Welcome to the President's Daily Brief. I'm Mike Baker, your eyes and ears on the world stage. All right, let's get briefed. First up, we'll break down the results of Friday's summit between President Trump and Vladimir Putin, as the president prepares to meet with Ukrainian President Zelensky and European leaders at the White House later today regarding efforts to end the war. Later in the show, Israel prepares a mass relocation of Palestinians from Gaza City before the next phase of their offensive against Hamas, just as hundreds of thousands of Israelis take to the streets to protest the war.

Plus, Iran moves to rebuild their military infrastructure and missile arsenal destroyed during the recent 12-day war, And I suppose this should not be a surprise, but they're getting a big assist from the Chinese regime. We'll have those details. And in today's back of the brief, the Trump administration temporarily walks back their takeover of Washington, D.C.,'s police department, after a judge indicates they were prepared to block the move. But first, today's PDV spotlight. President Trump appears to be breaking with Ukraine and European allies following his Alaska Summit Friday with Russian President Putin, pressing forward on a peace plan that bypasses a ceasefire and instead

seeks to end the war through negotiated territorial concessions, which is essentially Putin's demand. The move is a sharp turn from the strategy that Trump previously pushed in step-with, or sort of in step with, Kiev and Europe. By tossing the ceasefire stage, critics say Trump is effectively handing Moscow a battlefield advantage. Trump, however, framed it as the fast, route to peace. But once again, it's not difficult to get a peace offer from Putin if you simply give Putin what he wants. According to senior European officials, after the summit, Trump told EU leaders he believed a rapid deal was achievable if Ukrainian President Zelensky agreed to surrender the remainder of the Donbass region, including areas not yet under Russian occupation. In return,

Putin pledged to freeze fighting along current lines and promised no further attacks on your Ukraine or Europe, that's unspecified. Assurances that the Russian leader, of course, is broken before. As we previously discussed, Trump had threatened steep economic penalties if Putin walked away without a deal, but suspended those warnings after the summit, saying negotiations were making headway. Now, details of Moscow's proposal, as relayed to European allies from the U.S., call for Ukraine's withdrawal from Dhenzsk and Lohansk in exchange for a freeze elsewhere. Russia would return small slices of territory in Sumi and Kharkiv of about 170 square miles, while Keev would supposedly give up some 2,550 square miles of fortified Donbass terrain.

That's an area roughly the size of Delaware. Yeah, if you don't mind, just hand that over. If that's what Trump and Putin have been referring to as a land swap, well, frankly, that's not a swap. Putin walks away with 1,500 percent more territory than Zelensky. Ukraine would also be barred from joining NATO. Putin is further expected to demand recognition of Crimea, of course, as well as official international recognition of the seized lands from Ukraine in the east, and partial sanctions relief. Anything else? Can we get you anything else, Putin? The reception in European capitals was, as you might expect, frosty. Britain, France, Germany,

and others swiftly reaffirmed that sanctions would escalate, quote, as long as the killing in Ukraine continues, pushing back on a post-Summit-truth social entry from Trump, declaring that, quote, all sides agreed to bypass an immediate ceasefire. European leaders stressed borders could not be changed by force and that only Ukraine could decide its future. Still, none openly criticized Trump, obviously wary of splintering unity. Zelensky, excluded from the Alaska talks, said he would meet Trump in Washington today

to review, quote, all the details regarding ending the killing and the war. And in a striking show of support for Kiev, European leaders, including EU Commission President Ursula Bondelein, British Prime Minister Kirstarmer, German Chancellor Friedrich Mertz, and others, planned to attend, signaling both skepticism of Trump's plan and the high stakes involved. White House officials, speaking on the condition of anonymity, hinted that a trilateral summit with Trump, Putin, and Zelensky could follow later this week, though they cautioned the meeting remains uncertain.

At the center of Trump's plan, potential security guarantees, similar to those provided in NATO's Article 5. Now, U.S. Special Envoy Steve Whitkoff said Sunday that Putin would accept the U.S. in Europe giving key robust security commitments, as long as Ukraine is not given official NATO membership. Now, as we've long covered here on the PDB, NATO's Article 5 obligates all members to treat an attack on one as an attack on all. Whitkoff called it a breakthrough never before conceded by Moscow. Secretary of State Marco Rubio backed the president's effort, describing it as, quote, a very big move that proved Trump's determination to secure peace is, in fact, yielding results. Rubio added that if one side gets everything it wants, quote, that's not a peace deal.

It's called surrender. Underscoring, Trump's push for a balanced settlement. Now, it's not really clear what part of this still unclear deal, Rubio considers balanced. Zanzi, speaking in Brussels over the weekend, rejected any talks, quote, under the pressure of weapons, insisting only Ukraine could decide its borders. Vondelian echoed him, saying Europe welcomed Trump's willingness to consider guarantees, but argued Ukraine must become a, quote, steel porcupine, undigestible for potential invaders. Well, there's a sentence. For Trump, the Alaska summit was a high-stakes wager,

breaking with allies, aligning closer to Putin's vision, and claiming momentum where years of Western policy had previously stalled. In a separate post on Truth Social, he declared, quote, Big Progress on Russia, stay tuned. That was all in caps, so you know it's serious. A line as administration says reflects genuine momentum. For Keev, the dilemma is stark, except concessions that could permanently redraw its map

or risk isolation with the White House. The Israeli government began distributing tents and shelter gear to Gaza civilians on Sunday. Advanced notice officials said of a mass relocation from Gaza city before the next phase of the IDF's offensive to uproot Hamas from the Strip's largest urban hub.

The supplies cleared through the Karem Shalom crossing at the junction of Gaza, Israel, and Egypt, inspected by Israel's defense ministry and transferred with UN involvement are intended to ease international fears of mass displacement. A spokesman for the UN office for the coordination of humanitarian affairs called the reopening for shelter supplies, quote, an opportunity to meet urgent needs. Still, the spokesperson blasted the broader relocation plan as one that could deepen suffering. Now, Gaza's population remains above two million, with roughly half still in Gaza's city. UN officials suggested Rafa that's on the Egyptian border that it could become a relocation site, though no guarantees have been made. Meanwhile, Islamic jihad, Hamas's partner in terror in the

enclave, denounce the Israeli initiative as a quote, blatant and brazen, mockery of international conventions, end quote. On the battlefield, the IDF has already escalated operations on Gaza City's outskirts. Palestinians reported heavy aerial and tank fire over the weekend. The IDF said raids are aimed at explosive stockpiles, tunnel systems, and terrorist cells. But Israeli defense minister Israel cats confirmed the long-weighted offensive is still being drawn up. Back inside Israel, anger boiled over.

at precisely 6.29 a.m. on Sunday, the exact time that Hamas launched its 7 October terror attacks, nearly two years ago, Israeli staged one of the largest demonstrations since the war began in an effort to end the war and free remaining hostages. Organizers claimed hundreds of thousands participated nationwide, with nearly one million at Tel Aviv's Hostages Square alone. Universities, tech companies, and private businesses shuddered in solidarity. Protesters blocked highways, massed outside ministers' homes, and even pitched a protesting campment at the Gaza border, dubbed Waypoint 50 to symbolize the 50 hostages still in captivity, 20 of whom are believed to be alive. Police reported roughly 40 arrests by Sunday afternoon for disturbing the peace. Families of hostages, backed by the October Council, representing bereaved families, called the nationwide strike a, quote, emergency break until the government secures their loved ones' release. According to CNN, recent polls inside the Jewish state consistently show most Israelis favor a ceasefire deal tied to freeing the hostages.

But Israeli Prime Minister Nanyahu has yet to flinch. He told his cabinet that halting the offensive before Hamas's defeat would guarantee another 7 October. His office later set firm conditions over the weekend for a ceasefire. No deal unless all hostages are freed in a single phase. Hamas is disarmed. Gaza is demilitarized. Israel controls the perimeter and governance as handed to non-Khamas and non-Palestinian authority actors. Israel's national security minister, Idemar Ben-Givir, dismissed the nationwide protest as a, quote,

cynical, political maneuver on the backs of hostages. That defiant line came just as Hamas signaled for the first time it might accept a partial deal. Mediators in Doha were told the Iran-backed terror group could release 10 living hostages and 18 bodies in exchange for a 60-day ceasefire and Palestinian prisoner releases. The framework revives elements of the U.S.-backed proposal first floated in May of this year, which ultimately collapsed in July when Washington and Jerusalem pulled their envoys from the negotiations accusing Hamas of stalling. The shift marks a crack in Hamas' insistence on a false ceasefire first,

although it's worth pointing out that Hamas' suggestion that they could be willing to entertain a partial ceasefire, That's after two years of stalling and refusing to negotiate in good faith, well, could be simply an effort to stoke the protests and internal political dissent within Israel. The protests in Israel reveal just how split the nation is. Netanyahu insists on grinding on until Hamas is destroyed, while hostage families demand a deal now, showing a willingness to capitulate to Hamas in order to get a ceasefire. And with Hamas now dangling a partial ceasefire offer,

while the IDF finalizes battle plans, the government is left under mounting pressure, both at home and abroad, to decide how much longer this war can be sustained and on what terms it might end. All right. Turning to Iran, new intelligence suggests Beijing is doubling down on its consequential support

for the Islamic Republic's battered ballistic missile program in an alliance that is rattling Western intelligence agencies. Tehran's pivot eastward underscores a potential rupture with Moscow. As we've previously discussed, Iran has poured drones and weapons into Russian strongman Vladimir Putin's war in Ukraine, only to be left with little more than rhetorical sympathy when it fought its 12-day war with Israel back in June. Now, with its missile stockpiles empty and reduced to near rubble, the mullahs are leaning heavily on Beijing. Back in June, the Wall Street Journal reported that Iran ordered materials from China for hundreds of ballistic missiles.

By July, Israel's ambassador of Washington was warning of, quote, troubling signs of deeper CCP involvement. That concern has since grown. Citing European intelligence sources in Israeli news outlet reports that Beijing's role extended well beyond just the provision of materials. As our regular PDB listeners will recall, Middle East Eye revealed last month that China had already supplied Iran with advanced surface-to-air missile batteries or SAMs in exchange for SOTE. sanctioned oil shipments. Beijing, which purchased more than 90% of Iran's crude in 2024, effectively cemented itself as the regime's economic lifeline. Anonymous Arab officials recently told reporters the ongoing deal is being watched closely in Washington and allied capitals, where the prospect of Iran strengthening its air defenses

is seen as a direct strategic threat. Israeli officials have pressed Beijing to halt the transfers, but the CCP denies providing missiles and insist it it opposes any proliferation. And then everyone had a good chuckle. Now, the number of SAM systems delivered to Iran remains unclear. Western intelligence, say shipments, are still being monitored long after the June war. For Tehran, the stakes are significant. Missiles remain the backbone of its deterred strategy, especially as Hezbollah faces pressure to disarm under the 2024-Israel-Lebanon ceasefire.

and Hamas faces the looming IDF offensive, weakening its proxies abroad, of course. Unlike nuclear weapons, ballistic missile development is not outlawed by international treaties, giving the Mullahs free reign to rebuild after Israel and U.S. strikes crippled its delivery systems. The open question is what China gets out of the arrangement beyond cheap oil. Senior Israeli officials say Beijing hasn't committed to fully replenishing Iran's missile stocks, but admit the implications of a resurgent arsenal could be massive. Tehran, meanwhile, has also cast its eyes back toward Moscow in pursuit of advanced defensive systems, though Russia's own losses in Ukraine have made it a, well, a reluctant partner.

Israel has vowed not to watch from the sidelines. IDF chief of staff, Ayel Zemir, told Israeli Army radio that the military is prepared to strike Iran again if the threat escalates, declaring, quote, we are ready to pay a heavy price to ensure our survival, end quote. What is clear is that Iran is intent on restoring its missile capabilities, and China, however often it declares its innocence, appears willing to help. Whether this axis of convenience hardens into a lasting partnership or collapses under future Western sanctions could well shape the next phase of the Middle East's volatile standoff.

President Trump's plan to take control of Washington, D.C.,'s police force hit a snag this weekend after the district's attorney general filed a lawsuit on Friday, accusing the White House of attempting a, quote, hostile takeover of the city. As we've been tracking on the PDB, Trump launched a highly controversial anti-crime crackdown in Washington on Monday, federalizing the D.C. police and ordering the deployment. of some 800 National Guard troops to the city. Trump's executive order invoked Section 740

of the District's Home Rule Act, which allows a president to federalize the D.C. police in, quote, emergency situations for up to 30 days before his actions must be reviewed by Congress. The situation escalated further last Thursday when U.S. Attorney General Pam Bondi issued a directive naming Terry Cole, the head of the U.S. Drug Enforcement Administration,

as the Emergency Police Commissioner of Washington's Metropolitan Police Department, the MPD. Bondi said the move, which essentially placed all aspects of the MPD under the control of the Trump administration, was necessary to bypass MPD policies that she said were still allowing the district to function as a sanctuary city. But D.C. Attorney General, Brian Schwab, quickly filed a lawsuit in federal court Friday morning, arguing the Trump administration far exceeded the authority granted under D.C.'s home. Rule Act. He sought a temporary restraining order to block Bondi's directive, calling it, quote, unlawful, arguing the federal government has no authority to make decisions about the district's law enforcement personnel. At an emergency hearing on Friday, U.S. District Judge Ana Reyes cast doubt

on the legality of Bondi's directive, but stopped short of issuing a restraining order. She told the Justice Department to rewrite the section of the order that placed Cole in charge of the MPD, saying any orders regarding the policies of the police department need to be a to go through the office of D.C. Mayor Muriel Bowser. Judge Reyes indicated that if the DOJ did not capitulate, she would consider granting the restraining order requested by city officials in the lawsuit. The Trump administration relented, and Bondi issued a new order that allows MPD Police Chief Pamela Smith to remain in charge of the forces day-to-day operations,

though the city will still essentially be under the administration's control. But it wasn't a total surrender by the White House. Bondi's new directive still ordered the MPD to rescind two department policies the DOJ argued were impeding the mission of federal immigration agents. Specifically, the new order targeted department orders limiting federal inquiries into immigration status and preventing arrests based solely on federal immigration warrants. For now, it looks like Mayor Bowser will accept the compromise and cooperate with federal immigration authorities. But other officials in D.C. indicated that their fight with, with the Trump administration is far from over. D.C.'s at-large council member,

Christina Henderson, responded to the new order by saying the DOJ does not have the authority to revoke existing laws and policies. Meanwhile, scores of demonstrators took to the streets of D.C. this weekend to protest the deployment of National Guard troops, claiming it was a brazen abuse of power. Yeah, that's it.

Get out there and protest efforts to make the city safer. It's a good luck. Though some residents did tell NBC News that they welcomed the federal intervention, saying their neighborhoods had become unsafe under the city's leadership. On Saturday, officials in three Republican-led states, West Virginia, South Carolina, and Ohio, announced they would be sending several hundred additional National Guard members to D.C. to bolster the Trump administration's efforts.

The move promises, of course, to further inflame tensions between the city's leadership and the White House. Since initiating the federal takeover, authorities have carried out nearly 200 arrests, mostly, of migrants living in the city illegally.
