First up, a dramatic phone call between President Trump and Nicholas Maduro. The president reportedly told the Venezuelan leader to step down and leave the country. Starting point is 00:01:01 NATO's highest ranking officer is warning that the alliance may need to get, quote, more aggressive in dealing with Russia's hybrid threats. We'll explain what's behind that. message and what could change on the ground. But first, today's afternoon spotlight. We're tracking a fast-moving and potentially decisive moment in the ongoing confrontation between the U.S. and Venezuela's Nicholas Maduro. Over the weekend, President Trump picked up the phone, called Maduro directly, and delivered what multiple reports describe as a final ultimatum, leave now, with safe passage for yourself and your family, or face consequences that were left purposely. vague. According to several accounts, the message couldn't have been clearer. The offer on the table
Starting point is 00:01:48 was simple. Maduro, his wife, and their son could depart Venezuela immediately under U.S. guarantees. No prosecutions, no last-minute scrambling, no back-channel arrangements, just a clean exit. Well, apparently, Maduro didn't take the deal. Instead, sources say he countered with demands that were, frankly, non-starter in Washington. He wanted sweeping amnesty for himself and his entire circle, and this is the key part, he wanted to retain authority over Venezuela's military even after stepping aside politically, which, of course, should tell you something about where Nicholas Maduro's power base is located. The Trump administration rejected that offer outright. What happened next marked a sharp escalation. As we reported this morning, President Trump announced that Venezuela in airspace
Starting point is 00:02:39 should be considered, quote, closed in its entirety. Now, that's not a symbolic gesture. That's the kind of language you use when you're signaling that the U.S. is prepared to treat the air domain around a hostile regime as a national security threat, or an operational airspace. This comes after months of stepped up interdictions on suspected drug trafficking vessels, new designations targeting Maduro-linked criminal networks, and U.S. naval forces moving into the region. The administration is framing this, not just as a diplomatic fight, but as part of a broader campaign against what it calls narco-terrorism, drug pipelines that Washington say contributed directly to overdose deaths across the United States. President Trump also indicated that the U.S. is preparing to take new action
Starting point is 00:03:25 against alleged drug trafficking networks in Venezuela, telling service members during a Thanksgiving call that efforts for strikes on land will be starting very soon. For Maduro, that means the pressure is rising on every front, political, military, and economic. There's also the humanitarian side. Now, Venezuela is already fractured and brittle. Any hint of regime collapse or the perception that U.S. action is imminent could create internal chaos. The political opposition, the military factions, the street-level collectivos,
Starting point is 00:03:59 none of them will likely sit quietly while the ground shifts beneath them. And then there's the regional picture. Countries across Latin America are watching this moment. moment, of course, very closely, and not all of them are comfortable with the prospect of direct U.S. intervention, or even the appearance of it. So what happens next? Well, I'm glad you asked. There are three real scenarios on the table. One, Maduro takes the safe passage offer, leaves the country, and the regime begins to unwind quickly, possibly violently, though, but without a major U.S. military operation. Two, he refuses to budge and digs in, betting the U.S.
Starting point is 00:04:37 won't follow through. Or, three, outside actors, regional governments, mediators, intel services scrambled a broker a face-saving exit before the situation gets away from everyone. Basically, we're entering uncharted territory in this standoff, and it has the real potential to change the trajectory of the region, either toward a rapid transition or toward a prolonged and destabilizing showdown. There's a new tone coming out of NATO headquarters this week. After years of brushing off Russia's hybrid attacks, the Alliance's top military officer is discussing a more aggressive response, including the once unthinkable idea of preemptive action.
Starting point is 00:09:34 Admiral Giuseppe Dragone laid out the... shift plainly. He told the financial times that for years, NATO treated Russia's hybrid attacks as something to swat away, nuisances that flared up and faded. But Dragone said the repeated incursions are now impossible to ignore. As we've been tracking here on the PDB, Moscow keeps leaning on cyber attacks and sabotage and airspace violations because they're cheap and deniable and designed to force European governments into an endless cycle of cleanup and repair. Inside NATO headquarters, that reality is starting to change the conversation. Eastern European diplomats who've been living with these threats the longest say reacting after
Starting point is 00:10:15 the fact only encourages the Kremlin to keep going. For them, the question isn't whether Moscow will try again, but how long NATO is willing to keep absorbing the blows without reshaping its posture. But if you're expecting NATO's preemption to equal a strike first militarily, well, Dragone insists the alliance's message shouldn't be read as that. Instead, he stresses that a preemptive move could still count as a defensive action and made clear that the alliance is, quote, studying everything as it reassesses its options. So, what changes can we expect? Well, NATO's Baltic-Centry mission offers a glimpse of what a more assertive posture could look like. Since stepping up unified patrols this year, with ships and aircrafts and naval drones,
Starting point is 00:11:01 allies have managed to prevent a major repeat of cable-cutting incidents tied to Russia's shadow fleet tankers and support vessels. Still, even successful deterrence as blind spots. A recent Finnish court ruling dismissed a case against the crew of the Eagle S, that's a shadow fleet vessel, suspected of severing undersea power and data cables, because the sabotage occurred in international waters. Finland's foreign minister told the Financial Times the decision effectively gives Russian vessels complete freedom in international waters. That's a loophole that Moscow has learned to exploit. Helsinki is now evaluating how far it can go in changing this stance. Dragone acknowledged the heart of the challenge. NATO operates under strict legal and ethical
Starting point is 00:11:47 boundaries that Russia has no interest in respecting. He said, quote, it is a harder position than our counterparts, a reminder that the alliance must deter an adversary unconstrained by rules. The talk of preemptive action ushered in predictable fury from the Kremlin. They were outraged. Russia's foreign ministry blasted Drogone's comments as, quote, extremely irresponsible, ironically accusing NATO of escalating the situation, even as Moscow continues the hybrid attacks that forced the alliance into this reassessment. And apparently, the Russian foreign ministry doesn't consider invading another country as escalating the situation or as extremely irresponsible. Exactly how far NATO ultimately goes, well, that remains to be seen.
Starting point is 00:12:34 But it does appear that the alliance is preparing to meet Russia's next move with more resolve than the Kremlin has previously witnessed.
