First up, as the war in Ukraine drags on, and Vladimir Putin continues to rebuff efforts to negotiate a peaceful settlement, reports indicate that the U.S. has redeployed nuclear weapons to the United Kingdom. That's for the first time in nearly two decades. Later in the show, four people were tragically killed during a mass shooting in an office tower in Midtown Manhattan on Monday night by a gunman clad in body armor and carrying in AR-15 rifle. It marked the city's deadliest mass shooting in some 25 years. We'll have those details. But first, today's afternoon spotlight. The Trump administration has just sent its clear a signal yet to Vladimir Putin that the U.S. doesn't plan on backing down for protecting Europe

in the face of continued Russian aggression. According to an exclusive report from Bloomberg, citing Pentagon data and recent military assessments, the U.S. has likely redeployed nuclear weapons. to the United Kingdom for the first time in 17 years. The transfer appears to have occurred on the 16th of July when open source analysts identified a U.S. Air Force C-17 transport aircraft depart from a U.S. nuclear weapons depot at Kirtland Air Force Base, that's in Albuquerque, New Mexico, bound for the U.K.'s Royal Air Force Base in Laken Heath in eastern England. For obvious reasons, the Pentagon and the British Defense Ministry don't comment on the status or location of nuclear weapons. Yeah, that seems like a good sound idea, but the C-17 aircraft left

an unmistakable trail. It flew with its transponder switched on, meaning that its identification and location were visible for all the world to see. The flight appeared to be a deliberate message to the Kremlin that the U.S. will not abandon our NATO allies or sacrifice the security of the European continent. William Albuquerque, a former head of NATO's nuclear non-proliferation center, Also noted at Bloomberg that the C-17 was part of the U.S. Air Force's prime nuclear airlift force. That's a long name. What they're charged with is moving America's nuclear arsenal, and that the C-17 didn't fly over any other nation's territory during its journey.

Now, that's in keeping with policies regarding nuclear weapons transfers. He said that leaving the transponder on allowed the U.S. to flex its nuclear strength in Europe to the Putin regime without the need for. for escalatory nuclear saber-rattling. Additionally, Albuquerque noted that the move shows the Trump administration is committing more flexible nuclear capabilities to Europe, creating a wider range of options for its forces. Albuquerque told Bloomberg, quote, this is a down payment that there's more to come on shifting NATO's deterrence posture towards strengthening. He added, quote, returning U.S. nuclear weapons to the U.K. is no small feat, end quote.

Now, Independent Intelligence Assessments of the C-17's journey provide additional clues regarding its nuclear mission. The aircraft first departed from Lewis-McCord Air Base in Washington State before heading to the Kirtland Base in New Mexico to pick up its cargo. As I mentioned, Kirtland is home to America's underground munitions maintenance and storage complex. That's the largest nuclear weapon storage site in the world, housing everything from gravity bombs to next-generation warheads. Midway through its journey to the UK, the pilot of the C-17 told ground control that the transport plane was holding, quote, has cargo, meaning, of course, hazardous cargo. Then when it landed at the Lake and Heath Air Base in Britain, the base implemented unusual security

protocols, grounding other scheduled departures and opposing a strict two-and-a-half nautical mile no-fly zone around the base. Observers with the monitoring group Nukewatch UK tracked the mission closely and told first post that the C-17 was, quote, almost certainly loaded up with a cargo of anything up to 20 newly manufactured B-61-12 nuclear weapons. Now, for those not following this, the B-61-12 is a type of thermal nuclear bomb, a newer version of a tactical nuclear weapon first developed during the Cold War. The bombs could be carried by several types of aircraft, including U.S. and NATO jets, as well as the newer F-35A fighters, which Britain just happened to purchase from the U.S. back in June of this year. Now, the R.A.F. Lake and Heath Air Base in Britain

is no stranger to housing U.S. nuclear weapons. America stored some of its strategic arsenal at the base from 1954 until 2008, when they were redeployed due to the diminished Russian threat. But the ongoing war in Ukraine has obviously changed that calculus, particularly, as the as Putin continues to rebuff peace negotiations instead escalating his military operations against Kiev. Documents from the Pentagon show that REF Lakenheath has undergone significant renovations in recent years, suggesting they've been preparing to once again house U.S. nuclear weapons. Still, analysts note that the suspected deployment is an unprecedented policy shift by the U.S. officials,

with the Federation of American Scientists telling Newsweek that, quote, it would break with decades of policy and planning and reverse the southern focus of the European nuclear deployment that emerged after the end of the Cold War, end quote. But the Trump administration appears to have essentially lost all patience with the Kremlin at this point, and is looking to increase pressure on the Putin regime across all fronts. As we discussed on yesterday's PDB, on Monday, Trump announced a new, sharply reduced deadline for Russia to agree to a ceasefire in Ukraine, giving Putin just 10 to 12 days to capitulate or face crushing economic consequences. Russia, for their part, say they've been closely monitoring the activity.

A Kremlin spokesman told Reuters, quote, we see a line towards escalation of tensions, towards militarization, including nuclear militarization, end quote. A gunman with a history of mental illness walked into a Manhattan 44-floor office building on Monday evening, killing four people and wounding one seriously before turning the weapon on himself in what is now

the city's deadliest mass shooting in 25 years. The shooter was identified as 27-year-old Shane Tamura of Las Vegas, wearing body armor and carrying what's been reported as an AR-15 platform weapon, essentially the civilian version of the M4, he entered 345 Park Avenue, a commercial tower housing tenants like the NFL, Blackstone, and Rudin management. The carnage, unfolded just hours after he completed a cross-country drive from Las Vegas. According to NYPD Commissioner Jessica Tisch, Tamura first opened fire in the building's lobby, killing an NYPD off-duty officer and a building security guard and wounding one other. He then entered the elevator, eventually shooting and killing two individuals working in the building, before turning the gun on himself.

His rifle, covered in blood, was recovered at the scene. Authorities say Tamura had intended to target the NFL's headquarters, but took the wrong elevator bank. The other fatalities included an executive from the firm Blackstone and then executive for rude management, while the wounded individual worked for the NFL. New York City Mayor Eric Adams told CBS News on Tuesday, quote, he mistakenly went up the wrong elevator, and that's where he carried out additional shootings and took the lives of additional employees. Inside Tamura's vehicle, parked nearby, investigators found a loaded revolver, spare magazines, prescription and medication, and a backpack. The NYPD bomb squad cleared the car of any explosives. Tish said Tumura appeared to have acted alone and posed no further threat to the public.

As for a motive, while authorities are still combing through a multi-page handwritten suicide note discovered in Tumura's wallet. While much of it is described as rambling, several pages focus obsessively on CTE. That's a degenerative brain disease linked to repeated head trauma. Despite never playing football beyond the high school level, Tumura appeared focused on the NFL as the source of his mental declined. One line at his suicide note read simply, quote, study my brain, please. I'm sorry. So what else do we know about the shooter? Tamura played football as a teenager in Granada Hills, California, that's roughly 25 miles northwest of Los Angeles, and most recently worked as a casino security surveillance employee in Las Vegas. He held both a private

investigator license and a concealed carry permit issued back in 2022. Perhaps most significant, Tamura had previously been placed under two mental health crisis holds in Nevada, one in 2022, another in 2024, under laws used when individuals are considered a danger to themselves or others. Those holds typically allow for involuntary hospitalization up to 72 hours. He also had a misdemeanor trespassing charge from 2023. Still, nothing stopped him from legally obtaining weapons or making the trip to New York. President Trump addressed the incident on Truth Social, posting, quote, I trust our law enforcement agencies to get to the bottom of why this crazed

lunatic committed such a senseless act of violence. NYPD and FBI officials are still combing through the contents of Tumura's note in search of a more complete motive.
