It's Thursday, the 8th of October. Welcome to the PDB afternoon bulletin. I'm Mike Baker, your eyes and ears on the world stage. All right. Let's get briefed. First up, the U.S. military buildup around Iran is moving into a new phase, with CENTCOM now reportedly ordered to complete preparations for another major round of fighting. Later in the show, federal authorities say they disrupted an ISIS-inspired plot targeting the Mall of America, arresting an 18-year-old Somali man.
after an undercover gun sale. But first, today's afternoon spotlight. Here on the PDB, we've been
watching the military buildup around Iran for the past several weeks, reporting on the Secret Camp
David War Council, the Third Carrier Strike Group movement, and thousands of additional American
troops headed towards the region. Now there's another significant development. Axios reports that the
Pentagon has instructed U.S. Central Command, Sentcom, to finish preparations for the possible resumption
of major combat operations against Iran.
Reportedly, the White House has not made a final decision to attack,
and there's no indication the strike order has been issued.
But, according to U.S. and Israeli officials cited by Axios,
CENTCOM is now being told to make sure that the military options are ready
if the president decides to use them.
The ships and troops are moving into position,
and now the command responsible for any American operation against Iran
is reportedly being told to complete the planning for what could come next.
Axios says a renewed campaign could involve extensive strikes against Iranian nuclear facilities,
energy infrastructure, and other targets with Israel, likely playing a major role alongside the U.S.
And the timing is important.
Yesterday, we told you that Vice President J.D. Vance had publicly laid out one of Washington's
clearest conditions yet for ending the war.
Iran would have to make a meaningful reduction in its uranium enrichment capability,
particularly its stockpile of uranium and rich to 60 percent. But according to Axios, those negotiations have
yet to produce a breakthrough. Well, there's a surprise. Katarie mediators are reportedly still waiting
for Iran to respond to the latest American proposal. There are also signs that coordination
between Washington and Jerusalem is picking up. Trump spoke with Israeli Prime Minister Netanyahu on
Wednesday their second conversation in several days after a lapse in communication between the two leaders.
Netanyahu has also convened his national security team to discuss Iran, and Secretary of State Marco Rubio spoke with him earlier in the week.
Now, fair enough, none of that proves another attack is imminent, but the high-level ramped-up communication is happening alongside the military preparations, and Israeli officials are openly discussing the possibility of renewed strikes.
Axios also reports that Israeli officials believe Tehran is increasingly concerned about being surprised again.
And that, of course, raises its own danger.
When both sides believe another round of fighting may be coming,
preparations themselves can be misconstrued or become destabilizing.
One side moves forces because it wants to be ready.
The other side sees those movements and starts wondering whether it needs to act first.
We don't know whether Iran is preparing to do that,
and the reporting does not establish that it has made any such decision.
But that risk grows as more military assets move into the region,
and operational plans are completed.
And there's still a major unanswered question surrounding Iran's nuclear program.
Well, okay, to be fair, there are numerous major questions surrounding Iran's nuclear program.
Reuters reports at the International Atomic Energy Agency, the IAEA, believes roughly 200 kilograms of uranium,
enriched to 60 percent, may remain at Iranian facilities, much of it associated with the underground
complex at Isfahan.
Inspectors still do not have access to the sites, damage during earlier strikes,
meaning there are significant gaps in what the outside world knows about what survived,
where all of Iran's nuclear material is located, and what Tehran may still be capable of rebuilding.
Shortly before the previous attacks, Iran had also informed the IAEA that it was preparing another
underground enrichment facility near Isfahan. That current status of the facility remains unclear.
So if the U.S. and Israel are considering another campaign against Iran's nuclear infrastructure,
they would be doing so with some fairly important intelligence questions still unresolved.
And that brings us back to where the story stands today.
We already know that American forces were moving toward the region.
We already knew, of course, that senior officials had gathered at Camp David to discuss Iran.
And we already knew Washington was increasing pressure on Tehran to make nuclear concessions.
But now, well, now we know that CENTCOM has been instructed to finish preparations for another major round of combat.
All right, coming up next, the FBI says an 18-year-old who wanted to join ISIS overseas
instead planned a mass shooting at the Mall of America. I'll be right back.

Welcome back to the PDB afternoon bulletin. An 18-year-old Somali in Minnesota allegedly wanted to travel overseas to join ISIS.
When he couldn't afford the trip, the FBI says he decided to bring the terror stateside instead with a planned mass shooting at the Mall of America.
Federal authorities announced Wednesday that they've arrested Shigdun Abdulahi Mohamed, a U.S. citizen from Richfield. That's a Minneapolis suburb.
Now, the FBI investigation stretches back to December 2024. When Muhammad began exchanging what the Justice Department says became hundreds of messages with a confidential source across multiple social media and messaging platforms.
Investigators say those conversations included plans to travel to Somalia to fight for a terrorist organization.
Reuters reports that he initially expressed interest in al-Shabaab before turning his attention to ISIS.
By May of 2025, agents were concerned enough to visit his home.
Well, that's nice.
His mother told him he wasn't back from school yet, and called his father.
He declined to speak with the agents, saying he would pass their contact information to his lawyer.
This is all very civilized, especially when you're talking about an aspiring terrorist.
Apparently, by July of this year, prosecutors say Muhammad was talking about what stood in the way of his overseas plan.
That would be the price. He couldn't afford the trip. So he would prepare an attack in Minnesota instead.
The target he allegedly chose was the Mall of America in Bloomington, the largest shopping center in the U.S.
As for why he chosen, the criminal complaint describes an explicitly anti-Semitic motive.
Muhammad said he picked them all because he believed it was owned by Jewish people.
He also allegedly described the impact he wanted an attack to have. In one text message, he wrote,
quote, if I kill even 30 people, no one would go back.
Over August and September, prosecutors say he began discussing how to carry it out,
including purchasing a firearm and recruiting others to participate.
He also allegedly sent a video of himself, pledging allegiance to ISIS.
Investigators say he then settled on the 24th of October,
when the mall would host a Hmong Arts Celebration.
Now, that's an event celebrating the culture of the Hmong community,
with roots in China and Southeast Asia.
and he allegedly intended to target the people attending it.
Now, how Muhammad the terrorist managed to connect his anti-Semitism
with the desire to kill members of the Hmong community is, well, anyone's guess.
That brings us to Tuesday when the FBI put its undercover operation into motion.
An undercover employee arranged to meet Muhammad near his home to sell him an AK-47 rifle
and 200 rounds of ammunition.
The Bureau had made it so that the rifle was inoperable.
During the transaction, prosecutors say,
Muhammad again confirmed that he intended to use the weapon and ammunition to shoot people at the mall.
He handed over about $600 and took possession of the items.
And shortly afterward, the FBI arrested him.
Christopher Dodson, the FBI special agent in charge in Minneapolis,
explain the Bureau's response this way, quote,
When the FBI receives credible evidence indicating someone is seeking to carry out a violent attack,
we unremittingly pursue the threat, end quote.
Well, yes, that would seem to be the thing to do.
Minnesota, this case follows earlier ISIS-related investigations. In 2014 and 2015, federal prosecutors
brought cases against several men who traveled or planned to travel overseas to join terrorist
organizations. This time, prosecutors are moving forward with one count of knowingly receiving
a firearm and ammunition in order to commit a federal crime of terrorism. Muhammad made his initial
court appearance Wednesday, represented by a federal public defender. Speaking to reporters that same day,
the U.S. Attorney for Minnesota said the charge demonstrates that, quote, the threat of terrorism
in support of ISIS and other foreign terrorist organizations is active and continuing, end quote.
Well, I cannot spot the lie in that statement.
