Welcome to the PDB afternoon bulletin. I'm Mike Baker. Your eyes and ears.
on the world stage. All right, let's get briefed. First up, America is just hours away from a
government shutdown, and while politicians play their politician games on Capitol Hill, the real cost
could be to our national security. I'll explain the risks. Later in the show, President Trump and
Secretary of War Hegsseth deliver what might be best described as a pep rally to hundreds of senior
military leaders gathered at a Quantico base this morning.
We'll have the details. But first, today's afternoon spotlight. Barring a last-minute deal between
Democrats and Republicans on Capitol Hill, a government shutdown is now just hours away. And while
the headlines focus on political brinkmanship and partisan gridlock, the reality is this. The politicians
are playing chicken with America's national security. A shutdown isn't just an accounting exercise
or a delay in paychecks. It carries real consequences, of course, across the entire spectrum.
of U.S. defense, from operational readiness to cyber resilience, intelligence gathering,
and America's credibility abroad. So let's look at exactly what a shutdown could mean for U.S.
security. First, the most visible effect of a shutdown will be on the military. Active duty personnel
will continue their missions, but they do so without pay until the government reopens. That
alone is a hit to morale, especially for enlisted service members supporting families and living
paycheck to paycheck. And it's not just the men and women in uniform who will feel the impact.
Hundreds of thousands of civilian employees who provide the backbone of the Defense Department,
now labeled again the War Department, could be furloughed. They're the ones who keep equipment
maintained and provide logistics. Without them, the U.S. military keeps flying and sailing,
but on borrowed time, burning through spare parts and manpower reserves without proper support.
History shows that even short shutdowns can delay training rotations, postpone maintenance, and slow
weapons testing. Longer disruptions risk eroding the force's overall readiness, leaving gaps that
America's enemies could potentially exploit. Then there's the defense industrial base,
you may have heard of that. The Pentagon doesn't just fight wars, it funds a vast network of
companies, big and small, that produce everything from fighter jets to body armor. A shutdown means delays
in awarding contracts and paying invoices.
For larger contractors, well, that's an annoyance.
But for smaller firms, it could be a death sentence.
Many run on tight margins and even a few weeks without cash flow
can force layoffs or shutter facilities.
Shutdowns also create blind spots in cyberspace.
The Department of Homeland Security's Cybersecurity and Infrastructure Security Agency,
that's a mouthful, but of course there's an acronym and it's known as CESA,
relies on civilian analysts and technical staff to monitor threats and coordinate with private industry.
If they're furloughed, patches and warnings that normally go out in hours could take days or
just never happen, and that could leave the U.S., of course, exposed to hackers.
Intelligence operations face similar challenges. While collection against high-priority targets
continues, the support structure, the analysts who fuse the data, the contractors who maintain systems,
the translators, for example, who process foreign intercepts, they may be hit, and that weakens the
ability to spot emerging threats and brief policymakers in real time. In a crisis, those missing
hours or days could prove costly. The impact reaches into the homeland as well. The FAA has
already warned that a shutdown would halt the hiring and training of air traffic controllers,
while safety inspections on aircraft could be delayed. Oh, that doesn't sound like a good thing.
aviation groups say that means more congestion, slower maintenance of critical equipment,
and potentially higher risk in the skies. TSA and border officials are considered essential,
but like the military, they'll be forced to work without pay.
Infrastructure oversight from nuclear plant security reviews to dam inspections could also
be slowed, leaving critical facilities without the same level of federal monitoring.
And finally, there's the question of perception.
Allies and adversaries watch these shutdown battles and wonder whether America is capable of sustained
leadership.
Adversaries see opportunity.
Dysfunction in Washington signals weakness, a moment when the U.S. might be distracted or divided.
A shutdown doesn't just hurt operations.
It erodes credibility, and credibility is a cornerstone of deterrence.
Now, to be clear, a short shutdown won't cripple America's defenses overnight.
The armed forces remain on duty and the nation's core security posture stays intact.
But the longer that Washington stays gridlocked, the deeper the damage becomes, eroding readiness,
disrupting intelligence, and weakening the foundations that keep the system running.
So while Capitol Hill squabbles, and I don't use the word squabble lightly, in fact, I don't think
I've ever actually used the word squabble. While they squabble over spending bills, the effects ripple
far beyond politics. Soldiers, sailors, airmen, and Marines will keep reporting for duty.
Intelligence officers will still chase threats. Cyber defenders will do what they can with limited
resources. But the system as a whole, America's vast security apparatus, will be running on fumes.
A government shutdown is not just a political inconvenience. It's a self-inflicted wound that

Welcome back to the afternoon bulletin.
Last week, sudden travel orders for hundreds of top generals and admirals sparked rumors of a major shake-up at the Pentagon.
Today, that purpose became clear.
Defense Secretary or Secretary of War, Pete Hegeseth, declared that the era of so-called
quote, woke generals is over. Hegset and President Trump called on more than 800 of the military's
generals and admirals from across the globe to Marine Corbeys Quantico in Virginia, a rare gathering
that underscored the administration's intent to remake the armed forces into a leaner,
more battle-ready department of war. Hegset opened with an indictment of what he called decades of
drift inside the Pentagon. He said, quote, foolish and reckless political leaders had promoted officers for
diversity quotas and historic firsts rather than merit, leaving the military effectively rudderless.
He told the hall, quote, we became the woke department, but not anymore, end quote.
As proof, Hegseth pointed to his firings earlier this year of General Charles Brown Jr., the former
chairman of the Joint Chiefs, and Admiral Lisa Franquetti, the Navy's highest-ranking officer,
moves he said showed he would not hesitate to purge a leadership class of, quote, broken culture.
Before pivoting to his reforms, Hegeseth warned, quote,
If the words I'm speaking today are making your heart sink,
then you should do the audible thing and resign, end quote.
Beginning now, fitness tests will be pegged to male standards only,
grooming rules will be tightened,
and commanders will be granted more latitude to enforce discipline
without fear of, quote, politically motivated complaints.
Hegsteth vowed that the definitions of, quote,
toxic leadership and bullying will be rewritten,
arguing that liberal policy protections against abuse had neutered the chain of command.
But the Secretary of War wasn't done. He mocked, quote, fat generals and admirals in the halls of
the Pentagon, charging them with dragging standards down. When it came to addressing women in
combat, he was sharp, making clear that the bar would remain high, but gender neutral.
Hexas said, quote, if women can make it excellent, if not, it is what it is. If that means no
women qualify for some jobs, so be it.
end quote. Now, what he's talking about there is having one standard, not a standard for
combat readiness for males and one standard for females for combat readiness or for entry into
particular groups. So you've got one standard across the board, which, I suppose if you think
about it, that's the definition of equality. Before taking the stage, Trump told reporters
he'd fire military leaders on the spot if he didn't like them. From the podium, his characteristically
rambling remarks veered between jokes and warnings, opening with, quote, if you don't like what I'm saying,
you can leave. Of course, there goes your rank, there goes your future, end quote.
Trump then pledged a record $1 trillion. Yes, that's trillion with a T investment in the military
in 2026. He promised the assembled brass, quote, together over the next few years,
we're going to make our military stronger, tougher, faster, fiercer, and more powerful than it has
ever been before. I am with you, he said, I support you, and as president, I have your backs 100%.
End quote. The president then went on to the topic of his recent executive order to rebrand the
Pentagon as the Department of War, defending his choice as a symbolic restoration of a title
discarded after World War II. Trump said, quote, the Department of War is going to stop wars, end quote,
arguing that his order will project deterrence to adversaries abroad. And so,
Quantico became the stage for a fusion of cultural reset and massive spending promises,
a blueprint for the Trump administration's vision for the Department of War.
The message, the loyalty and toughness and willingness to shed the Pentagon's sensitive guardrails
will determine which generals and admirals carry America's forces into the next era.
