethnic minorities. a disproportionate number had never understood in any full sense what was being done to them. Carrie herself was sterilised on the 19th of October 1927, a few months after the home's decision. She was released from the colony soon afterward and eventually married, lived a quiet rural life, outlived her husband, and died in 1983 at the age of 76.
Starting point is 03:35:47 In her later years, during the few interviews she gave to historians and journalists who had tracked her down, she spoke with a composure that startled her visitors. She was, by every account, fully capable of normal adult conversation. She remembered her school years. She remembered the birth of her daughter. She remembered, with particular bitterness, how her own lawyer had failed to defend her, and how she had realized far too late that everyone around her in that courtroom had been working together. She had never, to her, to her, dying day, considered herself feeble-minded. History has gradually come to agree with her. The Buck decision never received a clean reversal. The Supreme Court has, in the century since it was handed down, quietly ignored it rather than formally overturning it, it remains technically good law. No one has bothered to bring a test case that would force the court to repudiate its 1927 reasoning, partly because no American state still operates a mandatory eugenic sterilization program in the old style, so no concrete dispute has emerged to carry a challenge. But the opinion sits there in the law books, the way a scar sits on a body, not actively causing harm but not actively healed either.
Starting point is 03:36:55 Just a few years after Holmes handed down his decision, the American model began travelling. We have already noted in an earlier chapter the admiration with which certain European political movements regarded the American Eugenics Project. That admiration became concrete policy in 1933 when the new German government enacted its own sterilization statute. The German law, formerly titled the Law for the Prevention of Hereditorily Diseased. East offspring, was drafted with direct reference to the model laws that Lawflin had been publishing for years. Several of its specific provisions echoed his language almost word for word, and the public officials who defended it in German newspapers openly cited the American precedent. The program the
Starting point is 03:37:37 law authorized was much more aggressive than anything yet attempted in the United States. It targeted an initial population of roughly 400,000 German citizens for sterilization, identified through a network of hereditary health courts that were set up specifically for the purpose. American eugenicists responded to this German development with something close to professional pride. Laughlin himself wrote admiringly about the German program, took possession of an honorary degree from the University of Heidelberg in 1936 for his contributions to racial science and attended related conferences as a guest of honor. Other leading American figures made similar comments, with one prominent California eugenicist, remarking that the Germans had now, in effect,
Starting point is 03:38:21 taken the lead in applying ideas the Americans had pioneered. The sentiment, as it was usually phrased, was that the Germans were beating the Americans at their own game, which is a sentence that reads strangely now, but was uttered in the 1930s, in tones of admiring competitive envy rather than of horror. This did not mean that American eugenicists endorsed every aspect of the emerging German program. Some of them expressed private reservations about specific harsher elements, but as a general matter, the professional network embraced the German effort as a fellow enterprise, and the exchange of information, personnel and techniques flowed in both directions across the Atlantic throughout the 1930s. One particular member of that transatlantic network,
Starting point is 03:39:04 whose personal story captures the whole grim comedy of the period, was a German Jewish psychiatrist named Franz Kalman. Kalman had worked in Germany. during the 1920s and early 1930s on the hereditary study of schizophrenia, and he had been in regular professional correspondence with American eugenicists throughout that time. When the new German regime began enforcing racial laws against its Jewish citizens, Kalman, himself Jewish, found his own position in Berlin becoming untenable. He fled to the United States in 1936, with the help of his American professional contacts. In one of the most bitter ironies of the whole period,
Starting point is 03:39:42 the regime he fled had been, in many respects, modelling its racial policies on the same American scientific network that was now taking him in as a refugee. Calman went on to a long and productive career in New York, where he became one of the founders of modern psychiatric genetics. His personal journey compressed into a single biography, the whole strange shape of the relationship between American and German eugenics. The ideas travelled east, some of the people traveled west, and the distance between the two movements, in the middle years of the 1930s, was often much smaller than subsequent memory would like it to have been. The news of what had actually been happening inside the German system reached the wider world in the spring of
Starting point is 03:40:24 1945, when Allied armies pushed into Central Europe and began to discover, one by one, the concentration camps that had been operating in the last years of the war. Buchanwold was open to the outside world in April. Dachau was liberated a couple of weeks later. The Images and the accounts that came out of those camps, and out of the larger killing facilities further east, shocked the public consciousness of the entire Western world in a way that no single previous event had done. Across the United States, the word eugenics, which had been published with pride on academic letterhead for decades, quietly began to disappear from institutional stationary. Organizations changed their names. Journals were renamed or quietly wound
Starting point is 03:41:05 down. Scholars who had been writing about the heredity of social pathology a decade earlier began writing about other things. The Eugenics Record Office itself had already closed its doors in 1939, partly because its funder, the Carnegie Institution, had lost confidence in Davenport's scientific programme. After 1945, the broader movement it had led went underground with impressive speed, shedding its terminology, its public proponents, and its institutional homes. At the Neuramor, In the Hamburg trials, which began in late 1945, the defense attorneys for several of the German doctors accused of racial crimes made direct reference to American precedent. One defense team, arguing on behalf of a physician who had participated in the German sterilization program, quoted from the Holmes decision in Buck against Bell, specifically the three generations line,
Starting point is 03:41:56 and asked the court to recognize that their client had operated under principles that had been endorsed in their substance by the highest court of the leading democratic power in the world. The argument did not save the defendant who was convicted, but it did place on the international record a fact that American legal historians have sometimes preferred to forget. The reasoning at the centre of the Holmes decision had been, in the view of the Nuremberg defence, indistinguishable in its logic from the reasoning applied in the German system.
Starting point is 03:42:25 The court rejected the argument. It did not reject the observation. Back in the United States, however, the laws that the Holmes decision had authorized stayed on the books for a surprisingly long time. Sterilizations continued in various American states throughout the 1940s, the 1950s and into the 1960s, though at gradually declining rates and under gradually narrowing legal frameworks. California did not formally end its program until 1979. Virginia, the state whose test case had started it all,
Starting point is 03:42:57 kept its law officially on the books until 1974, long after any state. substantial numbers of procedures were being performed under it. North Carolina, which ran one of the most aggressive later programs, continued some sterilizations into the 1970s, often targeting poor women who were told their welfare benefits depended on their consent to the procedure. Consent under those conditions is a word that does a lot of heavy lifting and deserves to be looked at with considerable skepticism. By the time the last of the old programs was finally wound down, the total number of Americans who had been sterilized under state authority had climbed past 60,000 and was approaching, by some estimates, 70,000. The exact figure is hard to pin down
Starting point is 03:43:40 because record-keeping varied wildly across states, and because some programs operated in ways that blurred the line between recorded sterilisation and informal surgical intervention. The human total, whatever its precise number, represents one of the largest deliberate state-directed interventions into the bodies of ordinary citizens in the history of any democratic country during peacetime. Public acknowledgement came slowly, in uneven trickles across the states that had participated. In the 1990s, a handful of state legislatures and governors began to express something like regret for the programs, though usually in carefully hedged language. The state of Virginia did not issue its first formal official apology to the surviving victims of its sterilization program until
Starting point is 03:44:26 2002. The governor at the time held a small ceremony and gave a short speech acknowledging that the policies had been wrong and that the state deeply regretted the harm it had caused. Some of the surviving victims by that point elderly and frail attended. A few spoke publicly for the first time about what had happened to them decades earlier. Other states followed, with their own ceremonies and their own carefully phrased statements over the next several years. A small number of programs produced modest monetary reparations. Most did not. For most of the people who'd been sterilised, the apology came, if it came at all, too late to matter to them personally. A particularly poignant element of these late acknowledgments is that some of them were accompanied by the
Starting point is 03:45:10 discovery of archival records that had been quietly preserved in state institutions for decades. The surviving case files often contained the original paperwork, the handwritten notes of the supervising physicians, the committal orders, the consent forms that were not genuine consent forms. Some victims, now in their 70s and 80s, were able to request their own files and read, for the first time in their lives, the official record of what had been done to them. A few of these records made their way into oral history projects run by universities and state historical societies, where the recorded voices of the victims now sit alongside the polished documents of the original programs. The contrast between the two, between the
Starting point is 03:45:51 confident bureaucratic language of the state, and the quiet, bewildered voices of the people on the receiving end, is one of the more sobering pieces of historical audio the country has to offer. The deeper question the whole story leaves us with is not about any particular law, or any particular decision or any particular doctor, it is about the pattern, because the belief that science can and should be used to decide who gets to exist, and who does not, did not actually die with the eugenics movement. It went quiet, it changed, vocabulary, it migrated from some institutions to others, some version of its surfaces regularly in new forms, in debates about new technologies, in arguments about which humans are valuable
Starting point is 03:46:32 and which are burdens. Every generation seems to encounter, in some updated dress, the basic temptation that caught Plato, that caught the Spartan elders, that caught Davenport at his dinner in London, and that caught homes in his chambers at the Supreme Court. The temptation to treat human beings as a problem to be optimized rather than as a community to be inhabited. The temptation is old, it is going to keep coming back, and each time it comes back it is going to look plausible, reasonable and scientific, because that is how these ideas always look when they first walk through the door. The only real defence in the long run is the stubborn human habit of noticing individual people. Carrie Buck was not a symbol. She was a specific
Starting point is 03:47:14 young woman who liked her teachers, who read her school books, who loved her daughter, and who spent 60 years of her life after the surgery doing the best she could with the diminished future she'd been handed. Vivian Buck was not a representative of a feeble-minded line. She was a little girl who made the honour roll at her elementary school before a childhood fever carried her off. Anne Frank was not a number in a quota column at the State Department. She was a teenager with a diary, a family she adored, and an American dream she would never be allowed to pursue. Every person who ever got counted, sorted, sorted, tested, labeled, or written off by a pedigree chart, was an individual with a name,
Starting point is 03:47:53 a face, and a life that refused in the end to fit inside any filing cabinet at all. And on that quiet note, we come to the end of our long walk through one of the strangest and most sobering chapters of 20th century American history. Thank you for staying with me through all of it.
