I'm Mike Baker, your eyes and ears on the world stage. Let's get briefed. In a historic first, the entire Arab League, including Saudi Arabia, Qatar, and Egypt, have signed a formal declaration condemning Hamas' 7 October 23 brutal attacks on Israel,
Starting point is 00:01:01 calling on the terror group to disarm, surrender control of Gaza, and release the remaining Israeli hostages. We'll have the details. Later in the show, one of the most powerful earthquakes on record struck off the coast of Russia's remote far east early Wednesday, triggering tsunamis and prompting alerts and evacuations throughout the Pacific. But first, today's afternoon spotlight. In a rare display, the Arab world has united in opposition against Hamas. Didn't see that one coming, demanding the terror group lay down their arms and end their control and governance of Gaza. On Tuesday, Qatar, Saudi Arabia, Egypt, and Turkey, along with the rest of the 22-member, Arab League, the European Union, and 17 other countries signed a historic joint declaration,
Starting point is 00:01:48 which condemned Hamas' 7 October attacks on Israel and called for the terror group to disband. It marked the first time that virtually all Arab nations have denounced the massacre, while they had to think about it first, which started the ongoing 21-month war in Gaza, according to our report from the Times of Israel. The statement also represents the Arab world's most forceful bid to date to end the war in Gaza and outline a future that excludes Hamas. In addition to surrendering control of Gaza, the Declaration calls on the Iranian-backed terror group to release all the remaining hostages still being held in the enclave and agree to allow the deployment of foreign forces to stabilize the
Starting point is 00:02:29 region. The Declaration states, quote, in the context of ending the war in Gaza, Hamas must end its rule in Gaza and hand over its weapons to the Palestinian Authority, with international engagement and support in line with the objective of a sovereign and independent Palestinian state, end quote. Now, the declaration outlines a phased plan to end the nearly eight-decade-long Israel-Palest conflict that would culminate with a demilitarized Palestinian state, existing side-by-side with Israel, and the eventual integration of the state into the wider Middle East region. The statement continued, quote, only by ending the war in Gaza, releasing all hostages, ending occupation, rejecting violence and terror, realizing an independent, sovereign and democratic Palestinian state,
Starting point is 00:03:16 ending the occupation of all Arab territories and providing solid security guarantees for Israel and Palestine, can normal relations and coexistence among the region's peoples and states be achieved, end quote. Well, that's quite a laundry list. The declaration came during the second day of a UN conference being held this week in New York City, focused on a two-state solution. The purpose of the conference is to build a consensus, routed two-state solution as the only viable means of securing long-term peace in the region. At the same time, the Declaration did take aim at Israel, the Coalition of Arab and European nations condemned, quote, attacks by Israel against civilians in Gaza and civilian infrastructure,
Starting point is 00:03:58 along with what they call Israel's, quote, siege and starvation tactics, which they argue have, resulted in devastating humanitarian catastrophe and protection crisis. Furthermore, it demanded that Israel publicly agreed to a two-state framework, reform its military policies, and its military rule of the West Bank, cease the construction of settlements in the region, and withdraw its forces from Gaza. Hmm, that's quite the second laundry list. While the Israeli government has long supported a deal that would demilitarize Gaza and exile Hamas leaders, Prime Minister Netanyahu has maintained that a two-state solution is not on the table.
Starting point is 00:04:34 He's also reportedly said that the Palestinian Authority, the PA, which governed Gaza until Hamas took control back in 2006, cannot be allowed to return to power. Officials in Jerusalem have instead advocated a plan that would see their military temporarily occupy Gaza while vetting local Palestinian leaders who would eventually go on to form their own government. As we've noted, Israeli and U.S. leaders have decried or derided or criticized this week's U.A conference, organized by France and Saudi Arabia, as a, quote, publicity stunt that rewards Hamas and undermines real-world efforts to achieve a lasting peace. Still, many of the nations taking part in the declaration signing were eager to praise their own actions. France's foreign minister called the document dubbed the New York Declaration an unprecedented
Starting point is 00:05:27 achievement, saying, quote, for the first time, Arab countries and those in the Middle East, condemn the 7th of October, call for the disarmament of Hamas, call for its exclusion from Palestinian governance, and clearly express their intention to normalize relations with Israel in the future. End quote, it is quite something that they're praising their own ability after well over a year and a half to condemn what Hamas did on the 7th of October. It came just one day, after British Prime Prime Minister Kier Starrmer gave Israel an ultimatum, saying he will formally recognize an independent Palestinian state this September unless Israel agrees to an immediate ceasefire, commits to a two-state solution, and takes significant steps to address the humanitarian crisis on the ground.
Starting point is 00:06:14 Starmor's threat followed French President Emmanuel Macron's declaration last Thursday, that France will officially recognize a Palestinian state at the UN General Assembly in September, making them the first G7 nation to do so. It's a fascinating development, this declaration, and one could hope that it eventually does lead, in fact, to a peace. All right, up next, one of the most powerful earthquakes ever recorded strikes off the coast of Russia's remote far east, raising alarms throughout the Pacific. I'll be right back. One of the most powerful earthquakes ever recorded struck off the coast of Russia's remote
Starting point is 00:09:45 far east early Wednesday, unleashing 15-foot waves, setting off a tsunami chain, and triggering evacuations from Japan to Hawaii to Chile. The 8.8 magnitude quake struck roughly 75 miles east of the capital of Russia's Comchatka Peninsula, flooding local ports and forcing panicked residents to flee uphill. In the hours that followed, a barrage of aftershocks rolled through the region, with one registering at a magnitude of 6.9, as scientists warned that the threat of additional seismic activity and tsunamis does remain high in the region. tsunami waves reaching nearly 15 feet battered the Kumchaka coastline, prompting Russian emergency
Starting point is 00:10:26 services to issue a rare multi-day advisory. Kremlin spokesman Dmitri Peskov praised the country's early warning systems for functioning, quote, in a timely manner, yes, that's a good thing, and confirmed that several injuries occurred during evacuations, though all were stable. In Japan, the quake rattled the nation's collective memory, bringing back images of the 2011 earthquake and tsunami that led to the nuclear meltdown at the Fukushima power plant, sirens howled as thousands of residents scrambled to evacuation centers. At the Fukushima plant itself, over 4,000 workers temporarily abandoned their posts and took refuge on higher ground while continuing to remotely monitor the plant. One injury tied to the quake was reported by
Starting point is 00:11:12 Japanese emergency services. Farther across the Pacific, Hawaii went on high alert. Tsunami sirens halted traffic across Honolulu, prompting gridlock as National Guard helicopters took to the skies. High water rescue vehicles were also deployed, anticipating widespread inundation that fortunately did not eventually happen. Farther east, the U.S. West Coast braced for impact. In San Francisco, tsunami waves reached an estimated five feet, flooding several harbors and prompting local authorities to close off portions of the waterfront. While the immediate threat to the U.S. coastline has passed, tsunami advisories do remain active from California to British Columbia. In Chile, officials weren't taking chances. The government issued a top-level tsunami alert
Starting point is 00:11:58 and ordered evacuations across dozens of coastal communities, citing fears of delayed wave surges, an all too familiar threat for a country that endured the largest quake ever recorded, and that was back in 1960. While the threat has subsided in some areas, ocean scientists from the University of Western Australia, war on the danger hasn't fully passed. Tsunamis are not just single waves, like sometimes you'll see in a movie. Their long swells traveling in hundreds of miles per hour, gaining deadly vertical force as they enter shallow water. Currents in the affected zones are expected to remain dangerous for some time. U.S. Homeland Security Secretary Christy Noem in Santiago, Chile for unrelated meetings, acknowledged the quake's wide reach,
Starting point is 00:12:42 but told reporters that conditions for American coastlines appeared to be stabilizing. She stated, quote, we were fully deployed and ready to respond if necessary, but grateful that we didn't have to deal with the situation that this could have been. President Trump posted a message on truth social shortly after the initial tsunami alerts were issued across the U.S. and Japan, writing, quote, stay strong and stay safe. The quake now ranks among the ten most powerful. It was the strongest since Japan's 2011 9.1 disaster, and join the ranks of others, Indonesia's 2004-9.1 earthquake, Alaska's 1964-9.2 megacquake,
Starting point is 00:13:21 and Chile's 1969.9.5 magnitude record setter. And that, my friends, is the PDB afternoon bulletin for Wednesday, the 30th of July.
